The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

The hydrothermal agglomerating process described (U.S. Pat. 3,235,371, (1966)) is different from the conventional high temperature processes. Green pellets or briquettes made with mixtures of moist iron ore concentrates and burned or hydrated lime fines are hardened in an autoclave at 198°C and under steam pressure for 1/2 to 5 hours, with or without previous drying. Under the neutral conditions, oxidation of magnetite does not occur as in the conventional processes. The resulting agglomerates are hard and resistant to abrasion and weathering, and they do not disintegrate in the Linder test. The equipment required for the process is not complicated, and favorable operating costs are projected because of the low temperature and efficient heat recuperation. A low capital investment makes the process attractive even when the annual pellet production is below a million tons.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). Some technical developments of the National Uranium Resource Evaluation Program which are of general application in geochemical exploration are being studied. Results of stream water and suspended and bottom sediment analyses are compared for an area near Williamsport, Pennsylvania. Variations of uranium content of water samples with time in the North Carolina Piedmont are seen to correlate with rainfall. Ground water samples from coastal and piedmont areas were analyzed for helium. All media sampled provide useful information when properly analyzed and interpreted as part of a total geological analysis of an area.

During the last few years high-tonnage plants have been designed with comminution circuits using semiautogenous grinding (SAG) mills, high pressure grinding rolls (HPGR), or both, followed by ball mills in different configurations. A strong interest in improved energy efficiency and reduction of carbon footprint, along with the recent launch of new high-capacity crushers and stirred grinding mills, has driven the industry to investigate the development of novel flowsheets. This paper presents work based on recent projects that include modeling and simulation of two innovative circuits recently considered for current projects. One circuit uses autogenous (AG) mills and parallel trains of crusher-HPGR and the other is a modified three-stage crushing circuit with the use of HPGRs and pebble mills. The paper indicates the potential savings in operating costs provided by the HPGR-pebble mill circuit when compared to a more conventional SAG-mill-based circuit.

The mining industry is currently looking to better understand, anticipate, and be able to mitigate business and operational risks in order to deliver the rewards of risk taking, and to minimize the frequency and impact of risk on the downside. Assessing risk works from the premise that the identification and management of existing risks can be very challenging, especially when threats are not easy to detect, the likelihood of occurrence is difficult to gauge, and/or the consequences are uncertain. Some approach this as a ?check the box? task, even though fire and safety incidents continue to occur and investigations often find the hazard analyses did not properly identify the cause or consequence. You cannot engineer protective designs and safeguards for causes and consequences that have not been identified appropriately. For the mining industry, risk management is an important tool for making critical decisions and, in some cases, meeting regulatory requirements. Providing high-quality documentation that meets both regulatory and corporate requirements is critical for maintaining safe, uninterrupted mining operations. Risk management is a five-part process: 1. Identify the hazards and their causes, 2. Determine the hazard consequences, 3. Calculate the frequency of occurrence, 4. Quantify the risk associated with the system, process, or procedure, and 5. Provide feasible solutions for the risks

"Lithium is a silver-white alkali metal that has recently become a target commodity for many junior mining companies. Lithium has a wide range of applications including ceramics and glass, lubricating greases, air treatment, continuous cast mold flux powders, polymer production, and primary aluminium production, but the current popularity of lithium can be attributed to an anticipated increase in demand for lithium ion batteries. The most common lithium-bearing minerals occur globally in pegmatites and granites. Spodumene [LiAl(Si2O6)] is the most desirable economic lithium-bearing mineral due to its high lithium content (theoretical Li2O content of about 8 wt%). However, lithium can also be hosted in petalite, micas, tourmaline, and phosphate minerals. In Canada there are a number of spodumene deposits in Ontario and Quebec at development stage that have the potential to help narrow the forecast lithium supply gap stemming from the widespread acceptance and use of electric vehicles. This paper discusses the beneficiation of hard rock lithium deposits, including an in depth review of the use of flotation to upgrade spodumene. A review of the use of dense media separation (DMS), magnetic separation, and roasting as means to process spodumene bearing ores is also discussed. INTRODUCTION Lithium is a soft, silver-white alkali metal with atomic number 3. As of 2015, the end use of lithium was estimated to be as follows: lithium-ion batteries (35%), ceramics and glass (32%), lubricating greases (9%), air treatment (5%), continuous casting mould flux powders (5%), polymer production (4%), primary aluminium production (1%) and other uses (9%) (Jaskula, 2014). Lithium is found in brine lake deposits containing lithium chloride and in hard rock pegmatite deposits. It can be sold in a range of product types; as mineral concentrate, brine, compound (lithium carbonate or lithium hydroxide) and metal depending on its intended end use (Goonan, 2012; Jaskula 2014). In the 1990s the United States and Chile were the largest producers of lithium globally, primarily from brine operations (Ober, 1994). Most of the lithium compounds produced over this period were consumed in the glass, ceramics and aluminium industries. In the 1980s and 1990s there were two major lithium operations in the United States: brine operations at Silver Peak, Nevada, and a spodumene mine and lithium carbonate/lithium hydroxide plant in Kings Mountain, North Carolina. The Kings Mountain operations ceased production in 1991 and were eventually dismantled in 1994. Brine operations were also active in Argentina and Chile, while the largest lithium ore deposit in the world was operated at Greenbushes, Western Australia. During this period it was predicted that major shifts in demand for lithium would come from the success and widespread use of electric vehicles (Ober, 1994)."

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. Removal of S02 from smelter gases is being investigated, using an innovative technique that results in the almost simultaneous recovery and production of elemental sulfur. S02 is removed from the gas stream by scrubbing with suitable aqueous salt solutions or high-boiling organic fluids. The S02-laden liquor is then reacted with H2S Crystalline, high-purity sulfur is instantly precipitated and, after filtration, the regenerated liquor is recycled. The H2S required for the process is produced by reacting a portion of the recovered sulfur with hydrogen or with methane and steam. The chemistry and results of preliminary laboratory research are discussed.

Hypersonic tunnel boring (HTB) uses directed, high velocity projectile impacts to remove rock. HTB is highly independent of rock strength and targets hard, abrasive rock and variable rock environments. This paper discusses history, theory and presents test (2×2 m and .75×.5 m tunnels) field trial results and technical and economic evaluation. The HTB tests are compared against the historic ‘project REAM’ and the concept against tunnel boring machines and drill & blast in design studies for full-scale 12 m and 4.5×5.5 m tunnels. The positive results indicate that under these conditions HTB can replace Drill & Blast and Tunnel Boring Machines.

Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium, and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. This work presents a thermodynamic analysis of a monazite system and discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extractions and low acid consumption. Rare earth extractions as high as 80% were achieved, while iron and thorium extractions were lower than 1%, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. The operational window was compared to the one predicted by thermodynamic modeling, with 700 °C representing the optimal roasting temperature

This paper is concerned with applied platinum resistance thermometry which involves many considerations absent in precision thermometry. The historical development of the Callendar-Van Dusen Equation which describes the resistance- temperature relation of pure platinum is discussed. The advantage of using platinum resistance temperature sensors over thermocouples is described, and the improvements in design and construction of these sensors that have come about in the past few years are discussed. Integral and remote bridges that convert resistance changes into voltage together with signal conditioning techniques and equipment for voltage or current signals are described. Errors encountered in temperature measuring schemes and methods to reduce these errors are summarized.

The Golden Sunlight Mine started full-scale operations in February 1983, with a conventional open-pit mine supplying 4464 tonnes (5000 tons) per day of milling ore. After crushing and grinding, the ore is leached with cyanide solution in large agitation tanks. Soluble gold values are removed from the sand portion of the leached ore with five stages of countercurrent washing cyclones. After thickening of the cyclone-wash overflow slurry, the gold is recovered in activated carbon with a six-stage carbon-in-pulp circuit and a five-stage upflow carbon column circuit. Pressure stripping, carbon reactivation, electro-winning and refining complete the gold recovery process.

CORESafety ‘One of the best’Launched by NMA in 2011 and moving forward ever since, CORESafety is driving continuous improvement in safety and health performance among participating industry companies by shifting from a command-andcontrol regulatory approach to a risk-based systems approach built on the Plan-Do-Check-Act model (Fig. 1).Considered an exemplary safety and health management system, NMA’s CORESafety system helps mining operators change their approach to safety and health management by enhancing the safety and health culture throughout their organizations. Although it is challenging to consistently and completely control all the factors and variables occurring in daily mining operations, experience has shown that applying systematic controls to as many variables as possible is the most successful approach for improvement in mining safety and health.When embarking upon the development of the CORESafety framework, NMA’s leadership set an ambitious goal to eliminate fatalities and reduce the injury rate 50 percent in five years, or the “0-50-5” goal. While the goal has not been met yet, the steady progress has been extraordinary with fatalities among participating companies dropping 45 percent during the period 2011-2015 (Fig. 2). Data also demonstrate that, as participating companies increase their level of implementation, total injury rates have also declined (Fig. 3).In a September 2015 interview with NMA, Penn State University mining engineering Professor Jeffrey Kohler praised CORESafety as “an inspired and timely program that brings together key elements to achieve safety and health goals.”"

The tide has turned. Developments in China that have continued to unfold over the last four years or so have now reached a point where the supply market dynamics of certain industrial minerals have changed significantly. No more is this sea change better exemplified than by the supply market for magnesite, and in particular, its processed derivative grades of dead burned magnesia (DBM), caustic calcined magnesia (CCM), and fused magnesia (FM). But what has compounded the barrage of influencing factors impacting this sector, which include the widespread effects of energy and freight cost increases, has been rising demand from certain end use markets. Clearly, the magnesia market is experiencing bittersweet conditions. But those western producers which have monitored and responded to this market transformation, stand to taste success in the near and medium future. REVOLUTION IN WORLD SUPPLY STATUS In essence, while China, as host to a wealth of magnesite resources in Liaoning province, remains a huge producer of magnesia, its supply dominance on the global magnesia market has been considerably weakened. In future, it will mainly aim to supply domestic, and to some extent east Asian markets. Magnesia consumers outside China are now scrabbling for alternative, ?western? sources of supply. At the same time, magnesia producers outside China that weathered the storm of low cost Chinese DBM and FM imports flooding their regional markets for the last 20 years (and many did not), are busy investing in production capacity increases to meet not just demand from falling Chinese supply, but also demand from end use markets which is picking up. And it is not just a matter of expanding capacity of existing magnesia product lines. In the face of plentiful lower cost DBM and FM substitutes from China over the last couple of decades, many western magnesia producers started to switch their focus to the non-refractory markets (eg. environmental, specialities) which promised lucrative opportunities (and still do) and crucially, a lessening of sales revenue dependence on the DBM refractories market. Now we have the likes of Baymag (Canada), Bommag (Serbia/Turkey), and Kumas (Turkey) not only expanding capacities but seriously considering diversifying into DBM and FM production. Perhaps DSP (Israel), having ceased its famous high purity DBM activity as recently as 2005, might even reconsider a return to the ?other side?. But it?s not all DBM and FM. The CCM and specialities markets are also demanding a response, and so Baymag, DSP, Martin Marietta (USA), Premier Chemicals (USA), Qmag (Australia), MGR (Spain), and Magnifin (Austria) are also stepping up to the market on the non-refractory side. From most accounts, the situation with regard to Chinese supply has been described as one of turmoil, with prices rising, leading to improving opportunities for western producers. The majors are conducting huge expansion programmes, such as Qmag, Magnezit (Russia), and the new look Magnesita (Brazil). Even smaller players such as Causmag (Australia) and Dalmia (India) are looking to increase production. In short, the western magnesia supply sector is witnessing a landmark event in capacity investment and market share penetration as China?s previously dominant role begins to weaken (for a review of western capacity expansions see Industrial Minerals, September 2008, p.28). MERGER & ACQUISITION ACTIVITY Another response of course has been a raft of mergers and acquisitions in order to secure resources and supply outside China. These have included private equity groups taking over Magnesita and Qmag; Imerys entering the FM business through UCM; Peñoles further consolidating the electrical grade FM market by acquiring Minco; Martin Marietta acquiring Morton Salt?s Specialty Magnesia Group; Bomex entering the market through Calmag (now Bommag); LWB acquiring Magnesita; and Magnezit?s pursuit of Slovakian magnesia, with Slovmag aboard while currently wooing SMZ. Interestingly, RHI has gone ?the other way?, and has invested in a state of the art joint venture operation at Dashiqiao, Liaoning, with which it aims to secure high quality feedstock for its Chinese refractory plants. Tata Refractories Ltd has announced intentions to follow suit, and other majors, such as Qmag are known to be interested in seeking options. Naturally, there is now renewed interest from several parties in the idled 50,000 tpa DBM/10,000 CCM Jormag facility, Jordan, and the commercially undeveloped Zhargat project, Saudi Arabia. Elsewhere, there will no doubt be suitors for stakes in SMZ, in Slovakia, and Magnohrom, in Serbia, whose respective ownerships are on the block. THE ?CHINA FACTOR? The ?China factor? has been key to magnesia?s market change, and has significantly influenced prices and availability of material to global markets. Resources & production China hosts the largest share of the world?s magnesite deposits, accounting for 26% or 3,319m. tonnes of predominantly sparry magnesite (followed by North Korea, 24%, and Russia, 22%; Wilson 2008). China accounts for 44% of total world magnesite mined (19m. tonnes in 2007) and 50% of the total world magnesia produced (8.2m. tonnes CCM, DBM, FM; Wilson 2008). Russia follows China at 13% of magnesia supply, illustrating China?s dominance of magnesia production. Apart from one producer in Shandong province, central eastern China, the country?s magnesite resources and production are concentrated around the cities of Haicheng and Dashiqiao in Liaoning province, north-east China. Gold leaching of an auriferous pyrite ore from the Portovelo deposit in Ecuador indicates that noncyanide leaching systems, such as thiocyanate and thiourea, are not as effective as the traditional cyanide system. For example, whereas approximately 95% of the gold can be leached from the ore with cyanide, only about 50% gold dissolution can be achieved with a thiocyanate leaching system. Electrochemical measurements indicate that gold is not cathodically protected by pyrite in these systems. Based on the results of preliminary diagnostic experiments, it appears that gold dissolution in thiocyanate and thiourea systems is limited by passivation due to the formation of either elemental sulfur or sulfur compounds on the gold surface.

The plastics industry runs into the billions, both in the dollar value of its finished, products and in the pounds of plastic raw material produced. It is, too, one of the fastest growing industries with a 300 percent increase in production in the past ten years. Informed estimates set 5.9 billions pounds as the plastic volume for 1959. Statistically, this is equivalent to a per capita consumption of 25 pounds in the United States. Plastics are man-made materials in contrast to natural materials like wood and are a family of materials -- not a single material - each member having special advantages. A generally accepted definition; for plastics is; a large and varied group of materials which consist, wholly or in part, of combinations of carbon with oxygen, hydrogen, nitrogen, and other organic and inorganic elements. This, while solid in the finished state, at some stage in its manufacture is soft enough to be formed into various shapes, most usually through the application either singly or together of heat and pressure. Many combinations and many different materials are thus possible. Therefore, for purposes of simplification, most plastics can be classified under one of 14 recognized basic family groups. These groups in turn generally can be further classified into one of two major subdivisions - thermosetting or thermoplastics. A few plastics are in between and they can be formulated to be either thermosetting or thermoplastic.
