A recent development using XRD techniques, a unique fixed detector, specifically permitting full mineralogical information simultaneously for the first time, specially designed sample preparation and presentation system and Rietveld codes provide a continuous real- time analysis on the true contained mineral polymorphic composition of powder streams such as ore materials, cement, ground clinker or any other mineral stream conducive to XRD analysis. There are several COSMA systems currently operating in the US, Canada, Italy and Australia, proving service and reliability of this concept. The mineralogical information generated continuously in real time is used for automated efficiency, product quality and reduces costs. Quantitative Phase Analysis information is transmitted to the plant DCS via Modbus over RS422 or ethernet. Some limited information is stored in the on-board computers for optional future use at the operator?s option.

Mill #4 processes mildly refractory ore from Carlin Trend deposits. Diagnostic analysis of plant operating data was used to generate a mathematical model containing the key parameters influencing the gold recovery. The model was used to direct modifications to plant operating practice. The cyanide dosing strategy was changed to reduce preg-rob gold losses and cut reagent consumption A finer grind was achieved without capital investment. The density in CIL was lowered, and tighter control was exercised over plant throughput. These changes resulted in a recovery increase of at least 2%, worth $111,000/month at $300/oz, and concomitant reagent cost savings of $55,000/month.

This paper presents the construction of the ventilation shaft for the single-tube, doublelane Kramer tunnel. The project is located in the Federal State of Bavaria, Germany. This road tunnel, which has been under construction since December 2019, is the key component of the western bypass of the town of Garmisch-Partenkirchen. Once completed, it will relieve the town’s central district from enormous volumes of traffic. The contractor is the joint venture named ARGE Kramertunnel consisting of BeMo Tunnelling and Subterra. The whole project will be completed and handed over to the project owner, Staatliches Bauamt Weilheim, in 2023. The opening of the entire bypass section including the tunnel to traffic is planned for 2024. The tunnel, with a total length of 3,609 m (2.24 miles) and an estimated cost of EUR 178 million incl. VAT (US-Dollar 201 million), is designed as a single-tube, double-lane structure with one traffic lane for each direction of travel. The safety issue that exists for singletube tunnels is solved by a parallel escape tunnel passable for vehicles. For tunnel ventilation, an intermediate shaft has been designed with a depth of approximately 90 m (295 feet) and an inner diameter of 4.5 m (14.8 feet). All tunnels and ducts are excavated according to the principles of the New Austrian Tunnelling Method (NATM). The geological and hydrogeological conditions, the change in the profile (from round to square geometry), and also the shaft being located at a high elevation presented a demanding technical and logistical challenge. The site arrangement with the pit bank was located in a cut, the slopes of which had to be stabilized with shotcrete and soil nails. This excavation was carried out from the fall of 2020 to the beginning of 2021 because construction operations had to be completed outside the nesting period of protected birds.

The Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) has partnered with a narrow vein, hard rock underground mine to research the effects of the binder content on the elasticity and post-peak ductility of cemented hydraulic backfill (CHB). This is part of a larger study to enhance the long-term integrity of ground support in underground mines. As mining advances deeper and stresses increase, CHB mix designs will benefit if they can be modified to handle higher levels of strain which are induced by an increased stope closure, typically affected by a reduction in stope width and increased mining depth, or through dynamic loading resulting from a local seismic event. This portion of the research examined the impact of reductions in binder and their impact on Young’s modulus, peak strength, and post-peak ductility.

Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

"For urban tunneling projects it is essential to predict and prevent building damage. Although various case studies and experiments have shown that buildings considerably modify greenfield soil movements, widely accepted damage assessment methods neglect this soil-structure interaction and simplify structures as linear elastic beams. This paper summarizes an experimental investigation of the response of more realistic structures to tunneling-induced deformations. Small scale structural models with façade openings and brittle material properties were 3D printed and tested in a geotechnical centrifuge. Soil and structure displacement data were obtained by image-based measurement. Results demonstrate that structures notably mitigate differential greenfield ground displacements. It is also shown that maximum soil settlements, horizontal soil displacements beneath the structure and structural damage in the form of cracking significantly depend on the position of the structure in the settlement profile. The results provide a basis from which to predict building settlement response with greater certainty. INTRODUCTION With continuing population growth and increasing urbanization expected in the next decades, there is an urgent need for a next generation of infrastructure. It is likely that a large part of this infrastructure will be underground. Such creation of urban underground space frequently involves the excavation of shallow tunnels in close proximity to existing structures and utilities. For example, along the Crossrail project in London more than 1,200 structures are located within a possible influence area of the tunnel construction (Torp-Petersen and Black 2001). The assessment of building damage plays a vital role throughout the planning, design and construction stage of urban tunneling projects. However, while predictions of tunneling-induced deformations in the greenfield can generally be made with some confidence, much uncertainty exists about how structures interact with ground movements arising from tunnel construction."

Vale is in the process of resuming mining in the lower 810 ore body (810 OB) below 4130L at Copper Cliff Mine – South Side. Production in the lower 810 OB had continued until it was temporarily ceased in 2017 to allow for the execution of activities associated with Copper Cliff Mine Phase 1 project. While mining the stopes in both the lower and mid part of the 810 OB, a seismic response was experienced that resulted in rockbursts and challenging mining conditions. The majority of the rockbursts experienced in the past were associated with stopes mined in a bottom-up mining sequence under a diminishing pillar situation between 3350L and 3540L. The current mining plan is comprised of both top-down and bottom-up mining fronts using a center-out chevron sequence of long hole open stopes to manage induced stresses. Numerical modeling assessments have been carried out to forecast the response of the rock mass due to the planned mining. Seismicity and stress induced damage surrounding excavations are anticipated, and areas requiring extra attention have been identified. A tactical approach is being used to prepare the area for production, including replacement of ground support elements that are damaged or have insufficient residual capacity, and installation of dynamic support in areas anticipated to experience bulking and/or dynamic loading that would exceed the current support system’s capacity. A series of monitoring programs are being put in place to confirm current conditions, and to monitor the response of the rock mass to proactively implement ground control tactics should the need arise. This paper provides a summary of the approach used to forecast, monitor, and manage the behavior of the 810 OB rock mass response to continued mining at depth.

The effect of chain length and the position of the substituent group on the selectivity of separation amongst oxidized copper, lead and zinc minerals are discussed in this paper.

In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years, and the short-term plan needs to be updated accordingly. To the best of our knowledge, short-term planning with IPCC is an area of research that has yet to be explored extensively, and hardly any model can generate a shortterm extraction sequence considering an IPCC. This research work proposes a mixed integer programming model to develop a short-term production plan within a time horizon of 12 months. The model's objective is to optimally allocate shovels to minimize the cost of material handling and maximize revenue subject to meeting plant requirements, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by the strategic plan. The proposed model will be implemented in an iron ore mine case study for verification. The model is developed and solved using MATLAB. The comparison of results between scenarios with and without IPCC justifies the use of IPCC in large open pit mines from a short-term perspective.

Long-distance movement of various materials by conveyor is becoming common; therefore, it is no surprise that conveyors are frequently found in very long tunnels. In such long tunnels, there is a continual controversy between the tunnel operator's requirement for a maximum of clear space for the conveyor and vehicles and the investor's wish to make the minimum capital investment for excavation. This analysis shows that the question becomes more pressing as the tunnel becomes longer. The result given in this paper is a straightforward method by which an economic and operational optimal tunnel width may be selected for any specified tunnel length. Detailed computational formulas are developed relating costs of construction, vehicle operation, vehicle accidents, and conveyor downtime to both tunnel width and length.

This paper addresses the problem of seeing into rock. We will consider two methods, first to use radar, or electromagnetic wave pulses, to probe into rock ahead of mining and second to use sonar, or sound wave pulses, to probe into rock. Both are non destructive and capable of giving information on hazards ahead of mining. Such hazards might be a borehole full of water possibly leading to a high pressure aquifer somewhere above the mine level, changes in rock type, or the edge or top of a salt dome. Most of the work described in this paper deals with probing through rock salt which we have done successfully to over 2000 meters maximum range. We discuss first the radar probing and then the sonar probing. "Shale gas has become an increasingly important clean energy, which has been explored worldwide in recent decades. Supercritical CO2 acts as fracturing fluid for shale gas production. The safety monitoring is essential to prevent any kinds of leakage from the reservoir as the supercritical CO2 physically stored hundred kilometres underground. Seismic tomography is an imaging technique that uses induced seismic waves to create three dimensional images of the subsurface. It is an effective monitoring method to evaluate the caprock integrity in the carbon dioxide sequestration storage (CCS). In this experimental research, a simulated uniaxial compressive load is applied on a granite sample to analyze the stress redistribution for long-term in-situ caprock integrity during CO2 injection. The induced seismic waves are recorded and seismic events are traced based on the Geiger algorithm. The frequency of seismic events correlates with the caprock failure evolution. The acquired seismic data is divided into four regimes based on the frequency of seismic events and the failure process to examine the failure evolution. Furthermore, the travel time and distance is plotted to analyze the variation of velocity. Finally, the double difference tomography (TomoDD) algorithm using arrival time is adopted to recalculate the locations of seismic events and velocity structure in each regime. The results indicate that the passive seismic system can map the caprock stress distribution and allow for imaging of the caprock integrity. TomoDD exhibits sound improvements to relocate seismic events both in relative and absolute locations as well as to characterize the local velocity structure. The study further reveals that seismic monitoring along with TomoDD could evaluate the caprock failure accurately in the CCS.Introduction To reduce the CO2 concentration in the atmosphere, CO2 capture and sequestration (CCS) has been suggested to as a means of continuing to use fossil fuel resources while offsetting their negative environmental impacts (Eiken et al 2011). A positive CCS project should retain 99% of the injected supercritical CO2 (pressure is greater than 7.38 MPa and temperature is above 31.04? and a density is of about 700 kg/m3) over at least 100 years (Davidson et al 2005). As large quantities of supercritical carbon dioxide are being injected into full scale storage projects, caprock stress is redistributing and the leakage could occur anywhere over a wide storage area (Hou et al 2012). Acoustic waves are emitted from the caprock, as it fractures due to the CO2 injection, which can be detected by passive seismic sensors (Shitashima et al 2013). Tomography techniques are advantageous for imaging the integrity of the caprock in the CCS projects. Velocity tomography uses waves to model entities based on the arrival time of waves (Westman et al 2001, Westman 2004, Luxbacher et al 2008). Seismic tomography is a data inference technique that exploits information contained in seismic records to constrain 2D or 3D models of the Earth's interior. It generally requires the solution of a large inverse problem to obtain a heterogeneous seismic model that is consistent with field observations (Kudryavtsev et al 2012)."

A general study of gold refractory arsenopyrite pyrite concentrate bioleaching has been carried out including two continuous bioleach testworks at different sizes, namely one at a laboratory scale with a 100 1 unit at a 2 kg/d dry solid flowrate and the other at a pilot scale at a 100 kg/d dry solid flowrate. Both tests show a 80% bioleaching of arsenopyrite in about four days of treatment and with the same kinetic. Pyrrhotite is attacked at the earlier stage of the bioleaching but pyrite remains unaffected. The weak potential of oxidation associated with the decomposition of arsenopyrite and the abundance of arsenite leads to a high grade of elemental sulfur in the bioresidue which consumes the major part of the cyanide during the gold recovery, furthermore, the arsenite and ferrous produced in solution have to he oxidized to obtain a stable precipitate in the waste products and as outlined in previous works of other authors on this subject the addition of iron to obtain a Fe/As molar ratio at least above 3 is necessary. The agitation equipment used in the pilot unit allowed an optimisation study calculation for scaling-up the design and power requirements of an industrial installation, For the pretreatment of a gold refractory As high-graded concentrate the reagent cost has the greatest part in the operating cost of the biooxidation step due to the necessary retreatment of the biosolution, In that conditions the power cost is quite marginal, actually it is significant for the treatment of pure pyrite.

Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. "The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Thermovision monitoring of surface temperature has been examined for the purpose of detection of spontaneous combustion of early stage. Measurements were carried out in bituminous and subbituminous coal mines. It was found that surface temperature heterogenities can be considered as common phenomenon in mine openings. However, the most of the observed temperature heterogenities were not connected with coal spontaneous combustion of early stage. These, so called [non-spontaneous combustion] temperature heterogenities in surface of mine openings were found to be caused by: l. Different conditions of heat transfer between opening surface and air stream; 2. Low temperature (natural) oxidation of coal; 3. Dissipated heat loses of working machine. Sites of early stage spontaneous combustion of coal were characterized by: 1. More significant, local rise in surface temperature comparing with low temperature coal oxidation; 2. Evolution of carbon monoxide with local concentration near the surface of such site more than about 15 ppm (bituminous coals) or 30 ppm (subbituminous coals). INTRODUCTION Mine fires are a serious hazard to life and result in a considerable loss of coal reserves. Thus, great attention is paid to investigation of new methods enabling already early detection of self-heating of coal. The earlier a fire is observed, the easier would it be to deal with. Detection methods used in coal mines are mainly based on: 1. [Mine air analysis]. Changes in composition of mine air are examined. Products of spontaneous heating of coal, not being present in mine air under normal conditions, are considered as indicators of anomalous behaviour of coal (carbon monoxide, unsaturated hydrocarbons) (Mackenzie-Wood and Strang, 1990). 2. [Temperature measurements]. Sites of higher temperature level comparing surroundings are looking for underground using various direct or indirect methods of temperature measurements. This paper summarizes experience from thermovision monitoring, as one of the latest indirect temperature measurement technique, used for the purpose of early detection of self-heating of coal in mine openings. INFRARED THERMOVISION Infrared thermovision device of AGEMA Infrared systems AB (Sweden) was used for the in situ measurements. The constant value of emissivity factor, 0.95, was pre-set as the most probable level of emissivities of coal and rocks in mine conditions.

Humphreys Engineering Co. has been associated with mining and milling since the turn of the century, but its greatest contribution to the industry was development of the Humphreys spiral concentrator in 1943. Few devices in the history of mineral beneficiation have been so uncomplicated. The spiral concentrator has no moving parts and requires no power except that needed to deliver slurry to the feed box, a requirement common to all concentrating devices. Although Humphreys Engineering Co. produces several models of spiral concentrators, the one -commonly used for coal cleaning is Model 24C-6 which has a flatter pitch than most other models. The spiral concentrator consists of a spiral conduit with a modified semicircular cross section. A slurry containing 20-35% solids by weight is fed to the feed box at the top of the spiral and flows downward. The heavier refuse particles concentrate along the inner side of the slurry stream and the lighter coal moves to the outside. The coal spiral has six complete turns-each turn consists of three 120°-sections and each section has a refuse port at the lowest point of the channel. The Humphreys spiral concentrator separates minerals in accordance with their physical properties (primarily specific gravity and particle shape). Aside from pumping slurry to the distributor, no energy is required to produce clean coal since the separating action is controlled by gravity. As slurry flows down the spiral channel, each particle is subjected to a centrifugal force, tangential to the channel. This force piles slurry on the outer rim of the spiral until the flowing stream reaches an equilibrium between outward centrifugal force and downward gravitational force. Once established, the stream position is relatively constant. In any flowing stream, differential velocities are present within that stream (the slowest fluid levels nearest the channel surface and the fastest layers at the center). As the channel curves, the lower slurry levels, retarded by friction, have much less centrifugal force and tend to move sideways toward the inner radius of the channel. As the bottom layers move inward along the bottom of the channel, the upper layers must move outward to maintain equilibrium. This cross sectional rotation separates the minerals and moves those of highest specific gravity toward the inner radius where they drop through refuse ports (see figure on following page). The simplicity of the spiral concentrator is apparent in operation. After tonnage, slurry volume, and percent solids of the feed have been determined-generally with laboratory testing-the operator's main concern is simple adjustment of the splitters located in the refuse ports. These splitters control the amount of refuse collected and, generally, once properly set they need little attention unless grade conditions drastically change or trash builds up and hinders laminar flow. Spiral concentrators are not overly sensitive to changes in pulp densities, variances in grade, or parti¬cle size and shapes. All these conditions may fluctuate over fairly wide ranges without adversely affecting recovery and product grade. In certain applications, desliming may improve recovery.

"Diesel particulate matter (DPM) remains a health concern in many underground metal/nonmetal mines, and has been regulated by the Mine Safety and Health Administration since 2002. While the NIOSH 5040 standard method for DPM monitoring is required to demonstrate regulatory compliance, the FLIR Airtec DPM Monitor can serve as complementary engineering tool. It is a handheld instrument that offers near real-time measurements. As part of an ongoing field study, the Airtec has been used to survey elemental carbon concentrations (a proxy for DPM) in an underground stone mine. Via “spot-checking” and more prolonged area monitoring, this effort was aimed at determining spatial and temporal DPM variation in several key locations. INTRODUCTION Diesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It is largely made up of elemental and organic carbon (EC and OC, respectively), which can be measured as proxies for estimating mass concentrations of DPM. The National Institute for Occupational Safety and Health (NIOSH) considers DPM to be a health hazard and potential carcinogen [1]. It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition, and retention in lung tissue [2]. Since DPM exists in both the micro- and nano-particulate ranges, it can surpass typical auto-immuno defense mechanisms that keep larger particles out of the respiratory system [2]. Relative to other occupations, the DPM exposure potential for underground miners is high because these individuals work in enclosed environments where diesel powered equipment is frequently used [3,4]. A variety of engineering and administrative controls have been devised to reduce DPM exposures in underground mines, and increased airflow is often a key component of control strategies. In large-opening mines, which are most common in the metal/nonmetal sector, DPM abatement via increased ventilation can be especially complex due to moving and controlling the large air quantities [5]. The Mine Safety and Health Administration (MSHA) has regulated DPM exposure in metal/nonmetal mines since 2002. The final rule limits personal exposure to total carbon (TC, which is the sum of EC and OC) to an eight-hour time weighted average (TWA) of 160 µg/m3. To demonstrate compliance, operators must use the NIOSH 5040 Method [6]. However, the Airtec DPM Monitor (FLIR Systems, Inc., Nashua, NH) was developed as an engineering tool to provide near real-time measurements of both EC and TC for tracking personal exposures [7]. The portable Airtec works by capturing DPM on a filter and successively measuring laser extinction on the filter as DPM accumulates; the EC fraction of the DPM is dark, and so as it accumulates the filter becomes darker and absorbs more laser light [8]. The laser extinction value is directly correlated to EC, but since EC and TC are generally observed in consistent proportions (i.e., TC = EC*1.3), the Airtec is also programmed to display TC as a TWA [9]. There have been multiple studies conducted to validate the Airtec and the instrument has been adopted by some mine operators as a tool for their health and safety programs [3,8]."

The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration's call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining's share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978's 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.
