As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

The mucus secreted in the respiratory tract provides the first barrier against inhaled particulate and gaseous toxicants. The major component of mucus which is responsible for the physical properties and protective functions of the respiratory mucus is mucin. We have initiated investigations to determine the effects of coal mine dust on the synthesis of respiratory mucin by rat trachea under in vitro and in vivo conditions. In this study we have established optimum conditions-:ro-r~ the asceptic growth and mucin secretion of rat tracheal explants in culture. The best outgrowth of ciliated epithelial cells and maximum mucin production was obtained in CMRL 1066 medium containing 10% fetal calf serum. The explants continued to secrete mucin even after three weeks in culture. For the estimation and characterization of mucins the tracheae were cultured in the presence of [3H] glucosamine and [35S] sulfate or [14C]leucine. The mucins were isolated from the medium by gel filtration, treatment with hyaluronidase, ion exchange chromatography and CsBr density gradient centrifugation. Precipitation of polyanionic material in the culture media with cetyl pyridinium chloride and fractional extraction with NaCl also yielded mucin free of glycosaminoglycans, but in low yields. The tritium label in the purified mucin was distributed in sialic acid (50%) galactosamine (37%) and glucosamaine (13%). The density of purified mucin as determined by CsBr gradient centrifugation was about l.43g per ml in comparison to l.46g per ml for human respiratory mucin with a carbohydrate content of about 80% by weight. Alkaline borohydride treatment released saccharides which contained about 80% of the radioactivity. The effect of adding varying amounts of coal dust to the culture medium is under investigation. Due to variations in the thickness of U.S. coal seams, there is great variability in the height of the roof where underground miners work. Restrictions imposed by low seam heights have important safety consequences. As the height of their workplace decreases, miners must stoop, duck walk, or crawl, and their vision, posture, and mobility become increasingly restricted. Low seam height also places important restrictions on the design of mobile equipment and other mining machinery. Using the employment and injury data reported to the Mine Safety and Health Administration (MSHA) from 1990 to 19% small underground bituminous coal mines with less than 50 employees were stratified by average coal seam height according to the following categories: low (? 42"), medium (43"60N), and high (? 61"). Injury rates for both nonfatal days lost and fatality cases were examined by seam height and leading type of injury incidents. The leading types of Incidents associated with fatalities were roof falls and powered haulage equipment. In comparison to high-seam mines, miners working in low or medium seams are at higher risk of being killed by powered haulage equipment, roof bolting machines, and falls of unsupported roof. The leading types of incidents associated with nonfatal injuries were handling materials and powered haulage. As mining height decreases, miners are at increasingly higher risk of having a nonfatal injury from incidents involving roof bolting machines, load-haul-dump equipment, personnel carriers, and powered haulage conveyors. As mining height increases, miners are at increasingly higher risk of having a nonfatal injury from slips and falls and incidents involving shuttle cars and roof and rib falls. Knee injuries are a particularly severe problem in low- seam mines. The rate of injuries to miners while crawling or kneeling is 10 times higher in low seams than in high seams

"Bit wear presents problems to mining operations because it affects both productivity and economics. Most bit research deals with energy requirements and energy dissipation mechanics for ideal fragmentation during the cutting process.Mechanical cutting leads to dust generation. Past studies involving dust generation due to bit wear concluded that dust concentrations increased considerably after a 7% bit weight loss: leading researchers recommend that the bits be changed at that point.Bit wear is affected by three factors: machine operating parameters in-situ mining conditions and rock properties. Operating parameters such as the depth of cut tool material spray position and the drum's rotating velocity are very important and have a definite impact on bit wear.During the mining process the amount of rock in coal and the strength of that rock is important as abrasion and adhesion take affect. Diffusive wear or deformation becomes dominant only when the temperatures exceed critical. Temperatures rise as a function of drum velocity rock properties and the cutting tool itself.Miner bit surveyIn this study, 15 mines were surveyed, and of those six responded for nine seams. The survey reflected a wide range of information about coal production and bit consumption from continuous miner sections. Also used bits were collected to get first-hand information to analyze wear."

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. "The petroleum division of the Bureau of Mines in its laboratory investigations, has had occasions to develop a number of types of electrical heating equipment. It was found that electric heaters could be used to particular advantage in the standard distillation test for gasoline. (Dean, E.W., Motor Gasoline, Properties, Laboratory Methods of Testing and Practical Specifications, Bureau of Mines Technical raper 214, 1919, 33 pages.) In order to assist in rendering this type of heater available for general use, a description of the apparatus developed by the Bureau was published. (Dean, E.W., A convenient electric heater for use in the analytical distillation of gasoline,. Jour. Ind, and Eng. Chem., Vol.10, 1918, page 823.) Shortly after the article was printed a chemical supply house undertook the manufacture of an electric heater suitable for gasoline distillation. A preliminary model was examined and tested by the Bureau and modifications were suggested that were incorporated in the type of heater that was finally marketed.Description of the Bureau of Mines-heater: The electric heater developed by the Bureau has an inverted conical resistance Plament surrounded by a layer of heat-insulating material and mounted in a metal case having a top of hard asbestos (Transite) board. The resistance element is a helix of nickel-chromium alloy wire held by a molded core of alundum. The Bureau heaters are generally of about 330 watts capacity and are used with stock types of regulating rheostats capable of reducing the effective wattage to about 43 the full-load maximum."

Recent studies have shown that miners performing construction, maintenance, and repair (CMR) work activities in the conduct of their jobs incur from 39 to 65 percent of all reported injuries in the mining industry, The number is particularly high at surface aggregate operations; however, the problem exists at all mining locations and commodities. To address this issue, an interactive, (3-D) slides training exercise, Hazard Recognition Training Program for Construction. Maintenance and Repair Activities, was developed. The purpose of the exercise is to teach work& to recognize CMR hazards in the workplace and to deal with them using accepted safe work procedures. It was field tested using a total of 340 persons from surface mining operations in six states. The subjects were tested before and after the training intervention to determine if objectives of the instruction were achieved. Results indicated that 7 1 percent of the participants showed improvement in ink test scores. Following the posttest, subjects responded to a seven question Likert scale. These questions related to the validity of the exercise and the utility of the training program. More than 93 percent of the miners reported that they "learned something new from the training" and over 94% said they "would use these practices to work more safely".

The large amount of computer code required for this simulation model dictates that reasonable limitations be placed on some of the input variables. The program permits the following maximum sizes: 1. Ten mine car stations 2. Twenty track intersections 3. Three hundred mine cars 4. Eight motors 5. One hundred profiles 6. Twelve intersections between stations 7. Forty-five profile changes between stations 8. Thirty station pairs (routes) These may be changed by the user providing the particular computer in use has available core storage. Major Array Descriptions This section is a detailed description of four of the major arrays used in the rail haulage simulator for data storage and logical control. Since it was first introduced, the Coal Mine Roof Rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground control problem. Extended cuts (cuts greater than 6 m (20 ft) in length) are commonly used with remote control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof fall accidents. When extended cuts are attempted in weak roof, the roof may collapse before it can be bolted, causing hazardous conditions. Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended cut experience were collected at 36 mines in 7 states. It was found that when the CMRR was greater than 55, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken. Between 38 and 55, extended cuts were feasible sometimes but not others. The data also shows that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

Provide an inexpensive, remote actuated, stench-gas system which reduces fire warning time to underground work locations. Approach A mine's pager phone hard-wire network is used to release stench gas from pressurized canisters located near working areas. The release is initiated by placing a coded message into a control phone at some central location. How It Works Currently, in most mines, the decision to release a warning stench gas is made by mine management after communication from the mine of a fire or similar potentially dangerous situation. Stench gas is then released into the ventilation air and/or compressed air lines for dissemination throughout the mine. This can result in significant delays in warning time. Often, surface personnel must travel to distant shafts, or other release points, wasting valuable time. Also, the time for ventilation air to circulate from the surface to working locations can be long and the effectiveness of compressed air as a stench transport agent depends on whether the compressed air is being used at the face. The Bureau of Mines, through a contract with MSA Research Corporation, has designed and tested a warning system which avoids these problems. The system consists of multiple, pressurized stench-gas canisters located under-ground in the mine-ventilation network so as to provide quick dissemination of the released stench gas to working areas. Each stench-gas canister is hard-wire connected to a nearby pager phone and from there to a control phone at the surface or at a central in-mine site. In the event of a mine emergency, the canisters are activitated to release stench gas by placing a coded message into the control phone. A low amperage Signal sent from the control phone to the receiver phone closes a relay, which activates a release mechanism on the canister.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

Arsenic-containing flue dusts are currently being stockpiled by several nonferrous smelters in the United States. These stockpiles are a source of environmental concern since the dusts can be transported by wind and contain water-soluble arsenic. The stockpiles also represent an alternate source of metals. To provide a quality environment, the Bureau of Mines investigated a process to make environmentally acceptable the discard of arsenic obtained from the treatment of arsenical flue dust. The process includes (1) leaching arsenic from a lead smelter copper dross flue dust, (2) fixing arsenic as an insoluble compound, and (3) recovering other metal values. Overall results of acid-leaching tests on lead-smelter flue dusts showed that H2S04 dissolved 80 to 90 percent of the As, Zn, and Cd, and up to 86 percent of the In. Pb, Ag, and Au remain in the residue, which can be recycled to the smelter. Indium was recovered from the strong acid leach solution by solvent extraction; arsenic was fixed in a stable form by precipitation with Fe2(S04)3 and CaO or CaC03.

"INTRODUCTION In carbothermic processes for the production of magnesium, magnesium oxide is reduced by carbon according to the following equation:(1) MgO + C = Mg(g) + CO.The reaction is virtually complete at temperatures above 2,000° C. but reverses rapidly at somewhat lower temperatures. To produce magnesium by this reaction, therefore, it is necessary to cool the gas very rapidly to a temperature at which the rate of the reverse reaction becomes negligible. Several media for quenching the gas have been proposed, among which are hydrogen, natural gas, liquid hydrocarbons, and molten metals of low melting point.The results of a preliminary investigation on the use of molten lead as the quenching medium are summarized in this report. The work was done in 1941, when the threat of war made it imperative to investigate every process that offered possibilities for rapid expansion of domestic production of magnesium. Although the results were encouraging, other processes appeared to offer better prospects for immediate wartime development, so the work was not continued. Shortly before the investigation was completed, several patents on the use of low-melting metals for absorption of magnesium vapors appeared, 4/"

It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups. The richness of the naturalistic mine fire data may provide an opportunity for an examination of groups that cannot be found in laboratories or simulations because this environment was not

From time to time the Bureau of Mines has received requests from persons who wish to destroy unwanted explosives, and although the information that follows has been accumulated from sources considered reliable,4/ the. Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.

The Bureau of Mines conducted laboratory beneficiation tests on four samples of waste. granite sludge to devise a method of recovering silicon carbide (SiC). Froth flotation using creosote as a collector in an alkaline circuit resulted in concentrates containing over 91 pct SiC from each of the samples. Recoveries ranged from 43.1 to 86.6 pct. Single-stage flotation of sample A using a column flotation cell produced a concentrate containing 92.0 pct SiC with a recovery of 71.4 pct. Flotation using petroleum sulfonate as a collector in an acid circuit resulted in a concentrate containing 95 pct SiC from one of the waste granite products with a recovery of 97.5 pct .?

The Northwest experiment station of the Federal Bureau of Mines , at Seattle , Wash . , was established in December , 1916 , and is one of 13 mining experiment stations maintained by Act of Congress , under the direction of the bureau , in the various sections of the country . Under the terms of the organic Act (March 3 , 1915 ) , the province and duty of these experiment stations is to cake investigations and disseminate information with a view to decreasing waste and improving the efficiency in the production , treatment , and utilization of mineral substances . The investigations carried on at the Northwest experiment station attempt to cover the needs of the mineral industry of the States of the Pacific Northwest and of the coastal regions of Alaska . The most in ortant needs of this district are for work on coal washing , electrometallurgy , and ceramics . The electrometallurgical investigations are not necessarily limited to the Problems of the Northwest , but may be of general application . Problems other than those specified above are referred to other stations of the Bureau that specialize on the particular type of investigation required . The Northwest station closely cooperates with the State of Washington through the University of Washington and with the State of Oregon through the Oregon Bureau of Mines and Geology . The University of Washington at Seattle has donated the use of an entire building , which houses the station's administrative offices and chemical laboratory , and parts of two other buildings which are usea in conducting the experimental avestigations . Twenty-five thousand dollars is expended annually by the Federal Government , while the State of Washington each biennium appropriates $ 20,000 , and the State of Oregon from time to time appropriates various amounts for the conduct of work along cooperative lines . Also , the station cooperates with private organizations tht have problems similar to those in which the station is interested . For example , the Washington Electrochemical Co. is cooperating in the electrometallurgical research, and furnishes part of the supplies and technical assistance required .

"Necessary Qualities There mines are located in out of the way places, where timber is scarce and its price high, the problem of protecting it from fire risk is of considerable practical importance. Scarcity of timber for mining purposes is commonly met with in the more arid parts of the country, where, also, mine timbers are most likely to become dry, and inflammable, and where, therefore, the risk from fire is accentuated. Any effective and cheap method of securing adequate protection of such timber at the lowest possible cost is worthy of careful investigation. The use of magnesite cement has been suggested in this connection.The necessary qualities for any substance for the use suggested above may be summarized as follows: It should be resistant to abrasion, and to impact and structural stresses. It should be durable when subjected to the action of the ele¬ments, and stable to any minor derangements of the base on which it is placed. It must be relatively unaffected by changes in temperature, by the action of water, and should adhere to the material on which it is placed, and it should also be free from shrinkage cracks due to setting up the material, Magnesite cement appears to fulfill the various conditions outlined above.The elasticity of such cement is the outstanding quality which makes it desirable for exterior work. It also possesses the ability to adhere to all materials in a marked degree. Its freedom from expansion and contraction after setting is one of the principal reasons for its adhesive quality. It may be applied to old brick or stone walls, even tho they have been repeatedly covered with paint, and the quality of ad-hearing to wood makes it possible to secure a weather-proof protection to the wooden casings and trim of exterior openings. The quality of adhesion and elasticity is easily proved by applying a 1/2"" layer to a 1"" board which has been first covered with metal lath. Such a board, about 8 feet long, may be repeatedly deflected about 3"" in the center without breaking the bond to the board, or causing any cracks to appear in the magnesia cement. The ability to resist fire as well as the possession of insulating qualities are also desirable characteristics of magnesia cement stucco."

No water should be added to the liquid chloride as it would alter its density, and injure the work. The second or finishing coat is then applied. The aggregates are different in each, and no other dry material should be added to them as they come to the trade. The cement may be applied in zero weather without damage. Setting is quite slow under such conditions, but the cement ultimately becomes hard. It should always be applied to a dry surface excepting that under certain conditions it is desirable to apply a solution of magnesium chloride before using the stucco."

So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types
