The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

Dupont has successfully incorporated a Floatex Density Separator into its wet-gravity operations for the recovery of zircon from titanium tailings. Results indicate that the Floatex achieved a zircon recovery of approximately 95% while rejecting similar amounts of quartz and other gangue minerals. Additionally, a unit capacity approaching 16 tonnes/hr/m2 was achieved. Results also show that the alumino-silicates can be separated into other product streams that will further improve process economics and minimize waste material. The improved plant feed grade provided by the Floatex has allowed for either an increase in overall plant capacity and/or final product grade. This paper will present the findings from the in-plant study.

Current mineral industry trends toward handling the high tonnages of lower grade ore and tailings retreat lead to a continuing need for large volume flotation cells. The benefits which accompany the larger cell flotation circuit include reduced capital cost, less mill floor space, reduced operational complexity, and less maintenance, provided the metallurgical performance and solids suspension capability of the cell are not compromised. This study reviews development considerations pertinent to large mechanical air induction type flotation cells from the standpoint of cell internal hydrodynamic characteristics and metallurgical performance. While the importance of process related factors such as chemical usage, pH control, solids size and loading, and circuit arrangement cannot be denied, this study will emphasize the relationship of cell size (volume), mechanism geometry (impeller diameter), and mechanism operating conditions (rotor speed and submergence), to air transfer, liquid circulation, liquid "rise velocity" and mechanism power draw. Specific hydraulic performance maps for large capacity 300 and 500 cu ft flotation cells will be reviewed in terms of the relationship between the operational variables and the air and liquid flow conditions within the cell. Metallurgical results, obtained under plant operating conditions for 300 and 500 cu ft cells, are included to illustrate the metallurgical performance similarity of flotation cells which follow hydrodynamic scale-up criteria set forth in this investigation.

Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

"The history of the mining industry is littered with in-pit crushing and conveying (IPCC), which should not be confused with the International Protocol for Carbon Capture, projects that failed. The failure is not the technical one of “did it achieve the desired tonnage rate for a longish test period” but, rather, the far more important one of “did it provide return on the investment in the manner that was promised?” While quite a few can claim the former, very few system installations can claim the latter.The reasons for the many failures are numerous, but they are all characterized by a combination of an element of engineering optimism in any, or all of the production rates, the productivity, or the operating and maintenance costs and in predicting the continuity of operating conditions. In these days of big data, propagating such a situation is rapidly becoming unforgivable.In this article, the three most common scenarios put to the corporate board for approval, and the logic as to why they were selected, are examined (with the irony included intentionally).• Fully mobile crusher, fed by a shovel and conveyed out of the pit to a waste dump / process plant.• Semimobile crusher (much more expensive than a fixed crushing station but which apparently allows trucks to short haul inside the pit and improve productivity), which moves when the face moves.• Relocatable crusher (more expensive than a fixed crushing station but which gets relocated at great expense after all the fixed infrastructure impeding relocation is demolished) fed by trucks that don’t leave the pit mostly.This paper will also consider the truth about their operational performance and associate costs."

Computer deterministic models for predicting the time dependent extraction of copper by leaching fragmented rock (both in situ and heaped or piled) have been presented in the last two years by Bartlett1, Braun, Lewis and Wadsworth2 and Roman and Co-Workers.3 All of these models involve aqueous diffusion within the pores of the rocks from which the metal is being extracted. The rate of chemical dissolution of the ore mineral within the rock will also affect the kinetics in the case of sulfide copper ores and some of the more refractory oxide copper ores. Simulation is also needed for fine grain disseminated gold ores and low grade uranium ores that may be heap leached. The development of such leaching models has two major purposes: First, extraction estimates must be made for tong time periods particularly for situations where laboratory and field tests either cannot be made or where there is insufficient time for field testing. Second, the results of simulated leaching should indicate the relative importance of the extraction controlling parameters and, thereby, provide a better understanding of the complex leaching phenomena on heaped material being leached, and guide further experimental work.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

In spite of extensive research and accumulated experience from mining operations, appropriate coal strength values for pillar design remain debatable. Coal strengths determined in the laboratory on standardized samples vary widely among various coal seams with poor repeatability. Penetrometric in situ strength testing obtains multiple measurements at multiple horizons within the coal seam to provide a strength profile. Alliance Coal has used that method in many of its mines for pillar design. Pillars in these mines perform well. This paper presents a series of case studies and discussion of issues related to coal pillar design. The analysis demonstrates that the proposed default in situ strength of 900 psi is appropriate when no other data exist. However, in the case of appropriate strength measurements combined with analysis of pillar structural composition, differing values can be used successfully. In areas where the penetrometric derived in situ strength is greater than the standard 900 psi in situ strength, reserve recovery has been optimized as required by law without compromising safety.

Recently Lurgi has succesfully commissioned Peru's first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.

An ore reserve block model is the basis for various decisions in mine development and production. The block model is initially built using the information from the drillhole data only. Once the mine is put in operation, the information from the blasthole data becomes available. Since the spacing of the blastholes are much closer than the exploration drillholes, the blasthole data gathered from the mine over the years become quite extensive containing valuable information about the deposit. In practice, the information from the blastholes is the basis of determining the ore and waste boundaries between and within mining blocks. In an ore reserve model, the valuation of blocks on and close to the pit face can obviously be improved by using blasthole data from neat by drilled and mined-out blocks in addition to using the widely spaced drillhole data. The ideal basis on which to integrate blasthole and drillhole data is to use cokriging.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Laterite ores, rich in essential metals like nickel, iron and cobalt, are a crucial resource for modern technology. However, the extraction of nickel from laterite ores is a complex process due to their intricate mineral compositions and low nickel concentrations. This paper presents the results of a study to understand the leaching behavior of preroasted laterite ore and the impact of roasting on leaching kinetics. The ore was subjected to roasting at 280 and 610 °C for a duration of three hours, followed by leaching in sulfuric acid (H2SO4) under atmospheric conditions. The results show that preroasting the ore at 610 °C significantly improved the recovery of nickel during leaching, with recovery rate of up to 93 percent, and the leaching process of the preroasted ore was primarily controlled by diffusion through the ash layer. The activation energy values were found to be 20.97 kJ/mol for the ore roasted at 280 °C, and 18.97 kJ/mol for the ore roasted at 610°C. These findings suggest that preroasting can enhance the leaching performance of laterite ore, potentially paving the way for more efficient and sustainable nickel extraction processes.

"The Kittila underground mine is extracting one of the largest known gold deposits in Europe and has an estimated mine life through 2034. The Kittila mine is located in the Lapland region of northern Finland, approximately 900 kilometres north of Helsinki and 150 kilometres north of the Arctic Circle. The ore at the Kittila mine is refractory, making gold extraction relatively difficult because the gold is generally locked inside the two main sulphide minerals – arsenopyrite and arsenic-rich pyrite. The orebody consists of a complex pinch-and-swell structure including up to 100 different gold mineralization lenses. Fluctuating gold prices and other economic considerations increase the need to maintain and update the mining plans more frequently. Over 3,000 stopes need to be designed and optimized once a year for the LOM-plan and more frequent updates are needed for mid- and short term plans as well as production studies. As a large part of ore body is very sensitive to cost and gold price changes, stope optimization is crucial to find the best possible production scenario for every moment. Kittilä has gone through several methods for stope design and optimization. Most recently the Deswik Stope Optimizer (Deswik.SO) has been successfully used. Dewsik.SO has helped Kittilä to design and optimize stopes in a timely and cost efficient manner. Together with the Deswik suite of planning tools, reliable and auditable plans are created. This paper describes the methods used for stope design and optimization at Kittilä. THE KITTILÄ MINE The Kittila underground mine in northern Finland is extracting one of the largest known gold deposits in Europe. Kittila achieved commercial production on May 1, 2009, becoming Agnico Eagle’s first mine to open outside of Canada. The Kittilä orebodies were initially mined from two open pits – Suuri and Roura – and underground operations were added in October 2010. The pits were mined out in November 2012, so mining is now entirely underground in the Suuri and Roura deposits. Additional, small open pits will mine any remaining near-surface reserves in the future. The Kittila mine is located in the Lapland region of northern Finland, approximately 900 kilometres north of Helsinki and 150 kilometres north of the Arctic Circle. With a mine life estimated through 2034, Kittila is Agnico’s longest-life mine. The mine’s proven and probable reserves contain 4.7 million ounces (32 million tonnes at 4.6 g/t gold). Ore has been mined from underground since 2010. The original 3,000-tonne-per-day operation underwent an expansion project to increase the throughput capacity of the mill by 1,000 tonnes/day, starting by the end of 2014. The region around the Kittila mine is underlain by mafic volcanic and sedimentary rocks of the Kittila Greenstone Belt oriented nearly vertical. This greenstone belt is similar to those hosting Agnico Eagle's Canadian deposits in Quebec’s Abitibi region and Nunavut. At the contact point between iron-rich and magnesium-rich rocks lies a 100- to 200-metre-thick structural zone known as the “Suurikuusikko Trend”. This trend hosts the Kittila deposit, where multiple mineralized zones have been traced over a strike length of more than 25 kilometres."

A beneficiation process has been developed to provide selective separation of unburned carbon from high LOI fly ash. Previous reports of utilizing froth flotation to achieve selective separations required long residence times and high reagent costs. A proprietary reagent system has been developed to address both of these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash; low LOI ash and a high carbon product suitable for reburning or further upgrading. A process flowsheet and description are presented.

INTRODUCTION In any mining operation all possible steps should be taken to increase efficiency. One area for improvement is mine planning and design, particularly in the area of equipment selection for room-and-pillar systems. Be- cause of the availability of a wide variety of face machines, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, this choice must be made on the basis of quantitative facts and forecasts related to the mining application. The purpose of this section is to develop and analyze the details of the mining process. Some specific areas studied include the relationship of system design to productivity, suboptimization as a result of equipment changes, and measurement of system performance. The plan of work leading to a quantitative description of these study areas is based on the growing interest in total system design using simulation as an analytical method (Manula, 1963). CHARACTERISTICS OF PRODUCTION OPERATIONS FROM ROOM-AND-PILLAR SECTIONS For a given mining method, raw production in a given section of a mine is primarily dependent upon the coal seam thickness, roof and floor conditions, methane emission, the mining methods, and the man-machine element. Average section production varies from 300 to 800 st per shift for conventional and continuous mining in high seams and from less than 100 to 300 st per shift in low seams. Since the reject varies from 0 to 40%, these figures must be decreased by the appropriate percentage to reflect the amount of clean coal mined. Personnel requirements per production section per shift for the various methods are listed in Table 1. Table 1. Production Personnel Method No. Method No. Conventional 12-1 5 Longwall 9-14 Continuous 9-1 2 Shortwall 9-12 MINING VARIABLES To evaluate the constraints and interrelationships for various mining methods, it is necessary to categorize the variables which underlie system production potential. Seven critical independent variables which determine production can be identified and categorized (Suboleski, 1978) : Seam Height The five categories are as follows: less than 36 in.;. 36 to 55 in.; 55 to 100 in.; 100 to 180 in.; and greater than 180 in. Floor Quality Floor quality ranges from : Excellent: Smooth, hard, grades less than 1 to 1 % % , and dry. Good: Smooth, soft but dry, with grades less than 3 % . The floor will deteriorate, but cautious operation can prevent it. There may possibly be heaving at some later time. Fair. Soft and damp. There is occasional interference with equipment operation; requires the use of four-wheel drive shuttle cars; ruts with regular use, and may have adverse grades of 5 to 7%. This may be coupled with slippery bottom and/or occasional steep rolls. Poor: Soft and wet. Requires blocking of the bottom to support equipment. There are frequent steep rolls and grades in excess of 7%. Roof Quality Roof quality ranges from : Excellent: Men are able to work under the unsupported top during the initial production cycle if legally permitted. Good: The roof is bolted on a 4 x 4 or 5 x 5 pattern with short bolts (442 in.) or <seam height if the seam >42 in., or requires posting with no bolts on a 4 x 4 or 5 x 5 pattern. There are no falls. Average: The roof is normally bolted on a 4 x 4 or 5 x 5 pattern, but with long bolts (>seam height or >6 ft.). There are infrequent minor falls or there may be an excellent roof which is difficult to drill. Fair: This type often requires spot bolting in addition to the regular pattern or bolting with planks. The roof conditions require shorter than planned cuts, or narrow cuts. Poor: This type requires bolts plus crossbars and posts, or installation of yielding supports or truss-type support. It is almost certain to fall if this is not done. Methane Liberation This ranges from none detected to low (no buildup at the face, even with minimum ventilation requirements) to moderate (the curtains must be extremely tight and tubing close to the face or methane will build up to 1 % during the loading of the car) to high (methane will build up to 170 if the miner is operated at the normal rate, even with proper ventilation). Hardness of Coal Coal hardness falls into the following categories: Soft: Soft coal is easily cut by a continuous miner. A plow could be used by longwall. Average: Coal of average hardness could be easily cut by a miner, and a shearer would be used in the longwall. Moderate: Moderately hard coal causes difficult cut-

In 1989 natural industrial diamonds counted for 55% of the world&apos;s natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric&apos;s Compaxa and Stratapax", and Megadiamond&apos;s Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world&apos;s total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond&apos;s position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. In New Mexico, there are at least 100,000 abandoned mine waste rock piles with widely ranging geochemical and mineralogical compositions. A geochemical and mineralogical study was implemented for five waste rock piles, some which contained sulfides, in the Hillsborn Mining District. Chemical and physical characteristics of mineral grains and their secondary mineral oxidation rinds were examined with the electron microprobe. Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

Copper concentrates have wide application in global smelting operations, comprising primarily of chalcopyrite (CuFeS2) as the principal mineral, accompanied by chalcocite (Cu2S) and bornite (Cu5FeS4) as secondary copper-bearing minerals. However, these concentrates frequently harbor detrimental impurities, notably fluorine ions, which can cause various complications during the smelting process. Moreover, an elevated fluorine content in copper concentrates may entail financial penalties and sales constraints. This review conducts a comprehensive analysis of existing methods for the removal of fluorine, presenting a nuanced assessment of their merits and demerits. It also provides valuable insights into the current landscape of fluorine elimination from copper concentrates and pinpoints pivotal areas warranting future investigation. This review endeavors to serve as a pragmatic resource for researchers and industry professionals operating within this domain.
