This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrousmetal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry. MAGNITUDE OF THE BRASS INDUSTRY. According to the Thirteenth Census, in 1909 there were in the United States 1,021 fu-ms that dealt mainly in brass and bronze. This total included jobbing foundries, manufacturing plants that both cast and machine a brass or bronze product, and rolling mills, but did not include iron foundries having nonferrous departments nor the numerous large brass-foundry departments of manufacturing plants that produce the castings used in the manufacture of electrical apparatus, cash registers, pumps, and the thousands of machines that require brass castings for their construction. Penton's Foundry List for 1910 gives about 1,150 exclusively nonferrous foundries and about 2,300 iron or steel foundries that also melt brass. If the rolling mills and. jobbing foundries in manufacturing plants be included, and if due credit be given to the rapid growth of the industry in the last few years, largely through the stimulation of the automobile busi¬ness, it is probable that not less than 3,600 plants are to-day melting brass or bronze.

Accelerometers and pressure transducers, mounted in suspension components, can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a global positioning system (GPS) is recorded at the same time as shock pressures or acceleration data, the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck. This research is part of a National Institute for Occupational Safety and Health (NIOSH) project called "Engineering controls for reduction of jolting/jarring injuries in surface mines." NIOSH is investigating how the work environment of haulage truck drivers can be improved. The US Mine Safety and Health Administration (MSHA) notes that, between 1986 and 1995, 60% of the back injuries were to haulage truck drivers in metal/nonmetal surface mining. Personnel from Phelps Dodge suggested that combining acceleration data with information obtained from a GPS could generate results with a variety of uses. Therefore, researchers at the Spokane Research Laboratory (SRL) began investigating how to tie acceleration and GPS data together. It was originally thought that this tool would be used primarily for road and truck maintenance. However, as research progressed, it became apparent that it would also be useful in providing feedback about equipment operations and identifying unusual causes of jolting. Experimental approach Available components that function well by themselves were linked for the purpose of proof of concept. Using a Modular Mining Systems (MMS) product called Vital Signs, SRL researchers took an Aero-Marine Products (AMP) acceleration recorder and hardwired it to MMS Dispatch equipment already installed on a truck. AMP is one of several manufacturers of acceleration recorders frequently used to monitor freight during shipping. MMS Dispatch is used for production accounting and truck dispatching and uses GPS tracking. Through Vital Signs, an analog or digital alarm signal can be recorded. Steve Rhoades, of MMS, wrote unique code that links the Vitals Signs data and GPS location and stores this data in an ASCII log file. SRL researchers installed the equipment in a Caterpillar 793 haul truck. The result was a working prototype. Figures 1 and 2 show the instrument installation in the truck. The roles of hydrocarbons and nitrogen oxides in smog formation were investigated by the Bureau of Mines. Samples of automobile exhaust with varying HC and NOx levels were irradiated in a smog chamber under conditions that resulted in smog levels similar to those observed in the atmosphere. Results were used to define the patterns that describe the dependence of a number of smog manifestations on HC and on NOx. Using these dependence data and some simplifying assumptions, estimates were made of the ranges within which HC and NOx must lie in order to obtain specified levels of air quality.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. The Bureau of Mines, as part of a program to improve mine planning and development, is currently investigating the effects of pillar load transfer, which can impact mining operations wi.thin a multiple-seam configuration. At two mine sites where such ground interactions were present, the Bureau performed a complete geological analysis and installed and monitored instrumentation to gather pertinent data on rock mechanics. Overburden depth varied dramatically in the vicinity of the study area and reached a maximum at the study site; innerburden thick-ness was less than a pillar width (40 to 4S ft); heaving was experienced in both mines where sandstone and/or shale floor units were observed; overlays of the mine layouts show pillars were not totally superpositioned; a maximum of S in of roof to floor convergence was measured; and pressure readings indicated pillar core loading only and increased to a maximum of 7,000 psig over instrument setting pressure.

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

To further investigate the potential of precast concrete sets as a support medium for underground mines, the Bureau of Mines designed an eight-piece precast reinforced concrete drift set for a small opening. Twenty-two sets of three different member sizes were tested to destruction under two loading conditions. A discussion of the test results and typical failure patterns is presented.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

This study advances the use of elemental sulfur in structural materials by demonstrating its value in bonding high-strength, well-graded basalt aggregates to form sulfur-basalt concretes. Sulfur is an excellent bonding agent, and the strength of a thermoplastic sulfur-aggregate mixture depends, to a large degree, on the strength and grain-size distribution of the aggregate used. A 3-cubic-foot, electrically powered mixer with heat applied to the barrel was used to mix the sulfur and aggregate. Sulfur content of several mixtures was varied to obtain the best workability with a minimum of sulfur in excess of that necessary to fill the voids. The average grain sizes and grain-size distributions were also varied to determine their effects on strength. Unconfined compression tests of forty-five 6-by l2-inch cylinders yielded average strendths of 3,348 psi to 10,398 psi. The highest strength single cylinder was 10,717 psi. The cylinders were tested from 24 hours to 6 days after pouring; after 24 hours the rise in strength was very slight. From the results obtained it appears that sulfur can be a useful construction material. An evaluation was made of a high-vacuum application for sulfur concrete. Sulfur has a high vapor pressure at elevated temperatures, 50° to 100° C; consequently, significant losses by sublimation can be expected. At lower temperatures the losses are not significant; however, this factor will limit its use at a higher temperature.

This report presents recommended visibility requirements for continuous miner, shuttle car and scoop operations and details the methodology used to generate them. A task analytic approach was used to define information requirements and visual features which served as sources of information. Information requirements were prioritized and the location of visual features determined. From this analysis, visual attention locations, containing one or more important visual features, were identified. A total of 71 locations-were identified for continuous miners, 54 for shuttle-cars and 54 for scoops. A procedure was developed for assessing whether operators in existing machines could be expected to see the visual attention locations. The procedure makes use of a Human Eye Reference Measurement Instrument (HERMI) designed for this project and an outside-in photographic procedure for documenting compliance with the recommendations. A sample of continuous miners, shuttle cars, and scoops were used to test the procedure. Results are presented in the report.

Three complete connector assemblies and ten separate contacts were submitted to a series of tests to establish the connector permissibility and compliance with the Bureau of Mines' research Contract H 0110423. Test Procedure TPC-0100 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the low voltage, medium voltage and high voltage A.C. connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

This report describes a research and development program sponsored by the United State s Bureau of Mines. The purpose of the program was to develop reusable explosion-proof bulkheads for a cross-cut emergency shelter, and to study the implementation of such bulk-heads, and the resulting shelters, as part of an emergency escape plan in a normal coal mining environment. The first part of this report reveals a number of significant conclusions regarding the application of emergency shelters. A study of the cause s of, and the conditions prevailing during a mine emergency indicate s that ideal placement of the shelter s would be midway along developing entries, and at the inter section of butt and main entries. The proper spacing of shelters is based on the travel capability of trapped miners, which is in turn dependent on the height of coal. The life of a given emergency shelter, based on an analysis of the above information, will be anywhere from 6 months to 10 years. Consequently, some shelters are regarded as "temporary?, while others "permanent?.

Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state's total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state's coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.

The Bureau of Mines measured respirable dust in coal mines by means of multiple dust samplers worn by persons moving about the mines. The measurements were made primarily to evaluate the effectiveness of certain dust-control techniques; however, for this report, the data have been analyzed to determine the precision of the personal dust-sampling measurements. A total of 68 sets of measurements were available from multiple personal samplers. The measured dust masses were less than 1.0 mg because the sampling times were short. The coefficient of variation calculated from these data was 18.5 pct, compared with coefficients of variation ranging from about 10 to 30 pct, which were calculated from the most precise and extensive data available for fixed-point dust measurements made in coal mines. From this comparison, it is concluded that dust samplers worn by personnel are as precise as fixed-point samplers in measuring respirabe coal dust; the wearing of the samplers by someone moving about a mine does not contribute significantly to the variation in measurements made with these instruments.

Model pillars of limestone, marble, sandstone, and granite with length-to-diameter (L/D) ratios of 3, 2, 1, 0.5, and 0.25 (0.286 for granite) were tested to failure in axial compression to determine to what extent an increase in end constraint increased compressive strength. Adjustable steel rings, mechanically tightened about the ends of test specimens to create a radial prestress of 3,000 or 5,000 psi prior to the application of axial load, increased end constraint more than was possible in previous tests using solid steel rings. (Solid rings, epoxy-bonded to the ends of dogbone specimens, increased compressive strength compared with that of straight specimens without ring constraint.) During the loading cycle, additional end constraint was produced by lateral expansion of the specimens against the rings. The effect of the end constraint was to increase the compressive strength 55 to 58 percent for the shorter pillars of dogbone shape compared with the compressive strength of straight pillars with the same L/D ratios without ring constraint. Most pillars with L/D ratios of less than 2 were made stronger by end constraint. Pillars with an L/D ratio of 3 did not benefit significantly from end constraint. When the results from compression testing of straight specimens of rock in the laboratory are used to design mine pillars in situ, the pillars will be larger than necessary if the horizontal compressive stress is several thousand pounds per square inch greater than that resulting from the weight of the overlying rock alone. The L/D ratio can be increased by a factor of 1.76 for ratios in the range 0.25 to 3 and still provide the same compressive strength. The safety factor applied with straight specimen test results should also be acceptable for use with constrained pillar test results.

The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.

Interest in mergers in the nonfuel mineral industry developed when 5 were listed among the 50 highest valued mergers in the United States in 1981. This report presents a Bureau of Mines study of trends in merger activity from 1960 to 1979 and explores motives for mergers in the nonfuel mining and mineral industry. The objective was to determine precedent for or a trend toward the 1981 acceleration in merger activity and to examine certain financial motives for non fuel mineral mergers. Data indicate that the relative value of non fuel mineral mergers has grown since 1972 although the number of mergers has remained proportionate to historical trends for all mergers. Since 1974, the assets acquired in "large," nonfuel mineral firm mergers, those of $10 million or more, have comprised at least 93 pct of assets acquired. More nonfuel mineral firm mergers involved mineral companies as the acquiring firm than vice versa but mining and minerals firms acquired were of higher value than nonmining firms. A major motivation for mergers involving large mineral firms was the acquisition of assets at less than replacement costs. Univariate statistical testing, a methodology chosen for its applicability to the data, confirms this hypothesis while rejecting other financial motives. The remainder of the work is devoted to a discussion of suggested areas for future study.
