As discussed previously, total cost is the sum of the direct materials, direct labor, and production overhead costs. The assignment of direct materials and direct labor costs to individual activities is generally straightforward. The assignment of overhead often is not. Overhead costs frequently contain allocations that only approximate the demand the activity has made o; the overhead resources. The inaccuracy of the overhead calculation can create erroneous production cost information and lead to suboptimal management of the operation. This problem is particularly acute when determining the production cost of individual products in multiproduct firms. Pricing, process management, and product mix decisions are especially susceptible to errors in product costing. The problem of properly determining production cost is complicated by the fact that few if any alternative methods exist to identify the inaccuracies in overhead allocation. To avoid errors, some firms simply ignore overhead costs in their product cost calculations, particularly those resulting from marketing and distribution of the final product.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner(SPL) is obtained at the end of the pot's life. The SPL contains small amounts of cyanide and fluoride, which present environmental problems. Spent potliner could possibly be used as a fluidizer to replace calcium fluoride (CaF2) in the iron- and steelmaking industry and in the glass industry. A low viscosity and a low melting point are prime requirements for such an application. In the present study, viscosity measurements were performed. The effects of various additives, such as sand, limestone, dicalcium silicate dust and MgO baghouse dust, on the viscosity of SPL were studied. The results showed that the addition of sand and limestone can produce a very high fluidity SPL melt at significantly lower temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

"It is almost a given that post-disaster mine conditions will have compromised the mine ventilation system, resulting in a hazardous atmosphere in portions of the mine, and often complicated travel through debris fields and roof falls. Robotic technologies provide the opportunity to gather valuable information to assist decision making or lessen exposure to dangerous conditions. MSHA's Mine Emergency Operations Division (MEO) has utilized a fully permissible mine robot, the V2, for a number of years, constantly updating the unit as new technologies became available. The National Institute for Occupational Safety and Health, as part of the MINER Act Extramural Contract Program, examined the need for additional robotic units and ultimately funded three different types of prototype technologies: two robots, the Snake Robot and the Gemini-Scout, and a mine rescue robotic assist vehicle known as the ""Mule"". The Snake Robot is designed to be lowered through a borehole and to conduct surveillance (gas monitoring, video and audio) in the immediate vicinity, while the Gemini-Scout, designed to be deployed in the mine opening, serves as a more mobile and agile exploratory tool as compared to the MSHA V2 robot. The Mule was developed in response to needs expressed by mine rescue teams for a versatile remotely operated support vehicle and it will move from prototype to MEO utilization in the near future. This paper describes the development of the robot prototypes and discusses their limitations in the prototype stage, possible enhancements and potential applications, as well as the utilization of the Mule. INTRODUCTION The conditions in a coal mine may be dramatically altered after a mine fire or explosion. For example, the ventilation system may not be functioning correctly as control devices may be compromised or damaged beyond repair. The visibility in the mine opening may be limited due to accumulated smoke and dust. Roof support systems may be damaged or no longer functional. Equipment and materials may be strewn about the mine opening. Debris fields, blocked openings, roof falls, flooded areas, gas accumulations and active burning make it very difficult or impossible for those managing the post-event emergency to permit mine rescue teams to enter the mine to conduct search and rescue operations. With the evolution of robots and robotic assist technology there has been a proliferation of purpose-built units for the military, police and law enforcement agencies, urban search and rescue and those contending with hazardous environmental conditions. In each case, the technology used is designed to limit human exposure to the unsafe conditions or to provide access to areas under difficult conditions. For example, a specially-designed marine robot has been deployed into the damaged core of the Japan’s Fukushima Daiichi Nuclear Power Plant to assess the conditions of the containment vessels, where melted fuel is believed to have accumulated. Human access to the area is prohibited due to dangerously elevated levels of radioactivity [1]. Multiple robots were deployed in Amatrice, Italy, to assist in the response after the 6.2-magnitude earthquake devastated the town. The robots were used to explore two medieval churches that were severely damaged and deemed too dangerous for human entry [2]. Tactical robots are regularly used by police and law enforcement agencies when the conditions of the emergency place intervening officers directly in harm's way [3]."

SALA MAGNETICS, INC. is now operating a 15 tph continuous high gradient magnetic separator, the SALA-HGMS® Mark III Carousel, as part of a complete mineral processing pilot plant installed at Sala's Cambridge headquarters. The Mark III can generate a maximum magnetic field of 18 kG making it possible to process even weakly magnetic, finely ground ores and ore tailings on a continuous basis at the performance level achieved in Sala's cyclic high gradient magnetic separators. Test results on iron ores, clay, and decoppering of molybdenum concentrate will be discussed. Bench scale tests have been performed on all of these materials using the SALA-HGMS® Model 10-15-20 Cyclic Magnetic Separator. A direct correlation may be made between cyclic and carousel results. Sala's Mark III Carousel high gradient magnetic separator is designed to permit scale-up to machines capable of processing two hundred (200) tons of ore per hour and more.

Reflected light microscopy was used to study the mineralogy and textures of experimental reactions of a nickel concentrate with a slag. Such an interaction is an important step in the bath smelting of nickel sulphide concentrate. Concentrate particles in the central portions of the pellets are rounded and develop vermicular S02 gas porosity. In the outer portions of the pellets, the original minerals of the concentrate, i.e., pyrrhotite, pentlandite, pyrite, chalcopyrite and violarite, have agglomerated and reacted to form two intergrown phases: pyrrhotite solid solution (FeO.75Ni0.18Cu0.01S) and pentlandite solid solution (Fe0.58Ni0.51Cu 0.03S). Magnetite formed euhedral crystals, skeletal crystals and dendrites at the margins of the matte. Prismatic, ferrohypersthene and octahedral Mg-Al-Fe spinet crystals and dendrites are present in the glassy slag. The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Macroscopic characteristics of a complicated mine ventilation is remarked to build an expert system for mine safety in the Taiheiyo coal mine, Hokkaido, Japan. To gain the characteristics a large number of simulation were performed with varying aerodynamic resistance of the branches with regulator in mine ventilation network. The principal results of the study are as follows, (1) Pressure loss diagram for ventilation network with main and auxiliary fans enables capability of air circulation in the network. (2) H-Q (pressure-quantity) diagram gives capacity of air quantity In a network with main and auxiliary fans. Selective flocculation was used to produce a superclean zinc concentrate by minimizing silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, TN. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but never to zinc processing. The feed material assayed 0.45% SiO2. The use of 0.56 kg/ t (1.13 lb/st) sodium silicate and 0.070 kg/t (0.141 lb/st) causticized tapioca starch resulted in a 98.2% zinc recovery and produced a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The target level for silica contamination in JMZ zinc concentrates is currently 0.30% Si02. This work demonstrated that selective flocculation is a potential method for cleaning flotation concentrates, particularly where low silica products are required.

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

A method has been developed in the USSR for processing the low-grade high-silica raw material by sintering the aluminacontaining mixes, which is widely used both as a principal process and in combination with the Bayer process. The process parameters were obtained on the basis of a study of interaction and equilibrium states of the individual profiles of a multi-component system Na20-A1203-Fe203-CaO-Si02 at the sintering temperatures. The compositions and melting temperatures of eutectics of the individual profiles are given. It is shown that the most easily meltable mix is one having a red mud as the main component. The variations are given of the sinter physical characteristics and recovery of the useful components with the sintering temperature. Considerations are given on selection of a sinter leaching flowsheet and directions are shown for improving a series method of processing the low-grade raw material.

A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.

The Bureau of Mines is investigating the leaching of phosphate values from Florida phosphatic clay wastes using sulfuric acid (H2SO4) as the leaching agent and methanol as the solvent. Acid-alcohol leaching studies were done using research-grade apatite to investigate potential causes of flow extractions. It was found that a barrier layer formed on the surface of the apatite. Initial discovery of the barrier layer was made by analyzing pure apatite samples before and after leaching using an optical microscope. Subsequent Fourier Transform Infrared (FT-IR) analyses proved the coating was calcium sulfate hemihydrate (CaSO4•1/2H2O) and that unreacted apatite existed beneath the coating. Scanning electron microscope (SEM) photographs depict the CaSO4• 1 /2H20 morphology as long slender crystals adhering to the apatite surface. It was also shown that grinding the leached tailings and leaching again in the H2SO4-methanol system resulted in additional phosphate extraction.

Such conveyors usually require head and tail drives to lower the belt tension and belt strength required. The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Stuart Olson Construction, Inc. excavated 385m (1263 ft.) long twin tunnels with 6.25m (20.5 ft.) O.D., a portal and a cross-over for the Edmonton, "Metro". The work for Contract No. 76458, SLRT South Tunnel and Portal, in Edmonton, Alberta, Canada was performed in 1989 and 1990. NATM was specified because of the instability of glacial deposits. The contractor decided to use "two firsts" on this project: Fully mechanized NATM and a novel excavator¬mounted tunneling machine. An excavator was equipped with a cutter boom, and a loading and conveying system. This novel machine cost only about one-third of the price of a special NATM roadheader. This new combination of NATM and an excavator-mounted cutter boom offered a cost-effective alternative to shields, slurry TBMs and roadheaders for short tunnels in unstable ground. For NATM tunneling in hard rock or in mixed faces, the roadheader-type cutter boom can be replaced with an impact hammer (hydraulic breaker).

Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.

The leaching and solution treatment operations used in the ammoniacal treatment of laterites depend on the ability to establish and maintain close stability relations between soluble metal ammine complexes and solid phases such as oxides, hydroxides, basic carbonates, sulfides and ammonium double salts. This paper presents a quantitative treatment of heterogeneous equilibria in ammonia/laterite hydrometallurgical systems, by means of several.types of hydrometallurgical phasedia- grams (e.g., Eh-pH, log [NH3 + NH4+] - pH, log [C02] - pH, log SO42-] - pH, log [Metal] - pH). Dissolution/precipitation phenomena associated with nickel and cobalt recovery and with magnesium scaling are discussed in the context of the phase diagrams.
