INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

Operating and maintaining the heavy equipment used in open-pit mining operations is an ongoing challenge for mines. Typical operations employ a combination of shovels, wheel loaders, and haul trucks to excavate and transport the material for further processing. As this is the first point of contact for the material after blasting, it is often a bottleneck of all downstream processes, thus, equipment uptime and efficiency is crucial. Automated systems for bucket tooth monitoring, payload measurement, proximity detection, and rock fragmentation analysis will be examined. The impact of these systems on operation safety, efficiency, and reliability, in real-world scenarios will be investigated. The process of managing all the above fleet of equipment in a mine can be streamlined by connecting the equipment monitoring systems to a central server. Using the central server, the distribution of this information can be automated to ensure that the right people see the data in a timely manner, improving both proactive and reactive responses to threats to safety and productivity.

The results of laboratory and pilot plant testing of a newly developed process to dewater waste slurries from different industries are presented. Data indicate that an increase in solid contents from 6% to over 30% can be obtained in few minutes retention time in comparison to several years as required by currently used technologies. The economical as well as the environmental impacts of such process are discussed.

Coal is a term applied to vegetable matter (trees, grasses, etc.) which was subjected to heat and pressure through geologic ages. This resulted in a change in both the physical and chemical properties. Because its chemical composition is variable, geologists classify coal as a heterogeneous mineral rather than a homogeneous mineral. Peat represents the initial, unconsolidated stage in the development of coal. This coalification continues with time and the application of temperature and pressure to lignite, subbituminous, bituminous, and anthracite toward the theoretical graphite end member.

The earthquake locations are generally scattered mainly due to a simplified velocity model or seismic event picking errors. The aim of our research was to increase the resolution of the cloud of microseismic events recorded during mining activity in the Bobrek hard coal mine on the 3/503 coalface to delineate seismically active structures using unsupervised machine learning algorithms. We presented results of applying two completely different algorithms for reducing scatter in microseismic location to all events recorded during mining activity on the coalface - the collapsing (proposed by Jones and Stewart in 1997) and condensation (proposed by Kamer in 2015). The collapsing method simplifies the seismic cloud by shifting events inside their error ellipsoids towards local source densities. The error ellipsoids are determined by errors in the measured parameters and seismic network configuration. The advantage of the collapsing method is the partial elimination of blurring of the microseismic cloud. The condensation method reduces the size of the set of seismic events without changing the geometrical information. The reduction of the number of seismic events in the catalog takes place through the condensation of localized events with larger uncertainty into events with lower uncertainty. The spatio-temporal analysis of microseismic events was performed separately on two processed clouds – collapsed and condensed one. We examined how collapsing and condensation methods affect the automatic detection of clusters of microseismicity using density-based spatial clustering of application with noise algorithms. We compared structures detected by the machine learning algorithms in both seismic clouds first created by collapsing and second by the condensation. We identified structures created by mining activity and structures related to the local tectonics activated by mining. The presented results are essential for the prediction of future tremors induced by the mining operation and tectonics and thus ensuring safety in the mine.

The study of flotation kinetics was first reported by Garcia-Zuniga1 in 1935. Since then, literature on the subject has grown with the time. 2-19 Although there is an abundance of flotation kinet¬ics models available in the literature to describe flo¬tation systems, they are mostly of academic interest and are seldom applicable for use in the industrial environment. Several reasons contribute to the wide gap in the industrial -application of the academic models. These include: 1) the lack of generality in the model, e.g., the model is limited to certain size ranges; 14 2) the academic models involve complicated mathematics; 5,6,10,11 3) confusion about the order of the flo¬tation rate, e.g., several authors proposed a first order rate model, 1,15,16 whereas the others propagated a second order rate model: 2,17,18,194) the use of an unrealistic rigid value, such as the use of a maximum recovery of 100%, 5,8,19 which is unrealistic in industrial operations; and 5) the use of graphs that confuse the reader rather than interpret information. 2,3,10 This paper intends to introduce a simple and easy to understand empirical flotation kinetics model along with a way of presenting the model in an informative graphical form, which should stimulate the interest of other practical engineers to become concerned with practical application within the mineral industry.

"The use of 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles ranging in size from 150 mm to 1 mm at a voxel resolution of about 150 µm is now possible. This is quite a significant advance in X-ray tomography technology and promises to be useful for plant-site coarse particle characterization—size, shape, composition, density, texture, grain exposure and mineral liberation—with a response time of minutes after receiving the sample. This paper discusses applications in the mineral industries, including the coal industry, aggregates industry, metal mining and the processing of industrial minerals.IntroductionPlant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants and mineral processing plants is needed to improve plant capacity, product quality and/or process efficiency. Not much online coarse particle characterization is being done at these plants. Only some limited information regarding particle size is obtained online from reflected light images using analyzers such as the OPSA, Split and WipFrag™ analyzers. Even the laboratory analysis of coarse particles has been difficult because of the large amount of sample required to ensure statistical significance of the results. During the past several decades, laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage (Miller and Lin, 2004, 2009).Three-dimensional X-ray tomographic analysis has its origins in the medical services industry, where it is used to provide internal images of the human body. It has since been developed for nonmedical applications as well (Banholzer et al., 1987). Figure 1 shows a schematic diagram of the cone-beam geometry micro-CT system. In our case, X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two-dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a threedimensional image is reconstructed from the collected set of projection images."

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. A good understanding of the hardness of ore being handled and processed in a mining operation can significantly improve operational efficiencies by providing valuable data to support decision-making through the mining value chain (drilling, blasting, comminution). This study presents the results from the application of Machine Learning (ML) to predict rock hardness using various geophysical and geochemical features. Core samples from a mine site were logged using a multi-sensor core logging system. Measurements including ultrasonic p-wave and s-wave velocity, elemental concentration via portable XRF, and Leeb Hardness, were measured every 2 cm along the length of the core. The ML model was set up to predict the Leeb Hardness using the elemental concentrations and ultrasonic velocities as predictors. The Leeb Hardness values were grouped into three bins and used as a classification target for the ML models. Various ML models, including linear regression, support vector machines, decision tree, XGBoost, Random Forest, K-Nearest Neighbors, and Naïve Bayes were tested. The model performance demonstrated that the Random Forest and XGBoost models produced the highest accuracy of 74-91%. Random forest and XGBoost were then selected to perform regression models to estimate a Leeb hardness value rather than a hardness class. These models were able to estimate the Leeb hardness value by 4.57-4.87 % error.

A prototype, self-contained mine refuge station air supply sys- tem was tested in an underground metal mine to verify it's ability to keep oxygen and catbon dioxide levels at acceptable concentrations in an emergency situation. In this test, 25 volunteers were assembled and sealed in a functional underground refuge station for a period of 24 hours, without the benefit of the standard com- pressed air supply. The prototype system was designed to: 1) operate on a self-contained power supply for a period of at least 27 hours; 2) supply oxygen at a metered rate; and 3) remove car- bon dioxide by re-circulating refuge station air through soda lime scrubbing beds. During the test period, the catbon dioxide concentration remained at an average of 2500ppm and oxygen concentration stayed between 20.2% and 20.6%. The volunteers found the prototype easy to use and seemed confident in its ability to provide a safe atmosphere. The test showed that this technology could become part of an underground mine's refuge station emergency equipment.

NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.

"This paper presents a quarry optimization plan using a block model and an in-house development quarry scheduling and optimization software (QSO Expert) to help improve quarry operations at Crystal River. The Crystal River Quarry is an underwater quarrying operation that barges limestone via the Gulf of Mexico, as the main source of raw material to a cement plant in Theodore, Alabama. To improve the quarry operation, an evaluation was completed to optimize the quarry planning and extraction procedures of the quarry. In order to achieve this, additional exploration drilling campaign was implemented, a new block model was re-calculated and the latest version of QSO Expert software was used. The primary economic impact is a higher recovery of limestone reserves; sustainability of resources, corresponding longer quarry life. Secondarily as the limestone is mined underwater and stockpiled above water, drainage reduces moisture content achieving direct cost reduction on limestone shipping. In addition, a considerable reduction in operational cost was achieved due to a significant decrease in consumption of electrical energy, reduced dragline maintenance costs and reduced dragline movements within the operation. INTRODUCTION Holcim is a Swiss-based global building materials and aggregates company. Founded in 1912, the company expanded into France and then throughout Europe and Middle East during the 1920s. In 1922, Holderbank, as the company was then known, expanded beyond the Swiss borders into France. By the end of the decade Holderbank held stakes in Belgium, Germany, the Netherlands, and Egypt (Holcim History 1912-2012) Positions in Lebanon and South Africa soon followed.. Holder bank later expanded in North America in the 1950’s. In the late 1970s and early 1980s, Holderbank continued its expansion in Latin America, Asia and Spain for the first time. The company expanded into Eastern Europe and experienced a boom in Spanish construction preceding the 1992 Summer Olympics. By 1986, Holderbank was the world's largest cement manufacturer. In the 1990s, the company consolidated its European holdings as the American market drove growth. Expansion into Eastern Europe and Russia continued (Holcim History 1912-2012). In 2001, the company changed its name from ""Holderbank Financière Glaris"" to Holcim (short for Holderbank ciment) (Holcim History 1912-2012). Holcim expanded by purchasing Aggregate Industries entering into the United Kingdom for the first time. That year, the company also expanded into India by acquiring a stakes in The Associated Cement Companies (ACC) and Ambuja Cement Eastern. In 2008, Holcim became the largest shareholder of China's Huaxin Cement with a 40% stake. In 2009, they acquired Cemex Australia. In 2014, Holcim and Lafarge announced they had agreed to terms on a ""merger of equals"" valued at nearly $50 billion in 2015. The new company LafargeHolcim based in Switzerland has a manufacturing capacity of 427 metric million tons a year."

The testing of different kinds of process flow configurations and cell volumes in industrial scale flotation processes is in general difficult to accomplish and even expensive to perform.1 Also the lack of suitable measuring and analyzing devices often prevents effective comparison of results. Nowadays, the existing flotation processes contain, almost with exception, several return loads which result in difficult control of the process. There exist two good reasons for testing different kinds of flotation circuits at the Outokumpu Oy Kotalahti mine. Firstly it is easy to change the process flow configuration without any additional installation work and secondly, the concentrator is highly automated with magnetic flow meters, on-line analyzer and process computers. In this presentation, open circuit flotation is compared with the classical closed circuit flotation which contains return loads. In additional, the effectiveness of computer control in both cases is estimated and also the effect of cell volume on flotation results is examined.

Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. To increase its product competitiveness in the foreign market, Samarco Mineracão S/A has developed, at its pilot plant, high-MgO pellets for performing direct reduction simulation tests. Additives, such as dolomitic lime and magnesite, were used for increasing the pellet MgO content. Comparative direct-reduction simulation tests were conducted in Samarco and foreign laboratories. The results show that direct-reduction pellets with satisfactory metallurgical properties can be produced and successfully processed at increased temperatures in direct reduction furnaces.

The Kidston gold discoveries were originally made about 1907, and by 1934, 1.76 Mg (62,000 oz) of gold had been produced from placer and lode mining of higher grade, most¬ly oxidized gold ore. As mining in the lode ore penetrated deeper, costs increased and the world gold price stagnated. The lode or underground production averaged close to 6.9 g/t (0.2 oz per ton) Au for the 201 kt mined. No mining or development took place from 1934 until 1965. Kidston's high grade ores were exhausted by 1934. From 1965 to 1976, exploration had developed 3 Mt of about 3 g/t (0.88 oz per ton) Au. Placer Pacific acquired rights to the property in 1976 and began a geologic and engineering study of the district. It was clear that the deposit had the potential for becom¬ing a large-tonnage, low-grade producer. However, explora¬tion had to discover the tonnage and grade and engineering needed to solve the obstacles of production costs. Bulk material handling problems were addressed by Placer's wide experience in open pit mining, and the increase in work index accompanying deeper ores was handled by Placer's metallurgists. The matter of power for the operation was solved by engineering studies. These showed that power could be generated and brought in economically. The price of gold also increased after 1976, and this helped in the economic analysis. The Kidston discovery since 1976 is really a combination of good exploration geology and careful engineering plan¬ning that overcame the obstacles presented by ore characteris¬tics and the location of the deposit. Over the last five years, a large number of small to medium sized carbon-in-pulp gold treatment plants have been built in Australia, most designed to treat between 250,000 -1,500,000 tpa of ore. In many cases, the primary requirement was to get a plant built and operating in a short period of time and at minimal capital cost, relating to the limited capital resources and tight cash flow positions of these relatively small mining companies. Since the inclusion of both pre-leach and tailings thickeners resulted in an obvious and significant capital cost, most plants were built without thickeners, without doing a detailed cost-benefit analysis on their inclusion, However, the increasing use of High Rate Thickener?s (HRT s) in the mineral processing industries resulted in a reassessment, in some cases, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas, where borefields were costly to install and water was limited. It has become apparent, though, since startup and operation of these installations, that the savings in cyanide consumption is also a very significant factor and can be used as a primary justification for the installation of a HRT in many cases.

The mine fire at Wilberg Mine in 1984 reached the surface resulting in the failure of the vertical ledge forming the roof and entrance for three main intake portals. The fallen material was covered with a concrete cap to seal the air from the mine. As the mine was recovered and ventilation pressure was placed on seals on the perimeter of the fire area, the concrete capped rubble proved ineffective. Due to the steep and rugged terrain and the inaccessibility to the portals from underground, horizontal holes were drilled into the portal entries and three seals were placed remotely. The seals in conjunction with pressure balancing the seals around the perimeter of the fire area resulted -in the control of the mine fire.
