Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion, roof fall or water innundation. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted, and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety and several mining companies. The exercises were conducted at NIOSH’s Lake Lynn Laboratory and operating mines during 1995 to 1999 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included various chemical light shapes and laser pointers to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escapeways and marking crosscuts, and thermal imaging systems to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. Anew team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 400-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” administered first aid, mapped the passageways, built temporary stoppings, and ventilated the smoke-filled entries. Advanced training included the extinguishment of a conveyor belt fire in a surface fire gallery. Two teams, each carrying charged waterlines, were escorted into the fire gallery through both doors. These teams controlled the rollback smoke and extinguished 7 to 9-m of burning conveyor belt. Team members indicated that the exercises were extremely beneficial due to the realism of thetraining simulations.

Introduction The Coal Mine Roof Rating (CMRR) is a roof classification system. It was first introduced to the mining community in 1994.The CMRR filled a longstanding need to quantify geologic description of coal measure rocks into an engineering value that could be used for mine design. It has now been written to a user-friendly visual basic code that can be run on any PC with a Windows operating system. Background Rocks that form the roof of coal mines can vary widely and quickly in composition, extent, and defects. This results in an equally broad range of rock properties that can substantially affect the ability of the rock mass to form a stable mine roof. The CMRR was designed to evaluate the properties of the coal mine roof rock mass that contribute to its weakness and convert them into a relative strength rating from 0 to 100. These properties include the cohesion and frequency of discontinuities like bedding, slips, shears, and joints; uniaxial compressive strength (UCS); and moisture sensitivity. With simple lab and field tests and observation, the CMRR can be calculated by technical and operating personnel with a minimum of training. The CMRR has been widely accepted in both U.S. and international coalfields. As a result, a number of roof control applications have been found for the CMRR. It is currently used as an input component in the Analysis of Longwall Pillar Stability(ALPS) program, which is used to design longwall chain pillars. Incan be used as a criterion for determining the appropriate width of mine entries. It has also been used to indicate the appropriate length of cut in weak ground. The CMRR can be used as a strength parameter to characterize inter burden between mined seams in the numerical modeling of subsidence effects. In any area where an estimation of coal measure rock mass strength is required, the CMRR can be adapted to fill this need. How It Works Originally designed to be used with underground exposures, the CMRR can also be calculated from core. The chisel test for bedding cohesion and the ballpeen hammer test for UCS are inappropriate for core. These tests have been replaced by point load testing both axially and diametrally. Two other measures that are common to standard core logging—Rock Quality Designation (RQD) and fracture spacing—are also used to estimate rock weakness. With these easily obtained parameters, the CMRR can be calculated from core and used in the mine planning and exploration phase. The input screens allow calculation of the CMRR for both underground exposure and core. The CMRR is reported both as a “dry" value and as a groundwater-adjusted value for moisture-sensitive rocks. There is a graphical output report featuring a lithologic column with annotated unit ratings and a roof bolt symbol representing the height of the bolted horizon. Another important feature is an AutoCAD interface. This feature allows the export of located CMRR data directly to an AutoCAD layer in XYZ form. In this way, drill hole data can be inserted directly to a base map.

1. Summary This investigation is concerned with description of the loading function at the underground coal face, and the identification of varia¬bles - geological, geometric, mechanical, and operational - that affect the loading function. The immediate objective of this work was to provide information for operations-research studies as applied to underground coal mining, and the broad objective was to provide guide¬lines for planning and equipment selection in underground coal mining. The loading function was expressed as -a statistically-developed linear mathematical model. Originally, fifteen independent variables were considered which potentially could have influenced the loading function. These variables were constructed on the basis of measurable or estima¬ble geometric and geological properties at the working face, mechanical characteristics of the mining machine, and certain operational proce¬dures of mining. The original model explained 64.0 percent of the experimental variation. The final condensed model explained 54.1 percent of the experimental variation in terms of only five indepen¬dent variables, namely: 1. Ratio: width of cut/total width of cutter 2. Ratio: height of cut/diameter of cutter 3. Total horsepower of cutter-drive motors 4. Rotation speed (RPM) of cutter 5,. A subjective estimate of machine quality and operator skill Certain limitations were found to exist in the evaluation of the variables. Principle among these limitations was the impossibility of precise measurement of tonnage loaded in certain instances.

The Bureau of Mines believes that all coal mines are potentially gassy; for the purpose of administration in the prevention of explosions and fires, the Bureau recommends: That any coal mine wherein methane or other combustible gas can be detected in amounts as much as 0.27 of 1 percent or more by frequent systematic searches shall be classified as a gassy mine. Permissible methane-indicating detectors such as are given in I.C. 7110 or subsequent lists of Bureau approved methane-indicating detectors, or conventional methods of sampling and analysis of required accuracy may be used. The concentration referred to in the decision is percent by volume.

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

"The wide publicity that is given to the discover; of new oil fields has led many people to believe that our supply of crude petroleum is practically in- exhaustible and that in order to keep pace with the demand for petroleum products, it is only necessary to drill a few more wells in some of the south-western states. It is not generally realized that, although many famous fields have been developed in Oklahoma, Kansas, Texas and Louisiana during the past few years, the production of crude oil in 1919 was not sufficient to meet the demand and it was necessary to import approximately 53,000,000 barrels from Mexico.Continued efforts are being made to recover a larger percentage of the oil underground by improvements in methods of drilling and in handling producing properties. Improvements are also being made in methods for handling the oil after it has reached the surface which will result in reducing losses through leakage and through evaporation. These methods for cutting down waste in production and storage, if universally adopted, will no doubt result in appreciable increases in our supply of crude oil."

The research reported here was part of the effort to evaluate the safety of a process to recover TNT from MK-9 depth bombs by the autoclave melt out process. In this process the depth bombs are heated to 121°C so that the TNT will melt and run into a vat. Unfortunately, asphalt lining the inside surface of the bomb also melts and flows out with the TNT. It is not known what effect the asphalt contamination and the higher than normal process temperatures (12°C) would have on the sensitivity of the TNT. Testing was conducted on molten TNT and molten TNT contaminated with 2 pct asphalt at 90, 100, 110, 120, 125, and 130°C. In the liquid drop test apparatus with a 2 kg weight, the molten TNT yielded a 50 pct probability of initiation at a drop height of 6.5 cm at 110°C,decreasing to 4.5 cm at 130°C. Asphalt-contaminated TNT was somewhat less impact sensitive than pure TNT at temperatures of 110 to 125°C, but became more sensitive at 130°C; 50 pct probability of initiation at a drop height of 7.8 cm at 110°C, decreasing to 3.3cm at 130°C. In the card gap test, the molten TNT detonated at high velocity for a gap of 0.25 inches at 90 to 125°C and detonated at high velocity for a gap of 0.5 inches at 130°C. For gaps of 0.5 to 3 inches at 90 to 125°C and 0.75 inches to 3 inches at 130°C, the TNT did not detonate at high velocity but produced a violent explosion that caused significant damage to the test fixture. For gaps of 4 inches the TNT did not react. In the gap test there was no significant difference between the pure and asphalt-contaminated TNT. The thermal analysis test results showed that when asphalt is present in TNT, it greatly accelerates the exothermic decomposition of TNT, starting at temperatures near 200°C. The research demonstrated that asphalt-contamination of recovered TNT does not appear to have a significant effect on TNT shock sensitivity, but does adversely affect impact and thermal sensitivity. The results also showed that molten TNT seems to be more shock sensitive than previously suspected. It appears that at relatively low shock stimulus levels, the molten TNT may be undergoing a low velocity detonation, wherein the shock wave traveling through the gap test pipe cavitates the molten TNT, greatly increasing its sensitivity.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . The dust exposure of the longwall shearer operator is usually determined by his position relative to the cutting drums. The dust generated during cutting may travel up-wind, against the primary airflow, and be carried out into the walkway where it can contaminate the intake air for as much as 10 feet outby the shearer operator's controls. Thus, both head and tail drum operators are exposed to un-acceptably high levels of air-borne respirable dust. One Solution The latest generation of long-wall shearers has features that make the use of radio remote or umbilical (hard wire) remote control relatively easy to implement. Remote control can enable shearer operators to control machines from positions that are less dusty than normal control stations. With either type, the head-drum operator can now control the shearer from a position up to 20 feet on the intake-air side of the shearer, while the tail-drum operator's station is now located across from the head drum.

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

"Churn drills for blast-hole drilling are important to the operation of most open-pit metal mines, but certain hazards are created through their use that cause fatal and nonfatal accidents.2/ The purpose of this circular is to present a code of safe practice prepared and followed at a large Arizona open-pit copper mine, where safety is recognized as a definite operating problem. Such a code, based upon a thorough study of available published information as well as practical experience gained from accidents and near accidents, is the result of considerable effort and monetary expenditure. It is hoped that other operations using churn drills may benefit by the code presented, either in comparison with existing rules or in the preparation of new operating instructions.The code presented is in use at the Morenci Branch of the Phelps Dodge Corn., Morenci, Ariz. Similar codes are used at the New Cornelia Branch, Ajo, Ariz., and in the waste-pit operation at the United Verde Branch, Jerome, Ariz.The authors gratefully acknowledge the cooperation of the Phelps Dodge Corp., whose personnel made: possible the collection of information included in this circular. Larsen, general drilling and blasting foreman, Morenci Branch, Morenci, Ariz.The importance of churn drills in Arizona mining is apparent when it is realized that at all the open-pit copper mines blast holes are drilled with this equipment. At Morenci, approximately 98 percent of the ground is broken by primary blasting of churn-drill holes.There has been a growing tendency in Arizona's copper-mining industry to change from underground to open-pit mining, with consequent increase in the use of churn-drill blast holes for primary blasting.3/Thirty-three churn drills are in use at Morenci for blast-hole drilling. The drills operate with 440-volt alternating current, and trailing drill cables, in 500-foot sections, connect with the portable drill transformer station.4/ Three Diesel-driven churn drills for drilling prospect holes also are in use. About 25 churn-drill shifts are operated currently on a three-shift basis. Ordinarily, a two-man crew is assigned to each drill; however, with prospect-drill crews a third man is added to handle the sampling.Benches are carried at a uniform height of 50 feet. Churn-drill holes are 9 or 12 inches in diameter and about 60 feet deep. The holes are 18 feet apart in hard waste and 21 feet in soft waste and ore, with toes from 11 to 13 yards at the shovel grade. Both the hole spacing and the toe have been increased gradually, until they are now 2 yards longer than in 1940. The average ground broken per hole is 3,500 tons, or 60 tons of ore per foot of hole drilled. The holes are drilled 10 feet below the bench to avoid leaving hard bottom, which requires secondary drilling and blasting.Starting with a 12-inch casing, the prospect holes average 1,200 to 1,500 feet in depth and terminate with 6-inch casing; the deepest hole drilled to date went to 1,735 feet.In addition, churn-drills are used at Morenci to drill blast holes in the silica pit, limestone quarry, and the tailings dam. Other irregular applications are the drilling of holes to set trolley roles and for concrete piling in building foundations."

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

The Bell mine operated by the Warner Co. at Bellefonte, Pa., has an annual production of about 600,000 short tons of high-grade limestone. Since 1924, shrinkage stoping has been the mining method. Horizontal, long-hole diamond-drilling for production in stopes was started with one machine in July 1946. It is now standard practice. The burden on the holes is 10 feet. Diamond bits are noncoring EX-size in both concave and pilot types. The two types have little difference in drilling speed at the Bell mine. The diamond drills are mounted on 3-inch single-screw columns. Diamond drilling shows a marked increase in efficiency at the Bell mine, compared to percussion drilling, with respect to tons broken per drill shift, tons broken per foot of hole, and tons broken per pound of explosive. The advantages of diamond-drilling blast-holes also include (a) improved safety, greater footage per drill shift, (c) better frag- mentation of the broken, stone, and (d) reduction in amount of barring down required in stopes because the working places are limited to slots which have a relatively small area.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The need of protecting mines from the danger of inflow of natural gas from neighboring wells has become more apparent each year since it was found that oil and gas underlie the productive coal measures of Pennsylvania, West Virginia, Ohio, Indiana, Illinois, Kansas, Oklahoma, Colorado, and Wyoming, and, to some extent, the coal measures of other States. The proximity of the known gas and oil areas in the United States to the coal fields and the manner in which the fields overlap in certain States are shown in the map comprising the frontispiece (Pl. I). As the result of many requests received from various sources a conference to consider the protective measures necessary to insure the safety of mining operations in gas and oil fields was called by the Director of the Bureau of Mines to assemble in Pittsburgh, Pa., Feb- ruary 7 and 8, 1913. To this conference were invited a considerable number of gas-well, oil-well, and coal-mine operators within conven- ient distance from Pittsburgh, as well as State geologists and State mine inspectors from a distance. Gas and oil wells are also found near other kinds of mines, such as shale and limestone mines in western Pennsylvania, but these cases are so few that for this and other reasons it was deemed best to con- fine the present inquiry to the consideration of the questions involved in connection with coal mines. It was also not thought advisable to consider the protection of mines from other kinds of bore holes than those for gas and oil, such as coal-prospecting holes, drilled either with churn or diamond drills, or salt wells and artesian wells, because little trouble has been ex- perienced in mining operations from these classes of wells. There- fore the following papers and discussions concern almost entirely the following relations between coal mines and gas and oil wells: (1) Protection of coal mines froin gas and oil wells penetrating -through: (a) Open workings; (b) inaccessible spaces or goaves; (c) pillars, or coal which may be left as pillars. (2) The manner of drilling gas and oil wells passing through workable coal beds so as to provide protection for future mining. The preliminary inquiries of the engineers of the bureau had dis- closed that there was no uniformity in the methods of protecting mines against the leakage of gas from wells, that thousands of wells in coal fields are abandoned yearly without adequate plugging, and without surveys or records being kept to show the location of the holes, from which the casings are generally pulled. According to the State geologist of Pennsylvania, as many as 3,000 wells are being drilled annually in Pennsylvania, 2,000 of these holes being aban- doned within a single year. It is such unplugged, uncharted wells that are the greatest menace in mining. The quantity of gas that the wells produce, although not sufficient to be commercially avail-
