The leaching of zinc and copper from Nigerian bulk sulphide ore with sulphuric acid in the presence of hydrogen peroxide was studied. The aim of the study was to investigate the effectiveness of hydrogen peroxide as an oxidant for the sulphuric acid leaching of zinc and copper from a complex sulphide ore. Distribution of elementals within the various particle sizes was initially determined by ICP-OES and XRF to provide a basis for explaining the dissolution process. The effects of concentration of hydrogen peroxide, particle size, stirring speed, and leaching time at a constant temperature of 298K were studied. There were variations in elemental and mineralogical composition within the different sizes. The concentrations of zinc and copper reduced as particle size decreased while silica, sulphur, iron and lead contents increased. Dissolution results showed that the leaching rate of copper was lower than that of zinc. The highest recoveries of zinc and copper were obtained at a leaching time of 180 minutes, stirring speed of 160 rpm, particle size of 75 µm and a concentration of 1M H2SO4/1MH2O2. It was observed that the leaching rate of zinc and copper increased with increasing hydrogen peroxide concentration. Increased stirring speed had a negative leaching effect as it promotes hydrogen peroxide decomposition. Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

The validity of a steady state assumption made by Adams and Nicol (1986) in the modelling of the elution of gold from activated carbon was investigated. It is shown that the accuracy of the steady state approximation is dependent, not only on the magnitudes of the solution flow rate and reactor volume, but also on the lumped elution rate constant. Under the experimental conditions used by Adams and Nicol (1986) the steady state assumption was inaccurate. This could be circumvented in this instance by applying a rigorous general model which accounts for unsteady state behaviour in the solution and in the activated carbon to the experimental data.

Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

Open pit slope design has conventionally been effected as a bottom up function utilising available geotechnical information. This results in a decision criterion based on Probability of Failure and Factor of Safety with a risk assessment being carried out on the proposed design slopes. The design approach recommended reverses the process using fault event tree decision methodology. The consequences of this approach are that acceptable risk criteria have to be determined by mine owners. Slopes are then designed by the technical staff to achieve these corporate goals. Benefits that arise from the process are that the owners take a proactive decision on the risk benefit relationship allowing the technical staff to optimise the geotechnical exploration programme and design.

South Africa?s re-entry into the fast moving and competitive global economy calls for some careful strategic planning and a good deal of co-operation between suppliers and end-users. The issues that need addressing are generally well known and include: ?South Africa was ranked 45th out of 46 i.r.o. productivity ?SMMEs contribute 1% to exports compared to 40-60% for the ?tigers? ?High unemployment ?Limited skills of the majority of workers ?Slow growth rate of the economy ?The vast majority of suppliers are not world-class ?The vast majority of suppliers are not export or marketing orientated. In order to survive, all parties, i.e. government, labour and business, will have to play their part.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

An industry research project has been established to examine the issue of rock mass failure in large open pit slopes. The approach began with numerically modelling failure at the laboratory scale with a displacement discontinuity program. The interim results from the program suggest the output failure mode is dependent upon the input parameter cohesion weakening. Es wurde ein Forschungsproject mit unterstützung von Bergbauindustrie bearbeitet. Die Zielsetzung der vorliegenden Arbeit war die Analysierung des Böschungsgefähr im größen Festgesteinstagebauen. Das Verfahren besteht aus der numerischer Modelierung mit Ansatz einen sonderen Rechnerprogram. Die erste Ergebnis zeigt, daß die Aufgabe am Angabendaten (cohesion) abhängig sein wird. Un project de recherche industriel fût conduit avec le but d’examiner les éboulements de roche dans les mines a ciel ouvert. La premiere étape a été de modelliser numériquement les éboulements dans un laboratoire en utilisant un programme de déplacement discontinu. Les resultants préliminaires du programme indiquent que la prédiction des ébouliements est directement reliée à la magnitude de la cohesion.

The Palabora Mining Company has successfully extended the life of its operation by developing a 30 000 tpd block cave underground mine below the now closed open pit. The process of transitioning from surface to underground mining has been technically, operationally and managerially challenging. This has been due to a number of factors, in particular, the development of a block cave in a very competent rock mass. The competence of the rock mass is clearly demonstrated in the open pit that preceded the block cave, one of the steepest deep open pit excavations in the world. With cave breakthrough, however, the pit was ?instantaneously? deepened by 400 m causing a major failure of the north-west wall involving close to 100 Mt of waste material.

The paper deals with the technologies required for opening up anew idealized ultra-deep level mine. First the overall philosophy of accessing ore at ultra depths is discussed. Then the individual technologies which will be required are explored. Finally a detailed overview on one of the key technologies, namely tunnel support, is given. Because this project is still in its infancy, few definitive answers are provided; instead each of the envisaged technologies are briefly discussed, with emphasis on those which require the element of speed for rapidly accessing the ore body.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

The DEEPMINE Collaborative Research Programme was established to create the technological and human resources platform that would make it possible to mine gold safely and profitably at depths of 3 to 5 km. The DEEPMINE Programme has four goals: to acquire knowledge of and develop appropriate technology for new ultra-deep level mines, to stimulate education and training, to establish a culture of innovation, and to encourage rapid technology transfer and implementation. The research programme was launched in July1998 and will be completed in March 2002, with the final year focusing on the transfer of knowledge to the industrial partners. DEEPMINE represents a new model for conducting mining research: it is driven by industry needs; emphasizes collaboration between industrial partners, research organizations and tertiary education institutions; and has a novel joint-funding mechanism. DEEPMINE has employed a range of vehicles to transfer knowledge to its industrial partners. Novel aspects include: (a) electronic publication of Summary Reports and Guideline Handbooks that seek to consolidate the huge body of knowledge comprehensively and concisely, (b) a series of DEEPMINE Schools designed to enable industry practitioners to apply the knowledge to their current work situation, and (c) Consultancy Reviews, where DEEPMINE specialists seek to apply knowledge to specific real problems on mines.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. Metallurgical accounting for toll treatment smelters pose a number of challenges. Multiple feed stockpiles have to be accounted for as part of the monthly recovery estimation. Moreover, multiple metallurgical intermediates make up part of the in-process inventory, which also influence the monthly recovery calculation. Errors propagate from the measurements of volumes, assays, moisture fractions and bulk densities in the various material types through multiple steps up to the point where the final recovery is calculated. These errors contribute non-linearly to the variance in the final recovery estimate. This paper develops the mathematical formulation for variance propagation in toll smelting operations, including the effect of in-process inventory, assuming measurement biases have been eliminated beforehand. Operational data from a Southern African copper smelter is used for a case study. The method of propagation of variance showed that uncertainties in stockpile assays were the main contributors to variance in the recovery estimate. Variance in the volume and bulk density uncertainties contributed a secondary, yet significant, proportion to the overall recovery variance. It was determined, for the given case study, that the recovery variance depended on the calculation method used and that variance propagation via the two-product formula was smaller than recovery variances calculated via the standard recovery formula. However, the probability that the two product formula will give inaccurate (versus imprecise) results is significantly more due to the practical difficulty of equiprobable sampling of tailings streams from smelter plants (which includes materials such as slags and flue dust). Recommendations are made on how to achieve a reduction in overall uncertainty for toll treatment smelters. This study deals with the presentation of the mechanized longwall mining project introduced some years ago to increase productivity and output of Aegean Lignite Establishment (ELI) owned by Turkish Coal Enterprises (TKI.) and the comparison of this method with a planned alternative new mining method called ?shortwall mining? where continuous miners will be introduced as primary coal excavation machines. Following the planning phase, production costs have been calculated for both mining methods on the basis of a panel having a height of 7.5 m. In addition to cost analysis, both methods have been evaluated using ?the multi-dimensional objective system?. In this evaluation the value synthesis has been carried out according to scoring models. Lastly, the advantages and disadvantages of both production methods have been stated by analysing them according to related criteria. In the light of outputs gathered from the analyses, it has been determined that the shortwall mining method will out perform the longwall method. Ground condition at No1. Shaft varies across the mine. The different ground conditions arise as a result of the differences in the rock strength and structure, seismicity and induced stresses in abutments areas. Apart from being a major cause of Fall of Ground incidents/accidents, adverse ground conditions where encountered has affected the rate of development advance as well as production. This implies that for support to be cost effective Geotechnical section has to ensure that support is designed to prevailing ground demand to ensure the safety of personnel and minimize loss of production. We have also seen changes in mining methods as a result of change in ground conditions. To avoid incurring unnecessary costs through remedial works resulting from ground deterioration and collapses of development openings due to inadequate support, the principle in engineering design is ?Do it right the First Time?, and this can only be achieved through good understanding of Geotechnical environment. The paper discusses the different ground conditions encountered in various development ends at No.1 Shaft. It also discusses the principles of ground support, failure mechanisms, types of ground support systems employed, and the different techniques used to select support systems, and quality control techniques in underground support installation.
