In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction' and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time

Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

United states reserves of oil and gas have been steadily declining while consumption of petroleum products has continued to increase. The nut result has been an ever increasing shortfall between supply and demand. This imbalance has been made up by imports of both oil and gas causing a strain on the United States Balance of Payments. To complicate the situation further, exporting nations have recently formed a cartel and dramatically increased the selling price of petroleum products. To meet U.S. energy demand, increased attention has been drawn to the production of synthetic oil and gas from coal. To date, considerable research has been conducted and is continuing on various processes for liquefaction and gasification of coal. Some of these processes are now in the pilot plant stage and at least one demonstration plant has been proposed. The coal conversion complexes envisioned will be very large, requiring substantial capital investments and abundant reserves of coal. Coal production to feed these proposed complexes has been estimated on the order of 75,000 tons per day. With the viability of these projects becoming economically attractive, the Office of Coal Research initiated a contract with Fluor Utah to determine and define the problems of surface mining coal at very high mining rates, under varied physical, geographic, and climatic conditions. The flow of recent events in the Middle East has created a greater sense of urgency for this study.

The U.S. Bureau of Mines is conducting research with the goal of automating underground coal mine roof bolters for greater mine safety. In the project described here, the Bureau has focused on automating the drilling portion of the drilling and bolting cycle. A drill monitoring system designed and developed by Parvus Corp. of Salt Lake City. UT, was placed on a Bureau model roof- bolting drill. The drilling parameters of torque, thrust, rotation rate, penetration rate, and position are monitored through sensors connected to an asynchronous, control-oriented local area network (LAN) that communicates with data-accumulating and data-processing nodes. By placing microprocessors at the two data nodes and at the valve control nodes, and combining these nodes with a personal computer (PC), the monitoring and control system can achieve parallel processing capabilities. Such capabilities are referred to as locally intelligent distributed processing. Only data that have changed significantly are reported through the LAN to a supervisory control and data acquisition (SCADA) system mounted on an IBM- compatible 80286 PC. The SCADA system displays the values of the drilling parameters and calculates the specific energy of drilling, which is then used as an indicator of the type of rock being drilled. Besides monitoring the drilling process, an operator at the computer can control the rotation and thrust of the drill from a remote location through the SCADA program and can set drilling parameters on the basis of observed values of the specific energy of drilling.

So that you will not have been misled entirely we will devote our considerations to a far more important art and if I may, I should like to begin by quoting Vincent Van Gogh. According to a literal translation the artist in describing one of his famous paintings said "these peasants are eating their potatoes with those very hands that dug them from the earth' and put them in the dish". Vincent Van Gogh may not have realized at that time, that he could likewise have been describing what is probably one of the oldest of all arts - the art of Material Handling - an art that man with the aid of science has tried to improve since the beginning of time.

During the 1950's and 1960's a program of geologic mapping of counties has been underway in Nevada by geologists of the U. S. Geological Survey and the Nevada Bureau of Mines. The aping has been done principally at reconnaissance scales, with more detailed work in local areas. Geologic maps are either published or open-filed for about a dozen counties at scales of 1:200,000 or 1:250,000. One by-product of the geologic mapping has been the recognition of about 80 Tertiary volcanic centers from which large or very large volumes of volcanic material ranging from rhyolitic to andesitic in composition have been erupted. For purposes of this discussion these are regarded as the major centers; the tally does not include hundreds and perhaps thousands of small rhyolitic domes and plugs and basaltic vents. About 15 to 20 of the 80 major centers are believed to be calderas ranging in diameter from 3 to 25 miles. Some have been described in the literature by geologists of the Nevada Test Site and others. However, the vast majority of the 80 centers have not been described in print, and we are indebted to our colleagues for locating them for us in many of the counties. Empirical methods for describing the shape of the subsidence trough over coal mines in Europe are tested against field measurements of subsidence over longwall panels in the United States. The graphical methods developed by the National Coal Board in the United Kingdom do not correlate well with the U.S. measurements; however, the profile functions typically used on the Continent give quite acceptable fits to the data. In the case of two longwall panels mined at Old Ben No. 24 in Illinois, a trigonometric profile function appears the best choice; in the case of two longwall panels mined at York Canyon in New Mexico, an error integral function is somewhat superior. Analyses of subsidence development curves show that rate effects occur. A comparison of fitting parameters establish influence functions as an important methodology for future analysis. In conjunction with the evaluation of empirical methods, an analytic model based on material failure and bulking was developed. A key element of the model is the void-volume distribution function which establishes a mechanism for transfer of significant amounts of the mined volume to the surface. Preliminary calculations demonstrate the features of the model and illustrate close correlation to physical observations in the field. Moreover, centrifuge models simulating the subsidence process have been used successfully to demonstrate the dominant or key failure modes necessary to the analytic model. General features of the centrifuge simulations and model calculations correlate well.

Laboratory tests were conducted by the U.S. Bureau of Mines to determine the respirable dust reduction effectiveness of and interaction between face airflow and water sprays for a continuous miner. Exhausting face ventilation was varied from 3,000 to 9,000 cfm (1.42 to 4.25 m3/sec). Spray-water-flow was varied from 15 to 35 gpm (0.057 to 0.132 m3/min), while nozzle operating pressure was varied from 80 to 200 psi (5.62 to 14.06 kg/cm2). Results from gravimetric dust samples indicated that airflow had the greatest individual impact on reducing dust levels, with return and operator concentrations reduced by as much as 57% and 99%, respectively. Interactions between dust control parameters were found to be significant. Often, these interactions defined a level of application for a control parameter where further increases in that parameter failed to produce additional reductions in dust concentrations. In several cases, increases in a control parameter resulted in higher dust levels at the operator's location. These higher dust levels were attributed to additional rollback and/or airflow turbulence. Regression modeling indicated that increases in airflow to 8,400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.84 kg/cm2) typically were beneficial at the operator and return sampling locations.

The Egyptian marine phosphorite of Sebaiya West, the Nile Valley, consisting of both non-oxidized hard siliceous and oxidized leached friable ore types, is subjected to a roughing-cleaning silica flotation circuit for production of wet-process phosphoric acid concentrate. Operating at its maximum capacity of 268 t/hr, the following were the main problems encountered during the early stages of running the plant: 1. The tremendous amount of slimes generated by scrubbing the crushed ore causing turbidity in the plant thickener after a short time of operation, regardless of the added flocculant. 2. Rod mill choking leading to inefficient performance of all other equipment and poor flotation results. 3. The drastic increase in imported oleic acid price. Pulp density and slurry flowrate measurements at different points of the plant as well as ore microscopy, size distribution analysis, chemical analysis and x-ray diffraction analysis of representative ore samples coupled with Work Index measurements of feed samples showed that the wide variation in the ore's hardness was responsible for such problems. Application of the locally produced non-edible rice bran oil as a substitute to imported oleic acid in flotation resulted in total saving of U.S.$2 million in 1990. The total unsaturated fatty acid content of the oil is high, ranging from 75.2 to 81.5 mole % of which the C18-unsaturated fatty acid content ranges from 72 to 79 mole %.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. The results of this study will help enhance the safety of the nation's miners.

The U.S. Department of the Interior, Bureau of Mines, in cooperation with an American firm, has been contributing toward the creation of a new highwall mining system for extracting coal in active, unreclaimed contour strip mines in the United States. The prototype system features the computer-based, remote control, video operation of a thin-seam continuous miner. Haulage is accomplished remotely also with a 76-m (250-ft) long multiple-unit continuous haulage (MUCH) conveyor system on rubber-tire vehicles. One aspect of this multi-faceted effort has been to design a ventilation system for removing dust generated at the face during the extraction process. The remote mining system eliminates the need for personnel in the mined workings. Ventilation is required to remove visible dust from the area inby two video cameras. These cameras are located approximately 6 m (20 ft) from the face, one on either side of a modified Jeffrey 102HP continuous miner. Removing the dust from this area provides the remote operator with constant visual monitoring of coal extraction at the face and thus, insures the effective operation of the mining system. A ventilation system was designed for use in a mine opening with a maximum cross-sectional area of roughly 4 sq m (44 sq ft) excluding the mining machinery. This paper describes the ventilation system and discusses how it was developed in view of the constraints imposed by the mining equipment, mining conditions, and the extraction process.

Ore bodies which were once uneconomical to mine by conventional methods such as tunneling or open pits, have become attractive due to the development of nonconventional techniques, involving considerably less capital expenditure. Technologies such as uranium solution mining or in-situ leaching, have enabled commercial scale mining and milling of relatively small ore pockets of lower grade, and may make a significant contribution to overall U.S. uranium supplies during the next 20 years. Commercial size solution mining production facilities have operated since late 1975. Solution mining involves the pumping of ground water, fortified with oxidizing and complexing agents into an ore body, leaching and solubilizing the uranium in-situ, and then pumping the solutions to the surface where they are fed to a processing plant. Processing involves ion exchange, precipitation, calcining, and packaging operations. This paper presents an overview of the solution mining process and the health physics monitoring programs developed over the last four years at several production facilities as a result of the radiological character of these processes. Although many radiological aspects of the process are similar to that of conventional mills, conventional-type tailings as such are not generated. Some special monitoring considerations are presented which are required due to the manner in which radon gas is evolved in the process and the unique aspects of controlling solution flow patterns underground. An overview of the major aspects of the health physics compliance and monitoring programs that have been developed are discussed.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

This paper will discuss the construction of nearly 165 m (540 ft) of 3.5. m (138 in) o.d. reinforced concrete pipe to replace an existing utilidor under the Duwamish River in Seattle, Wash. The project required that two 27.4 m (90 ft) deep shafts be installed for use as jacking and reception shafts during the tunneling operation, and permanent vaults once completed. Soil conditions to be excavated consisted of soft saturated sand and silt with a 21.3 m (70 ft) water head. This required the shafts to be constructed using ground freezing techniques and the tunnel installed by pipe jacking, using a Mechanical Earth Pressure Counter Balance (MEPCB) slurry shield. The original utilidor was constructed between 1924 and 1925, and has since been deliberately flooded because it is considered to be structurally unsound.

The boron review arrived too late to appear in the June issue. The US was the world's second largest producer and the largest consumer of boron compounds during 1990. Boron mineral concentrate and chemical production in the US totaled 1.13 Mt (1.2 million st), including 565 kt (662,800 st) of boric oxide (B2O3) in 1990, according to US Bureau of Mines estimates. Total value amounted to $404 million. This was slightly higher in production than 1989 but down in value, reflecting a softening in boron product prices. Total world production of boron mineral concentrate and chemical tonnage in 1990 was estimated at 3 Mt (3.3 million st), which corresponds to about 1.3 Mt (1.3 million st) of BO,. World production in 1990 was about the same as in 1989.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This is the second part of a three-part series. The first part was published in the October 2013 issue of Minining Engineering magazine and can be found here at www.me.smenet.org. This paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper, to be publised at www.me.smenet.org on Oct. 14, presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. The isotopic variations of lead from Mississippi Valley galenas have long been used to place constraints on the sources of the lead, and on the residence the of the lead in crustal reservoirs prior to its emplacement in the Mississippi Valley province. Similar studies based on strontium isotope variations in gangue minerals associated with the lead-zinc sulphides have been neglected until Haden's (1) study of such minerals from several localities in northwestern Ohio. His work revealed two things about the mineralization. Firstly, it shoved that the average isotope composition of lead from galenas from northwestern Ohio lies on the anamalous lead line characterizing Mississippi Valley-type leads, albeit at the least radiogenic end of the entire data array. This confirm earlier assignments of the Ohio mineralization as Mississippi Valley-type (Hey1 and others (2)). Secondly, Haden (I) showed that the strontium in the calcite, strontianite and fluorite is broadly similar in isotopic composition to the strontium in the host Silurian to Devonian marine carbonates within which these minerals arc emplaced. He concluded that the mineral strontium my have been very locally derived, from the carbonate hosts.

The disposable diesel exhaust filter (DDEF) system developed by the U.S. Bureau of Mines and Industry cooperators for heavy-duty permissible, diesel-powered haulage vehicles, effectively reduces in-mine diesel particulate matter concentrations up to 95%. However, there are concerns about the hazards that exist when the filter is used in situations for which it was not designed. This work investigates the exhaust gas temperature limits to which the filter elements can be exposed without posing a safety or health hazard, such as 6re or off-gassing toxic compounds. A filter approved by the Mine Safety and Health administration and after-market filters were evaluated under varying engine exhaust conditions to determine if after-market filters pose an unacceptable hazard when used in a DDEF system. Filters were laboratory tested at engine exhaust temperatures ranging from 77°C to 290°C. Of the seven filter types tested, six appeared suitable for use on water scrubber-based cooling systems and two appeared suitable for use on dry heat exchanger type exhaust cooling systems with exhaust temperatures up to 150°C. Any filter elements used as exhaust filters on permissible diesel machines must be approved by MSHA for that application. Mine operators who wish to use an after-market filter element should request an MSHA field modification. MSHA will work with the mine and filter manufacturer to ensure its use in this exhaust system application does not pose a health or safety hazard.

Tailings disposal has been a problem for the mining engineer since the beginning of the metal milling process. Disposal systems in common use have evolved as the most economic method for the disposal of an unwanted waste material within the disposal restrictions in force at the time of construction. As restrictions are constantly being expanded, the design requirements for tailings disposal systems are also being enlarged. However, proper design will always be to provide the most economic disposal system that will meet current safety and pollution requirements. This paper presents a brief description of some of the design features of tailings disposal systems in common use and presents specific design features of the gypsum tailings disposal pond at Kimberley, British Columbia, owned and operated by Cominco Ltd.
