Mining fatality rates in many countries have not changed substantially over the past ten years. This demonstrates not only that there is an inherent risk in mining, but also that current approaches to improving safety need to be rethought. An analysis of productivity and fatality data in the United States, United Kingdom, and South 4frican coalmining industries shows that the impact of legislation on safety is overlain by other significant factors. Although improvements in safety and productivity usually occur together, the data warn that safety legislation can sometimes cause a significant reduction in productivity. Based on the data and experience considered, it is concluded that legislation should be aimed at creating a framework within which a positive attitude towards the implementation of more productive and safer mining methods, work practices, and technology can flourish, rather than attempting to enforce excessively prescriptive provisions. This later approach is even more problematic when safety standards and legislation are transferee from well developed to less developed countries. A legislative framework in which the mine manager is required to take al reasonably practicable measures to procure safe working conditions in accordance with mine-specific codes of practice is outlined. Within that framework, the value of adopting widely accepted standards is recognized. A performance-based external audit arrangement is outlined as a basis for ensuring that detailed attention is focused on those areas most needing improvement.

The literature on shotcrete is reviewed with the object of identifying aspects that have not been addressed specifically in terms of its structural performance and manufacture as applied to underground mines. The programme and results of a series of full-scale tests on mesh- and fibre-reinforced shotcrete panels are presented, from which it is concluded that fibre-reinforced shotcrete is competent, especialy at large deformations, and is equivalent in structural performance to mesh-reinforced shotcrete for a fibre content of 3 per cent by mass: furthermore, that the support design systems developed for mesh-reinforced shotcrete are directly applicable to fibre-reinforced shotcrete. The Q-NATM system for the design of temporary tunnel support is presented briefly as one such system. It provides for the integrity of the excavation to be considered in terms of its competence and displacement determinateness, and represents the first systematic procedure for the design of temporary tunnel support. Finally, the support designed on the basis of the Q-NATM system for the main and cross-cut tunnels on the production level in the proposed BA5 block cave at Premier Mine is presented as a practical example of the design of fibre-reinforced shotcrete as part of an overall support system.

The Stilfontein and Buffelsfontein Gold Mines, near Klerksdorp in the Transvaal, had accumulated a large amount of uranium-containing residue and, when the price of uranium rose in the 1970s, consideration was given to the possible recovery of this uranium. Preliminary tests showed that concentration of the uranium prior to leaching would not be economic. However, the pyrite in the residue could be concentrated by flotation, and the flotation concentrate could be roasted to pro¬vide both enough acid for leaching the uranium and a calcine from which the gold could be recovered. The feasibility study showed that a uranium operation of 270 kt per month would be most economically attrac¬tive, and a plant of that size was accordingly designed and built. In the first six years of its existence, the plant treated over 20 Mt of residue and produced about 3,5 kt of uranium oxide. During that time, the plant was con¬tinually being improved to make it more reliable and cost-efficient. This paper analyses the operation of the plant during its first six years from the viewpoints of its mechanical, process, and economic performance. The criteria on which the selection of the process was based are reviewed and compared with the actual performance of the plant, emphasis being placed on the leaching, solid-liquid separation, recovery, and purification stages.

This paper outlines the process of improvement utilizing performance monitors and GPS systems on an opencast strip mine. Its primary focus is to maximize coal exposure by draglines and secondly to improve on those processes impacting directly on the dragline operation. The Aquila (DM2/5 system) navigation and monitoring systems were installed on the overburden drills. Their main function is to eliminate manual staking and positioning thereby ensuring a regular pattern being drilled. Holes drilled to planned depth reduce drill metres and it minimizes coal losses and contamination at the coal interfaces. The CAES (Computer Aided Electronic System) will be installed and evaluated on the Caterpillar D11 dozers at Optimum. This system ensures a correct dragline pad elevation through the use of planned elevations and GPS technology to achieve the optimal pad elevations for draglines consistently. The draglines are equipped with a Dragline & Operators Performance Monitor. This monitor allows the operator to control his own performance. It reports on all productivity, method and poor operating techniques. These monitoring systems send critical operational information back to the office. This source data resides in central databases from where it is converted and integrated into management information. To manage an operation means that you as a manager must be able to set objectives and targets and to achieve your goals the activities involved must be measurable.

The Rhodesian approach to the vegetating of slimes dams by J. R. C. HILL, B.Sc.(Agric.) (Visitor) and W. F. NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

In this investigation, which was conducted at the Metallurgical Research Plant, Lulea, Sweden, a series of experiments were carried out using a water-model to simulate the gas rinsing of a ladle containing liquid metal. The factors examined include the effect of gas flowrate, the position of a porous plug or lance, the immersion depth of the lance, and the geometry of the bath at the time of complete mixing. Mixing times were recorded by conductivity measurements. The results showed that there is a threshold level for mixing above which no advantage is to be gained from an increase in the gas flowrate. It is suggested that the results can be applied to rinsing ladles in working situations, the levels being approximately 270 dm3/min for 40 t ladles and 780 dm3/min for 150 t heats. The optimum siting of the lance or porous plug is a position that is three-quarters of the internal radius from the centre of the ladle with the lance penetrating as deeply as possible into the ladle. The best design of liquid bath is that having a diameter-to-height ratio of I. An equation was developed for the calculation, by dimensional analysis, of the time required for mixing during gas rinsing, and a comparison of the calculated mixing times with the results from production trials shows a satisfactory agreement (with a correlation factor of 0,91). Thus, an equation is available for the calculation of the stirring time needed to completely mix the bath in production situations.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

This paper summarizes the investigations carried out into a defect involving the corners of billets rolled from continuously cast blooms, which broke open during the rolling process. As it was believed that the defect must be connected with the formation of subcutaneous blowholes in the bloom, the investigations were directed towards an understanding of the roles of the three gases involved in the process. In an extensive trial programme, samples were taken from the heat at all stages of processing, as well as from all the raw materials and alloys. The main sources of nitrogen were found to be re blows, pick-up from the alloys added to the ladle (especially graphite), and open-stream casting. The major source of hydrogen was moisture in the alloys, especially high-carbon ferromanganese and silicomanganese. Further, it was established that the moisture content of the alloys is closely related to the appearance of the defect in steels with a carbon content of less than 0,20 per cent; 72 per cent of all the defects were present in this type of steel. Most of the remaining defects were found in steels with a carbon content of more than 0,60 per cent, where the nitrogen content was substantially higher than in the lower-carbon steels. It is suggested that the defect arises from the combined effect of oxygen. nitrogen, and hydrogen. Its occurrence in low- and high-carbon steels is triggered by the formation of subcutaneous blowholes when the critical oxygen level for carbon monoxide blowholes is lowered by the presence of excessive amounts of hydrogen and nitrogen respectively.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10–40 km in length. Road networks for these vehicles have historically been designed and maintained empirically, relying heavily on local experience. Whilst it is possible to construct amine haul road that requires no maintenance over its service life, this would be prohibitively expensive, as would the converse but rather in terms of vehicle operating and maintenance costs. An optimal functional design will include a certain amount and frequency of road maintenance which can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. For existing mine haul road networks, which may not be optimally designed and maintained, the problem of identifying existing deficiencies, quantifying their impact and assigning priorities within the constraints imposed by limited capital equipment and manpower is problematic. This is reflected in the fact that most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. The aim of this paper is to present a road maintenance management system which utilizes on-board truck diagnostic data in conjunction with computer-based truck dispatch systems. Through a comparative analysis of the various haul road maintenance systems available to a mine, a condition-triggered road maintenance system is introduced. System architecture, evaluation of real-time data, event trigger level determination, specific condition signatures and real-time rolling resistance calculation are discussed. Finally the event, activity, transaction and notification system is portrayed in conjunction with the determination of key productivity indicators and benchmarked road and truck performance. This study was aimed at a comparison of the efectiveness of a new axial-flow type of mixer impeller (the Prochem design) with the traditional inclined-blade turbine. The intended application of the mixers was in carbon-in-pulp plants for the extraction of gold from cyanide-leached pulps. The first part of the project involved water and ion-exchange resin, and measurement of the power drawn by the various sizes of impeller to fully suspend the resin. The rate of reaction between the resin and the solution was measured as a function of the power input to the mixer. In the second part of the project, use was made of activated carbon, silver cyanide solutions, and ore pulps. The rate of absorption of silver from the solutions and pulps was determined, as well as the rate of attrition of the activated carbon caused by the various impellers in clear water. The Prochem design of axial-flow impeller was shown to fully suspend solids at only one-quarter of the power requireabyan inclined-blade turbine of similar size. The axial-flow pattern produced was responsible for the more uniform vertical concentration profile of suspended beads produced by the Prochem design. These measurements verified the observations of other researchers that the rate of reaction is not affected by the ;design of impeller provided that al the solids are fully suspended. The Prochem design of impeller therefore achieved the same reaction rate as the conventional turbine at a quarter of the power input. The atrition rates of activated carbon could be correlated, in terms of the energy absorbed, by the same equation for al the impellers. Higher concentrations of activated carbon increased the amount of carbon fines produced. These results emphasize the importance of designing mixers for minimum power consumption.

Many of the pyrite concentrates produced at South African gold and uranium mines contain economically significant amounts of nickel, copper, and cobalt, apart from gold and uranium. In some cases these concentrates are leached for uranium, followed by roasting and cyanidation of the calcine for the extraction of the gold. Even if their intrinsic value is excluded, the presence of appreciable amounts of base metals can lead to excessive consumption of cyanide and zinc in the conventional process for the recovery of gold from calcines. The extent to which base metals, particularly cyanocides in the calcine, can be made soluble in water or in dilute acid by variation of the pyrite roasting conditions was investigated. An important finding of the investigation was that the conditions producing favourable base-metal sulphation (and hence solubility in water) also produced good sulphation of the uranium values that had not been extracted in a conventional leach of the original pyrite. Thus, if the pyrite is subjected to a sulphating roast followed by quenching in water (or dilute acid), it should be possible for the uranium to be extracted in improved yield. The need for leaching of the pyrite would therefore fall away. It was noted that sulphation roasting also resulted in improved gold extractions when the calcine was subsequently subjected to conventional cyanide-extraction procedures. From well-sulphated calcine, the dissolution of base metals and uranium appeared to be fairly independent of leaching pH, time, and temperature. On an inadequately sulphated calcine, Iow pH values during leaching gave increased extraction of copper and uranium but did not have a significant effect on the dissolution of nickel and cobalt. The extraction of uranium increased with increasing leaching time and temperature, while only longer times at a Iow pH value markedly improved the extraction of copper. The extraction of cobalt was fairly independent of leaching time and temperature, but the results were insufficient for a conclusive evaluation to be made of their effects on the dissolution of nickel. A cursory economic assessment 'indicated that sulphation roasting applied to the pyrites investigated is likely to be very profitable.

Contribution to discussion M. J. Martinson (Associate Member)*: Application of the simple selection test mentioned in the penultimate paragraph of the paper (reference to a more detailed description of the test would not have been inappropriate) should assist South African mining engineers to make more efficient and possibly more humane use of available labour. The authors mention that the test 'is in use in the gold mining industry', and it would be interesting to know the extent of this usage in terms either of number of mines or as a percentage of the total number of labourers employed on 'heavy' tasks. The paper would have been of greater interest had the authors attempted to relate their findings to the statistics of labour usage in gold mines, members of the Chamber, and to the 'heavy' tasks in particular. On this the authors confine themselves in their Introduction to the somewhat ambiguous statement that 'A relatively high proportion of the 360,000 Bantu mine labourers are employed underground on manual tasks'. To appreciate the practical significance of the authors' work one needs a detailed breakdown of the underground labour force by occupations, together with estimates of quantities such as: (a) total stope and development tonnages moved manually per shift: by shovelling by shovel/tram by tramming together with distances and any other relevant data; (b) theoretical energy expenditures required to accomplish (a); (c) actual energy expenditures required to a accomplish (a); (d) energy theoretically available to accomplish (a) based on 50 per cent of the total maximum oxygen intakes of the labour force allocated to these tasks. Analyses of this sort on an industry basis might demarcate the more promising areas for detailed investigation. Stress is often laid on the need for increased mechanisation to increase stope productivity, but it may be questioned if enough is known about the characteristics, performance and potential of our underground labour force to warrant blind acceptance of stope mechanization as the industry's panacea. Provided that health and safety are not compromised, the ultimate yardstick for assessing any form of stoping is profitability; obviously the industry must investigate very thoroughly any form of mechanization which might reasonably be expected to increase profitability, but it should also be remembered that a radical overhaul of existing systems-which have after all evolved by trial and error over the past 75

One of the main bottlenecks in the carbon-in pulp process for the recovery qf gold is the elution procedure, which typically requires the heading of caustic cyanide eluants to high temperatures for 16 to 24 hours. The present work demonstrates that sodium sulphide solution as an alternative eluant can effect complete elution in about 4 hours at ambient temperatures. Elution efficiencies of around 100 per cent were obtained in 4 hours with a single pass of eluant containing 0,2 M Na2S and 0,4 NaOH about 10 bed-volumes of eluant The initial rate was slow over the first hour of elution, probably because the activated carbon catalysed the oxidation of sulphide to polysulphide. Elution efficiencies of around 100 per cent were also obtained in less than 4 hours during the batch elution of carbon at liquid-to-solid ratio of about 100. Lower liquid to solid ratio resulted in the re-adsorption of gold, probably owing to the oxidation of sulphide to polysulphide, with the resultant formation of gold complexes that were eluted less readily. Improved rates of elution were obtained at higher sulphide concentrations and pH values greater than about 13. Higher temperatures increased the initial elution rate, but lowered the overall extraction efficiency, probably because of the deposition of elemental gold on the carbon. Variation of the ionic strength by the addition of NaCl had no defect on the elution, which confirms that the elution mechanism in the case of sulphide is different from that when cyanide or I1)1droxide is used as the eluant. It is proposed that the elution of gold by sulphide solutions proceeds by means of an initial step that involves the reaction of polysulphide ions with the adsorbed aurocyanide speeds, forming AuCN on the carbon and thiocyanate in solution. This step is followed by the formation of poorly adsorbed complexes with sulphide ions, such as [AUS3-2]-The presence of polysulphides, whether generated in situ by the catalytic oxidation effect of activated carbon or by the addition of elemental sulphur, reduces the elution rate and efficiency dramatically. This is probably due to the formation of complexes such as AUS-3 and AUS-2 , which have a high adsorption affinity.

The skills differential between manpower supply and demand is due to deeply rooted socio- and politico-educational misconceptions that can be remedied only by a concerted cooperative effort on the part of the general public, the State, organized industry, organized engineering, and engineering education. This will require the general public to recognize that the reasons for the shortages in engineering manpower should be regarded as critical. Public perceptions of engineering, of the vocational and educational prospects in engineering, and of the skills required are poor. The spectrum of engineering vocations, the corresponding function profiles, the interaction between the vocations and the relative proportions of the vocations in the engineering team are in general not adequately appreciated. The recruitment and training of students and teaching staff, teaching facilities, educational curricula, practical training, qualifications, professional registration, and financing are aspects of engineering education that should be brought to the attention of all concerned. . In addition, the educational curricula for the various vocations need to be specified clearly and definitively if the overall mission of engineering education is to be properly appreciated. The uncertainties between university and technikon education and the pursuant vocations need to be resolved. This can be done only by defining the respective curricula in terms of the mental skills and scientific techniques required. The remedial actions with regard to the rationalization of engineering education comprise informing of the public; establishment of an active political lobby; revision of existing education policy; rationalization of existing educational infrastructure; promotion, development, and guidance of engineering student intake; financing of engineering education; accelerated creation of new employment opportunities; and monitoring of the supply and demand of high-level manpower. The parties required to nitiate these remedial actions are various State departments and corporations involved in engineering and industry, various departments of education, the Directorate of Technology of the Department of Trade and Industry, organized engineering education, organized engineering, organized industry, and the Human Sciences Research Council. Only if these interest groups actively initiate the various actions under the coordinated guidance of organized engineering wil the required results be achieved. The South African Engineering Association has proposed a comprehensive programme as strategy to solving the problem, and has obtained broad consensus from various State departments, organized engineering education and research, and the private sector. A joint venture between the Foundation for Research Development, the South African Engineering Association, and organized industry has been charged by the State President with the task of launching the programme.

Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition. SYNOPSIS This paper describes the size reduction of limestone smaller than 1 mm by attrition grinding, using quartz (1 to 3 mm) as the grinding medium in a laboratory rig. The ore and grinding medium were closely sized fractions, and the particle size of the grinding medium was at least three sizes larger than that of the ore. Batch tests showed that the size reduction of the feed followed two first-order rate processes: one for an apparently fast-breaking ore fraction, and a slower one for most of the ore (86 per cent). The production of fines (material smaller than 10 µm) followed a zero-order rate equation. Continuous runs showed that the process could be modelled as a perfectly mixed system provided that the discharge screen did not selectively retain coarser particles of ore. The ratio of medium to ore (both by mass and by volume) was found to have a significant effect, the most energy¬efficient grinding occurring at ratios between 1 and 2. The solids content of the slurry also had a significant effect, the greatest efficiency being obtained at 50 to 65 per cent solids (by mass). Within these energy-efficient ranges of medium-to-ore and solids content, the lower values resulted in maximum feed breakage and the higher values in maximum fines production. The most important factor in the breakage of feed was the difference in the particle size of the grinding medium and the ore; the amount of ore broken out of the feed size for a given energy input was found to increase linearly with the difference between the size of the grinding medium and that of the ore up to 2 mm. The production of fines increased similarly, but only up to a difference of about 1,2 mm, when it levelled off at about 5 kg/kW ? h. The mechanism proposed for attritioning is mainly the abrasion of 1 µm planes of limestone along the crystal axes, with some fracturing along existing lines of weakness. The energy consumption of nearly 200 kW ? h per ton of product smaller than 10 µm appears to be higher than that in other types of milling. It is concluded that the value of attrition milling lies in its selectivity; in this work, only the softer limestone and virtually none of the hard quartz grinding medium was comminuted.
