In 1982, the US Congress passed the Nuclear Waste Policy Act (NWPA) to provide for the development of an underground repository for spent nuclear fuel. This development will be managed by the US Department of Energy. In 1986, the President selected three areas for site characterization to determine their suitability for the development of an underground repository. Those sites were: (1) a site in volcanic tuff located at Yucca Mountain in Nevada, (2) a site in bedded salt located in Deaf Smith County in Texas, and (3) a site in basalt located in Hanford, WA. At present, conceptual repository designs are being developed for each site. A key element of a repository design is the underground ventilation system required to support construction, nuclear waste emplacement, and potential waste retrieval. This paper describes the preliminary ventilation system designed for the repository in tuff. The concept provides separate ventilation systems for the construction and waste emplacement activities. The paper further describes the means by which acceptable environmental conditions will be reestablished to allow reentry into previously closed rooms for the purpose of inspection, maintenance, or retrieval.

In the course of the last decade, the concept of sustainability has turned from a catchword into a vision - a vision to which politics and industry feel increasingly committed. In terms of the energy industry, the key criteria for sustainable development are supply security, economic efficiency and social responsibility. Coal is able to meet all these criteria if it is produced in conformity with high safety standards through the use of modern mining technology and converted into electricity with the aid of environmentally friendly methods. Among the fossil energy resources, coal will, according to the vast majority of global energy scenarios, continue to be the most important input energy in power generation for the foreseeable future. Coal is therefore today, and will in future continue to be, an important element in ensuring sustainable energy and raw material supply, worldwide, in Europe and also in Germany.

The use of stone in building construction predates written history. From the time that stone was first used, builders have constructed stone buildings predominately from local or regional materials. However, since World War II, the stone business has become increasingly global. For example, French limestone is now sold to builders in the United States, and American granite is shipped to Japan. The internationalization of architectural and construction firms has encouraged this trend. Differences among nations in trade practices, environmental demands and the level of knowledge of dimension-stone characteristics make international trading in stone a risky and potentially disastrous business for unwary participants.

The initial intent of the Hazard Communication Standard (HCS) was to improve worker health by providing more information about the hazards of chemicals used in the workplace. However, the impact of the HCS goes well beyond worker right-to-know. There are direct costs associated with compliance. In addition, labelling and hazard communications can provide a competitive advantage to producers of minerals that have not been identified as hazardous. Often, the lack of hazardous information about a substance is due to the lack of scientific study, rather than an indication of product safety. Currently, industry and regulators sometimes give known hazards greater weight than unknown risks.

In this paper, the authors present a typical mine profitability model. The method of generating system moments is used to examine the sensitivity of the profitability function to changes in the dependent variables, and to express the expected risk associated with undertaking the project in a predicted economic and technical environment. Profitability of a mining venture is a function of many variables ore grade, capital and operating costs, milling efficiency, ore reserve tonnage and annual tonnage, equity - loan structure, tax regime, etc. Estimates of the expected value and the variance of the profitability function are obtained by calculating the partial derivatives of the function with respect to the dependent variables, using the Taylor series expansion method to the second order. Sensitivity analysis is carried out by examining the effects of each variable on the profitability function, which is determined by the magnitude of the product of its partial derivative and variance. An appropriate probability density function, based on the expected value and the variance of the profitability function, is assumed to estimate the expected risk associated with the project. This expected risk is a measure of the area under the profitability density function below the appropriate, selected discount rate or the cut-off net present value (NPV). The results are compared with those obtained by using the Monte Carlo simulation technique, and they show that either of the two methods could be used to evaluate the probability of project failure or success with no significant difference.

The selective recovery of fine particles by flotation has been a long-standing problem in the mineral processing industry. Fundamental studies carried out at Virginia Tech since 1980 have suggested that many of the problems encountered in separating fine particles can be alleviated by using significantly smaller air bubbles than those used in conventional flotation processes. The main advantage of using smaller bubbles is found in an increased recovery rate, which can be attributed to an improved bubble-particle collision efficiency. This concept has been applied in column flotation as a means of improving flotation kinetics. A computer simulator has been developed to better study the effects of various parameters on flotation column performance. The simulation results suggest that the use of small bubbles and tall columns improves the recovery of fine particles while a judicious use of wash water greatly improves product quality. Information collected as a result of this analysis has been applied in developing scale-up relationships for column flotation.

Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. Bacterial oxidation of gold-encapsulating sulfide minerals in low-grade refractory ores was investigated over a period of one year. Crushed ore samples were held in wet, bacteria-inoculated, aerated columns. Sulfide mineral oxidation data were correlated with subsequent gold cyanide extractabilities. Experimental results for both sulfide conversion and gold extraction were compared with a biooxidation kinetics model that incorporates rock size, mineral grain size, and heterogeneous pyrite reaction kinetics. Using the model, extrapolations were made over three years for biooxidation of ore in large stockpiles. Ferric ion (oxidant) diffusion in the solution-filled pores of the rock matrix does not control the biooxidation kinetics of ore crushed to -25 mm.

Zeta potential determinations and microflotation tests (with starch, sodium oleate and flotigan EDA-B) versus pH, pCa and pMg were performed with apatite and typical silicate minerals that occur in Brazilian phosphate ores: schorlomite, diopside, quartz and micas. Unlike quartz and micas, schorlomite and diopside were depressed by cornstarch during anionic flotation with sodium oleate (pH 1 9). The selectivity of the separation apatite/quartz and apatite/micas by flotation with sodium oleate was adversely affected by the presence of calcium (pCa) and magnesium (pMg) in flotation pulp. Solubility/cation exchange capacity of micas is an important source of dissolved calcium and magnesium in the system.

Selected voltammograms in tetraborate buffer solutions in the presence of ethyl xanthate or isopropyl xanthate at pH 9.3, for chalcocite, covellite, chalcopyrite, and enargite mineral electrodes, are presented. The concept of critical Eh of dixanthogen condensation (Ehc) is introduced, and the line of Ehc is thermodynamically defined in plots of log [X i] vs Eh, for methyl, ethyl, propyl, and butyl xanthates. A reaction scheme of xanthate oxidation in four steps, involving the dixanthogen condensation step, is proposed. A first attempt to interpret mineral flotation from a more general point of view is made. The electrochemical mechanism of dixanthogen formation and condensation is considered as a particular case of a more general and relevant phenomenon, which is the decomposition of the collector giving hydrophobic colloidal forms, whose associative behavior in bulk solution and at the mineral/solution interface is governed by colloid chemistry.

The concept of hypochlorite treatment prior to cyanidation in the heap leaching of low grade carbonaceous gold ores is discussed. Laboratory column leach tests using a low grade carbonaceous ore were performed to investigate the effects of pH, hypochlorite consumption and concentration, and bed height on total gold extraction. At high pH, hypochlorite stability increases and thus, hypochlorite consumption decreases. At room temperature, total gold extraction is proportional to hypochlorite consumption. However, at some point additional hypochlorite consumption does not increase gold extraction. Gold recoveries of 10% and 80% are achieved at 12 and 167 lb/ton hypochlorite consumption, respectively. Increasing hypochlorite concentration increases the rate of extraction. For a given hypochlorite consumption, gold extraction increased with decreasing ore bed height. Finally, using calcium hypochlorite results in higher gold extraction than using sodium hypochlorite at a fixed hypochlorite consumption.

Introduction Amidst the apparent chaos of the final push to complete a major construction project, a small group of specialists works with great intensity. Armed with yellow "in test" and green "turned over to operations" tags, these startup engineers follow detailed preoperational test procedures to confirm that a plant is ready to operate. They follow a test schedule designed to complete individual process system in the order they will be needed by operations. After extensive preliminary testing, the startup engineers begin the truly exciting part of their work - initial operations. The thrill of engaging the clutch for the first time on a 10,000 horsepower grinding mill makes all the long hours worthwhile. Preoperational testing and startup are of critical importance to the success of a project. No other aspect of a construction project allows such opportunities for success or failure, and no other aspect is so critically influenced by careful planning. At Bechtel, the tasks of preoperational testing and startup are among the responsibilities of the Mine and Plant Operations group. The Preoperational Testing Process Preoperational testing is the transition phase between constructon and startup on a new plant. It includes the preparation of detailed test schedules and procedures. The schedules are used to coordinate construction completion activities, so that systems are available for startup and operations in a rational sequence. The procedures form the basis for performing the testing and documenting its completion. Tests include instrument calibration, wire insulation tests, wire termination verification, mechanical alignments and inspections, and system cleaning and flushing. Where possible, the systems are then operated on water and their performance recorded. Normally, either the construction contractor or a team of specialists has the responsibility to perform preoperational testing. Witnesses to the testing may be owner operations and maintenance personnel, engineers from the design firm, or specialists assigned to the project who provide assistance and guidance to the contractor in addition to witnesing the work.

The feasibility of mining deep phosphate deposits by a borehole mining system was compared with mining by proven conventional techniques. An economic comparison of the borehole mining system with conventional dragline and bucket wheel excavator mining systems was completed at various mining depths and production rates. Hypothetical phosphate deposits, with various overburden thicknesses and reserve tonnages, were defined. Geologic conditions necessary for the application of the borehole system were identified. Discounted cash flow analyses based on derived capital and operating costs were used to generate rates of return and product prices. Borehole mining was found to be more economical where overburden thickness was 46 m (150 ft) or greater. However, at 15- and 30-m (50- and 100-ft) thicknesses, conventional surface mining was more economical. Overburden thickness has a great effect on the economic feasibility of the conventional mining systems but less effect on the economics of borehole mining. Economies of scale are only realized in conventional mining, since larger equipment is used to achieve greater production, whereas increased production from borehole mining is achieved using additional equipment units. A comparison of the environmental effects of borehole and conventional surface mining systems showed that borehole mining is environmentally more desirable.

Until the suspension of conventional operations in 1996, the White Pine Mine was the second-largest active underground copper mine in the United States, underlying an area of approximately 30 km2 (13 sq. miles) in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution copper mining by circulating a solution (lixiviant) of mine water, sulfuric acid and ferric iron through rubblized ore. As planned, the solution would be retired in the mined-out stopes following completion of the solution-mining activities. Investigations into the fate of the retired solution indicated that the solution, through time, would change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations included reaction-path modeling (EQ3/6) and laboratory and in-mine tests. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides and sulfides.

The Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low profile mining machine. Tests were conducted in a full scale model mine using a Joy 12 CM 10-AA continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters included: mining position, depth of cut, brattice setback and combinations of scrubber, directional sprays or symmetrical sprays. Results indicated that either directional or symmetrical water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 6 m (20-ft) blowing curtain without sprays. No FVE values were less than the standard 6 m (20-ft) blowing results.

A statistical model for assessing the risk of ground subsidence in abandoned mine areas is presented. The model is based on the relationship that exists between .the frequency and the location-of subsidence events in a given area and the physical conditions of the ground. These conditions can be described by a series of geological, mining, and physical variables. The model suggests the existence of regions in the multidimensional space of variables which are associated .with increases or decreases in the frequency of subsidence events. Regions associated with an increase in the frequency of subsidence events correspond to regions of higher risks, and vice versa. Risk assessment is based on the ability to express the limits of these high and low risk regions in the, space of variables, and on the ability to express the degree of membership of blocks of land within any of these regions. The theoretical framework for the model is extracted, from discriminant analysis. Risk is quantified by the probabilities of membership of blocks of land into any of these regions. Risk maps are produced by displaying membership probabilities in. appropriate contouring levels. The model has been applied in two urban areas where subsidence of the ground has been active in the past. The two areas are Penn Hills, near Pittsburgh, and Scranton/Wilkes-Barre in northeastern Pennsylvania. In this paper, only the results for the Scranton/Wilkes-Barre area are presented. Those for the Penn Hills area have been presented elsewhere (Cervantes, et al, 1990). In the- Scranton/Wilkes-Barre area, geostatistical estimates of variables likely to affect the stability of the ground were made using samples from 53 drillholes. The estimates were made for 2000x2000 ft squared blocks of land covering the study area. Discriminant functions were computed from the estimated variables and used to establish regions for classifying blocks of land into one of these two populations: 1) blocks not likely to have a subsidence event, and ii) blocks likely to have one or more subsidence events. The same, discriminant functions were used to compute membership probabilities for blocks of land to tall within any of these two populations. These probabilities were contoured to produce a risk map. The risk map produced compares well with the location of the subsidence events which have occurred to date in the area.

The trends in dust exposure levels and longwall production over the last 20 years were examined. The study was conducted for nine major underground coal mining states: Alabama, Colorado, Illinois, Kentucky, Ohio. Pennsylvania, Utah, Virginia and West Virginia. The dust exposure and shift production data were obtained from the Mine Safety and Health Administration (MSHA). Trends were identified and analyzed for the headgate, tailgate, jack setter and shearer operator positions. The relationships between average scam height and dust exposure levels as well as the percentage of dust samples exceeding the dust standard for the four occupations were examined. The concentration to production ratio, a better indicator of the success of dust control measures, was calculated for the 20-Year period. The data show that, in general, dust exposures over the last two decades hare decreased. However, it appears that much of the decrease was in states that had significantly high dust exposure levels (such as Alabama and Utah), while for states such as Virginia, West Virginia and Pennsylvania, the decrease was not as dramatic. Major reductions were made in the period starting in 1982, when a host of longwall dust control techniques was introduced. However, nearly 35% of jack setter and shearer operator dust exposures were still above 2 mg/m3 in 1990, with nearly 20% of tailgate operator exposures and 8% of headgate operator exposures being above the federal standard. The concentration/production ratio has shown a remarkable decrease since 1981. This indicates that long wall operators have been able to meet increased production as well as, to a large extent, control chest production at the face. An analysis of the relationship between average seam height and dust concentration for the years 1984 and 1990 shows that while in 1984, the dust concentration could be correlated to seam height, in 1990 the relationship was less definitive. This indicates that technological factors may be more important than seam height.

It is often alleged by mine ventilation engineers that no reliable method exists to forecast the levels of radiation to be encountered in future uranium mines. It results that the design of uranium mine ventilation systems is based on factors other than radiological hazards, such as radon and radon daughter concentrations, for which permissible limits are set. Ventilation has been used to date as the main control mechanism for radon and radon daughters. Although it has become increasingly difficult to provide enough ventilating air to reduce the radon gas and its daughter products to safe levels in some mining arrangements, it is not the object of this paper to discuss alternatives to ventilation. This paper will describe a methodology followed by the authors over the years to estimate the levels of radiation to be encountered in underground and open pit uranium mines. Ventilating air is used to maintain working level concentrations within safe limits. The sources of radon and radon daughters and the quantities of each which will be produced, will be of great value in planning and designing a ventilation system to control them. This information can afterwards be integrated into the overall mine design. The methodology to be outlined can also be used to estimate, given a mine design format, the radiation levels to be encountered. If levels are not acceptable, modifications in the mine design can be made at an early stage. The emphasis is placed on an integrated effort where the ventilation engineers and the mine design engineers work in close collaboration from the very start of the mining project. Estimation of radon and radon daughter levels can be initiated as soon as core samples are obtained from the exploration programmes.

INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989).
