Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

INTRODUCTION The sublevel stoping mining method is usually applied to a relatively steeply dipping, competent ore body, surrounded by competent wall rock. Ore is produced by drilling and blasting longholes, which can range from 50 mm (2 in.) to 200 mm (7% in.) diam, with lengths up to 90 m (300 ft). Longholes can be inclined in any direction, but the ring or pattern usually forms a plane, and the holes are blasted as a unit. Recently developed mobile drilling and loading machinery, as well as new explosives products, blasting techniques, and cemented sand and rock fill have made sublevel stoping a highly efficient and versatile mining method. When designing a sublevel stoping production sys- tem, it should be kept in mind that production rates from conventional sublevel stopes vary widely through- out the life of the stope. Early production is at a low rate, coming only from the drawpoints near the slot, but increases as new drawpoints are reached by the stope face. As the stope nears completion, again, fewer drawpoints are productive. Enough drawpoints must be available at any time to provide required production. Drawpoint availability should be compared to equipment availability; plan for more drawpoints than are needed at any one time. Accurate, realistic scheduling is essential to smooth production rates. Also, initial recovery of ore in a stope/pillar block is normally from 35% to 50% in sublevel stoping. Planning of pillar recovery, representing the majority of ore tonnage in a production block, must be done during early mine planning. Since much of the development already done for primary stoping (access for drilling, drawpoints, and haulageways), can be used for pillar recovery, early production from pillars is highly desirable. The following description of components of the system is an attempt to highlight some of the most important features and requirements of mechanized sublevel stoping methods. Similar comments would apply to the use of older equipment (column-and-arm drill setups, slushers, etc.) in similar methods. As in any good mining system, maximum economic recovery of the resource in the ground is the primary consideration. STOPE DESIGN CHARACTERISTICS Length and Width The following are some of the factors which affect sublevel open stope length and width dimensions: ore body geometry, principal stress directions, competence of stope back, optimum drill pattern, and drilling drift layout. In new mines initial stope layout design may occur before the ore body is actually intersected by mine workings. Stope dimensioning is a critical decision, and assistance from as many knowledgeable people as possible at this stage is essential. Operators with past experience in similar ore bodies, rock mechanics experts, and others with mine design experience should participate at this stage of stope planning. Height The following are some of the factors which must be considered in determining stope height: competence of stope pillar and stope/fill walls; slenderness ratio of adjacent pillars; ore body dip; ore body thickness; hole depth capability of the drilling machine; fragmentation characteristics of the ore; and level intervals in existing mines. In competent ground, drill-hole length and accuracy are the most important determinants of stoping height. Frequently entire drilling sublevels can be eliminated because of the depth capability of sophisticated drilling equipment, resulting in significant development cost savings. Drawpoint Location and Design Some of the most important considerations of a good drawpoint system are optimum spacing of draw- points, within the constraints of stope dimensions, for uniform drawdown and maximum recovery; excavations designed for stability for the life of the ore block to be drawn-primary stope ore as well as subsequent pillar ore; floor or roadway design including type of surface, reinforcing, grade for water runoff; orientation with respect to the main haulageway, for optimum loader maneuverability and ground stability at the inter- section; and length, to allow articulated front-end loaders to work in a straight configuration. Careful drawpoint design and construction are keys to successful production. Extra care in development, such as smooth wall blasting, rockbolts or grouted rebar, wire mesh, and shotcrete usually will ensure long draw- point life. Human exposure during production loading is of longer duration than during development or production drilling, and consequently preparation of draw- points is easily justified, particularly when pillar ore can be drawn through the same drawpoints. Secondary blasting of boulders can weaken drawpoints, also justifying good ground control techniques. A smooth draw- point floor of poured, reinforced concrete, on a grade of +3% or +4% toward the ore pile facilitates water flow out of the drawpoint, and ease of loader bucket penetration into the muck pile. Slot Raising, Slotting A slot or other space for rock expansion is necessary in conventional sublevel stoping where vertical rings or rows of holes are blasted. The slot can be started at a slot raise driven by conventional raising methods, raise boring, drop raising (predrilling and blasting a raise from the top, using small diameter-less than 200-mm (7%-in.)-holes for relief), or crater blasting (similar to drop raising, but without relief holes). While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

The City of Phoenix, Arizona designed a 7.2 km (4.5 mi) long water transmission main from the South Mountain Reservoir to the Ahwatukee Foothills Reservoir to address the growing demand for drinking water in the southeast valley. The pipeline design called for a bored tunnel in a very environmentally sensitive area. The Reach3B contract included an 2.44 m (8 ft) diameter TBM excavated tunnel, 1,847 m(6,060 ft) in length. The geotechnical investigation revealed that the tunnel would likely pass through zones of loose to moderately cemented soils (caliche). The primary tunnel support would consist of rock bolts, circular steel ribs, hard wood lagging, and mine straps. A TBM that could handle the ground conditions and allow for efficient ground support installation was required. This paper describes the construction of a small diameter rock tunnel in challenging ground conditions.

Although techniques and practices of mining are highly advanced, coal pillar bursts or bumps continue to occur. Many uncertainties remain because of the highly anisotropic characteristics of coal seams that are associated with geologic structure and the mining-induced spatial redistribution of stress in coal pillars. Thus, to prevent fatalities in underground coal mining, continuous efforts are required to better understand the catastrophic failure mechanisms in coal mines. In this study, 3DEC modeling in conjunction with the Discrete Fracture Networks (DFNs) technique was performed to better understand the true anisotropic behavior of the specimens acquired from a bump-prone underground coal mine. The spatial characteristics of the dis- continuities (i.e., cleats and bedding planes) as input data for the 3DEC model are estimated based on the results of the laboratory tests and field observations. The DFNs explicitly generated the coal seam that was poorly or well cleated, indicating the different spacing between cleat apertures using the probability distribution functions for fracture density (or frequency) and size. The heterogeneity of the engineering properties (i.e., cohesion and tensile strength) are also considered by Monte Carlo simulations. Simulation results of laboratory tests using the 3DEC model and DFNs technique agreed well with the results of the laboratory tests. These calibrated results can be used as we seek to evaluate bump risk by modeling at field scale.

The mechanism of cathodic decomposition of pyrrhotite was studied in deoxygenated solutions at natural, near neutral pH using potential and cyclic voltammetric measurements. Reaction products on pyrrhotite surfaces were examined by AES and XPS, and by analyzing the voltammograms for the electron balance of the reactions. Surface properties of the pyrrhotite/solution interface were characterized using ac impedance technique. The parameters of an equivalent circuit were determined by the nonlinear least squares fit (NLLSF) technique. The effect of cathodic polarization on floatability was investigated by micro-flotation tests. Possible implications to the flotation separation of chalcopyrite-pyrrhotite ores are discussed.

Northwestern Resources Co. (NWR) was established in 1972 as a wholly-owned subsidiary of Western Energy Company of Butte, Montana, to acquire, explore, develop, and produce energy resources outside the state of Montana. Western Energy is a coal mining company with successful operations in Montana and Wyoming. In 1974, NWR acquired its first lignite lease in Texas. NWR eventually acquired a large leasehold in central Texas, which was identified as having a high potential for future production. In 1979. NWR contracted to supply lignite to Utility Fuels, Inc. (UFI), a fuel affiliate of Houston Lighting and Power Company (HL&P). This project, together with leases held by UFI, became the Jewett Mine. Lignite from the Jewett Mine is used as fuel at the adjacent HL&P Limestone Electric Generating Station, at an annual rate of approximately 7.3 Gkg (eight (8) million tons) per year.

In the Appalachian region of the United States, approximately 40% of the underground coal reserve base exists in seams 0.7 - 1.1m thick. These seams are, in general, often of premium quality and are frequently accessible through above-drainage drift-type openings. Unfortunately, there are no apparent advantages to mining thin seams, if quality is disregarded. The thin-seam mine is faced with the same legal and economic pressures as any other underground coal mine. But in addition to these common problems, thin-seam operations must also deal with the unique problems associated with mining at such a restrictive height. Small-scale, short-lived operations appear to be the most feasible means of mining these reserves. The purpose of this paper is to evaluate the production and safety potential of various thin-seam mining systems. Recommendations will be made regarding present and future thin-seam operations.

Auxiliary Equipment pumping systems to support primary, secondary and regrind grinding circuits will be the primary focus of this paper. Every grinding system is unique and requires special design considerations for proper application of pumps to transport mill discharge. To satisfy the majority of applications, a new series of pumps has been developed by Svedala, known as World Class Pumps. Selection of these newly developed pumps for each type of grinding circuit will be presented. Specific components of selection are materials of construction, piping system, classification method, material characteristics and slurry characteristics. Both horizontal and vertical pump applications will be reviewed with emphasis on rules of pump piping and sump design.

The lignites of Arkansas, Louisiana and Texas are typically described as muitiseam deposits which contain quantities of day and sand in thin lenses or in admixture with the fuel itself. These materials are often included in the run-of-mine fuel and can have very adverse effects in the end use. Since May of 1982 the Dow Chemical Co. has operated a pilot plant for the beneficiation of lignites. This facility has successfully removed sand, clays and petrified wood from the lignite producing a fuel comparable to or better than the selectively harvested run-of-mine materials. The design, operation and results from this plant were presented by J. H. Everitt at the 1984 Coal Technology Conference.

The leaching behavior of palladium in ammoniacal solutions was investigated by using the rotating-disk technique in an autoclave. The study included the effects of rotation speed, temperature, oxygen pressure, composition of ammoniacal solutions and catalysts on the overall leaching rate. The dissolution of palladium in ammoniacal solutions was discussed in terms of the thermodynamics and a kinetic model. Even though the Eh-pH diagram suggests that palladium metal can dissolve in ammoniacal solutions at room temperature, it was found that the dissolution was very slow at temperatures below 100 °C but was significantly improved at higher temperatures. It was also found that the rotating speed of the palladium disk had no effect on the leaching rate. The apparent activation energy was found to he 69.7 kJ/mole. Based on the results obtained, it was concluded that the dissolution of palladium is controlled by chemical reaction.

Flocculant testing should be initiated for economic or performance reasons. When the decision has been made to test, the laboratory can provide valuable information concerning the various products under consideration. Properly conducted laboratory tests can determine: 1. If two flocculants are needed to achieve clarity or density. 2. Ease of mixing. 3. How quickly the material goes into solution. 4. Stability of prepared f locculant solution. 5. Stability of the floc formed. 6. Amount of mixing required for proper floe formation. 7. Optimum flocculant concentration. 8. Optimum pulp density. 9. Approximate location of the point of addition. 10. Single or multiple addition points. When a flocculant shows promise in the laboratory, a plant test should be scheduled. During the plant trial, arrange for normal conditions and start testing with a crew that is most familiar with the unit operation where the flocculant will be applied.

As part of the waste characterisation program to address site reclamation, WISMUT GmbH initiated 56 columns operated as large-scale humidity cell tests. The columns were initiated to assess the acid generation characteristics of waste rock from 14 waste rock piles distributed around the site. Of the 56 tests, 11 are ongoing and have been operational in excess of 160 weeks. The results to date from these long-term tests are surnrnarised. In particular, the methods for, and importance of, establishing the availability of the carbonate neutralisation potential and acid generation potential respectively, are discussed. Geochemical controls on uranium, and the conformity between the geochemical models MINTEQA2 and EQ3/6 in assessing these controls are discussed. Testing indicates that waste rock with an MS-NP:AP ratio in excess of about 2.7 should result in net neutral pH conditions.

Investigations of bedrock within subsided areas over abandoned coal mines in Illinois reveal very little disturbance of the bedrock. In areas that have surface subsidence of 0.3 to 1 m (1 to 3.25 ft), examination of cores from exploration drilling and investigations of the boreholes by means of closed circuit television have shown that fractures are spaced at least 0.9 to 3.6 m (3 to 12 ft) apart. They are located within a zone 6 to 15 m (20 to 50 ft) above the collapsed area in coal mines 42.6 to 112.7 m (140 to 370 ft) deep. The dip of the fractures ranges from 25° to 60°, cutting across nearly horizontal sedimentary bedding planes. The amount of fracturing found in the collapsed area decreased as the amount of soft, weak materials increased in the immediate overburden of the mine.

This paper describes two-lane dual motorway tunnels under construction in Bergen. The tunnels are part of a by-pass motorway system throuth the most congested area of the city of Bergen. The tunnels are unique due to their length, heavy traffic, longitudinal ventilation system and the use of a tunnel boring machine, or "TBM", to excavate through hard rock. The tunnels are being built by The Norwegian Public Road Administration and the TBM was delivered by the Robbins Company. The diameter of the TBM is 7.8 m and the tunnel profile is cut by conventional drill and blasting methods in the tunnel's lower half to attain a two lane motorway tunnel. This paper also describes proposed fjord crossings along the Norwegian west coast where the TBM may be used due to its great advantages in comparison to conventional drill and blasting methods.

The benefits of historic mining to this country have been many, but have come at a cost to the environment that has only begun to be understood over the past twenty years. While estimates vary, it is generally recognized that there are over 200,000 inactive and abandoned hardrock mines, with most of them located in the western U.S. Only a fraction of them are believed to be sources of metal releases with significant adverse environmental effects to the watersheds and receiving streams. State water-quality and natural resource management agencies have noted that hundreds of miles of streams are metal-impacted, and the aggregate effects of these sites within watersheds and drainage basins is poorly understood. Resources for the environmental assessment of abandoned mine land (AML) sites and watersheds have been and continue to be limited. Few hardrock mining states receive substantial reclamation funds under the (coal) Surface Mining Control and Reclamation Act. EPA Region VIII (EPA8) has an estimated 90,000 abandoned mining, milling and smelter sites, mainly in Colorado, Montana, South Dakota, Utah and Wyoming. An estimated 13,000 of the sites may have metal releases causing Clean Water Act and CERCLA non-compliance. Results of inventories by states and federal land managing agencies, indicate it is plausible that only 3,000-4,000 of these sites may be causing significant environmental degradation.

Autocad has become the standard graphics package for the mining industry as well as the general engineering profession. This paper discusses the evolution that mine planning has undergone and the trend toward compatibility with Autocad. It discusses the common use of Autocad in mine planning and systems modeling using a program called ICAMPS developed by Ohio Automation. As an example of its usefulness the use of the interactive ventilation network modeling capabilities are discussed specifically and are applied to mine planning at an operating trona mine. The ventilation analysis feature of the ICAMPS software works from Autocad drawing of the as-mined map and the projected mine layout. Using on-screen displays of these maps and the snap-on feature of Autocad, the planner designates nodes in the ventilation network, connects them into branches and selects branch characteristics from a side bar menu. The color coded ventilation network appears with the branch parameters alongside each branch. The software calculates the length of airways, computes the branch resistances where needed, converts the input into the required format and passes this information as input data along to the PENNVEN simulation program written by the Pennsylvania state University. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation schematic displays are to scale and can be plotted separately or superimposed on the mine maps.

The Sahara Desert presents a serious obstacle to transportation route development in northwest Africa. Most highways and railroads are now limited to the coastal regions. A network of pioneer roads is the only connection between Algeria, Morocco, and Tunisia on the north, with Mali and Niger on the south. A feasibility study has recently been made for a paved highway between these countries. Climatic, geologic, physiographic and hydrologic conditions will significantly influence the construction of the road. In order to reduce costs, special construction methods will be required. An outline of these I conditions and methods is presented as an example of an engineering geological investigation in desert conditions.

Modern tunnel boring machines are subject to excessive cutter wear and bearing failures when used in hard and abrasive rock. In very hard rock, the high cost of cutter and bearing replacement, combined with slower excavation progress, make it more economical to drive tunnels by conventional drill and blast methods. The use of high pressure water jets to break rock provides a promising alternative. Experimental data indicate that the specific energy (the energy expended per unit volume of rock broken) decreases as the water jet pressure increases. Continuous jets are generally limited to pressures below 100,000 psi, whereas pulsed jets from a water cannon can attain much higher pressures. Therefore, the Federal Railroad Administration of the U. S. Department of Transportation has sponsored the design (Ref. 1 & 2) and the fabrication and testing (Ref. 3 & 4) of a water cannon to determine its effectiveness in rock disintegration at very high pressures. This paper reports the results of laboratory tests with pulsed jets against large rock samples at pressures of 125,000 to 650,000 psi and field tests against dolomitic limestone and granitic gneiss at pressures near 450,000 psi. Although initial tests were made with a small nozzle, operating at off-design conditions (Ref. 4), this paper only covers results with the full-size nozzle, including 55 laboratory test shots and 67 field test shots.
