"This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

INTRODUCTION Classification of coal seams as thin, medium, and thick is both subjective and relative and is more a reflection of the statistical mode of the thicknesses en- countered in a mining region. A geological factor more precisely understood as defined than thickness is the inclination of the seams to the horizontal, commonly referred to as the pitch or the dip of the seam. Thick and steeply pitching seams present far more challenges to the ingenuity of the mining men to devise methods for their extraction than the thick and less steeply inclined ones. In a marginal case, where a thick coal seam may be minable by surface or underground methods, the decision bears a close relationship to the technological developments in the mining scene. Near surface thick coal seams are a special gift of nature and are not as wide- spread as the ones that call for the application of under- ground methods. Recent advancements in surface mining equipment have made it possible to surface mine to great depths. Stripping ratios of 30: 1 (cu yd of over- burden removed per ton of coal) have been achieved. The extraction of thick seams which preclude the use of surface methods is the concern of this chapter. Specifically, the objective here is to outline the special technological factors in underground mining of thick coal seams and to illustrate through several case histories the methods that are practiced in the North American continent. For the purposes of this chapter, a thick seam is defined as one which is not readily minable with currently available equipment without modifications to the extraction method or the equipment. At the present time, a thickness of 4.8 m (16 ft) can be considered as the lower limit, although developments in equipment and methods can be expected to push this limit upwards. The data for the case histories were collected from two extended mine visits in 1975 and 1978, and from other published accounts of the mines visited. Reference is drawn particularly to reports by Bise, Ramani, and Stefanko (1976) and Rarnani and Kenzy (1979). THICK SEAM MINING METHODS The various methods of mining thick seams can generally be grouped into three major categories: full face methods, where the entire thickness of the seam is re- covered in a single pass; slicing methods, where the seam is extracted to its full thickness by horizontal or inclined slices either in an ascending or descending order; and caving methods, where the seam is undercut and the en- tire coal seam is recovered by caving the top coal into the excavated cut, or some variations of the basic sub- level caving method. As shown in Table 1, in each of these methods, the coal is removed by either room-and-pillar or longwall methods. Hydraulic mining and transport of the coal in open flumes or in pipelines are also practiced. Addition- ally, the void created by the removal of coal may be filled with a packing material (stowing) except in the caving methods. The pitch (dip) of the seam, particularly when it is greater than 0.26 rad (150), imposes severe operational limitations on mobile equipment. Most commercial explosives contain 70 to 94% ammonium nitrate, by weight. When portions of these explosives end up in shot rock and ore, through spillage or incomplete detonation, ammonia and nitrates leach out of them and into ground water. In recent years, State and Federal regulators have been applying more stringent water quality standards, particularly at new mines and development projects. Bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice at most mines, when mining conditions allow it. ANFO use is desired because it less costly than other explosives, but when spilled it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. They either control explosive losses, or they treat mine effluents at the end-of-pipe. This paper addresses the former solution --controlling explosive losses. For both packaged and bulk explosives, guidelines designed to limit losses during storage, handling and use, are described in detail.

The effect of anions such as sulfate, chloride and nitrate on the solubility of rare earth element (REE)-bearing phosphates and fluoro-carbonates was examined using relevant thermodynamic data. The study found that these anions have significant influences on the overall dissolution of REEs from various sources in the aqueous media.

Underground testing was carried out by Ingersoll-Rand, Inc., under contract to the Bureau of Mines to determine the effectiveness of a machine-mounted scrubber system for ventilating the face during an extended advance. A continuous miner equipped with an integral flooded-bed dust scrubber system was instrumented with methanometers and Real-time Aerosol Monitor (RAM) dust monitors. Methane and respirable dust data were collected at brattice setbacks of 7.5 m (current operating distance), 10.5 m, and 15 m (blowing ventilation) during production shifts. Results showed that a suitable machine-mounted scrubber system can adequately ventilate the face at brattice setbacks up to 15 m. No deterioration in ventilation performance was observed as brattice setbacks were increased from 7.5 m to 15 m. The scrubber system effectively controlled face methane levels at large setbacks, though respirable dust levels increased as much as 33 pct at the operator's cab at setbacks greater than 7.5 m.

The U.S. Bureau of Mines is developing an intelligent system for roof' control that uses both an expert system and neural networks to improve the capability of mining engineers to evaluate roof support effectiveness for ground control in coal mines. The expert system com- pares roof support capacities with the support requirements estimated to be necessary to maintain entry stability. It does this by evaluating the results of tests on various types of roof support and establishing the maximum allowable load according to anchorage capacity and yield strength of the support. After the user enters geological information (rock properties, geometry of the opening, in situ stresses, bolt pattern parameters, etc. ), the expert system compares the predicted required loading to the roof support capacity and gives the operator advice on the adequacy of the design and how improvements could be made. A good source of the real-time data necessary to allow the expert system to make decisions will come from a roof bolting machine being developed by the Bureau of Mines. Researchers have collected data from a Western coal mine on drill bit position, penetration rate thrust, torque, and rotation rate. Using this information, two neural net- works were developed to identify different types of strata and features in a mine roof such as rock type, rock compressive strength and joint characteristics. The result is a system that can assist a mining engineer with design information that can be constantly updated as mining progresses.

Bleeder entries are critically important to longwall mining for the moving of supplies, personnel, and the dilution of mine air contaminants. By design, these entries must stay open for many years for ventilation. Standing supports in moderate cover bleeder entries were observed, numerically modeled, and instrumented by researchers at the National Institute for Occupational Safety and Health (NIOSH). The measurements of the installed borehole pressure cells (BPCs), standing support load cells and convergence meters, and roof extensometers are presented in this paper in addition to the numerical modeling results and visual observations made by the NIOSH researchers in the bleeder entries. The results include the effects of multiple panels being extracted in close proximity to the instrumented site as well as over one and a half years of aging. As expected, standing supports closer to the longwall gob showed the greatest load and convergence. The roof sag appeared generally independent of the proximity to the longwall gob. The BPC readings were driven by both the proximity to the gob and the depth into the pillar. The results of this study demonstrated that the entry roof can respond independently of the pillar and standing support loading. In addition, the rear abutment stress experienced by this bleeder entry design was minimal. The closer the mine development, pillar, or supports are to the gob, the greater the applied load due to rear abutment stress.

In this study, the oxidation of low-grade pyrolusite to potassium manganate in alkaline solutions under O2 pressure has been investigated. The effects of different conditions on the high-grade and low-grade pyrolusite leaching process were investigated based on thermodynamic calculation, as well as the reaction mechanisms and kinetics of the low-grade pyrolusite during the leaching process. The results showed that the manganese conversion rates of the two types of pyrolusite were almost the same, and reaching 99% for high-grade pyrolusite and 96% for low-grade pyrolusite under optimal conditions. The optimum condition for low-grade pyrolusite sample JM-2 was achieved as 0.5 MPa of the oxygen partial pressure, 55% of KOH, 14 of the initial alkali-manganese ratio, and ≤ 48 μm of the mineral granularity at 260 °C within 150 min of leaching time and 500 rpm. In alkaline leaching of low-grade pyrolusite, Mn(IV) was oxidized into Mn(VI). The particles changed from large particles to flakes and finally formed crystals. Finally, the shrinking core model was used to fully describe the leaching kinetics of the manganese. It was demonstrated that the leaching of manganese was controlled by the chemical surface reactions and the activation energy which equals 115.9121 kJ/mol.

Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.

EASTERN COAL CORPORATION is located in the heart of the Appalachian Mountain area of extreme Eastern Kentucky, The mountains are of sedimentary origin, and have been deeply eroded by streams as the area has been thrust up during geologic time. There are many seams of coal interspersed between beds of shale and sandstone. While some of the seams are thin, there are a number that can be economically mined. We are mining the Pond Creek, or No. 2 Gas Seam, at a rate in excess of 6,000 tons per day. Our central preparation plant utilizes tromp baths for the plus 3/8" size and Rheolaveur for the minus 3/8" portion. No provision was made to recover the fine coal, which was included with the plant effluent pumped to a 12 acre refuse pond. The pond is impounded behind the coarse refuse dump. This pond rose 15 feet last year. Obviously, no pond could stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method. Our first thought was that it would be necessary to dry the fine refuse sufficiently to permit inclusion with the coarse refuse, which is hauled uphill by monitor and then trucked to final disposal.

During coal mine operations, roadways may be located close to faults. When designing these roadways, it is important to determine the width of the rock mass between a roadway and a fault area to prevent water inrush. In this paper, the Xintian Coal Mine in the northern Guizhou Province of China is selected as a typical case. Through numerical simulation based on orthogonal tests, range analysis, and multiple linear regression (MLR) analysis, the process of water inrush from faults in excavation roadways is studied. The results show that the influencing factors of the safe width of a rock mass preventing water inrush (RMPWI) can be ranked according to the degree of influence from large to small as follows: the hydraulic pressure of the fault, the surrounding rock grade, the overburden depth of the roadway, the cross-section height, and the dip angle of the fault. Among them, the dip angle of the fault, the cross-section height, and the surrounding rock grade are negatively correlated with the safe width, while hydraulic pressure of fault and overburden depth of roadway are positively correlated with safety width. The predicted value for the safe width based on MLR is greater than the measured value of the width of the RMPWI when water inrush occurs, but less than the calculated value based on the empirical formula in the standard, which proves the accuracy and practicability of the prediction method. This research provides a certain basis and reference for the prevention and control of water inrushes in mines.

Drummond Co. Inc.'s Shoal Creek Mine slope conveyor is the highest lift, highest horsepower, highest tension conveyor system in North America. The system has a capacity of 4950 t/h (5500 tph), a vertical lift of 360 m (1180 ft) and a total connected power of 6000 kw (8000 hp). The mine will include 2 longwall machines and 5 to 7 development sections. Annual raw production will approach 9 million tly (10 million tpy). This paper describes the early investigation of system capacity, haulage system options, and the final selection of a single flight belt conveyor. It will review the basic system de- sign and equipment selected. Also included will be some highlights of the installation of the conveyor system.

The present work aims to investigate the link between the oxidation and reduction of a weathered ilmenite concentrate in terms of phase transitions, microstructural changes, and element distribution. An ilmenite concentrate sample was pelletized and fired at 1000 °C in air, and as a result, the pellets were oxidized. The oxidized pellets were reduced by hydrogen gas at 1000 °C, which yielded almost complete metallization of the iron content of the pellets. The ore and the pellets were characterized in each step by XRD and SEM techniques, and distribution of elements and phases were investigated. Ilmenite, pseudorutile, and rutile were the main phases detected in the ilmenite concentrate sample, and depending on the weathering degree of the particles, different fractions of the phases were identified in their microstructure. It was found that irregular rutile grains dispersed in a pseudobrookite matrix is the morphology of the oxidized ilmenite phase. However, increasing microcracks and porosities were the only microstructural changes in the pseudorutile phase after oxidation in air. Studying the specific types of the ore particles and their oxidized and reduced forms indicated that the phase distribution in the ilmenite ore particles dictates the phase distribution in the oxidized and reduced ones. Results show that the morphology of the reduced particles includes a titanium (III) oxide matrix in which reduced iron globules are dispersed.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

Introduction A longwall mining demonstration currently in progress in the Herrin (No.6) Coal Member near Benton, Illinois, involves the extraction of three adjacent panels by the longwall method. The first panel was completed in May, 1977. The Illinois State Geological Survey is involved in this project for two reasons: (1) to detail the geology of the roof and relate the geologic features to the behavior of the roof during mining operations, and (2) to study the nature and occurrence of coal balls (carbonate petrifactions of peat) encountered during this demonstration. General Geology of Area The stratigraphic sequence of beds immediately above the No. 6 Coal in this area, ranging from oldest to youngest, is: gray shale (Energy Shale Member), black carbonaceous shale (Anna Shale Member), and argillaceous limestone (Brereton Limestone Member) (figure 1). In some areas of the mine, where one of these units may rest directly on the coal, one or more of the members is absent from the stratigraphic sequence. The nature of roof for the area is shown in figure 2. It is greatly exaggerated in the vertical direction. The Walshville Channel, 11.3 km west of this mine, was a river at least in part deposited at the same time as the coal. The gray shale wedge on top of the coal, which thins away from the channel, is thought to represent an overbank deposit of mud from the channel. The next layer deposited on top of the gray shale, and on the coal not covered by gray shale, is the black carbonaceous shale, believed to represent a mud deposited in a brackish environment. Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation on the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD).

This paper will address the feasibility of using low-density cellular concrete (LDCC) for an annular fill application where project conditions required pumping the LDCC material for distances of up to 16,000 feet. These conditions occurred during construction of the Kaneohe-Kailua Sewer Tunnel in Oahu, Hawaii, between 2014 and 2018. Located on the island of Oahu, Hawaii, this 13-foot-diameter rock tunnel extends for approximately three miles from the Kaneohe Pre-Treatment Facility to the Kailua Regional Wastewater Treatment Plant. The tunnel was built to convey wastewater and provide temporary storage for peak wet weather flows entering the collection system, thereby reducing the potential for uncontrolled discharges. LDCC was chosen for this project partly due to its environmental benefits, which were essential for an application contiguous to the inland marine and coastal waters of the Pacific Ocean. In order to ensure optimal performance characteristics—compressive strength (with a requirement of 300 psi at 56 days), flowability, and light weight—were achieved, extensive testing of various LDCC products and mix designs was completed. The testing measured the initial set time of the LDCC as well as the compressive strength needed to reduce the quantity of grout lifts required for the project.

Flotation is the most efficient and preferred solid-solid separation method in mineral processing. However, enhanced production of high-grade concentrates at sufficiently high recovery still poses technological challenges to-day. A novel flotation method to produce final-grade concentrates from finely-ground ores in a single step is being developed and tested by CANMET. For the complex sulphide ores tested, grades are superior while recovery is considerably improved. Furthermore, concentrate production rates, at similar recoveries, are faster than for the conventional rougher-scavenger-cleaner configuration. This paper discusses the physical operating parameters affecting Cu-Zn flotation metallurgy.
