Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur. To date, a standard methodology for the design of coal rib supports which can accommodate the wide range of unique conditions found in coal mines in the United States has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems' effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a Distinct Element Method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. The heat of immersion of coals in different immersional liquids is measured as a function of particle size and moisture content. Decrease in particle size shows a concomitant increase in the heat of immersion. The heat of immersion is dependent upon the nature of immersional fluids. In addition the nature of moisture present in coal influences the heat of immersion.

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Nonfatal injuries from slips, trips, and falls (STF) that occur at surface mines can result from inadequate lighting. Mobile equipment operators are among the occupations associated with the nonfatal incidents reported to the U.S. Mine Safety and Health Administration (MSHA). In addition, getting on/off the equipment (ingress/egress) frequently adds to the highest proportion of nonfatal incidents. Accordingly, researchers at the Pittsburgh Mining Research Division (PMRD), National Institute for Occupational Safety and Health (NIOSH) conducted a field study to investigate lighting on haul trucks and wheel loaderswith regard to glare and illuminance levels recommended by the Illuminating Engineering Society (IES). The objective was to determine whether two light-emitting diode (LED) area luminaires—a Mr. Beams® (model MB390 Ultrabright) (area luminaire-1) and a NIOSH-developed Saturn (custom-designed for a mine roof bolter study) (area luminaire-2)—could complement a headlamp luminaire. Measured levels of visual tasks, with the headlamp alone and the area luminaires plus the headlamp, demonstrated that illuminance met or exceeded IES-recommended levels. Nevertheless, the area luminaires illuminated a much broader area, which is key to increasing hazard awareness. Discomfort and disability glare were lower with area luminaire-1 than with area luminaire-2. Differences in glare were more noticeable for newer models of haul trucks and loaders featuring updated ingress/egress system designs. This study demonstrates that commercially available luminaires, such as area luminaire-1, are capable of complementing headlamp lighting, and can thus improve a miner’s ability to detect and avoid STF hazards.

"The paper treats the spatial aspect of mine sequence optimization. This aspect is revealed in the context of determination of the optimum number of cutbacks of an open pit mine. Cutback mining is a dominating method currently in base\precious metal mining and it is based on a pseudo-economic discretization of the pit space by using advanced pit design algorithms. The result of the implementation of such approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks for maximization of the project value. A mathematical solution of this problem is developed with the utilization of a combinatorial analysis. The solution provides a multi-variant investigation of the optimum mine sequence with the implementation of an author’s method for production scheduling optimization, which uses the Net Present Value as a criterion for assessing the economic efficiency of mine sequencing. A case study is provided for the conditions of a hypothetical open pit gold mine to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the cutback geometry. INTRODUCTION The mine sequence optimization in open pit mining is a procedure that predetermines the efficiency of the production scheduling optimization. From a technological standpoint, the mine sequence optimization deals with two aspects – spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the open pit design problem. Original results on the time aspect of mine sequence optimization are published by Halatchev [2002]. They reveal a wide range of the Net Present Value (NPV) variation for a multi-variant arrangement of mine sequence over time and using a fixed geometry of the cutbacks, which determines the economic potential of a single open pit mine from a deterministic standpoint. The results show a range of NPV variation up to 30% depending on the stripping ratio of the mine. The effect of this variation is mainly due to the implementation of the mine planning principle of waste deferment in the scheduling optimization and using all theoretically possible variants of mine sequence arrangement by the inclusion of the bench sequences over the Life-Of-Mine (LOM) in the production process."

Once mining compromises the stability of a rock mass, the dangerous task of roof bolting begins. Many attempts have been made to automate this process, but there are still many refinements that need to be made. In the past, roof bolting modules were designed around the abilities of a human operator. Currently, researchers are taking a new approach that focuses on designing modules that can utilize bolting methods that are easily automated. A non-rotating anchor that is locked into position by a linear force (as opposed to a rotational force) was designed by researchers at the U.S. Bureau of Mines. Once the bolt is secured in the bolt-hole by the anchor, the bolt is tensioned and a collet is used to secure the other end of the bolt. This process replaces the traditional bolt-nut fastening method. This program is part of an effort at the U.S. Bureau of Mines to automate the coal mining process.

Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ? Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize biomass productivity, the influence of reclamation practices on biomass production must be well understood, which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass estimations and, also, the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, experimental biomass production plots on reclaimed mine sites established in Wise County, VA, are used for a comparative study of satellite spectral derivatives, which are evaluated against groundbased biomass estimates. Metrics based on four spectral derivatives, band ratios and spectral transforms were regressed against biomass measured in situ for different species. The results demonstrate that greenness and principal component 2 (PC2) were more efficient than the other spectral derivatives for monitoring the biomass of this reclaimed area. Also, it is shown that Landsat-5 TM has provided promising results for monitoring of the biomass changes occurring from 2008 to 2010 over the study area.

Perlite is an altered rhyolitic glass with 2 to 5 wt % water that expands or "pops" when heated quickly to plasticity while evolving steam to form lightweight, glass foam. Commercial perlite deposits in New Mexico are well-developed zones of chemical weathering (hydration) superimposed on highly permeable and thick glassy zones at the chilled upper surface and toes of high-silica-rhyolite lava flows and lava domes. The maximum tonnage of glass in these volcanoes was predetermined by their unique eruptive histories. New Mexico perlite production (80% of US production of 571,00 st) is mostly from the 3.9 Ma high-silica-rhyolite lava flows at the No Agua Peaks volcanic center. The primary vent at No Agua is defined by a 900 ft-high rubidium-rich composite lava dome, known as West Peak, that contains minor perlite reserves. Slightly less rubidium-rich lava squeezed out from under the west flank of the dome to form relatively thin (250 ft) but highly vesicular lobate flows that now consist of about 50 % recoverable perlite. Finally, rubidium-poor lavas were extruded from a radial dike on the northeast flank of the dome. These thicker (400 ft) flow lobes contain about 20 % recoverable perlite. The largest mass of lava does not always contain the most perlite. The thinner (west) flow at No Agua yields the largest perlite reserves rather than the large composite lava dome or thicker (east) flow.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

The mining industry has experienced a general trend toward an increasing number of longwall operations, an increasing percentage of underground coal being mined by longwalls, and increasing productivity from the longwalls. Longwall operators have not yet reached a state of mining euphoria. Competitiveness both within the industry and from alternate fuel sources is forcing continued pursuit of higher productivities and lower costs. The following graphics present trends in the industry. Longwall mines, as defined for this presentation, are those reportedly having longwall installations in each of the respective years. Production from both the continuous miner and longwall units is included in the longwall mines. Non-Longwall mines are all other underground mines. Productivity calculations are based on total employee-hours associated with the operation.

Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

The study described here is concerned with the development of a model for the simulation and optimization of a rod milllpebble mill circuit. A series of laboratory tests was conducted to investigate the effect of critical operating variables. The pebble mill model structure used was a population balance type which accounta for impact breakage and fines production from pebble wear. Model parameterization and verification were performed using data obtained in batch tests and in a plant test campaign. The model developed was found to provide accurate predictions of plant-scale grinding. The prediction errors are less than 21 for the product size and 31 for the mill power required to achieve that product with a mill volume scale-up of 14,000 to 1. These results indicate that accurate extrapolations from laboratory batch data to plant scale performance are poaaible using the population balance model and scale-up prediction procedures for pebble mill circuits as well as ball mills. Preliminary indications are that the new model developed here will provide vital input for pebble mill optimization and process control as well as pebble mill design.

Accurate, repeatable density measurements of a coal-magnetite-water slurry are difficult to achieve using a nuclear density gauge. Changes in the coal-to-magnetite solids ratio cause fluctuations in the readings of nuclear gauges. To investigate this problem the Electric Power Research Institute's Coal Cleaning Test Facility compared the performance of a nuclear density gauge on a coal-magnetite-water slurry with the performance of a differential pressure gauge modified with a new pressure sensor. A second aim of these preliminary tests was to determine if the differential pressure gauge is also sensitive to the type of solids in the slurry. This paper explains current slurry density measurement practices, describes the nuclear and differential pressure gauges used in the CCTF tests, and presents test methods and results.

In recent years, a new concept in the control of electrically powered excavators has come into existence. The new type of control system has come to be known as "static" control. The use of the name "static" to describe this system is somewhat misleading since this term refers only to one of the many advantages of this very important advance in excavator control systems. In 1959, the first truly "static" control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the tried and proven rotating amplifier control system then in use, has since proven to be much more.

The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Company to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the Company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received substantial attention in recent years. A Company guideline that no coal shipment shall exceed any contract or company-imposed coal quality specification has been successfully implemented. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed. Background Surface coal mining of subbituminous C rank coal in the Cillette. (Campbell County) Wyoming area has become increasingly competitive during recent years. Prior to 1974, one small surface mine produced coal for local consumption. During the last ten years, 13 new surface coal mines have been constructed. Coal production from Campbell County, Wyoming totalled 88 million short tons (79.8 million metric tons) in 1983, the majority being shipped to electric utilities in the central and southern United States via unit trains having a capacity of 10,000 short tons (9,072 metric tons).

It has recently been discovered that the pH at which gold can be extracted from cyanide solution with primary, secondary, and tertiary amines can be increased 2 to 5 pH units by the addition of modifiers. Under these circumstances gold can be extracted at pH values from 9 to 11, commensurate with the pH range found in cyanide leach liquors. The selectivity of the amines and amine/modifier combinations for AU (CN)[-2] over other metal -cyanide complexes is presented and discussed. In addition, potential applications for the solvent extraction of gold from cyanide solutions are discussed.
