Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

The West Kentucky Division of Island Creek Coal Company, which is a wholly owned subsidiary of Occidental Petroleum Corporation, operates the new Hamilton Mine. It is located six miles West of Morganfield, Kentucky, in the Northwest section of Union County, adjacent to the Ohio River in Lock 50. On July 15, 1968, a unique new coal conveying system was put in operation. This system consists of eight conveyor units carrying coal from the bottom of the mine slope ultimately to barges on the Ohio River. It is over two miles in length and has a total of 3175 connected horsepower. The river loading conveyor is the longest 72" wide conveyor in operation in this country.

COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. The most common experimental approach of studying one variable at a time while holding all others constant is extremely inefficient. Use of statistical methods enables engineers and scientists to obtain meaningful information with the fewest experiments, reducing cost and wasted effort. In particular, the Taguchi method can be more efficient than traditional full factorial experiment designs, as it can study more variables with fewer nuts, and it is more robust against process "noise." Taguchi designs are also simple to formulate and the results can be analyzed by simple PC spreadsheets. The role and benefits of using the Taguchi method in experiments to develop and optimize processes is discussed.

In seeking cost reductions, control methods are a fertile field because they significantly affect labor and other costs. While process control in uranium mills is excellent by the evidence of high recovery, the costs seem high to those familiar with extractive operations for other metals. To some extent this high cost is inevitable, because of exacting quality control-, the technically complicated recovery processes; poor control over grade and nature of mill feed- special problems arising out of the radioactive property of the material. Practices used in uranium mills and the limitations indicated for instrumentation and automation are discussed. It is concluded that any large investment in automatic controls should be preceded by a careful study of their reliability and maintainability, and an estimate of the net income after taxes smaller plants my find it more profitable, or at least less risky, to concentrate their efforts on the possible reduction of some control problems and to development of a stable force of skilled employees. The observed experience does not inspire optimism that ore-dressing plants can be extensively automated although certain unit operations offer a challenge for improvements in instrumentation and machine design.

In the period of time allotted to this paper, an attempt will be made to cover a great deal of territory, figuratively speaking, as far as our experience with ammonium nitrate is concerned. In giving this subject the "broad-brush" treatment, it will be necessary to generalize on the major points which at the same time will permit me to avoid, to a great extent, any involvement in the purely technical and theoretical aspects of blasting. The practice of theorizing before a new idea is tried has practically been discontinued in our organization simply because experience has shown that, almost without exception, theories have fallen aside as some new development takes its place. In regard to blasting, logic and experience seem to have little place in this phase of quarry operations. As the use of low cost blasting agents was introduced in our operating practice, a man who had no previous experience in the field of blasting but with sound knowledge in safety procedures was given the responsibility of supervising the drilling and blasting operations. A total lack of experience is not ordinarily recommended as a prerequisite to assuming the responsibilities of a supervisory position. However, in this case it was obviously a wise decision because there were no pre-conceived ideas as to what techniques would or would not be successful.

With fuel costs unstable but escalating, solid fuels are playing an increasingly larger part in industrial concerns. Coal, petroleum coke and wood are examined from a burner system design viewpoint and from operational experience in kilns, hot gas generators, etc. The burner of today must also handle multi-fuel tasks and allow immediate, painless switching from one fuel to the next as well as the simultaneous burning of two or mope fuels. The titanium industry is based on the unique properties of titanium dioxide and titanium metal. Because of its whiteness, high refractive index and resulting light scattering ability, titanium dioxide in its two main allotropic forms, rutile and anatase, is the predominant white pigment for paints, paper, plastics, rubber, and various other materials. Titanium metal, because of its high strength/weight ratio and resistance to corrosion, is widely used for aircraft, both in airframes and engines, for powerplant surface condensers, and a wide variety of chemical processing and handling equipment. U.S. production of titanium dioxide pigment in 1979 was about 658,000 tons - 2/, valued at about $770 million. Net shipments of titanium mill products were around 19,000 tons, worth about $380 million. These two major uses account for over 96% of domestic titanium consumption. The third largest application, the use of rutile for coating welding rods, required about 9,500 tons of rutile concentrate, worth about $4 million. Other applications of titanium-bearing raw materials include the manufacture of titanium carbides, ceramics, and chemicals, and the recently developed use of ilmenite as a substitute for barite in well-drilling muds.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

"Mining companies have included quantifying uncertainty, or at least risk, as a requirement of project justification for many years. However, many times this process lags behind the traditional mine planning process and the results are rarely used to improve the plan. Nearly every parameter used in a mine plan is an estimate and the mine planning engineer should recognize, and even embrace, the inherent uncertainty in those parameters and its effect on their forecast results. While many of the uncertainties are beyond the scope of the traditional mine plan (e.g. global market uncertainty, socio-political uncertainty, environmental uncertainty), some uncertainties can, and should, be included in the mine planning process.Many mining engineers have incorporated techniques such as Monte Carlo Simulation or Discrete Element Simulation to understand the range of productivity that can be expected for an operation, but most still rely upon one estimated model for what is likely the critical component of technical uncertainty, the geologic resource. Modern geostatistical methods can provide multiple orebody realizations to provide a thorough unbiased picture of the geologic uncertainty. However, most traditional mine planning techniques are not formulated to allow for multiple (100-200) realizations of each material quality/grade parameter.Commercial software companies and research groups are progressing with development of tools that can incorporate geologic uncertainty, and even optimize extraction plans in the uncertain environment. Unfortunately, this author believes that a significant number of mining operations will not be able to adopt these techniques due to the computational requirements of the advanced techniques and the costs associated with implementing proprietary software. In an attempt to encourage mining engineers to embrace the inherent uncertainty in their mine plans, this article presents a cost-effective alternative that can be developed in-house, at any mine, to schedule mid- to long-term mine plans while continuously monitoring the uncertainty in the results. The aim of this article is that by demonstrating the usefulness of such a system, mining companies will encourage engineers, geologists and geostatisticians to find ways to incorporate this powerful data into their processes and procedures."

Prior laboratory work has demonstrated -that much of the fine ash-forming minerals entering a flotation froth are there as a result of water carry-over from the bulk contents of the flotation cell (Arnold and Aplan, 1986a). Using a bank of four 300 cu ft WEMCO flotation cells cleaning a well-liberated Lower Kittanning seam coal, test results show that the sulfur and ash content of the froth is directly related to the water content of the froth (or inversely related to the percent of solids in the froth). Reagent changes which result in a watery froth produce a higher ash content in the froth. A direct comparison of laboratory and plant results show that the standard laboratory flotation test produces a product higher in sulfur and ash than that produced in the plant. Caution should be exercised when extrapolating laboratory test results to the plant situation. A method of estimating coal flotation product quality in the plant based on laboratory tests is given.

Pressure losses in mine ventilation systems are estimated using friction factors and shock loss factors. The efficient planning and designing ofmine ventilation systems depend on the accuracy of the friction factors as well as the shock loss factors that are taken into consideration. While there is a much more acceptable knowledge of what constitutes friction loss in mine roadways, the shock loss factors are in general readily not available for all possible contexts of flow separation phenomena in mines. One such special case of shock loss in mines is the train of mine cars in the airway. Mine cars are widely used for the transportation of material, and the information on shock loss factor for mine cars is limited. This paper examines the pressure loss occurring due to a train of mine cars in an airway using scale model studies and numerical investigations. Computational fluid dynamic (CFD) studies are conducted using four different turbulence models. The performance of different turbulence models is analyzed by comparing it with the experimental results. The study suggests that the boundary layer resolution method is significant in the simulation of shock loss. From the study, it is found that the shock loss factors from presently available model overestimate the pressure loss by 7 to 15 times. A better prediction model for the shock loss factor of a train of mine cars in the airway is proposed using the experimental results.

Siderite ore with high phosphorus content was reduced isothermally at 1,050° C with pulverized coal and different dosages of sodium carbonate. X-ray diffraction (XRD), scanning electron microscopy (SEM) and energydispersive analysis of X-rays (EDAX) were used to characterize the samples. The influence of sodium carbonate on the carbothermic reduction process was investigated. Sodium carbonate and its dosage played a considerable role in the carbothermic reduction. The iron particle size in the reduced ore was below 20 µm, and fayalite was abundant without sodium carbonate additive. With a mass ratio of Na2CO3-to-ore of 5% additive, the iron particle size in the reduced ore was generally above 50 µm, and the diffraction intensity associated with metallic iron in the XRD pattern increased. The effect of sodium carbonate on the phase transformation of fluorapatite during carbothermic reduction was also addressed via thermodynamic calculations and aqueous leaching experiments. The results showed that the fluorapatite was not reduced to P2 at 1,050° C, and a portion of the fluorapatite was converted to soluble phosphate. The reduction of siderite can be catalyzed by adding an appropriate amount of sodium carbonate. This catalytic activity was caused by an increase in the reducing reaction activity of FeO and the acceleration of the carbon gasification reactions. The decrease in phosphorous content in the iron concentrate was attributed to an improvement in the separation of the iron phase from the slag phase when sodium carbonate was added and with the formation of soluble phosphate.

Canada encompasses an area of approximately 9,976,000 kilometres. It is comparable in size to the United States, but because of climatic conditions and limited transportation facilities, much of the area is unsuitable for agricultural or industrial development. We have a population of 22,000,000 - most of whom reside within a hundred mile belt paralleling the Canadian-U.S. border. Our principal cities in order of size are Montreal, Toronto, Vancouver, and Winnipeg. We have a total of 10 provinces, each of which elects its own - government. The Yukon Territory and Northwest Territories covering the northern half of the country, are administered by federal government agencies. The mining industry employs approximately 9% of the labour force and accounts for more than 40% of all tonnage shipped on Canadian railroads and inland waterways. In 1974 it produced $4,800 million in mineral wealth. Canada ranks first in world production of asbestos, nickel, zinc, and silver and has significant production of copper, iron, molybdenum, lead and other mineral commodities. During the past decade Canada, like many other western countries, has undergone dramatic economic and social change. This trend is continuing, and its effect on the Canadian mining industry has produced conflicting results. From the industry's point of view, some of the more negative aspects include a steadily increasing involvement by government at municipal, provincial and federal levels through the imposition of Stricter controls, regulations and taxation policies, a rising tide of nationalism, which advocates public ownership of all natural resources, the spectre of inflation (currently increasing at the rate of 8% per year) and unsettled labour conditions.

One of the problems in flotation is mechanical entrainment and the other is the presence of complex gangues (especially clay minerals). In the present study, it was aimed to determine the effects of clay types (kaolinite, illite, and montmorillonite) on mechanical entrainment parameters (total flotation recovery, real recovery, mechanical entrainment recovery, and water recovery). Effects of clay types and clay amount on chalcopyrite flotation were investigated by flotation experiments. Interaction mechanisms between the clay minerals and ore were characterized using SEM–EDS analyses. Experiments were carried out with and without a collector using the mixture of clay minerals and ore under certain experimental conditions. While the clay mineral most affecting the chalcopyrite grade was montmorillonite, the highest mechanical entrainment recovery and the lowest real recovery values were obtained in the presence of illite. While illite is stated as the least problematic clay mineral in the literature, it was determined that illite among three clay minerals used in this study caused significant mechanical entrainment. In contrast, it was determined that increasing the amount of kaolinite did not have a significant effect on mechanical entrainment. This study’s findings will guide in determining of clay minerals’ effect on gangue entrainment in flotation.

SAG mill throughput is often a bottleneck in increasing metal productivity. Improved size distribution control in the mill feed can be used to increase mill production. This can be accomplished by controlling blast fragmentation as a function of energy input and rock characteristics. Such an approach requires the integration of rock fragmentation and comminution modeling. The optimal mill feed size distribution is determined by adapting a population balance comminution model to a measure of rock hardness or fragility which is also relevant to the rock fragmentation that is achieved by blasting. The relation between the size distribution and fragility of the feed and of the mill's product and the critical size in a SAG mill is examined.

Visible and sometimes audible indications of excessive underground rock pressure such as pillar fracturing, squeezes on chocks, and "roof talk" are familiar to mining engineers. Such signs often precede rock failure on a larger scale and therefore may be used as a warning. Nevertheless, these subjective observations do not provide an adequate means of evaluating the existing rock pressure conditions in a mine. One method which appears to be extremely promising in determining the stability of geologic structures in general is that of monitoring their associated micro seismic activity. Mining engineers generally agree that during the process of rock deformation and failure small-scale seismic ("microseismic") vibrations are produced in the rock itself. These transient vibrations propagate through the rock structure and may be detected at a considerable distance from the failed rock by employing suitable electronic monitoring equipment. Hardy (1) has presented a detailed review of microseismic research in the mining, petroleum, and geoscience areas, and it is apparent that relatively little application of micro seismic techniques have been made in coal mines. This is especially true in North America since here most coal mines are fairly shallow and consequently are not generally subjected to excessive stresses. Furthermore, strict Federal and State mining laws limit the use of electrical equipment in coal mines complicating the use of the necessary monitoring facilities. In terms of both mine safety and economics, monitoring microseismic activity appears to be invaluable in the detection and location of over-stressed pillars and unstable roof conditions caused by development and production work. In 1970 The Pennsylvania State University Rock Mechanics Laboratory became involved in a research project, sponsored by the U.S. Bureau of Mines, to investigate the feasibility of using microseismic techniques to detect and to locate potential regions of instability around a longwall coal-mine operation [Hardy and t10wrey (2); Mowrey (3)]. In this study geophones (velocity gages) located in an array of shallow boreholes drilled from the surface above the active area of the longwall were employed to detect microseismic activity, and a mobile micro-seismic monitoring facility was used to condition and record this data for later analysis. This project is unique in that measurements were made from near-surface geophones rather than geophones installed on the mine itself. Two advantages are apparent, namely that (1) there are no electrical limitations on the monitoring system and that (2) mining operations can continue normally because there is no monitoring equipment or cables in the mine.

Earlier we described the uranium mineralogy of an areally broad sampling of Crownpoint ore, including the characterization of organic carbonaceous material associated with the uranium mineral. (1) We also reported on the leaching behavior of Crownpoint ores with a mild alkaline leaching system, oxygen (02)-sodium bicarbonate (NaHC03). (2) There was a wide range of leaching responses, with samples from some areas leaching at a slow rate with low uranium recovery. Evidence indicates that in these samples the organic material is intimately associated with the uranium mineral and shields it to some extent from contact by the leachate. (1,2) One method to obtain faster leach rates and higher recoveries is to use a chemically severe leaching system such as sodium hypochlorite (NaOCI) as an oxidant. (3) The use of sulfuric acid (H2SO4) and an oxidant for leaching ore in surface milling operations is widely practiced to effect high recovery of uranium (U308) from the ore. (4,5,6) The U308 is mobilized as the disulfate complex, U02(S04)224-, or possibly, the trisulfate complex, U02(S04)34-, is the soluble species. (7) Sulfuric acid leachate formulations were used in the first in-situ leaching operation in the Shirley Basin in Wyoming. (8) More recently H2S04 formulations have been used in the Rocky Mountain Energy field tests in the Powder River Basin (Bear Creek) and in the Teapot forma¬tion at Nine Mile Lake site near Casper. (9,10) Laboratory studies related to the use of H2SO4 for in-situ leaching have been reported (11-17) and Yan has .reported packed column leach studies on Crownpoint ore using H2504 and oxidant. This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.
