Introduction In the decades since silica gel was first identified in material exuding from cracked concrete, a great deal of research has been conducted regarding the chemical reactions between the alkalies found in portland cement and silica found in aggregates. The reaction is complex and one that is not yet completely predictable, especially from the point of view of developing specifications that are appropriate to all situations. This paper is not intended to be a rigorous review of the research findings but is an attempt to provide a simplified review of the mechanisms of the alkali-silica reaction (ASR), so that one can better understand the implications of the specifications, test results and effects on structures. In addition, the contractual relationships between the aggregate supplier and one of their major clients, the concrete supplier, will be examined with regard to the ASR. ASR basics Silica. Silica (silicon oxide) may exist in naturally occurring aggregates in various forms and in combination with a number of other elements. When the silica is completely crystalline, such as in quartz, it is chemically and mechanically stable. Quartz silica is impermeable and reacts only on the surface of the crystal, where the silicon and oxygen bonds are broken. Because the surface area per unit volume of most quartz is low, the reactivity is also low. Completely amorphous (noncrystalline) silica is, on the other hand, more porous and very reactive. The less "crystalline" the silica is in the aggregate, the more reactive. Silica that has melted and cooled quickly without recrystallizing, creating a glassy material (such as in certain volcanic aggregates), has a very low state of crystallization and will be much more reactive in an alkaline solution. Crystalline silica that has been transformed by heat and pressure may have a large quantity of strain energy stored in the crystal lattice. The presence of this higher energy will make the silica more likely to react. The "strained quartz" found in many metamorphic aggregates means that these aggregates are potentially susceptible to deleterious alkali silica reactivity, although the rate of reaction is typically much slower than with aggregates composed of or containing glassy or amorphous silicas. Another problem may exist with aggregates in which the silica is primarily crystalline. In aggregates such as chert, in which the silica exists as very fine crystals (i.e., crypto- or microcrystalline), the very high surface energies between the crystals contribute to alkali sensitivity. Therefore, the potential reactivity of an aggregate is seen to be a function of both the degree of crystallization of the silica in the aggregate and the amount of energy stored in the crystal structure, whether due to a large quantity of microcrystalline silica, a high strain energy stored in the crystals or some combination of these factors. The surface area per unit volume of the reactive silica will also affect the rate of reaction, because a larger surface area of reactive silica will have more opportunity to react. Obviously, the reactivity of the aggregate is also affected by the silica content. However, in this case, the results are not quite so obvious. A discussion of the effect of silica content will be postponed until after a discussion of the contribution of the cement paste. Paste characteristics. Hydrated portland cement is a very alkaline material with a pore solution pH typically in excess of 12. The alkaline environment of moist concrete provides an ideal place for noncrystalline or cryptocrystalline silica to react. However, not all alkalies are equal in their effects. Calcium compounds react with glassy silica to form calcium silicate hydrate, commonly abbreviated C-S-H a poorly crystalline material that can occur in several forms and chemical compositions. C-S-H was at one time called tobermorite gel, because it was chemically similar to the naturally occurring crystalline mineral tobermorite and because it had a gel-like (noncrystalline) structure when viewed under an optical microscope. The formation of C-S-H is the basis for both portland cement hydration and reaction with, for example, fly ash. C-S-H is relatively stable. Although drying will cause some shrinkage and rewetting will cause some expansion, the volume stability of the C-S-H is very good compared to the volume stability of most alkali silica gels. Alkali silica gels with high sodium contents, for example, are nonstable compared to C-S-H.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. In the world of minerals exploration, computer-oriented data storage and retrieval methods are being talked about, studied and researched. The goal is to facilitate the recording, collating, indexing, recovery, and analysis of mineral deposit-prospect data. A survey has been made of the various report forms, suggested outlines, and computer coding forms that are currently used in mineral exploration to index and/or describe mineral deposits and prospects. These forms have a number of common characteristics: location, commodities, type of deposit, host rock, etc. Such basic mineral deposit-prospect "data units" are part of most exploration programs. "Data units" may be comprehensive bound published descriptions of mines or mining districts or 3x5 file cards or elaborate computer coding forms being developed in Canada. Initial attempts to develop computer-oriented information systems have run into the same roadblock: the lack of a body of organized, processible data describing the basic qualities of mineral deposits and prospects. To solve this problem, international committees are considering coding forms, world-wide semantics, and rules or standards for data collection and description. It appears that mistrust and lack of understanding of the computer; fear of loss of proprietary information; and disagreements over terminology are distorting the picture of what has to be done if the mining industry is to grow into more meaningful information systems for mineral exploration.

5.1 INTRODUCTION There are several types of surface ground disturbances, each of which is immediately transmitted to surface structures and causes damage of various forms, depending on the location of the structures in the subsidence basin. Many criteria have also been proposed for defining the potential structural damage. All of these topics will be discussed in this chapter. 5.2 TYPES OF GROUND DAMAGES There are two types of ground damage, continuous and dis¬continuous, that could inflict damages to surface structures. Dis¬continuous ground damage is open fractures of various degrees. Four types of fractures are commonly seen (Brauner, 1973b): 1. Fissures or cracks. Cracks are the most common form of ground damage and range from completely closed to several feet wide. Surface cracks are most prominent when the ratio of mining depth to mining height is smaller than 30 to 50 times mining height. Cracks initiate parallel to, but ahead of the moving long¬wall face at some intervals when the depth-to-mining height ratio is less than 25 to 30. As the face continues to move, they open up and then close gradually, and in most cases eventually close up completely when the face moves farther away. Sometimes when the depth-to-mining height ratio is larger, cracks may initiate be¬hind the face and go through the same cycle. Cracks are also more likely to occur in the hill when the face is moving in the uphill direction. Cracks also occur at or near both sides of the panel edges. Those cracks tend to remain open permanently. When the surface is covered with grass or other vegetation, cracks of less than 1 to 2 in. wide usually do not penetrate it and become invisible on the surface. 2. Steps. A step may occur when the longwall face stops abruptly if the mining depth-to-mining height ratio is less than 20. Steps may also occur along the panel edges. Steps also range from a few inches to a few feet in width and depth. If planes of weakness are oriented favorably, ground will slide along these planes and form steps on the surface. 3. Cave-in pits. These result from local collapse of the ground from the mine level to the surface when the mining depth is less than 150 ft and occur mostly above abandoned mined lands. They may be as large as 40 ft wide and deep. 4. Bumps (compression ridges). Bumps result from ground compression and occur mostly near panel center some time after mining. Bumps of up to 4 ft, but mostly 1 to 2 ft, have been identified. Continuous ground damage refers to the formation of the sub¬sidence basin where continuous nondestructive ground deforma¬tions occur. As mentioned earlier, continuous ground deforma¬tions associated with a subsidence basin include subsidence, slope, curvature, displacement, horizontal strain, twisting, and shearing. 5.3 TYPES OF SURFACE STRUCTURAL DAMAGES Both continuous and discontinuous ground disturbance cause damage to surface structures. A. Structural Damages Due to Discontinuous Ground Disturbance 1. Fissures or cracks. Open cracks can cause dislocation of surface structure if the gaps are sufficiently large so that the struc¬tural elements cannot resist but fail. On the other hand, minor cracks affect only the appearance, and not the structural integrity. 2. Steps. When a surface structure is located on a step, some portions of the structure lose support and become overhung. In the case of a residential house, there will likely be many open frac¬tures in the overhung portions, followed in severe cases by sepa¬ration of the superstructure at the edge of the step. 3. Cave-in pits. If the caved-in pit is larger than the surface structure, the structure will drop into the pit and become unstable. If the caved-in pit is smaller than the surface structure, the struc¬ture may either become overhung or lose support in some portions. In either case, it is unsafe for use. 4. Bumps (compression ridges). Bumps will disrupt roadways or house floor. If located under supporting members of the struc¬tures, it may cause damages. B. Structural Damage Due to Continuous Ground Disturbances 1. Subsidence. Pure subsidence or uniform subsidence over an area does not cause any structural damage. However, if it becomes a topographical low area, it may be flooded with water and make the surface structures unusable. It must be noted that the flat bottom area at the center of the final supercritical subsidence basin does not reach that position suddenly. Rather, as shown in Fig. 3.1, it is subjected to the dynamic surface deformation asso¬ciated with the traveling subsidence basin before it is left behind to be part of the flat-bottom area. Therefore any structure located at the center of the final supercritical subsidence basin must be able to resist the dynamic surface deformation in order not to be dam¬aged. 2. Slope. Ground slope will induce tilting of the structure. Tall structures with small base areas, such as water towers, chimneys, and power transmission towers are most sensitive to ground slope. If the ground slope is such that if after tilting the center of the gravity of the tilted structure falls outside the base area, it will topple, but this seldom occurs. Ground slope will change the designed slope of a buried trans¬portation pipeline, either increasing or decreasing the original slope depending on whether the ground slope coincides with or opposes the original slope. There are maximum allowable final slopes for various types of transporting materials. Ground slope also affects highways and railways. There is a maximum allowable final slope for a railway because tractive effort increases 1/1000 of its weight for every increase of 1/1000 in grade. 3. Curvature. There are positive (convex) and negative (con¬cave) curvatures. When a surface structure is located on a positive curvature, both ends become unsupported, followed by bending upward at the midportion. The top portion is subjected to more severe stretching than the lower one. As a result, vertical cracks with a wider gap at the top occur at the window, door frames, on the walls, and at -the wall joints. V-shaped cracks appear at the

"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

INTRODUCTION The determination and use of mechanical properties of rock in engineering and rock mechanics are rapidly developing. Many of these properties are determined on intact rock specimens; thus, their application and repre¬sentation of rock mass properties may be limited. How¬ever, relative information often provides useful guidance in the solution to mine design and stability problems. Summarized in this chapter are some of the stan¬dardized techniques and procedures currently used to obtain these mechanical properties. Typical applications of the use of these properties are also presented. Stan¬dardized techniques include those advanced by the American Society of Testing and Materials (ASTM), International Society of Rock Mechanics (ISRM), US Bureau of Mines (USBM), Canadian Dept. of Mines and Technical Surveys, South African Institute of Min¬ing and Metallurgy, and other individual investigators. Information on the mechanical properties of rock and the behavior of the rock under a given system of stresses represents a necessary part of the information for rational engineering design for any given mining op¬eration. The mining method, the type and extent of sup¬port, the extraction ratio, the overall dimensions of the mine, and the orientation of the rooms and pillars are all decisions that are influenced by the mechanical prop¬erties of the ore, roof, and floor material under various stress systems and the magnitude and direction of the in situ stresses (Hooker, Bickel, and Aggson, 1972). Initial mechanical property information regarding a structure or mine property is generally obtained by two basic techniques: (1) static and dynamic property tests are conducted on intact and fractured rock specimens of exploratory drill core, and (2) dynamic properties are obtained by borehole logging techniques. When mining access becomes available, and as the mining horizon is expanded, additional information can be ob¬tained to verify preliminary mine design values. This chapter presents some of the standardized tech¬niques and equipment currently used in obtaining me¬chanical property data in the laboratory. The properties considered are: (1) uniaxial compressive strength of intact rock core specimens, (2) uniaxial compressive strength of rock cores containing planes of weakness, (3) triaxial compressive strength of intact rock core specimens, (4) triaxial compressive strength of cores with a plane of weakness, (5) Young's modulus, (6) Poisson's ratio, (7) density or apparent specific gravity, (8) modulus of rupture, (9) indirect tensile strength, and (10) creep characteristics. Where possible, an at¬tempt will be made to evaluate each property measure¬ment in relation to the problems of rock mechanics and application of results. TEST SPECIMENS The selection and care of drill core for laboratory testing require some consideration. It is recognized that laboratory-determined properties are not necessarily rep¬resentative of an in situ rock mass property. However, relative information between beds or zones of interest is still valuable information in selecting mining horizons and preliminary design criteria. To provide statistical data the number of drill core samples selected to repre¬sent each of the areas of interest should be from a mini¬mum of three to a maximum of ten test specimens. A judgment must also be made on site as to whether the recovered drill core should be wrapped and sealed in plastic to preserve moisture. On the one hand investiga¬tions of air-dried and saturated specimens have shown that moisture significantly affects the elastic properties and strengths of many rock materials (Obert, Windes, and Duvall, 1946; Colback and Wiid, 1965); on the other hand it is apparent that most core drilling is done with water which may saturate the specimen to a greater extent than in the in-situ condition. Whether or not the decision is made to retain the moisture, the core should be delivered to the laboratory as soon as possible after recovery for subsequent specimen preparation and testing. Specifications Shape: The shape of the specimens influences lab¬oratory testing in two ways: (1) time and cost of sam¬ple preparation and (2) strength of the material. Cy¬lindrical specimens of drill core are by far the least time-consuming to prepare for static or dynamic labora¬tory testing. In addition, the cylindrical shape lends it¬self to a more uniform stress distribution throughout the sample than other shapes, such as rectangles and hexa¬gons. The compressive strengths of various shapes have been studied (Grosvenor, 1963, and Price, 1960), and results indicate that the cylindrical specimens usually provide the highest strength for a given height-diameter ratio. However, reduction in strength from a cylindrical shape to a rectangular in situ pillar is not regarded as significant in relation to other considerations such as planes of weakness in a pillar or safety factors in the design process. Length-Diameter Ratio: The length-to-diameter ra¬tio, LID, has a significant effect on the compressive strength. Various recommendations have been made to use standard LID ratios ranging from 2 to 2.5 to 3 (ASTM, 1975c; ISRM, 1972). However, past work by others such as Obert, Windes, and Duvall (1946) has shown that excellent results can be obtained using LID ratios from 2 > (LID) > >/s. In selecting an LID ratio for testing, one should keep in mind the amount of material available for testing. In many instances, this may be limited. Thus, a shorter specimen such as 1: 1 LID may be necessary to provide enough test data for statistical analysis of results. Sec¬ond, it may be desirable to obtain elastic constants dur¬ing the test. This generally requires instrumentation such as linear variable differential transformers (LVDTs) or strain gages near the center of the specimen. The Oglebay Norton Company has traditionally been a supplier of metallurgical grade fluorspar gravel to the American steel industry and, in the early sixties, fluorspar pellets were entered into the market. The gravel has been imported from Mexico, the pellets were produced by the Minerva Company in southern Illinois. While the acceptance of the pellets by the industry was satisfactory, overall marketing considerations caused the Minerva Company to discontinue the pelletizing operations. Thus it was that Oglebay Norton came to the decision to revive earlier plans to produce fluorspar agglomerates. A survey of the market and related factors led into two basic conclusions: 1) Because of steel plant safety considerations, flat, pillow- shaped briquets were preferable to easily rolling, marble-like pellets. 2) Briquets competitive with gravel could be produced by cutting imported, low-duty, acid grade spar to metallurgical grade by limestone and binders. A plant was built in Brownsville, Texas, and started operations in early 1970.

[One of the earliest records of pillar removal can be found in the 16th Chapter of Judges in the Old Testament. Here we read where the mighty Sampson removed the pillars from beneath the prison house causing the collapse of the structure resulting in his own death along with the deaths of the 3,000 Philistine occupants. Our problems at the Mi Vida Mine differ somewhat from those of Sampson of old, in that it is our aim first to remove the pillars and get out from under the back before the "house falls in" and, secondly, to remove the pillars without the lose of a single life or without even a single casualty. As of January 15, 1959, the Mi Vida accident record stood at 772 days without a lost-time accident]

The impact of smoothing on the definition of ore and waste boundaries using linear estimation and conditional simulation methods is discussed. The nature of transfer functions is examined including their ability to incorporate categorical data (e.g. a dominant lithology code). An Ore Block Optimization (OBO) transfer function is presented that provides a clear guide for the mining geologist. Advantages are seen in defining stockpile cut-off grades and meeting production targets such as maximizing head grade, maximizing ore tonnes or minimizing ore loss or dilution. Each of these scenarios impacts on mine profitability and grade control.

The directions for ventilation control are often given in linguistic styles such as "if the airflow rate measured is small, a high value of rotation on a local fan should be chosen." In order to control the underground climate using a computer instead of a human being, both the reliability of data values measured underground and the application of human recognition of data values are required. The efficiency of data transmission is dependent on a method of checking a signal which is changed by mixing noises resulting from cases of electrical and mechanical damage to cables. In the study, fuzzy reasoning is adopted to choose a checking method for underground conditions from a normally operating state to an emergency. Fuzzy reasoning is applied to control airflow rate under the linguistic control rules given. It is shown that an effective series of linguistic control rules derived by fuzzy-sets theory is available in ventilation control when used in conjunction with an air velocity sensor, a computer and a local fan with thyristor control. Moreover, a system to make an optimum series of linguistic control rules for ventilation control is introduced.

In order to comply with time limitations imposed by this symposium, a very narrow but nonetheless interesting segment of the market has been chosen for discussion of the preparation of a tailor-made product to meet a specific need, and in view of the fact that the barite market is one of the oldest and one of the broadest non-metallic mineral markets in the world, it is necessary that we place this in perspective. Of a recent world annual production; (i.e., 1966 figures released last year in MINERALS YEARBOOK), of some four million tons, the United States consumed over 1/2 million tons, of which approximately 950,000 tons were produced domestically and approximately 700,000 tons were imported. Of this total, something approaching 90% was used for drilling-mud weighting, and of the balance, all but about 60,000 tone is consumed in the production of glass, barium chemicals, aggregates, and other minor uses; thus we are really taking a look at a very minute, however important, and very selective, portion of the total barite-market. The real meat of this paper, after eliminating all irrelevant uses of barite, and delineating the area of discussion, resolves itself into the approach to a favorable marketing area and a specific attack on that area. Cost, to the user, has been, patently, a function of distance, as the basic price of barite has varied very little over the years until recently, and freight rates have been the governing factor. Conversely, the seller of barytes must make concession in the plant price to compensate for distance, if he is to successfully compete.

In the technique described and evaluated, detection of mercury is based on the principle of atomic absorption. An analog signal, produced when mercury vapor absorbs ultraviolet light, is converted to digital form and calibrated to mercury concentration. Interferences are eliminated by selectively trapping the mercury on gold. The lower limit of sensitivity, using a 1-gram sample, is 5 parts per billion. A model of the instrument mounted in a station wagon has been tested successfully in the field.

I appreciate the opportunity to tell you something about Kerr-McGee's Galatia Mine in Southern Illinois. This new underground mine was a departure for us since our previous experience had been gained in large surface mines in Wyoming. Although we were new, we did have the corporate experience in the operation of deep uranium and potash mines in New Mexico and Wyoming, and an earlier underground coal mine in Southeast Oklahoma. In arriving at our final design, we evaluated numerous concepts and finally settled on a two seam mine sharing a single shaft and slope. The mine, in turn, would be supported by a heavy media processing plant designed to optimize the yield from either seam. Further, we wished to be able to keep the two seams separate so that we could sell either seam separately or in a blend. Due to the thickness of the coal, the practical area dedicated to the mine provided forty to fifty years operations at the selected mine capacities. It was important, therefore, that our design and selection of hardware and systems provide for long life and low maintenance in order to compete in today's competitive markets.

Determination of the final pit limits of an open pit copper mine is a problem that has far reaching effects on the life, profitability and operation of a mine. The solution to this problem requires that all of the significant variables affecting the final pit limits be considered together with corporate objectives as the guiding principle. This paper discusses the use of these variables and how they should be applied to plan the future of a mine. The objectives of a final pit plan; are determination of the extent and location of ore reserves, the allowable stripping to be accomplished to uncover the ore, the final pit surface intercept, final pit topography and the contained metal values in both ore and waste. The objectives of the plan must be consistent with corporate objectives as they pertain to profit, future investment in the mine, return on investment, alternative investments, conservation and perpetuation of the corporate entity. The subject will be treated in three parts: economic considerations, effect of leaching and pit design technique. At the outset, it is assumed; that the extent of and metal values in the mineralized area to be considered have been reasonably defined by development drilling and sampling.

The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.

The pressure system of ventilation with large diameter bore holes has been very effective in the ventilation of two gaseous mines, the Olga No. 1 and No. 2 Mines in McDowell County, West Virginia. The No. 4 Pocahontas Coal Seam on the Olga property lies 580 feet below the valleys. The seam is very gaseous as well as dry and dusty, which makes good ventilation all the more essential. Irregular and often extensive areas of the coal seam have been replaced with impervious shales and sandstones in "Fault" or "Want" areas. The replacement materials have sealed the methane in the coal seam and thus increased the quantity of gas that must be handled as mining is done. Often the No. 5 Pocahontas Seam comes down to meet the No. 4 Seam at the Faults and considerable methane is sometimes released from the upper seam. The factors mentioned, together with the irregular and unpredictable lateral shape' of the faults, result in long narrow stringers of coal that are very gaseous and difficult to mine. So far as the Olga Coal Company is concerned, the most effective ventilation under the conditions outlined has been the use of large diameter bore holes with a pressure ventilation system. The ventilation of a mine can be accomplished in two fundamental ways. The mine atmosphere maybe reduced below atmospheric pressure by an exhaust fan; or it may be raised above atmospheric pressure by a pressure fan. In either case, the coursing of the air is so planned as to have the haulage and traveling ways on intake air. While the majority of the coal mines in the United States, no doubt, use the exhaust system of ventilation, there are several advantages of the pressure system which are extremely beneficial.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.

The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design.
