The chemical, oil, semiconductor, mining, and paper and pulp industries, as well as most other modern industries, are rapidly expanding the range of measurements used to characterize raw materials, process steps, intermediates, and final products. In addition, process variables such as temperature, pressure, and flow become more and more numerous, providing extra information on the state of the process. However, no matter how many sensors are added, the underlying sources of variations that drive the process behavior remain constant. On the other hand, the measuring frequency of these data has increased from once a day or once an hour to once, ten, or even hundred times a minute. This gives masses of data that are swelling in both directions (more variables and more observations). These data need to be properly stored, managed, and analyzed to provide diagnostics about the state of the process as well as an understanding of the relationships between different parts of the process and the product properties. Projection methods such as PCA (principal components analysis) and PLS (projection to latent structures) compress process data to informative summaries of the original variables. These can be shown on line, providing an efficient, graphically oriented suite of diagnostics regarding the "health" and performance of the process. The power of these methods is illustrated by two examples of industrial data in the mining industry.

The production of premium coal-based fuels (<3% ash) and ultra clean coals (<1% ash) using the process of selective agglomeration requires proper selection of raw coal, rough preparation procedures, milling equipment, product coal size distribution, water purity, agglomerants, agglomeration equipment and operational procedures. Each of the variables can contribute a small fraction to the impurity load in the product coal or limit the ability of the process to separate mineral matter-free coal. Each of the variables and their importance will be examined from data produced at the bench by batch and continuous agglomeratons as well as the results from pilot plant and tonnage production units. The results are discussed which have indicated that some standard commercial coals can be produced with ash contents as low as 0.2 % ash (batch/bench) and several tonnage lots of 0.6% ash in as 200 lb/hr pilot plant. In most cases iron pyrite released from the coal matrix and with proper pH control is rejected from the product coal agglomerates.

A mining operation in Zimbabwe produces a pyritic gold concentrate that requires oxidative pretreatment prior to cyanidation in order to liberate 80 percent of the gold values. Bio- oxidation offered the potential of increased gold recovery and was considered to be an economically advantageous alternative to the existing practice of roasting the concentrate. Based on bench- scale test work, a small bio-oxidation plant, capable of processing approximately 50 percent of the concentrator production, was installed at the mine to evaluate this approach. The plant included two 57 m3 bioreactors in series and the ancillary equipment needed to prepare the feed concentrate, to wash the leached residue prior to cyanidation, and to neutralize the waste liquor. The plant was operated for a year-and-a-half, and the conditions needed to achieve a 90 percent liberation of gold values were determined. A number of critical technical problems were encountered, and many were resolved on-site. Others have been addressed since the pilot plant was moth-balled in June 1988. Valuable insight was gained from the operation of the pilot plant, which has provided useful guidance for continued process and equipment improvement.

In any operating mine, especially in precious metals operations, immediate improvements in profitability m readily achievable through more effective grade control. Just as the oil industry has come to recognize that enhanced oil recovery (EOR) in existing oil fields yields a higher return on investment than exploring for new oil, so too must the mining industry recognize the benefits of enhanced metal recovery (EMR). Current grade control practices are generally dismal. The very word "control" suggests a willingness to make the best of a bad situation -- as in "damage control" or "disease control" -- and a failure to perceive the opportunities for improved profit. While damage and disease can merely be controlled, success and improved profit can be engineered. This paper presents one approach to enhanced metal recovery. It shows how existing methods can be used to address the issue of ore/waste discrimination. The following sections outline the problem, describe the current state of the practice of grade control, propose an alternative approach and. illustrate the application of the proposed alternative to actual blasthole data from an operating gold mine.

Gold mining has undergone a massive revival in Australia within the past decade. With very few exceptions, these operations are involved with the development of deposits which have been previously and partially worked by underground methods. In most cases, current operations have involved the open cut mining of near-surface remnants or low-grade hanging wall and footwall mineralisation. A growing number of mines are, however, progressing to the development of underground workings either as extensions of existing open cuts or as "stand alone" projects. These operations vary in scale from the Kalgoorlie operations of North Kalgurli Mines Limited and Kalgoorlie Mining Associates to the small scale "gouging" operations of individuals and partnerships. The individual production rates rarely exceed 200 000 tonnes per year, primarily because of the magnitude of reserves or the style of access available for rehabilitation. The narrow-vein mines were initially re-opened using the traditional methods, in particular shrinkage stoping and cut-and-fill stoping. As a result of experience gained in various ground conditions, certain variants have become popular. This paper investigates the fate of the traditional methods in Australian practice, and reviews some of the recently applied variants. This involves not only a perusal of current practices, but also an assessment of the influence of recent technological development on the economics of narrow-vein mining. Some consideration is also given to the effects of previously employed stoping techniques on efforts to access remnant blocks in the re-development of old mines.

The Afton copper-gold mine is located in the southern interior of British Columbia, 16 km (10 miles) west of Kamloops and 257 km (160 miles) northeast of Vancouver. &apos;An aerial view of the property in 1976 is shown in Fig. 1. The Afton copper-gold ore body [27 Mt (30 million tons)] of open pit ore with a grade of 1.0% copper, 0.46 g/t (0.01 6 oz per ton) gold, and 4.1 g/t (0.12 oz per ton) silver, occurs within the Triassic Iron Mask pluton adjacent to its faulted contact with Tertiary rocks. The geological setting of the Afton ore body is described by Carr and Reed (1976). Rocks of the Paleozoic, Mesozoic, and Cenozoic eras outcrop in the vicinity of Kamloops, but the unit with the greatest economic significance is the Upper Triassic Nicola volcanic group and its subvolcanic dioritic intrusion, the Iron Mask pluton. The Afton ore body occurs at the northwesternextremity of the Iron Mask pluton immediately south of a deep graben structure that developed in post-Triassic time (Coast Mountains orogeny) and which was the focus of vigorous sedimentation and volcansim in Tertiary times. The Iron Mask pluton is a lenticular composite intrusion approximately 14.5 km (9 miles) in length in a northwesterly direction. The petrography of the Iron Mask pluton ranges from picrite and serpentinite to latite porphyry. Outcrops of individual petrographic units are generally elongate in a northwesterly direction parallel to the axis of the pluton. The Iron Mask pluton represents the moderately slowly cooled core of an oceanic fissure volcano which built up an island flanked by shallow-water sediments including reef knolls and which, during its later stages, intruded its own volcanic pile.

The Malana Hydroelectric Project is a private development located in HimachalPradesh State, India that was commissioned in June 2001. The plant was built and is owned by the Malana Power Company, a subsidiary of the Bhilwara Group of New Delhi. With a total head of 400 m and nominal capacity of 86 MW, the plant is capable of generating 360 GWh annually. The 3,1 km long, 4,0 m diameter power tunnel was designed to be excavated by conventional drill and blast methods. Contrary to traditional practice in India for pressure tunnels of providing a concrete lining, the Malana tunnel was finished mainly with shotcrete. In this way, the tunnel was completed in a period of18 months, a record for recent projects in the Himalayas, and at a cost substantially below that of conventionally lined tunnels. An interesting aspect of the project was the design of the steel tunnel liner linking the power tunnel to the penstock. The length of the liner was fixed finally on the basis of in-situ testing using both hydraulic jacking and doorstopper tests to evaluate the ability of the rock to withstand the internal pressure of4,0 MPa that exist near the downstream end of the tunnel.

Most oxidized manganiferous silver ores contain manganese associated with silver and are not amenable to conventional silver extraction methods, including direct standard cyanidation techniques. However, it is known that dissolution of the manganese might yield a suitable material from which silver can be recovered by conventional methods. In the segregation process, which involves heating the ore with a small quantity of salt and with a source of reducing agent to 680°C - 800°C, the silver is volatilized, migrates and is reduced to metallic silver particles. Conventional cyanide leaching is applied to the resulting calcine. Laboratory investigations have been conducted on a manganiferous silver ore analyzing 0.02 % Cu, 0.09 % Pb, 0.33 % Zn, 12.55 % Mn and 187 g/ton Ag to study the influence of roasting temperature and time, quantity of salt and quantity of coke on silver extraction by the application of segregation roasting followed by cyanidation. Cyanide leaching tests were carried out at room temperature on the segregated calcines produced by using an alkaline cyanide solution containing 2.0 lb/ton of NaCN at pH 11 for 72 hours. The results indicated that 97.8 % of silver extraction can be attained at 850°C, with 2.0 % salt, 1.0 % Coke and 30 minutes of roasting time.

Discussion by P. Malozemoff I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years. In underground mines, it is not economic to develop reserves beyond a certain depth, so the life of initially established reserves must be limited. In these cases, it is especially important to have a good geological understanding of the orebody and its continuity. To accommodate these concepts and present proof of economic soundness for a mining enterprise, a mathematical analysis should yield a life long enough to allow exploration and the development of additional reserves that would ensure a longer mine life and a more profitable result.

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

The Galore Creek copper deposits lie in the Stikine River district of northwest British Columbia, a largely undeveloped region which possesses rugged mountain terrain with deeply incised valleys which support dense undergrowth. Timberline is normally at about 1300 m (4265 ft) and the higher levels contain glacial systems and large ice fields with peaks rising to 3500 m (I 1,483 ft). A location map of the Galore Creek area is given in Fig. 1. In the late 1920s, field parties under the direction of F.A. Kerr (1948) of the Geological Survey of Canada completed geological surveys of the district. Primary access for this work was provided by riverboats on the Stikine and Iskut Rivers. Kerr&apos;s party had to contend with extremely difficult travel conditions that required considerable backpacking, augmented by pack dogs in certain cases. Absence of ground control led Kerr to establish his own topographic maps. Among the geological data established was the recognition [ ] that small bodies of orthoclase porphyry in the district are often well mineralized with base metal sulfides. Copper mineralization in the upper Galore Creek valley, a tributary of Scud River which flows into the Stikine River some 80 km (50 miles) south of the small settlement of Telegraph Creek, was originally discovered during aerial reconnaissance by M. Morrison and W. Buckholz while prospecting for Hudson Bay Exploration and Development Co. Ltd. in 1955. Malachite- and azurite-stained out- crops in several parts of the Galore Creek watershed are clearly visible from distances of 500 m ( 1640 ft) or more. Claims were staked in 1956 and the copper showings were partly mapped, trenched, and investigated by shallow diamond drilling. Because of the remoteness of the area and higher priorities for expenditures elsewhere, no further work was undertaken and most of the claims were allowed to expire.

Yucca Mountain, located in Southern Nevada approximately 160 krn northwest of Las Vegas, is currently the site of intensive surfacebased and underground investigations. The investigations are required to determine if the site is suitable for long term isolation of the Nation&apos;s high level nuclear waste inventory. A major component of the program is the Exploratory Studies Facility, or ESF. The ESF, when completed, will consist of approximately 25,600 meters of tunnels and drifts. The network of tunnels and drifts (Figure 1) will house and support a wide array of testing programs conceived to provide physical information about the site. Information on geologic, geomechanical, and hydrologic data will be used in the repository design if the site is found suitable. Besides a few special requirements, the general ESF ventilation criteria during construction are similar to that of commercial tunneling and mining operations. The minimum air velocity at the Tunnel Boring Machine (TBM) and other active mining faces is 0.51 meter per second (m/s) (100 feet per minute [fpm]). Airways, estimated leakages and ventilation controls are converted into equivalent resistances for input to mine ventilation network computer simulations. VNETPC Version 3.1 computer software is used to generate the ventilation models for optimized system design and component selection. Subsequently, actual performance of the ventilation system will be verified and validated to comply with applicable nuclear regulatory quality assurance requirements. Dust control in the ESF is dependent on effective dust collection, enclosure, and airflow dilution. Minimum use of water, as feasible, is necessary to avoid adding moisture to the potential repository horizon. The limitation of water use for test drilling and TBM operation, and the rigid compliance with applicable federal and state regulations, make the ESF a ventilation design challenge.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. The Formative Years Douglas Winston Fuerstenau was born December 6, 1928 in Hazel, SD to Edwin Arnold and Hazel Pauline (Karterud) Fuerstenau. His father, of German extraction, was a farmer and, later, a cabinet maker, while his mother, of Norwegian lineage, was a school teacher. His parents are still alive today at ages 91 and 88, respectively. Two younger brothers, Richard and Maurice and a sister, Jean, completed the family. The family first lived near Watertown and later in Lemmon and Mobridge, SD. The 1930&apos;s were a difficult period for any family in South Dakota. A decade-long drought made this a part of the dust bowl, which together with a serious infestation of grasshoppers (the locust plague described in The Bible), and the world-wide depression, made living difficult for all. In spite of these privations, Doug has many happy memories of his childhood which can be attributed to the resilience of youth and a strong family structure. He has fond memories of summers spent with his cousins on family farms where the children were introduced to farm chores at an early age. When he was old enough, he worked in a grocery store after school. At the age of 14 he spent the summer hearding 2,000 sheep near Lemmon, SD as his contribution to the war effort in that labor-short period. He remembers well the dust storms of the 1930ts, the destruction at his grandmother&apos;s farm by tornado, pulling weeds on the farm, threshing grain with a monstrous steam-driven machine and such pleasant childhood activi- ties as fishing for bullheads, hunting for rabbits, searching for arrowheads in newly plowed fields, and ice skating in the winter. Early in life his parents instilled in him a strong work ethic, a love of learning and the need for a good education. In 1943, the family moved to Rapid City, SD. With a population of 13,000, it was

"INTRODUCTION In recent years, the development of tunnel boring machines has revolutionized the tunneling industry. The general structure of a tunnel boring machine (TBM) can be described as a multi-component system. To achieve high performance rates, machine elements have to perform reliably. Performance losses and interruptions of the construction process should be prevented or at least, reduced to a minimum. In order to achieve high advancing rates, cutting tools must be in good condition at any time. Furthermore, failure of individual tools might result in increased and faster wear of remaining structural components. For this reason, maintaining and replacing cutting tools is crucial to prevent project delays due to insufficient boring performance. Precise prognoses concerning the prevailing geology are infeasible and thus, efficient scheduling of maintenance actions is challenging. The intention of this work is to analyze different approaches of TBM maintenance in soft ground. Different strategies are analyzed by the use of a simulation approach. Cutting tool condition is regarded as performance limiting factor. The maximum operation time of the cutting tools is determined using the “Soil Abrasivity Index”. A case study serves to show the effects of different maintenance strategies on total project duration. SCHEDULING OF MAINTENANCE ACTIONS Scheduling maintenance actions of single and multi-component systems concerns numerous fields of industrial production. Concentrating on mechanized tunneling in soft ground, cutting tool maintenance represents the most common reason for intermission of advance (Köppl 2014). In literature, time-based and condition-based maintaining techniques are widely discussed. The following section outlines the principles of time- and condition-based policies. Furthermore, examples for their applications in recent research are given. Time-Based Maintenance In general, the time-based maintenance approach assumes that the failure behavior of the system components is predictable. Maintenance actions are scheduled according to predefined intervals (e.g., hours, days, weeks). A detailed analysis of preventive repair times or interval forms the basis for maintenance decisions. For this approach, an adequate quantity and quality of data is fundamental. Numerous studies deal with the analysis of time-based maintenance for production equipment. In fields of mechanized tunneling, unplanned machine downtimes restrict the applicability of time-based maintenance approaches. Thus, this paper mainly focuses on condition-based maintenance."

GEORGE WEINMAN: Our first group leader for the discussion, "Ups and Downs of Downsizing," wishes to remain anonymous. ANONYMOUS PRESENTER: When George and Jamie asked me to do this, I thought a while about what to say and went through several variations of what I’ll present today. I came up with the title "Ups and Downs of Downsizing." A lot of downsizing has occurred in all of our industries-mining in particular. While this downsizing has gone on there&apos;s no doubt that all of us produced more and more, probably with less and less people and less and less resources. But I contend that there&apos;s also a big downside associated with this. I disagree with a point made in the keynote presentation yesterday, the point being that vendors are bringing new technology to us. I can agree that the major changes associated with equipment and similar items are being brought to us by vendors. But I do contend that there&apos;s an awful lot that&apos;s getting away from us-especially if you factor in the integrated supply or the strategic alliance or the various and sundry related purchasing techniques. I contend that we are missing a lot of, let&apos;s call it, lesser technology; not major equipment changes, but different tools, different techniques for doing things, different left-handed widgets. The integrated suppliers, to some degree, are bringing this to us; but I am concerned about the small guy who comes up with a good idea but deals through integrated suppliers rather than having direct contact with plant people. They&apos;re probably going to go somewhere else and market their wares. That&apos;s what I&apos;m hearing from a lot of smaller vendors. I also think that we are losing a lot of our knowledge base. Every time you shrink an organization somebody leaves. The bottom line: less people. When a person leaves-and I don&apos;t care who he or she is, be it the janitor who&apos;s cleaning the bathroom, the operator, the engineer-when that person leaves there&apos;s some knowledge that goes with that per- son. And sometimes that knowledge is quite valuable. I&apos;ve worked more or less at the plant "low." I can&apos;t tell you how many excellent, viable projects have come from people who said, "Look here. There&apos;s a better way of doing this." And, you know, they were right. Now, maybe they didn&apos;t have the resources or the expertise to develop these ideas into full projects, but they had that basic idea. Someone may say, "Well, if we put a no. 6 skyhook here, so we can lift this particular pump without bringing a crane from 30 miles away ...." No. 6 skyhooks are a bit expensive, but what if we put together a little structural steel here or whatnot?

Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. Hardpans developing in tailings storage facilities (TSF) in Australia have been investigated in relation to Acid Rock Drainage (ARD) generation. This research had three main aims. Firstly it was to obtain an understanding of the physical and chemical characteristics of tailings residues which support the in-situ formation of cemented layers and hardpans. Secondly it was to examine how effective hardpans are at reducing ARD generation, and thirdly it was to investigate the promotion of hardpan formation to inhibit ARD and pollutant generation. This paper presents the data collected during investigations into the effectiveness of hardpans to reduce ARD generation. Three basic types of hardpans have been identified and examined: laterally extensive surface hardpans, laterally extensive cemented layers; and laterally discontinuous hardpans developing in locations of seepage. Their mineralogy, morphology, lateral extent, depth and rate of formation are dictated by sulfide and gangue mineralogy and content, milling and depositional techniques of the tailings and the climate. As the sulfides oxidise, acid and heavy metals are generated, while gangue mineral degradation is enhanced, adding to elemental loads. These liberated ions are then available for precipitation of secondary mineral cements through concentration during evaporation. In TSFs where hardpan development is restricted by mineralogy, grain size or climate, hardpan formation can be enhanced in seepage zones (eg. seepage from waste rock dumps) where tailings are exposed to seepage waters laden with heavy metals and sulfate. The effectiveness of hardpans in the inhibition of ARD generation is dependent on reducing oxygen diffusion and water infiltration into the underlying tailings. A reduction in water infiltration will diminish the transport of contaminants developed during sulfide oxidation and subsequent reactions. Water and gas movement through the hardpans at the CSA (Cu, Zn, Pb) and Elura (Pb, Zn, Ag) mines has been investigated. Permeability tests indicate the hardpans have reduced the infiltration rates by 10 to 100 times that of the fresh tailings. Oxygen diffusion rates were calculated and were shown to be up to 1000 times lower in hardpans than in fresh tailings. Such decreases are explained by persistent elevated &apos;degrees of saturation&apos; within the hardpans. These conditions were verified using a conceptual model of sulfide oxidation reactions, which allowed comparisons of diffusion coefficients with modelled and observed depths of oxidation within the tailings impoundments.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.
