Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals. This paper will describe the nature and importance of MDA's in Canada and will outline the wide range of activities taking place with respect to industrial minerals.

In 1977 Kawasaki Steel Corporation (KSC) built No. 6 BF (Blast Furnace) with an inner volume of 4 500m3 as part of our program to produce 8.5 million tons of crude steel a year at Chiba Works. As the primary raw material to be used in No. 6 BF, we decided to use sintered ore, because we were confident in the obvious advantages of our technology developed by that time on sintering and BF operation using sintered ore. At Chiba Works, however, we had no space for the construction of a sinter plant, so we decided to build it abroad. Sintered ore is easily crushed and degradated. Producing sintered ore at a point far away from the blast furnace and transporting it across the ocean was the world's first attempt. To successfully realize it, we conducted a series of fundamental surveys and studies with special stress on the real aspects of degradation of sintered ore caused by long-distance transportation and handling and the ways and means to prevent the degradation. As a result, we decided to build a plant on the Mindanao of the Philippines.

The high speed conveyor type self unloading bulk carrier concept has been around for about 70 years. Although the design was developed, refined and steadily improved in the Great Lakes, to date limited numbers of such vessels have emerged in the bulk ocean trades, and these have tended to concentrate within specific mineral trades. For example, North American gypsum companies have embraced conveyor self unloaders to the point where such vessels almost exclusively carry the gypsum requirements of this part of the world. One major aluminum company has developed an impressive fleet capability in self unloaders. Application of other ships tends to be fragmented through several mineral trades. A few years ago a new phenomonen began to appear on the Great Lakes. Whereas it had historically been accepted in that region that self unloaders were effective vessels for the minor bulk trades including limestone, coal, salt, gravel and sand; they had seldom been employed heavily in the big volume iron ore trades. Suddenly, however, the new generation of 60,000 ton Lakers which emerged were all designed as high speed self unloaders. The new vessels intended to trade especially in ore, or alternatively especially in coal, have somewhat different internal features, but the important point is that all are self unloaders.

The Buick Concentrator is a highly automated operation which utilizes a process control system for continuous monitoring and control. The process control system development, installation, and application to the concentrator grinding and flotation circuits are presented in this paper. The design and implementation of analog field sensing instrumentation, a continuous on-stream X-ray analyzer, grinding and classfication circuit controls, and a recent digital process control system utilizing a centralized computer are discussed. Emphasis is placed on the project planning and installation of the digital control system including a presentation of future plans for continuing application of computer control.

Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. This paper describes the application of a cable disc elevator to continuous lift ore vertically from underground mines. Application of this system requires the tensions developed within the cable must remain within the carrying capacity of the cable including applicable safety margins. A critical element occurs at starting the system when it is fully loaded which requires the force developed by the system to exceed the static friction forces. This paper describes the laboratory rig developed to investigate the static friction forces. Details of the results of tests on three different ores for both dry and wet conditions are given. These results are discussed.

The critical surface tension of wetting (?c) of Cu2S, FeS2, PbS, and MoS2 were determined by plotting flotation recovery versus YLV which was arranged by methanol, and Extra-polating to % R = 0. ?c values ranged from 26 dyne cm-1 for MoS2 to 49 dyne cm-1 for PbS and elemental sulfur gave a value of 31.5 dyne cm-1. Minerals exhibiting natural flotability of different extents, could be separated from their mixtures in the absence of conventional flotation reagents, but controlled ?LV. Correlations between non-stoichiometry and degree of natural hydrophobicity for MOS2 are also reported in this paper.

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

The U.S. Department of Energy has undertaken, in a cost sharing partnership with industry and utilities, an extensive coal-oil mixture (COM) combustion program in a number of promising applications. One of these is the injection of COM through tuyeres into a blast furnace in lieu of oil. From work done previously, it has been established that COM can be burned in existing oil, fired facilities. The issues being addressed by the current DOE program are: 1) determination of best available technology to achieve environmentally acceptable operation, and 2) determination of applications for which COM can be utilized economically.

G.A. Carmody and L.B. Anderson We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

Taiwan is located in the orogenic belt of island arcs on the western rim of the Pacific Ocean. The structure of the Taiwan coal fields is much complicated as a result of active Cenozoic orogenic disturbance in Plio-Pleistocene time. The abundant faults and folds have created poor structural conditions of the coal seams and some peculiar safety problems in mining however, the domestic coal still played an important role in the economic development of Taiwan for the years before 1968. Because of increasing mining depth and a decreasing number of miners, the coal production dropped from nearly 5.1 million metric tons in 1968 to 2.45 million metric tons in 1981. There were 173 small active coal mines and about 22 thousand miners in 1981. The coal mining in Taiwan has a history of more than one century. Specific efforts have been undertaken in solving major coal mine safety problems such as gas outbursts, bad roofs and weak floors, difficulty in ventilation due to deep underground mining, spontaneous combustion etc. We have thus acquired much helpful experience which, we deem, is worth reporting at this meaningful meeting.

The excavation-induced stresses transferred from the panels or pillars in upper coal seams play a key role in the occurrence of rockbursts in driving roadways during close-distance coal seam mining, which has become a common problem and threat to many underground mines. The authors established a 3D finite-difference numerical model via FLAC3D software using the closedistance coal seam mining conditions in the Zofiówka Mine as a case example to reveal the rockburst mechanism in such conditions. The excavation-induced vertical stresses are analyzed, which provides a basis to build a conceptual model to explain the possible source mechanism of the rockburst under such conditions. Nine typical rockburst indicators considering different contributing factors are then selected as the evaluation criteria to assess rockburst potential in the study site. The results suggest that the superposition of multiple excavation-induced stresses of the main drift and tailgate provides an environment for stress concentration and energy accumulation. The side abutment stress induced by mining in the upper coal seam has a “strengthening” effect to the rockburst occurrence. The great deviatoric stress induced by complex excavating situations is another important exterior cause. A strict calibration procedure should be implemented before using indicators to predict rockburst potential. A methodology was proposed to estimate the location and magnitude of rockbursts combined with numerical modeling, laboratory tests, and feedbacks from the field. The study could provide some references and guidelines for preventing and mitigating rockbursts in underground mines under similar engineering conditions.

Chromite, the only ore of chromium, occurs almost exclusively in mafic-ultramafic rocks and their weathering products. However, not all kinds of mafic-ultramafic rocks are favorable hosts for possible low-grade chromite deposits. For instance, chromium-bearing basalts are not favorable because they commonly contain < 0.3% Cr2O3, and chromite is almost always less than 50 um in diameter, if it is present at all. Chromite-bearing ultramafic rocks in stratifonn and alpine complexes tend to be either ore grade (> 25% Cr203) or very low grade (< 2% Cr203); intermediate rocks are scarce. In most complexes large tonnages exist only in the < 2% Cr2O3 group and the composition of the chromite is commonly unsuitable for metallurgical use. Some nickel laterite districts contain more than 108 tons of material with 2.0% to 5.5% Cr2O3, and hence, chromium could be a byproduct of nickel in some laterite districts.

Exploration activity in metallic minerals continued to decline in Montana in 1992 as companies either reduced budgets or left the state. The number of active projects dropped another 50% from 1991. Expenditures were 3% to 6% of 1989&apos;s 28.6 million. Many of the major mining companies closed offices in Montana. Although depressed commodity prices have hurried the exodus, continuous changes in environmental regulations, as well as the Mining Law of 1872, without regard to economic effect have had the most serious impact. Many companies indicate that Third World countries present a more stable business environment than the United States. Grassroots projects are nearly non-existent, while late-stage programs continue cautiously. Exploration activity continued at the following projects: Garnet, Pegasus Gold; Southern Cross, Asarco; Elkhorn, Goldfields; 7-Up-Pete, Phelps Dodge and Canyon Resources; Miller Mountain, Pegasus Gold; Sheep Creek, Cominco American Resources; Checkerboard, Kennecott and BHP Utah International; Emigrant Creek, Pegasus Gold; and Crevise, American Copper and Nickel. All mineral activity, whether on private, state or federal land, is regulated by the Montana Department of State Lands under three classes of permits - Small Miner Exclusion Statements (SMES), Exploration Licenses and Operating Permits. A total of 230 Exploration Licenses are active in the state with 26 of those being new. However, there are only 433 projects current in Montana, with many of those in the reclaiming stage. The majority of exploration projects consist of individuals expending time rather than money on properties. The number of mines functioning under operating plans declined by one when W.R. Grace closed its Zonolite operation.

A modeling, simulation and optimization study of a complex industrial fluorspar beneficiation plant (Kadipani, Gujarat, India) with fourteen/ten flotation banks is carried out to find an optimum/near-optimum circuit for the given quality of feed ore. The phenomenological flotation model developed by Mehrotra and Kapur (1974) is used for circuit optimization. Two different optimization problems are formulated and solved. The first optimization problem involves a single objective function, which uses available plant data to estimate the feed-characterizing parameters, i.e., the flotation rate constants, by minimizing the weighted sum-of-square errors between the computed and plant values. The second optimization problem involves two objective functions to obtain several simplified circuits. The number of non-linking streams and the overall recovery of the concentrate, i.e., the acid-grade product, are maximized simultaneously in this problem. The single-objective variant (SGA-II-mJG) of the binary-coded elitist non-dominated sorting genetic algorithm with the jumping gene adaptation, NSGA-II-mJG, is used for the first problem, while NAGA-II-mJG (Guria et al., 2005 a) is used for the second problem. Simplified circuits with a few split streams are proposed on the basis of the present optimization study, which enhance the recovery of the acid-grade product without affecting its quality, for a given total volume of the flotation cell-bank. Even though the optimal solutions have certain drawbacks, they suggest a meaningful direction in using an iterative fitting of parameters to such optimal circuits, followed by re-optimization. This study attempts to compare the costs of transporting coarse coal by pipeline, versus the more conventional use of belt conveyors. Hydraulic conveying of crushed (not pulverized) coal has not had widespread commercial acceptance. However, there is little doubt that the technology is available, so that, should this method be proven economical for a given application, implementation of this technology will become more acceptable. Hydraulic transport by pipeline between the mine stockpile and the coal preparation plant, for distances normally considered practical for an overland belt conveyor, should be an ideal application. In this application there is no need for dewatering facilities at the receiving end of the pipeline, because, the receiving screens at the plant serve this purpose. Further, clarified water from the preparation plant can be recirculated back to the mine, a plus for water resource and environmental considerations.

This paper discusses the effect of grinding media composition, mineral type and slurry environment on the wear rate of various grinding media (balls). Sufficient wear data have been obtained and correlated with the modes of wear determined from examination of the ball surfaces using scanning electron microscopy. Five modes of wear have been identified to be operative under certain slurry conditions for the various ball compositions studied.

Productive and beneficial use of reclaimed surface-mined land is a concern of industry, government, and the general public. An investigation was conducted of current mined-land planning practices to aid in the development of a procedure for evaluating postmining land use potentials. This investigation considered both the industry and public planning approach to mined-land planning and was based primarily upon three case studies conducted in various regions of the United States. The site planning process that was developed during the investigation is iterative in nature and has been designed specifically for the mining industry. It centers around preliminary studies and data collection, development of land use alternatives, and the evaluation of alternatives. Use of this process facilitates the evaluation of economic, environ- mental, and social impacts of postmining land use alternatives. In this paper, the process is presented along with a description of its development, application, and significance.

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.
