Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Editor’s note: Mining companies doing business in Central Asia, and parts of the developing world, should look for ways to promote community development through the introduction of appropriate technology. This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. Joint Development Associates International (JDA) began humanitarian relief and community development in Central Asia in 1992, following the collapse of the former Soviet Union. Appropriate technology has played an important role in the company’s efforts to assist those segments of society that are most vulnerable to poverty and disease.

INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. A multiyear, comprehensive study of flotation reagents used in phosphate beneficiation was conducted. The study involved the evaluation of pure fatty acid compounds, comparison of various anionic collectors and testing of iso-acids. Various C12 to C22 fatty acids were tested as Florida phosphate collectors. The saturated fatty acids were found to be very poor collectors when using the standard conditioning procedure, whereas the unsaturated C16 to C22 fatty acids showed fair to good phosphate collecting ability. The C18 fatty acids oleic, impure oleic and linoleic and the C20 eicosenoic acid were shown to be the best phosphate collectors. The best flotation results were obtained using Liqro GA tall oil and oleic acid. Four isostearic/iso oleic acid type fatty acid collectors were compared with a commercial grade oleic acid and with Liqro GA tall oil as phosphate collectors using standard laboratory conditioning and flotation procedures. The most selective collector evaluated was Century 1108, a high isostearic acid-type reagent. However, it was concluded that this excellent-performing reagent was too expensive for commercial use. Overall, the most promising reagent was probably Century MO-5. This collector is essentially an iso-oleic acid/stearic acid mixture (not isostearic acid), and it costs much less. This program laid a sound foundation for developing single collector, all anionic flotation processes.

One way of cost reduction is attained when using materials with improved erosion ? corrosion resistance. For many years hard irons successfully answered the Mining Operation needs however application ranges were limited due to the low chemical resistance of such alloys. Corrosion resistance of any hard iron increases when microscopically homogenizing chromium and generating passivation conditions throughout and between all metallographic phases. Chromium distribution of the new material called Max10 was analyzed with EDS ? energy dispersive spectroscopy. At critical depleted chromium carbide ? matrix interfaces chromium increased to 31.72% which is well within passivation levels. Generally the corrosion resistance of high chromium hard irons provided by Metal Casting Industry is limited to 0.5% sulfuric acid and 28 PPM ionic chlorides. Such restrains increased when using Max10 to 2.0% sulfuric acid and 100 PPM ionic chlorides. Max10 contains 35% carbide volume fraction, has excellent corrosion resistance within pH = 1.15 ? 13.6 while fracture toughness under plain - strain conditions and Mode I opening is KIC = 20 KSI.(inch)1/2. Wear rate was calculated with the pin-on-disk apparatus using a diamond indenter per ASTM G99 recommendation. After years of research, experimentation and implementation the Max10 castings were service installed in slurry pumps and mixing equipment. In some applications the life time of slurry pumps manufactured in Max10 tripled versus previously used materials.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

One of the most common critical areas of longwall mining in terms of ground stability are the gateroad and bleeder entries. These critical entries provide much-needed safe access for miners and allow for adequate ventilation required for dilution of hazardous airborne contaminants and must remain open during mining of a multi-panel district. This paper focuses on the stability of the longwall entries subjected to a single abutment load such as bleeders, first tailgate, and last headgate. First tailgate and last headgate are also referred to as blind headgates and tailgates. A study of a longwall district through conditions mapping, support evaluations, and numerical modeling was conducted and evaluated by researchers from the National Institute for Occupational Safety and Health (NIOSH). The condition mapping and support evaluations were performed on entries that spanned the previous five years of mining and relied on a diverse selection of supports to maintain the functionality of the entry. Numerical modeling was also conducted to evaluate various support types with further investigation and comparison to the condition mapping. The study demonstrated the importance of the abutment load decay versus distance from the gob edge, the potential for a reduction in material handling related injuries, as well as optimal usage of secondary and standing support.

INTRODUCTION The control of nuisance water in a mine is extremely important; left uncontrolled, nuisance water can have a severe effect on haulage, ventilation, production, and the health and safety of miners. To control water in mines, a four-step process is followed: (1) prevention, (2) collection, (3) transportation, and (4) treatment. This chapter will be devoted to the collection and transportation of mine water because prevention is usually dictated by pre-mining conditions and initial planning, while treatment is variable and highly site specific. A mine drainage system is nothing more than a collection of gathering points (sumps), machines that impart energy to the fluid (pumps), transportation ducts (pipes), and control devices (fittings, valves, etc.). A pump does not pull the fluid up the suction pipe; atmospheric or external pressure pushes the liquid up the suction pipe to the pump. All references in this chapter will be to centrifugal pumps, due to their popularity for mine drainage. PUMP CHARACTERISTIC CURVES The performance of a pump is plotted on a graph as an indication of its characteristic. To develop the data points, a test facility similar to that shown in Fig. 1 is established. The calibrated Venturi meter is used to measure quantity, the Bourdon gage measures pressure, and the wattmeter measures power input. Various discharge pressures are obtained by throttling with a gate valve in the discharge pipe. Quantity and power are measured at each of these pressure levels, giving the necessary data for plotting the characteristic curves. Fig. 2 shows a typical characteristic curve for a centrifugal pump. Notice that pressure is measured as so many feet of vertical water column above the outlet level, or head. Knowing the quantity (in gallons per minute), head (in feet), and power input (brake horsepower), the pump's efficiency can be plotted based upon the following relationship:

Interpretive geotechnical investigations were performed for the construction of approximately 15,250 m (50,000 ft) of wastewater interceptor tunnels in Austin, Texas. Subsurface materials consist of claystone (or clay shale), siltstone, altered volcanic tuffs, chalk and limestone. Special conditions include multiple crossings of Onion Creek with cover ranging from about 1/2 to 3 m (2 to 10 ft.), and the potential for mixed-face conditions consisting of water-bearing gravels overlying clay shale or siltstone. The methods and results of the geotechnical investigations are discussed and the inferred construction conditions are compared to those encountered during tunneling. A suggested format is presented for interpretive geotechnical reports for underground construction projects.

In 1999, 1,100 million short tons of coal were produced in the United States, 38 percent from the Northern Rocky Mountains and Great Plains region. This coal has low ash content, and has sulfur content in compliance with Clean Air Act standards (U.S. Statutes at Large, 1990). The National Coal Resource Assessment for this region includes geologic, stratigraphic, palynologic, and geochemical studies and resource calculations for 18 major coal zones in the Powder River, Williston, Green River, Hanna, and Carbon Basins. Calculated resources are 660,000 million short tons. Results of the study are available in U.S. Geological Survey Professional Paper 1625-A (Fort Union Coal Assessment Team, 1999) and Open-File Report 99-376 (Flores and others, 1999) in CD-ROM format.

Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

Continuing analysis of environmental samples for asbestos content has resulted in the misidentification of non-asbestos amphibole particles as asbestos fibers. These errors have received wide publicity (such as in the asbestos-in-crayon story) and have caused unnecessary reformulation of products. The primary cause of these errors has been a poor understanding of mineralogy and analytical techniques among the many asbestos laboratories that arose following the passage of the AHERA regulations. Presented here is a procedure based on published data that can be used to correctly classify an elongated particle as asbestos or as non-asbestos.

Montana Tech is located in the historic mining town of Butte, MT and is adjacent to the Orphan Boy mine. This abandoned underground mine will be the heat source for a down-hole heat exchanger (DHE)/heat pump system. The mine was abandoned in the 1950?s and has since filled with water to within approximately 30 m of the surface. The shaft is composed of a 245 m vertical shaft connected with horizontal crosscut drifts at 60 m and 150 m below the water level that connect to a large stope with approximately 1250 million liters of water at a consistent 75-78°F temperature. The intent is to build this heating system to augment or fully heat a newly built 2,000 m2 building on the Montana Tech campus. As designed the system uses ?off-the-shelf? parts making the basic configuration straightforward with the exception of the DHE?s which need to be placed into the vertical shaft. Because there is little or no examples of placing the heat exchangers in a vertical shaft, the primary focus of this work was to model the heat exchanger placement and configuration in the vertical shaft such that thermal currents develop between the stope and vertical shaft in, via the horizontal crosscut drifts, in order to move the water and thereby provide the required energy. This study includes the modeling of water flow, temperature profiles, and the heat contribution from the surrounding rock walls.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

Diethylenetriamine (DETA) is known to be an effective pyrrhotite depressant in pentlandite flotation. It has been reported recently that its performance becomes more consistent when the reagent is used in conjunction with sulfur dioxide (SO2). In the present investigation, the effects of DETA and SO32- ions on the changes in the hydrophobicity of pyrrhotite electrode have been studied at pH 6.8. The results show that both DETA and SO32- can reduce the water contact angles of pyrrhotite; however, the contact angles can be reduced to zero only in the presence of the SO32- ions. This finding may be attributed to the ability of the SO32- ions to reduce the polysulfides formed on pyrrhotite by superficial oxidation, which may in turn provides an explanation for the robust performance of DETA/SO2 combination.

Minerals contribute to the U.S. gross domestic prod-uct (GDP) at several levels?mining, processing and manufacturing finished products. In 2008, the estimated growth rate for the real GDP of the United States was 1.1 percent and the nominal GDP was about $14.3 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. For instance, continued declines in the U.S. housing market during 2008 were reflected in further reductions in the production and consumption of cement, clays, construction sand and gravel and crushed stone (mineral commodities that are used almost exclusively in construction), and those associated with the related manufacture of goods, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard ? all used by the housing industry. The widespread effects of the slowing domestic economy became more apparent in the last three to six months of 2008 when prices for many mineral commodities declined sharply after reaching record highs earlier in the year, indicating significantly lower demand for those materials or products containing them.

Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.

Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator's compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator's location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines' involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.
