European Union's transition to a low-carbon and digital economy highly depends on securing the strategic autonomy of the Critical Raw Materials (CRMs) supply chain. This paper introduces a European Commission-funded research and innovation action, AGEMERA, which aims to create detailed geological and people's concerns maps to unlock the CRMs potential in Europe. Furthermore, the project will develop educational packages for schools and universities, publish online CRM-related games and news flashes, and arrange public events to ensure a basis for socially accepted and sustainable exploration and mining of CRMs in Europe. 1. IntroductionCritical Raw Materials (CRMs), crucial for shifting to a low-carbon and digital economy, should focus on maintaining Europe's overall supply-demand balance (Birol, 2022). Therefore, to proactively address the surge in demand and ensure the strategic autonomy of European industrial supply chains, the exploration and extraction of CRMs must be scaled out across the continent. Moreover, mobilizing Europe's domestic potential is vital for the EU to become more resilient and to establish open strategic autonomy as the demand for CRMs continues to increase quickly on a global scale (European Commission, 2021). Base metal extraction and mining have a long history in Europe. Nevertheless, CRMs mining projects have shown less success, although these have a lot of potential (Guzik et al., 2021). The main barriers are a lack of investment in mining and exploration, complicated and drawn-out national permitting processes, and low levels of public support (European Commission, 2020). It is necessary to have a vast amount of knowledge and intelligence about CRM's potential and market impact. Novel non-invasive geophysical survey techniques that enable sustainable exploration must be created and used to enhance mineral system models of ore deposits incorporating CRMs. The minerals policy framework significantly influences the mining industry's performance, stability, and sustainability. However, the EU Member States' mineral policy frameworks differ significantly (MINLEX, 2017). In addition, the Fraser Institute Annual Survey of Mining Companies offers concrete information on how managers and executives of mining companies view key policy areas that impact mining activities in the jurisdiction in which they operate or are familiar (Jackson & Green, 2015).

Underground mine roof bolting is a crucial operation for miners’ safety and mine sustainability. Since roof bolting is a manual or human-supervised operation, miners’ safety is at risk due to dust or rock falls. Traditional machine learning algorithms have shown limitations to detecting drillable areas, mainly due to harsh lighting conditions. The authors propose an adaptive deep-learning framework for autonomous roof bolting. The proposed framework is based on implementing a binary semantic segmentation algorithm on color images to classify pixels that belong to rock from those that belong to non-rock. Significantly, the proposed framework implements deep learning semantic segmentation on images from traditional and neuromorphic vision sensors in underground mines. The performance of the proposed model shows an impressive accuracy level of at least 98% at a low number of training epochs with smooth learning curves. The high accuracy enables the implementation of autonomous roof bolting, greatly improving miners’ safety and operational efficiency while reducing human exposure to safety hazards. This research will advance the use of deep learning in mining automation and has the potential to revolutionize the traditional mining industry.

"With desert temperatures climbing high at Caterpillar’s Tinaja Hills Demonstration and Learning Center near Tucson, AZ in September, a group of editors were given a reprieve from the sun and stepped inside the new Cat Minestar Command Center. The movie theater-like temperatures inside were a welcome relief, and the computer screens stationed around the room were an indication of not just how much things have evolved in the mining equipment sector, but also a peek into the future of where mining is headed.Equipment manufacturers like Caterpillar have always had to deal with peaks and valleys in demand that come with mining, perhaps never more so than in the last five years. Sudhanshu Singh, global product manager for Caterpillar, said that in one month in 2012, at the height of the mining Super Cycle, Caterpillar produced more than 150 large mining trucks (haul trucks that carry 136 t/150 st or more). By contrast, Caterpillar produced about 80 of those trucks in the full year of 2016. Between 2012 and 2016, Caterpillar saw its profits drop by 40 percent.“This shows how cyclical the industry is, and it is a testament to the strength of Caterpillar to be able to tolerate the wide swings,” said Singh. Demand for commodities is once again on the rise as are commodity prices with many signs pointing toward a recovery for the mining sector, and Caterpillar has positioned itself for the recovery. During its 2017 press event in September, company officials emphasized that Caterpillar has added strength in its technology divisions by forming new partnerships and adjusting its operating plan.“At the heart of our enterprise strategy is the operating & execution (O&E) model, a strategic framework to identify areas of the business that either create or consume the most value,” said Caterpillar chief executive officer, Jim Umpleby. “Using the O&E model as a guide, we gain a deeper understanding of where we have a competitive advantage, which is key to generating high returns.”"

Temporary local seismic networks were installed in western Crete, in central Crete, and on Gavdos, an island south of western Crete, in order to image shallow seismically active zones of the Hellenic subduction zone. Data acquisition was divided in four campaigns through the years 1996 to 2001. More than 4000 events in the magnitude range between 0.5 and 4.8 were detected and localized. The resulting hypocenter distribution allows the localization of seismically active zones in the area of central Crete from the Mediterranean Ridge to the Cretan Sea. The comparison of the hypocenter distribution and the structure has allowed intraplate and interplate seismicity to be distinguished. A southwards dipping zone of high seismicity within the Aegean lithosphere is found south of central Crete in the region of the Ptolemy trench. Between 20 and 40 km depth beneath central Crete, the Aegean lithosphere appears to be seismically inactive. Especially for the year 2001, 1560 events were localized, by the seismic network installed on Messara, central Crete. Most of the seismic events were located, as expected, in the South region of central Crete. National Observatory of Athens (NOA) maintains a permanent seismic network in Greece. In this work a comparison of the earthquake epicenters obtained from both the NOA network and the BOCHUM-TUC network is presented.

TBMand roadheader are two dominating excavation machines in underground tunnelling projects. The performance of these two tunnelling machines has been reviewed and analysed individually by many researchers from multiple points of view. However, there are almost no studies that have made an extensive comparison between these two machines, mostly from financial points of view. The current study is intended to characterize both financial and technical status of these two mechanical tunnelling machines in one of the biggest coal mines in Iran. The main objective of this study is to define the best method and equipment that meets a predefined economic goal, which is mainly to maximize the net present value. To this end, a technical and financial model based on the geomechanical and financial parameters involved in the project has been prepared and the financial part of the project has been carried out by applying COMFAR III financial analysis software. Subsequently, a sensitivity analysis of the model was conducted in order to evaluate the effect of involved parameters on the project. According to the results, a roadheader has better economic justification than a TBM, while the TBM has a better advance rate than the roadheader.

The fluidized bed is an effective method for investigating retorting phenomena and possibly a commercial means of retorting oil shale. Both were examined by Sinclair Oil Corp. (now part of Atlantic Richfield Co.) in the period 1.965 to 1968. The results of the work show that presence of an oxidizing environment during retorting results in loss of oil yield which indicates that vapor phase oil burns in preference to combustion of coke on spent shale. This has implications for several types of retorts. Correlation of the results of this work with that of other investigators shows that the partial pressure of retorting products in contact with oil shale during retorting has an effect on yield. Consideration of hardware indicates that there are several possibilities for commercial embodiment. As a companion to shaft-type retorts the fluidized bed could have good potential. Realistic assessment of costs suggests that further development may have to await commercialization of another process. The existence of a plant in which to test prototype size would markedly reduce such development costs. Results Preliminary development work with the apparatus was carried out using a fluidized bed of sand, as explained later, with the entire system brought up to temperature and flows stabilized. The shale was injected rapidly in a slug (batch) which had small mass compared to that of the high temperature system to make the reaction approach isothermality with reasonable approximation of instantaneous preheating. Typically, the temperature in the center of the bed dropped from 900°F to 600°F one minute after batch addition. It returned to 750' within three minutes and 900° within seven minutes. Obviously, the bed was quenched but it recovered rapidly. Average bed temperatures of 700' to 1020°F were examined to compare the effect of temperature with published results. Yields In the 700°F range were only 10 to 15%, of Fischer Assay (FA). Above about 950'F, oil yields decreased and gas yields increased. Nitrogen was used first as the fluidizing gas to provide a chemically inert medium. Incept for an insignificant dip at 895"F, Figure 1, oil yield was not affected by retorting temperature in the 800° to 900' range as long as residence time was adequate (16 minutes). At 925°F, the oil yield was some 103% FA. With further increase in temperature, the yield decreased to 86% FA at 1015°F. There is no increase in carbon on spent shale, the lost oil goes to Increased gas make.

Computer based dispatching in open pit truck haulage operations yields many benefits of current interest to mine management. The key tangible benefit is a substantial productivity increase with a given fleet of equipment or, alternately, a significant reduction in equipment required to meet production quotas. Other tangible benefits, depending on the operation, include minimizing rehandle, meeting several blending constraints simultaneously and ensuring a target plant feed rate. Intangible benefits include production forecasting, performance comparisons of trucks or shovels of different manufacture and extensive on-line report generation. Recent advances in mini and micro computer hardware and software and solid state electronics permit design and implementation of system features not feasible even a few years ago. Here we discuss many of these recent developments with emphasis on system aspects and dispatching algorithms.

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. "Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

This study aimed to remove the contaminants in quartz sand by using an eco-friendly method and to obtain high-purity quartz. For this purpose, ultrasound-assisted acid leaching was applied. Equal amounts of a mixture of diluted hydrochloric and oxalic acids were used as the solvent. Response surface methodology (RSM) was used for optimizing, modeling, and predicting the experimental parameters. The correlation coefficient ( R2) of the proposed quadratic model for the relationship between iron removal yield and test parameters was calculated as 0.9731 and it was determined that the predicted and actual values were compatible. Finally, optimization experiments were made and optimum experiment conditions were revised and determined as 83.38 °C of leaching temperature, 196.35 min of leaching time, 2.86 M of acid concentration, and 202.24 W of ultrasound power. Under the optimum conditions determined after optimization, the highest yield of iron removal was determined as 95.08%. Under the optimal parameters, the SiO2 content of the concentrates increased from 97.841 to 99.907% and the Fe2O3 content reduced from 0.225 to 0.011%.

Production of highly-cleaned coal for advanced utilization schemes requires close control of the coal ash content at very low levels. For this purpose, a sensitive, low-cost, robust on-stream ash analyzer is needed. The development of such an instrument based on x-ray backscatter and fluorescence is described, including features to improve its sensitivity at low ash levels. The performance of the resulting device in testing a real coal sample is discussed.

This paper describes the Darwin Silver Recovery project, located 66 km (40 miles) outside of Lone Pine, near Darwin, Inyo County, California. A lead-zinc mine and a flotation concentrator were operated there from 1945 to 1957. By the time the mine was shut down, 1.53 Tg (1.69 million short tons) of tailings had been stored in ponds. An average silver assay of 47 mg/kg (1.38 troy oz/st) of tailings stimulated interest for commercial silver recovery. A heap leach process was developed in 1981 at the Tucson Research Center of Anaconda Minerals Company, a division of Atlantic Richfield Company. Agglomeration techniques were used on the ore since the fine grind did not allow direct heap leaching. Lime and cement were required as binders, Early laboratory tests showed that recoveries equal to those from an agitated leach could be achieved at lower capital and operating costs. Laboratory tests determined cyanide requirements, lime and cement usages, and percolation or leach rates, as well as confirming that a zinc precipitation step could recover the silver from the leach solution.

The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

A first principle flotation model has been derived from the basic mechanisms involved in flotation. The model consists of a series of analytical equations for bubble generation, bubble-particle collision, attachment, detachment, and froth phase recovery. The model can predict flotation from both hydrodynamic and surface chemistry parameters such as bubble size, particle size, energy dissipation rate, ?-potentials, contact angles (?), etc. The model has been validated in a series of laboratory batch flotation experiments, in which mono-sized glass beads are used as feeds. The experimental results are in good agreement with model predictions both in terms of grade and recovery.

Isotope analyses distinguish biogenic sulfur ores from non-biogenic ores, but do not distinguish bioepigenetic from biosyngenetic ores. Sulfur deposits of salt dome caprocks and of bedded Permian evaporites of west Texas, however, are clearly bioepigenetic. Anhydrite, introduced by salt diapirs into geologically younger sediments, is converted biogenically to sulfur and calcite in the presence of petroleum; for example, in Challenger Knoll, a salt dome at a water depth of 3600 m in the Gulf of Mexico. "TBM cutter life evaluation in abrasive granitic rocks is a very important issue, especially in pressurized face tunneling with mixshield TBM for which the planning of costly interventions becomes crucial. This paper presents an overview of methodologies for cutter life evaluation in rock. A comparative study is performed to indicate the predictability of cutter life evaluation methods based on detail data from the NS3 tunnel project in Singapore. A new model is developed based upon the cutter wear information of eight TBM tunnels from around the world. New methods are proposed to evaluate the optimum intervention interval length and the number of worn-out disc cutters for a tunnel project. Finally, two new laboratory tests in the evaluation of disc cutter abrasion, including a full-scale and a small-scale test, are introduced, and their test results are discussed. INTRODUCTION The issue of wear evaluation for hard rocks has been extensively studied in drilling and pavement industry. In this regard, several tests and evaluation methods have been proposed to estimate or evaluate the state of tool life (e.g. bit life for drilling). In the case of TBM tunneling, tool wear may depend on several factors such as mineral composition, strength, or type of cutting, but as the abrasion is usually the major mechanism for the tool wear in hard rock, the developed methods for cutter wear or cutter life evaluation are mostly based on the abrasion indices such as Cerchar Abrasivity Index (CAI). This paper attempts to review the major methodologies for disc cutter wear and life evaluation and to propose new methods to evaluate cutter life and intervention interval evaluation based on detail information of a mixshield tunnel project in Singapore as well as general information of some other projects from Iran, Italy, South Africa, and France. As the laboratory tests are crucial in the process of evaluation, two new lab tests are developed and used to inspect suitability of the new proposed model for disc cutter wear evaluation."

The Longwall Strata Control and Maintenance System (LoSCoMS) is designed to monitor shield pressures in real-time from longwall faces and to provide on-line information related to underground strata behavior and longwall mining operation. The information includes shield pressure data with statistical analysis of setting, developing and final pressures, prediction of shield pressures for the following shift or day, etc. and maintenance data on the shields. The LoSCoMS has been installed and tested at Shoal Creek Mine operated by Drummond Company, Inc. The system is providing valuable information to mine operators for better understanding of underground behaviors. As a result, it has become an effective tool for minimizing ground control hazards and reducing out of seam material.
