One of the major current efforts by the Florida phosphate industry to reduce deep aquifer water consumption is to use 100% recycle water for flotation. This measure alone could save billions of gallons of deep well water annually. However, this also results in higher suspended solids (slimes) in flotation water, causing poor process performance particularly for amine flotation. Polymers could play a major role in allowing the industry to use high-turbidity recycle water for amine flotation without compromising its impact on the Florida economy. The enhancement of rougher flotation by polymers may also have potential. Most importantly, dramatic efficiency improvement may be realized by floating silica first. Adding polymer to flotation feed and/or water is perhaps the most economically viable way of reversing the Crago "double float" process, in order to reduce operating costs and increase phosphate recovery. This paper presents both laboratory and pilot flotation data showing the effect of different polymers on collector dosage and flotation recovery. There appeared to be an optimal range of polymer concentration beyond which the benefits do not offset the drop in phosphate recovery. The effect of poly mer is slime-level dependent. Pilot testing data show that the "Reverse Crago" process (floating silica first followed by phosphate flotation) can outperform the Crago process.

INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. INTRODUCTION In other chapters of this volume many of the important technical aspects in the design of concentration and dewatering circuits have been discussed. This chapter will deal with the steps necessary to bring that information together in order to produce the specifications necessary to purchase the equipment and complete the design. It deals with the plant as a whole rather than just concentration and dewatering, since the steps are essentially the same. Prerequisites to Engineering Design Feasibility studies will have been completed and design parameters established prior to the start of the engineering design stages for a metallurgical plant. The data base for the feasibility studies will have included laboratory and/or pilot plant test work, historical data, proposed plant site data such as climatology, topographic mapping, geological and geotechnical information. These studies will have established the general project design criteria as well as the process design criteria leading to the preparation of preliminary flowsheet ( s) and/or alternative process flowsheets. These will have incorporated metallurgical and material balances, allowing identification of major equipment items, and development of preliminary plant site plot plans. Preliminary technical and economic assessments and recommendations will have been prepared during this phase for Owner's review and evaluation of the technical, physical, and cost effectiveness of the overall project and its component process, process facilities, and supporting facilities elements. After Ownert s approval and decision to proceed, the engineering design can be initiated, using the above information as the basis. Engineering Design Phase The engineering design of metallurgical plants and their elements are generally developed in two sequential stages, namely: (1) Basic ("Front end") Engineering Design (2) Detail Engineering Design Figure 1 relates these engineering stages to the entire program from feasibility through construction.

"Coal mine ranks No.1 among the 6 major high-risk industries, so it is no doubt that the senior managers in the coal mine bear more stress than other industry executives. The massive working stress results in serious influences on the physical and mental health of the senior managers of coal mine, which might also induce the safety risk in the coal mine. Therefore, to evaluate the senior managers’ working stress and put forward strategies of mitigating the stress is of great theoretical and practical significance in improving the physical and mental health of the senior managers and reducing the safety risk in the coal mine. The research on the working stress has been made in the western countries for almost 50 years, China began the research in the mid and late 1990s, the research is spread across multiple industries including education, medical treatment, computer and aviation. However, there is little research on the senior managers’ working stress of the coal mine, so the available literatures are few. In the paper, we, based on the working stress model of Robbins and through questionnaire survey, analyze the element composition of the senior managers’ working stress of the coal mine; then, we construct the evaluation indicator system of the senior managers’ working stress of the coal mine based on the individual factor, organization factor and environment factor; after that, we determine weights of each evaluation indicators by using the improved triangular fuzzy number weight method, and set up the evaluation model of the senior managers’ working stress of the coal mine on the basis of the fuzzy comprehensive assessment method. At last, in accordance with the model, we evaluate and analyze the working stress for the senior managers of some typical coal mines, and diagnoses the major sources and intensities of the senior managers’ working stress, and then propose corresponding strategies of mitigating the stress."

Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

The studied coal mi1e is an underground coal mine located in the northern Wasatch Plateau of central Utah (Figure 1) . Since operation began in 1981, in situ stress conditions have been encountered which differ from the assumed conditions utilized during early mine design efforts. Geologic structures also varied somewhat from those projected during initial geologic interpretations of the area. The encountered geologic conditions combined with the unusual stress conditions prompted a combined study of in situ stress and stress-related geologic structures. The study was conducted in two phases, with phase 1 consisting of detailed underground mapping and analysis of stress-related geologic structures to determine stress orientations from which they originated; and phase 2, consisting of over- coring two sites within the mine to determine present in situ stress orientations and magnitudes. GEOLOGIC ANALYSIS Three types of geologic structures have been encountered in the mine that act as indicators of stress orientations of the geologic past. Two of these structures, faulting, and igneous dikes, are directly measurable in the mine. A third type of structure, photolineation, was detected through remote sensing methods and shoe god correlation to roof conditions in certain areas of the mine. Faults Two major orientations of faulting have been encountered in the studied coal mine, including a system of N 80 W striking normal faults and a system of N 55 to 70 W striking oblique-slip faults. Only data collected from the oblique-slip faults were used for this study due to the fact that these faults offset the N 80 W faults wherever the two systems intersect, indicating that the N 55 to 70 W system was created by a more recent stress field. Figure 2 shows locations within the mine where data were collected from seven locations along oblique-slip faults. Data collection consisted of measurement of fault plane strike and dip, fault slickenside trend and plunge, and slip direction. The data are tabulated in Table 1. The fault data were then plotted on stereo nets to determine the stress orientations present at the td of faulting (Figure 3). The determined stress orientations are 32~0 included in Table 1. The stereo net plots show average principal stress orientations of: 1) [ ] plunge 1 degree. These data suggest that the N 55 to 70 W oblique-slip faults were produced by a nearly

INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners' personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov's method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. If environmental measurements reveal potential energy concentration exceeding the value of 0.3 DAC at working places, the miners employed there are subject to individual control of personal exposure. Individual exposure measurement is carried out centrally by the Institute of Occupational Medicine in [Lodz] for all metal-ore mines. Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). Namibia is known as water stressed country with a limited amount of fresh water. Therefore, the use of water is an important topic in the country’s development agenda. Water is a shared and finite resource, with high social, cultural, environmental and economic value. However, freshwater resources are under pressure from ore processing, industrialization, urbanization and the demands of a growing population. In Namibia, ore processing, coupled with the anticipated increase in water demand for human consumption and other uses, has created significant stress on the limited water resources of the country. This is critical in the mining industry as water remains typically the prime environmental medium (besides air) that is affected by mining activities. This study sought to investigate the strides made in water management in mining, especially in environmentally sensitive areas of Namibia. Most mining companies operate next or alongside farms, national parks and fishing areas. The overall objective of this research was to highlight the current practices in Namibia’s mineral industry operating in environmentally sensitive areas especially in areas where uranium is being mined and processed. The methodology consisted of comprehensive literature review, field visits to the case study areas, and comparative studies with best practices. This study shows that over a ten-year period, freshwater consumption was reduced by over 55% per tonne of milled ore in uranium mines, resulting in substantive financial savings as well as the delay in water augmentation through desalination. The strategies employed by the Namibian companies involve inclusive stakeholders’ engagement, recycling and reuse, and the minimization of water losses. The realization that the water challenge cannot be solved by any one party acting alone has been fundamental in ensuring environmental compliance within the mining industry in Namibia. Namibia’s industrial leaders have increasingly recognized that reducing the water footprint of mining activities must be one of the key performance indicators for management. The major finding of this study was that Namibia with its unique ecosystems, mineral reserves, and emerging industries can harness a wide range of resources both to improve the welfare of its citizens and to protect the integrity of its environment.

Microscopic observation of physical and chemical changes which take place in various materials under conditions of elevated temperature and controlled atmosphere can often yield valuable insight into the fundamental physical-chemical reactions which control processes in which these materials play an active role. The technique of high-temperature microscopy thus becomes an important tool for basic and applied research in pyrometallurgical and allied fields. Investigators have long been aware of this and through the years have applied the technique to a wide variety of problems. However, up to this time, application has been on a rather limited scale due to the high initial cost of equipment and the relatively low rate of production of data resulting from the complexity of the apparatus and attendant problems in manipulation.

"A study has been undertaken at the Missouri University of Science and Technology (MS&T) limestone Experimental Mine to determine new fans set up and wiring options.to install additional mine ventilation capacity. Selection for main fans has been undertaken according to the mine’s required performance specifications and fan characteristics. Available fans for ventilating the mine are Joy and Alphair axial fans each of 24 kW each and two Spendrup booster fans of 12 kW each. The installation of main mine fans on the surface and underground entails numerous considerations. Design of a ventilation network for the Experimental Mine incorporating surface and booster fans has been accomplished using Ventsim Visual program software. The ventilation network has been separated into two segregated parts. A main surface fan and a booster fan have been used in each segregated part of the network. The mine has had a vane axial Joy fan in place for many years. The Alphair 4800 VAX 1800 full blade adjustable pitch vane axial fan was selected and installed as the other surface fan and eventual replacement for the Joy fan. Main surface fans have been connected individually to booster fans in series. The Alphair main surface fan has been installed vertically. Four different wiring options and related cost estimations for addition of the new main fans to the ventilation network have been considered. The analysis resulted in an innovative steel frame design used to allow the fans, when necessary, to be moved to the side of the shaft so that blast pressures do not damage the blades. INTRODUCTION Main fans are the heart of a mine’s ventilation network and play a key role in supplying required airflow (Haghighat, 2014). The Missouri S&T Experimental Mine has been developed in uniform limestone with few stratigraphic features. The mine floor is approximately horizontal and water drains well. A study has been carried out on MS&T Experimental Mine. Selection of main fans has been undertaken according to the mine’s required performance specifications and fan characteristics. Ventsim Visual computer simulation has been used to assist in design of the ventilation network. Wiring circuits, fan foundations and flexibility have been considered as the three main parameters for surface fan installation at the Experimental Mine. Two surface and two underground wiring options and three surface set up options and related cost estimates for the new surface fan system were investigated. Frequent use of explosives in the mine occurs throughout each year. Flexibility in changing the position of a surface fan is important. A number of options have been considered for the location of a vertical main fan positioned on the upcasting shaft. The mine is used for a variety of purposes and flexibility has a high priority amongst design considerations."

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Producing a sound plant design for a major project requires hundreds of engineers and many drawings. Economical accomplishment of this task is based upon careful and orderly organization of the design team so that at all times there is a complete and workable staff but at no time a surplus of costly talent. This paper will describe the various stages in the development of plant design which normally follow the laboratory and pilot plant investigations discussed in other papers today. An outline of the procedures used in the assembling of a project design group, within an established engineering organization will be presented. Actual procedures may vary according to the size and character of the plant, the special requirements of the owner, and the make-up of the engineering organization performing the design, but most of the points covered will be found to be basic to any plant design project.

This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

Reserve depletion in Central Appalachia is continuously creating unique ground conditions for underground coal mines with many of these difficult environments directly attributable to multiple seam mining and/or deeper overburdens. While many empirical studies have been performed in an effort to improve understanding of these problems along with potentially improving safety and extraction, many of the difficulties encountered lie outside of the normal realm of expected behavior. This is often the case when mining in bump prone ground, where additional concerns are introduced and design buffers are warranted. The boundary element software LaModel was used to study three bump events in a deep-cover, multiple-seam reserve located in Harlan county in the Kentucky region of Central Appalachia. This region is notoriously bump prone due to significant areas of deep cover, the presence of strong to massive lithology (such as sandstone), and an extensive history of underground mining that increases the probability of multiple seam interactions. Multiple seam interactions are best understood with respect to site-specific parameters, including both the geological and geometrical components of interburden, overburden and mine workings. Initially, empirical-based approaches (ARMPS/AMSS) were used when attempting to back-analyze the bump events. However, it was recognized that a more detailed investigation was necessary to understand the fundamental causes/conditions associated with the bump events. Consequently, the LaModel study resulted in a mine-specific calibration method for the reserve. With this method in place, enhanced bump prediction throughout the reserve is expected, such that the stability, recovery and safety of future mining may be improved.

The new Track Etch* technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The Track Etch method is being used in several exploration programs in various locations around the world. The Track Etch exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the Track Etch technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies is discussed.

The development of a method to manufacture diamonds has been rated as one of the out- standing scientific achievements of our time. The story is both interesting and significant. This paper will quickly review history of diamond and manufactured diamond. Next, it will discuss manufactured diamond as a product -- how good is it -- and what is the significance of this scientific achievement. And finally, present a few thoughts about the future of this technology and this product. For centuries, diamond was found only in alluvial deposits, primarily in the Golconda fields of India. As a result, man knew nothing of the process by which the stones were formed. In 1860, diamonds were found in South Africa under completely different conditions. Here, for the first time, they were found in volcanic pipe -- their mother ground. These volcanic pipes are roughly cylindrical columns of rock which go deep within the earth. The theory as to the formation of diamond was presented by the geologists in that era. The theory states that molten rock was thrust up through a layer of carbonaceous shale where it picked up the carbon necessary for diamond formation. It was generally agreed that diamond was formed approximately 240 miles below the surface of the earth, thus indicating that extremely high temperatures and pressures were involved.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard-recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.
