Develop a 22-ton capacity temporary mine roof support light enough to be easily lifted and transported manually from one place to another. Approach Several potential approaches were investigated in developing a new temporary support. An all-hydraulic, high-strength aluminum design was chosen as the best. The support was designed, fabricated, and tested in several mines. The first units, built for 6- to 8-foot seam heights, have a load- bearing capacity of 22 tons, and weigh only 55 pounds. Stresses that damage coal mine trailing cables were investigated to obtain a quantified description of cable-stress locations, magnitudes, and frequency of occurrence. Stresses occurring in operating mining sections were measured and observed. Answers to questions that arose during the underground investigations were pursued under controlled conditions, both in the field and in the laboratory. Cable-handling suggestions that minimize or eliminate the stresses are summarized in the form of recommendations to mine operators.

"INTRODUCTION Industry, including coal mining, has come to realize that to prevent accidents the human element must be given more consideration than was customary in the past. In formulating safety rules and regulations and in the enactment of laws governing mining, too often enforcement is emphasized rather than the means of gaining willing compliance.' The purpose of this paper is to call attention to the human side of accident prevention, and the approach to this important and much-discussed subject will deviate somewhat from the usual discussions.The human being is a complex mechanism, both physically and mentally. It is difficult to establish a common denominator for the actions of humans, except in general. In establishing mining laws, rules, regulations, and standards, the ultimate objective should be to gain the best possible response of workmen, so that optimum results in accident prevention may be obtained. The complexity of human beings is apparent when the many ways 1n which they differ are considered. Some of these differences are manifested in emotional and phlegmatic types, degrees of intellect or native intelligence; and in hopes, desires, aspirations, and philosophies of life. How much simpler ac¬cident prevention would be if the response to laws, rules, regulations, or standards were equivalent to the definite movements of puppets responding to pulls on strings. Each time, the strings are pulled in exactly the same way, the puppets will respond in exactly the same manner. Human beings, although having many similar characteristics, do not respond uniformly to identical ""string-pulling""; therefore, much study is necessary before the desired re¬sponses can be obtained. To achieve the ultimate in accident prevention, it must be ""worked at"" constantly. Regardless of the adequacy of safety laws, rules, regulations, or standards, good accident records will not ""roll in"" if dude consideration is not given to the personal traits of those most likely to be involved in accidents."

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. The Bureau of Mines investigated the adaptability of the Meteorology Research Inc.2 (MRI) nephelometer and the Sinclair-Phoenix smoke meter for use in routine, analytical, smog-chamber experiments and to compare their responses to aerosol during these experiments. Both instruments' sampling systems were modified--smaller size sample input systems were studied using the nephelometer and a secondary sample system was added to the smoke meter to allow measurement of Aitken or condensate nuclei. Both instruments were easily adapted for use with small smog chambers and both displayed good precision and sensitivity to aerosol. A correlation was shown to exist between the two instruments' responses to aerosol. This correlation makes it possible to report the Sinclair-Phoenix measurements in visibility and/or mass units if desired.

Two types of airflow splitting methods for improving longwall dust control were investigated by NIOSH's Pittsburgh Research Laboratory. These methods included a translucent mesh barrier and a staged spray barrier system to confine the shearer-generated dust to the coal extraction side of the longwall face while maintaining a cleaner split of airflow on the opposing worker walkway side of the longwall face. The translucent mesh barrier was shown to provide notable dust control effectiveness up to 60 m downstream of the shearer in both the laboratory experiments and a longwall field evaluation, provided the mesh barrier remains relatively parallel to the airflow. The staged spray barrier system showed marginal dust control effectiveness in the laboratory and subsequently was not field tested.

The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

Native asphalt was produced in 1977 by six companies in four States. Leading States were Texas and Utah. Output declined 39% to 1,237,000 tons valued at $18,874,000. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert. Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. Gilsonite was produced by American Gilsanite Co. in Uinta County. Utah, and by Ziegler Chemical and Mineral Corp. in Weber County. Utah. The asphalt was used for streets and roads, and for other purposes.

The Bureau of Mines is conducting research to determine the effectiveness of long holes in degasifying an area of the Upper Split of the Lower Sunnyside coalbed at Kaiser Steel CO.'s Sunnyside No. 1 mine. These holes were drilled from the two outside entries of a section that was closed to mining because of excessive methane emissions. Two holes drilled to 430 and 450 feet produced initial gas flows of 160,000 and 127,000 cfd, respectively. Sixteen days after the completion of the second hole, the total gas production declined to just over 144,000 cfd. In 9 months of degasification, over 35 MMcf of commercial-quality gas has been removed from the coalbed. The combined gas flows declined to 106,000 cfd in the 9-month period. The two holes have reduced face emissions by about 40 pct.

The methane emissions from an advancing coal mine section were continuously monitored for 120 days. During this time, the section advanced 2,000 feet into virgin Pittsburgh coalbed producing 54,565 tons of coal with a total methane emission of 91 million ft3. Analysis of the data gathered showed that daily methane emissions did not correlate with overburden thickness and daily coal production. A good correlation was found between the daily methane emission and the average length of rib exposed to virgin coal.

Mercury exists in coal in minute quantities, but the large tonnages of coal consumed could represent relatively large amounts of mercury entering the environment. Limits have now been placed on the emission of mercury, and it is important that reliable analytical methods be available to the chemist. The Bureau of Mines has evaluated analytical techniques used by a number of laboratories; most used vapor phase atomic absorption as the final detection method. Neutron activation was used by some of the laboratories. All of the methods described could be applied, but they require careful manipulation to prevent loss or mercury contamination. In the samples analyzed the mercury content ranged between 0.05±0.01 and 0.4l±0.06 part per million.

8. Refuge Chambers 8.1 Refuge Chambers - Technical Discussion 8.1.1 Introduction As a part of the overall escape system, refuge chambers can provide a last resort when existing escapeways are blocked. These chambers are intended to provide both protection from toxic gases and a life supporting environment for a period of time before external rescue or further escape efforts can be carried out Escapeways may be blocked physically (due to cave-ins, etc), by fire, or by the presence of a toxic or oxygen deficient atmosphere. In the first two cases, the trapped miners would most likely await external rescue efforts, and hence the design of the chamber will have to consider the time durations that such efforts may take, It is also possible, in the second case, for fire fighting and fire protective equipment to be stored in the chamber so that miners may attempt their own escape. In the third case, it should be recognized that a compact, beltmounted 1-hour self-contained breathing apparatus has been developed(9), and that other, less compact equipment is available for up to 4 hours of self-contained breathing supply. If such equipment were stored in the chambers, then miners could escape by travelling from chamber to chamber, taking temporary refuge in each before proceeding to the next. 8.1.2 Background The concept of "barricading" has long been recommended for those emergencies where miners are trapped inby a fire. Barricading, which is the construction of a makeshift shelter in a crosscut or deadend, protects the entrapped miners from toxic gases and enables them to conserve a supply of air. In this manner, they can survive two or three days--hopefully enough time for them to be reached by rescue teams. In the past, many lives have been saved with this technique.

The work-principle from thermodynamics was used to formulate a model for predicting toxic fumes from mining explosives in underground chamber tests, where rapid turbulent combustion within the surrounding air noticeably changes the resulting concentrations. Two model constants were required to help characterize the reaction zone undergoing rapid chemical transformations in conjunction with heat transfer and work output: a stoichiometry mixing fraction and a reaction-quenching temperature. Rudimentary theory with an unsteady uniform concentration gradient was taken to characterize the combustion zone, yielding 75% for the mixing fraction. Four quenching temperature trends were resolved and compared to test results of ammonium nitrate compositions with different fuel-oil percentages (ANFO). The quenching temperature 2345 K was the optimum choice for fitting the two major components of fume toxicity: carbon monoxide (CO) and total nitrogen oxides (NOx). The resulting two-constant model was used to generate comparisons for test results of ANFO compositions with additives. Though respectable fits were usually found, charge formulations which reacted weakly could not be resolved numerically. The work-principle model yields toxic concentrations for a range of charge formulations, making it a useful tool for investigating the potential hazard of released fumes and reducing the risk of unwanted incidents. Enable mine personnel to determine the effectiveness of and to optimize the mine fire stench warning system without resorting to costly trial and error fire drills. Approach The mine fire stench warning system is used by underground metal/nonmetal mines to warn mine workers of a fire or other emergency. Stench is released directly into the mine ventilation and/or compressed air lines, and its repulsive odor warns miners to evacuate the mine or to follow other established emergency procedures. Unfortunately, since most deep metal mines have complex ventilation systems, some areas of the mine may receive nauseatingly high concentrations of stench while other areas, in more remote locations, may receive no warning or greatly delayed warring at best. The Bureau of Mines, through research, endeavored to solve this problem with a computer modeling system designed to calculate the distribution of odorant by the stench warning system.

Legislation and Government Programs.-On February 4, 1977, the Occupational Safety and Health Administration (OSHA) issued its final environmental impact statement on the occupational use of inorganic arsenic.2 The statement examined the ramifications of the original proposed standard published in the Draft Environmental Impact Statement (DEIS).3 The DEIS proposed to limit the exposure of employees to no more than 4 micrograms of arsenic per cubic meter of air as determined on an 8-hour-time-weighted average basis; or a ceiling limit of 10 micrograms of arsenic per cubic meter of air based on a 15 minute sampling period. The purpose of the proposed regulation is to reduce the risk of smelter workers developing lung and skin cancer as a result of exposure. A comprehensive study compiled by the Committee on Medical and Biologic Effects of Environmental Pollutants concluded that "there is strong epidemiologic evidence that inorganic arsenic is a skin and lung carcinogen in man."' In April 1977, the Environmental Protection Agency (EPA) served notice to ASARCO Incorporated that its Tacoma copper smelter and associated arsenic-producing facilities were in violation of State laws which limit sulfur dioxide and particulate matter emissions. This notice followed the Washington State Pollution Control Hearing Board overturning a prior ruling by the Puget Sound Air Pollution Control Agency (PSAPCA) which had permitted a 5-year variance from the State of Washington air quality standards. In December 1977, ASARCO appealed in court the decision of the Hearing Board.

The Bureau of Mines presents a theoretical solution for the stresses and displacements in an infinite elastic plate containing a circular hole whose boundary is subjected to applied shear loads over four separated arcs. The results for the applied shear loads can be superimposed on the results for applied radial loads, given in a previous publication, to obtain a complete two-dimensional approximation of the stresses and displacements induced in the rock by tunnel boring machines anchored in a circular tunnel by means of four props. Analysis of the various solutions shows that the tangential tensile stresses induced on the boundary of the circular tunnel by applied radial loads can be minimized in the roof and floor of the tunnel by the application of appropriate shear loads to each of the four props. Thus when planning tunnel boring operations, consideration should be given to the in situ stress field in the rock and the induced stresses in the rock resulting from the applied radial and shear loads produced by the props of the boring machine.

Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

Five recently developed methods for determining nitrogen oxides in automotive exhausts have been evaluated from the standpoint of accuracy and applicability in current exhaust studies. Results showed that methods requiring conversion of nitric oxide to nitrogen dioxide as a part of the analytical procedure are subject to errors introduced by the instability of NO2. The extent of some of these errors has been determined and procedures have been developed to minimize undesirable influences. On the basis of the results obtained from this study, recommendations are made regarding procedures for batch type or continuous measurement of nitrogen oxides in exhaust streams.

Eliminate the need for roof bolter operators and their helpers to work under unsupported roof while setting or removing temporary supports before or during the roof bolting cycle-a task that annually accounts for approximately 20 percent of all roof fall fatalities. Approach The Bureau of Mines designed, built, and field tested an auto-mated temporary roof support (ATRS) that can be carried from place to place on the drill head of a single, fixed-head roof bolting machine (squirmer) used in low coal seams (less than 42 inches thick). How It Works The ATRS is designed for installation on any streamlined squirmer. It consists of a ten? foot-long, steel, wide-flange beam supported by two double-acting, telescoping hydraulic cylinders. This Technical Memorandum Report is a collection of three working memoranda, prepared during the course of our work for the Bureau of Mines and bound together for convenient reference. These working memoranda present preliminary performance estimates, for baseband voice and narrow- band through-the-earth electromagnetic communications systems of principal interest to the Bureau, for operational/emergency mine communications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; and of theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau. The memoranda examine the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, up- link transmissions via a vertical-axis loop antenna, for typical mine depths of 300, 600, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/meter (high) were used; for voice and narrowband, 10-1 for narrowband only. Examples of high, moderate, and low; surface and subsurface; harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data. These feasibility calculations are not intended to serve as definitive and complete treatments, but as a starting point: to establish first-order estimates of the magnitude and variability of transmitter power requirements under different noise, overburden conductivity, and mine depth conditions; to identify relationships, conditions, or frequencies that are likely to limit or enhance system performance; to reveal items requiring further investigation and data still required; and to suggest practical methods for optimizing system performance. These objectives were met by the calculations. Simple experiments to support these calculations can and should be carried out; together with more detailed investigations of specific modulation, coding, noise-suppression, voice-compression and signal-conditioning techniques, aimed at producing through-the-earth operational/emergency mine-communication systems that are not only effective, but practical and economically sound.
