While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

The Buick mine, located 195 kilometers (120 miles) southwest of St. Louis in the Viburnum Trend, is owned and operated by Homestake Mining Company. The mine produces lead and zinc ore from a room and pillar mining method at a depth of approximately 335 m (1 100 ft). The Buick orebody typically averages 60 to 120 m (200 to 400 ft) in width with ore thicknesses ranging from 2.4 to 36.6 m (8 to 120 ft). The mine is divided in two; the halves are referred to as the North mine and South mine orebodies. The North mine orebody contains the higher grade ore; however, the developed reserves for the South mine orebody comprise about 60 percent of the total developed reserves for the Buick property. Existing pillars represent one-third of the total developed reserves.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

Diethylenetriamine (DETA) is known to be an effective pyrrhotite depressant in pentlandite flotation. It has been reported recently that its performance becomes more consistent when the reagent is used in conjunction with sulfur dioxide (SO2). In the present investigation, the effects of DETA and SO32- ions on the changes in the hydrophobicity of pyrrhotite electrode have been studied at pH 6.8. The results show that both DETA and SO32- can reduce the water contact angles of pyrrhotite; however, the contact angles can be reduced to zero only in the presence of the SO32- ions. This finding may be attributed to the ability of the SO32- ions to reduce the polysulfides formed on pyrrhotite by superficial oxidation, which may in turn provides an explanation for the robust performance of DETA/SO2 combination.

Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.

During the 1980’s, laboratories opened throughout the United States to serve the analysis needs of a rapidly growing asbestos abatement industry. The samples analyzed were either collected during the abatement of known asbestos-containing materials or were suspect asbestos-containing construction materials. Many asbestos analysts received minimal training and used analytical protocols that were industry specific. False positives (reporting a sample as containing asbestos when none is present) went unnoticed or had minor repercussions. The mindset of the industry was to err on the conservative side – it would be better to identify a non-asbestos fiber as asbestos than visa versa. With growing public awareness of the health hazards of asbestos, other materials began to be tested for asbestos content. Rock and ores began to be tested for naturally occurring asbestos by these laboratories using the same protocols or an in-house protocol. Analysts were given no additional training and accreditation, in most cases, it was not required. With no consistency in sample collection, testing protocol or expertise in analysis, significant discrepancies in final results can be expected. If we further complicate this scenario with misidentification of naturally occurring look-a-likes for asbestos, expensive false positives are likely. To avoid the repercussions of misidentification of naturally occurring chrysotile asbestos from look-a-like fibers in rock and ores, correct sampling and analysis protocols with more stringent scientific diagnostic criteria are needed.

Introduction Continuous monitoring techniques have been used in the US and abroad for many years. A continuous miner has a monitor that measures methane and automatically gives a warning if the methane exceeds 1%. It deenergizes the continuous mining machine automatically at a maximum concentration of 2%. Main fans are also continually monitored to ensure operation. Alarms may also be given at a remote location should a fan slow or stop. The systems being developed can continuously monitor various gases and equipment throughout the mine and transmit pertinent data to a surface monitoring station. At this station, conditions throughout the mine can be monitored and, in some instances, controlled. These are known as Mine Wide Monitoring Systems (MWMS). History The use of environmental monitoring systems began in 1976 when a federal court approved the petition of modification to use belt air at the face. The first mine to receive a modification did install a system to supplement existing safeguards. Later, the Mine Safety and Health Administration (MSHA) and the US Bureau of Mines (USBM) conducted tests dealing with the use of belt air. Findings from these tests are being used to set guidelines as requirements of a petition. These requirements include: • Velocity of air has to be 0.25 to 1.5 m/sec (50 to 300 fpm); • Monitors will be installed at each belt drive and tailpiece and at intervals not to exceed 610 m (2000 ft); and • An alarm level of 10 ppm, above the ambient level is appropriate. The early uses of environmental monitoring could only be used outby the last open crosscut. That may be a reason for an initial slow growth of these systems. In June 1982, MSHA began evaluating systems that could be used in returns to ensure that monitoring systems being used in areas where permissible equipment is required does not of itself pose an explosion hazard. This is known as the Mine Wide Monitoring Systems Evaluations and Sensor Classification program. The evaluations and classifications granted are based on electric currents and voltages. Use of mine wide monitoring systems The environmental aspect of MWMS in today's coal industry deals with carbon monoxide (CO), methane (CH4), and air velocity. Just as all mines are different and encounter different problems, the MWMS are diverse and can be used to provide necessary data in all areas of coal mines. Mine operators in an ultragassy seam, for example, may be concerned with monitoring methane, while a mine that used diesel equipment may want to continuously monitor for diesel contaminants. In a mine with roof fall problems, airflow monitors may be helpful as an indication of whether the air is flowing in its normal course and at its normal volume. Today's MWMS can monitor any or all of these parameters. Most systems can be expanded as mining needs require. For example, a mine is now being monitored for methane and five years from now CO monitoring would help increase safety. It may be possible to use the same system by adding additional equipment. In the US, 30 environmental monitoring systems were installed from May 1985 through May 1986. In 1984 and 1985, there were 38 and 44 environmental monitoring systems in operation, respectively. Due to mine closings, 11 of these are no longer in use. However, the number of mines using environmental monitoring systems increased to 63. Operational events need to be captured with impacts quantified and root causes identified. Unfortunately, complex information technology solutions often have a very poor success rate, with some reports suggesting 30 percent of complex projects are canceled before completion.

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

Tectonic stress is an important parameter for understanding the dynamics of underground engineering and for the exploitation of coalbed methane. Multiple-period structural features usually have complex spatial relationships in tectonic superposition areas, which provides evidence for identification of the sequence of the tectonic stress period. Conjugated joints and slickensides are used to reconstruct the tectonic stress of the No. 8 Mine in Pingdingshan. Based on the geological unit division and field measurements, data on hundreds of joints and slickensides are collected from 33 stations. The tectonic stress results indicated by the conjugated joints show that there are mainly four directions of tectonic stress: NEE-SWW, NW-SE, NE-SW, and NNESSW. The tectonic stress results of the slickensides indicate that there are mainly four directions of tectonic stress: NNE-SSW, NNW-SSE, NEE-SWW, and NW-SE. According to the systematic analysis of the joints and slickensides, this paper separates the superposed joint and slickenside sets and identifies the tectonic stress periods with their abutting relationships. Three tectonic stress periods are determined and the sequence of the tectonic stress periods is NE-SW, NW-SE, and NEE-SWW. The results are consistent with other tectonic stress measurements for both the region and the locality.

The Appalachian coalfield, located in eastern Kentucky, Pennsylvania, Virginia and West Virginia, has been one of the most productive in the United States. Total production from the Appalachian coalfield during 1994 was 340.8 Mt (375.4 million st), or 37% of the 929 Mt (1 billion st) produced in the United States that year. This region contains various coal types from high- to mid-sulfur coal in Pennsylvania and northern West Virginia to low-sulfur, compliance steam coal and premium-grade metallurgical coal in eastern Kentucky, Virginia and southern West Virginia. The region's product is in high demand in domestic and export markets. Productivity continues to improve, resulting in the primary coal operators solidifying their market positions.

Several candidate sites have been proposed for the Deep Underground Science and Engineering Laboratory (DUSEL), a facility that would provide over 2000 meters of overburden to screen out cosmic rays that would otherwise interfere with experiments. Types of anticipated experiments include: detection of dark matter and stellar neutrinos, and evaluation of deep microbial life forms. Engineering experiments might include more refined scanning devices to “see” rock defects ahead of tunneling, improved predictive models for groundwater inflows and tunnel support requirements, and improved instrumentation for monitoring in-situ stresses, rock deformations, and pore water pressures. Spin-offs from this research might include more sensitive security detectors for scrutinizing shipping containers, new drugs based on new microbes, and improved sensor systems for tunneling. A site near Leavenworth, WA, was assessed and shown to have numerous topographic and geotechnical advantages. Rock cover is on the order of 2250 meters. The granitic bedrock is suitable for tunneling a variety of large underground openings.

As tunnel boring machine technology has expanded, so has its range of application. Tunneling machines (TBM's) are tackling tasks today that fifteen years ago were considered "inappropriate". A case in point is incline/decline TBM boring. An incline or decline bore presents peculiar design considerations that differentiate it from a horizontal bore. This paper reviews those design considerations as they apply to TBM's, backup, muck handling and other tunneling subsystems. In addition, several abbreviated case studies are presented. By the review of real life tunneling techniques as well as design considerations, the "appropriateness" of TBM incline/ decline boring today becomes apparent. INCLINE Introduction In contemplating the impact of incline versus horizontal tunnel boring system design, the obvious consideration is gravity. Up-hill boring can be quite different than horizontal boring. Muck, water and machine weight all tend to slide down the incline. In addition, hydraulic and lubrication systems if unaltered, will find their fluids pooled in the lower corners contentedly ignoring such higher elevation items as gears and bearings. The early part of the decade was marked by world-wide problems and economic difficulties. In 1980, President Jimmy Carter ordered the failed military mission to rescue hostages in the U.S. Embassy in Iran, Mt. Saint Helens, WA erupted killing 60 people and the Soviets and Mujaheddin guerrillas clashed in Afghanistan after the Soviet invasion. Later in the year, Ronald Reagan was elected president, defeating Carter. The first launch of a space shuttle (Columbia) occurred in 1981. Also in 1981, the first IBM-PC’s begin to roll off the lines. In 1982, Argentina invaded the Falkland Islands and Mexico’s economy was in collapse. In 1980, the U.S. unemployment rate stood at 7.1 percent, and by 1982 the rate increased to 9.7 percent. 1980 marked SME’s first full year in its new office building in Littleton, CO. The new facility was dedicated in November 1979. Claude L. Crowley was executive director of SME in 1980 and remained in that position throughout the decade. SME’s membership stood at about 26,000 throughout this period (1980-1982).

There are many opportunities for computers to assist in dragline mine planning. Three important areas particularly lend themselves to computer assisted study. These are overall mine design and planning, the computation and display of range diagrams and the calculation of production and production variability. The computation of range diagrams is of particular interest because of the importance of matching the dragline and site geometries. This paper examines the uses of range diagrams in dragline mining and illustrates the application of computer techniques to the computation using one such program as an example. The use of computer generated range diagrams for machine selection, pit design and in parameter analysis is discussed. Directions for further development are also provided. There is a great deal that can be done to additionally enhance the ability to provide accurate designs for the dragline operation. One area that needs special attention is the dumping of overburden around access ramps into the pit. This situation is one of the most difficult dumping sequences and affects machine selection and pit operation. It is also suggested that programs that simulate the production schedule of the drag-line would be useful. It is concluded that large overall mine planning programs are very important in dragline mining. However, smaller programs designed for a specific, task are also important tools in many cases. These are easy to learn and use, well adapted to the PC environment and provide useful information, both for design and for daily planning.

In 1985, participants of the multi-year Illinois Mine Subsidence Research Program conducted surveys of subsidence effects on crop production from current high-extraction mining methods, selected a site to characterize the profile, strain, fracture development in overburden materials and changes in aquifers produced by subsidence from high-extraction mining, characterized floor materia1 s in three mines, and established bibliographic reference and data base files. The Illinois State Geological Survey, University of Illinois at Urbana-Champaign, Southern Illinois University at Carbondale, Illinois Department of Mines and Minerals and Twin Cities Research Center of the U. S. Bureau of Mines are coordinating State and Federally funded research.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of a new 3-yr research program with three primary goals: 1) understanding controls on metal concentrations in the lakes; 2) using mesocosms to test a variety of remediation strategies; and 3) verifying and improving an existing coupled physical-geochemical model with the goal of improving predictions of pit lake water quality. Initial data from two summer surveys in the Main Zone pit lake reveal elevated dissolved metal concentrations (e.g. [Zn] as high as 800 µg/L) present in a two-meter-deep mixed layer, and elevated particulate metal concentrations towards the bottom of the water column. Hydroxide sludge, a byproduct of ARD treatment, is being discharged to the surface waters of the Main Zone pit lake. The sludge sinks rapidly to the lake bottom, leading to deep waters with elevated levels of dissolved O2 and total metals. By contrast, the deep waters of the proximal Waterline pit lake are mildly reducing, manifested by depletion of O2 and elevated levels of dissolved Fe. These reducing conditions have led to elevated levels of As (up to 1500 µg/L) in Waterline pit deep waters. The contrasting behavior of these two pit lakes, as well as the processes controlling metal concentrations in the lakes, will be discussed.

This study was conducted to establish the effects of a diesel particulate filter (DPF) system with sintered metal substrate on the concentrations and size distributions of nano and ultrafine aerosols and concentrations of nitric oxides in underground mine air. The study focused on the formation and transformation of nucleation mode particles in mine air under prevailing test conditions. Experimental work was conducted in the NIOSH Diesel Laboratory at the Lake Lynn Laboratory experimental mine, a facility developed to allow evaluation of control technologies directly in underground conditions. The DPF system was examined for four repeatable steady-state engine modes using a naturally aspirated mechanically controlled Isuzu C240 diesel engine fueled with ultralow sulfur fuel. The engine coupled to an eddy-current dynamometer was operated in the underground drift with tightly controlled ventilation. Measurements upwind and downwind of the exhaust system discharge were used to quantify the effects of the DPF system on the mine air. A baseline was established using a standard muffler. The study showed that sintered metal DPF systems reduced the total mass of aerosols in the mine air by more than ten-fold when compared to a muffler. The nucleation mode aerosols (50dem<40 nm) in mine air were found to be strongly influenced by engine operating mode. The concentration of nucleation mode aerosols was found to be significantly higher for high-load modes than for low-load modes. The muffler and DPF system resulted in comparable total nitrogen oxides (NOx) concentrations. However, the nitrogen dioxide (NO2) fraction of the total NOx was found to be substantially higher for both systems for low-load modes than for high-load modes.
