Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Pipe pigging is a technique for the in situ (field) coating application, to create a seamless internal anti-corrosive lining of long pipelines. The technology originated in the cleaning of pipes, and these proven cleaning methods continue to be used today. Firstly mechanical cleaning of the pipeline is performed, using wire brush, razor back, course stud and fine wire pigs, then foam pigs, or criss cross pigs, and urethane blade scrapers to remove loose debris, wax, residual hydrocarbons and corrosion products from the pipeline. Part of the proprietary techniques and expertise is to ensure that these cleaning pigs do not get stuck Next chemical cleaning of the pipeline is performed, using repeated pig runs with detergents, solvents, acid etching, corrosion inhibitors, consecutively batched between two pigs, to ensure a clean, dry metal finish to a visual cleanliness standard of ISO SA2½. These in situ techniques were developed, 40 years ago to apply internal corrosion protection to pipes using a thin layer of epoxy based paint (50 to 100 micron). Until recently these old techniques were never improved upon. Although many thousands of kilometres of pipes were successfully coated with these thin film epoxy based paints and old application techniques, these thin paint films had problems in weld coverage, and were also unable to fill pits caused by pitting corrosion, and unable to replace metal loss caused by channel erosion. New coating material developments, revised application methods and modified pigging equipment have now made it possible to apply thick film coatings as corrosion barriers to the internals of pipes in the field, using these pigging techniques. The thick coating films can be up to 1 mm (40 mils) thick in a single coating run over long distances. The new thick film coating materials and application techniques are similar to continuous screeding, creating a far more robust seamless internal pipe lining when compared to the old technology of thin film paints. With thick film polymers the option now exists to create a structural GRP pipe within a pipe, be it steel or cementicious. It has been preferable, even necessary, to move away from the traditional epoxy paints and coatings. It was found difficult or impossible to use epoxy materials for these pipe coating applications due to the requirement for achieving a suitable viscosity with adequate hold up. In order to reduce epoxy viscosity a solvent or reactive diluent is required. This inevitably lead to solvent entrapment and poor cure characteristics in cold climates. Further mud cracking in over thick areas, the inability to extend or reduce pot life, poor control of cure time and limited resistance to aggressive or chemical environments made solvent based epoxy resins a poor choice.

Abstract This paper introduces tested results of rock-socketed pile in Nanjing, Wuhan and Chongqing. From a force- transfer model, a distribution of axial force for pile-body and inlaid resistance for rock-socketed pile was deduced. Comparing the results of test and calculation, it shows that the calculation result coincide with the test result. Keywords rock-socketed pile, load transfer, inlaid resistance, end resistance. Vom lebendigen Beispiel wird dia Wellenkraft des Steinpfeilera und die Verteilungskurve Einlegebfestigungskraft ausgelegt, man hat diess bereits mit der tatsaechlichen genessenen Kurve verglichen. L’expérimentation sur des exemples réels a permis de mettre à jour des courbes de distribution de la force axiale du corps du pieu et de la force d’ancrage avec comparaison aux courbes effectivement mesurées in situ. The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. The current global economic climate has adversely affected the resources industry in general. For the gold mining industry, even though the gold price has been stable as compared to other resources, there is still a need to cut costs even further in order to be profitable and sustainable. Of all the costs that are associated with mining, comminution of ore accounts for the majority. Comminution costs constitute mainly electricity, grinding balls and liners. Of these three components, grinding balls form the major portion of the consumable costs, and can be as high as 40%?45% of the total. As a result, proper grinding ball selection is a key consideration towards reducing mining costs. This paper discusses quality control procedures that can be conducted in order to select the best grinding balls for a particular application. An advanced high internal phase water-in-oil (HIP W/O) emulsion binder and flotation with an internal dispersed water phase of 95 vol% was used to beneficiate South African weathered coal from discard dumps. Five coal samples with calorific values ranged from 8.48 MJ/kg to 20.94 MJ/kg were utilized. The performance of the HIP W/O emulsion was compared to that of kerosene in terms of the physicochemical properties of the clean coal products. A 5 kg/t emulsion binder addition produced a high-quality coal concentrate with 11.76% ash and a heating value of 28.61 MJ/kg from a sample containing 29.34% ash. Using the same dose and coal sample, kerosene resulted in a clean coal concentrate with 17.47% ash and a calorific value of 26.42 MJ/kg. Further samples were also beneficiated using 5 kg/t of W/O emulsion. The highest increase in calorific value was achieved from the beneficiation of a sample containing 48.71% ash, from 8.48 MJ/kg to 18.16 MJ/kg. It has been established that emulsion binders can upgrade coal samples dumped many decades ago.

A scraper based block cave method has been successfully applied to extract the Lower Ore Body at Nchanga since the 1950?s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas; the 2420 8E 1C trial drift was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre reinforced shotcrete was extended to other drifts. This paper describes the application of fibre reinforced shotcrete at Nchanga and outlines design and quality assurance methods employed.

Block Cave mining is one method used to extract ore from underground diamond mines as well as other massive orebodies such as copper. This necessitates the excavation of many kilometers of tunnel within the ore body. The integrity of these excavations needs to be maintained over a number of years. Most Kimberlites and weak orebodies are extremely susceptible to degradation when exposed to moisture and the atmosphere. It is therefore essential that some form of weathering protection is applied as soon as possible after exposure. Conventional methods of weathering protection such as shotcrete do not easily fit in with the production schedule, hence the need for a more efficient system that could be applied immediately after exposure and serve as a temporary support or even as a permanent support medium. The main advantages of thin sprayed liners (TSL) compared to shotcrete are the ease of application, speed of application, early strength, much reduced transportation of material, less labour intensive and cost effectiveness. Several Thin Sprayed Liners suitable for various mining environments and geotechnical conditions are available and could be well suited as additional support the undercut level development in a block cave where this may be required. TSL offer a cost effective support solution as an alternative to shotcrete in areas where the building of a support structure is not a requirement.

The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

One of the ways of trauma and occupational diseases level reduction is noted to be the improvement of the labour protection measures planning. As an indicator for prospective trends determination in the labour protection planning improvement sphere economic risk has been proposed to be used. The trauma and occupational diseases analysis based on the correlative and regressive methods has been carried out for the “Vorgashorskaya” mine of Pechora coal basin. Trauma and occupational diseases occurrences frequency and economic losses value have been estimated. Trauma and occupational diseases economic risk distribution analysis has been presented in respect to the different subdivisions and occupational groups of “Vorgashorskaya” mine.

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.
