It was decided to demonstrate the use of latex as a soil sealant by irrigating three small plots at Lanse coded 03A on the west of Brown's run, 3C on the east of the stream, and SB, an area on the spoil bank. Earlier plans to sprinkle latex on twenty acres of the side were abandoned because of easement difficulties. On the basis of results from laboratory soil columns and small plot experiments at Lanse, Naugatex J-3471 was the latex of choice. The irrigation system consisted of plastic pipe (two inch size) for the main line from the water meter to the irrigation area because of lower price and ease of handling. Because the municipal water supply was limited to 20 gpm, low-volume 14V-LA-TNT Rainbow sprinklers were specified with low angle 20° 3/32 inch nozzles to reduce wind effects. At the expected nozzle pressure of 50 psig, each sprinkler covers a 56 foot diameter area at a delivery rate of 1.64 gpm. Each of the three test areas was covered with twelve sprinklers, six used with water alone as a control area and six used with latex and subsequent water spraying. One-quarterturn inlet valves were positioned on the main lines leading to each area. Flow to the treated and untreated areas was set at 10 gpm by Dole flow control valves in the' main entry lateral to each of the six sprinklers. To avoid the use of dilution tanks, a Moyno pump operated by a 1/2 HP, 1140 rpm 5:1 reducing drive was used to deliver 1/2 gpm 48% latex for mixing with 10 gpm water. A 3500 watt gasoline generator provided power for pump and light. Latex was applied at night to take advantage of the lower evaporation and higher humidity. Neutron gauge access tubes were placed in orthogonal arrangement in the areas that were irrigated, with four tubes in the section that were sprinkled with latex and four tubes in the untreated irrigation section in each of the three locations. Each tube, five and one-half feet long and sealed at one end with a plug welded in place, was inserted five feet into the ground in a cored hole. In each irrigation area, the left section of six sprinklers spread the dilute latex while the right section sprinkled the same amount of water to serve as a control plot. As shown in Figure 7 each sprinkler has a 56-foot sprinkling diameter at 50 psig design water pressure. The sprinklers are 30 feet apart on the laterals and 35 feet apart between the laterals. The access tubes (coded AT on Figure 7) were placed in comparable spots on the two sections of each area, so that four soil moisture measurements on the two sections could be compared. Bouyoucos resistance blocks (BB) were also placed in areas 03A and 3C at one, two and three foot depths, but not on the spoil bank area.

"This paper deals with the description of the capabilities of a unique rotary coal cutting simulator which has been designed and fabricated at West Virginia University. It operates under the simulated mining conditions with in-situ stresses (horizontal and vertical stresses) being applied to a coal block of 18 in. x 15 in . x 6 in located in a suitably designed confining chamber. Cutting drum rotation can be varied from 1 to 40 rpm with the capability of stopping the drum after a predetermined number of rotations. Tests can be performed with four different bit angles, 15, 30, 45 and 60 degrees . A maximum of seven bits could be used in seven different orbits. Various cutting depths up to a maximum of 4 in. is possible.Monitoring devices constitute, Linear Variable Differential Transformers (LVDTs), pressure transducers, cascade Impactors, flow meters, flow controls and drum cutting speed. LVDTs are used to monitor the displacement of the coal block as well as the depth of cut. Pressure transducers are used to monitor the changes in pressure, both due to the thrust and due, to the intermittent cutting nature of the rotary cutting. Flow controls will be used to run the drum at a set rpm between 1 and 40 and to provide a different rate of advance. All the above mentioned devices can be operated and monitored by a fully automated control system. Six-stage cascade impactors are used to determine the mass distribution of dust along the rotation path of the drum. The fracture size, shape and Intensity can be studied by optical microscopy and the dust entrainment by using high speed photography.This equipment will basically be used to study the fracture mechanism in coal, associated with operating and in-situ parameters and further relate It to dust generation and entrainment In underground coal mines."

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. This report presents the results of a research and development program in recovering waste-rolling oils conducted by the Bethlehem Steel Co., before 1954 at its Sparrows Point plant, Sparrow Point, Md., with the cooperation of the Bureau of Mines, U. S. Department of the Interior, College Park, Md. The objective of the program was twofold: First, to recover oil for reuse in the plant; and second, to stop pollution, by oil, of the stream and harbor areas in the immediate vicinity of the plant. The sequence of the investigations was laboratory and pilot plant studies on sedimentation, simple aeration, and flotation for the separation of oil and water; and construction of a production unit using standard flotation equipment. This work was only preliminary for the Bethlehem Steel Co. and it has continued research on this problem. Recent progress indicates that new, improved processes will soon replace the flotation units described in this report. The first efforts to separate oil and water by simple sedimentation were unsuccessful. To establish the cause of this failure, microscope examinations and measurements were made on cold-reduction rolling mill cooling-water effluents containing oil in suspension. It was discovered that an average oil globule, held in suspension, was only 0.001 inch in diameter and would not coagulate with other globules for normal sedimentation at room temperature. The next step in the sequence of studies was to coagulate the oil suspension by simple aeration with air under slight pressure. The aeration methods studied were effective in removing up to 68 percent of the total oil but were approaching flotation in principle. The final investigation of the series was flotation of the oil in conventional laboratory-size flotation cells. The small-bubble method, without reagents, floated up to 89 percent of the total oil held in suspension and was the process selected for pilot-plant development.

This chapter includes tables for 1982 that were not available in time for publication of the 1982 Minerals Yearbook, but does not include corresponding tables for 1983. The value of raw nonfuel minerals produced in the United States during 1988 was estimated at $21.1 billion, an increase of $1.5 billion over the value for 1982. This is a reversal of last year's downturn in value from that of 1981, which was the only decrease noted since 1971; hence, an overall trend of increasing values has been maintained for 12 years, except for 1982. Although the reversal is a basis for cautious economic optimism, it is tempered by continued problems in the domestic mining industry: inadequate funds for capital investment and competition with other countries that have lower production costs. Output of metal commodities in 1983 increased for 8 out of 21 metals, and metal values, in general, increased for 9 of the metals. Output of nonmetal commodities was mixed, with 24 nonmetals showing increases, 20 showing decreases, and 2 unchanged. Nonmetal values were also mixed in 1982: 25 showed increases, 20 declined, and 1 was unchanged. Improvements in the international metals market have not been forthcoming because of the continued depressed prices for major metals. Governments in foreign producing countries have been concerned with maintaining employment and continuing foreign exchange flows through mineral exports. Consequently, the excess of supply in the face of shrinking demand brought downward pressure on metal prices in general, except for the precious metals. On the domestic front, this situation means U.S. mining companies must become even more cost efficient. The major trend in the mining industry in 1983 was to cut costs further, reduce or stabilize total production, reduce outlays for major capital equipment, modify existing systems and equipment, and streamline operations. Most of the accomplishments reported herein reflect this trend.

In 2004, underground coal mines in the United States reported 3,405 injuries to the U.S. Mine Safety and Health Administration (MSHA). Of these, 17 percent were associated with the use of bolting machines, 8 percent with continuous miners, and 4 percent each with scoop/load-haul-dump (LHD), shuttle cars and personnel transport. Analysis of the injury narratives identified five hazards that required attention. They are rock falling from supported roof inadvertent or incorrect operation of bolting machine controls, handling continuous miner cable, collisions while driving underground vehicles and driving or traveling in underground vehicles on rough roadways. The rate of lost-time injuries has steadily decreased during the past 10 years (from more than 10 per 100 FTE in 1995, to six in 2004). However, underground coal mining remains a hazardous industry. One of the contributors to this elevated injury risk is working with or near underground coal mining equipment. Roof bolting machines and continuous miners have been consistently identified as high risk equipment. They account for approximately 24 percent of all injuries to underground coal miners (Sanders and Shaw, 1989). LHD's, shuttle cars and personnel transports are also associated with injuries in underground coal mines (Burgess-Limerick, 2005). Conventional analyses of injury statistics typically provide tables detailing the breakdown of injuries by body part nature of injury or mechanism of injury. Such analyses are worthwhile and may be helpful in tracking broad trends over time. Further information is available in the narrative text field completed for each injury reported. The detail contained in these narratives varies. However, they generally provide some insight into the causes of the injury, such as the activity being performed at the tune of

The electrokinetic (zeta) potentials of a charcoal granite in an aluminum chloride (AlCl3) solution and in an oleylanunonium acetate (C18H35NH3+ -OCOCH3) solution have been correlated with the specific damping values as measured by the pendulum sclerometer. This investigation shows that the pendulum specific damping attains a minimum at the isoelectric point for the charcoal granite-aluminum chloride and charcoal granite-oleylammonium acetate systems, and thus indicates that the penetration of the diamond points is a maximum at the isoelectric point.

This Volume documents the Phase 111 effort on the Seismic Detection and Location of Isolated Miners on Contract H0122026 undertaken during the fall of 1972 by a task team composed of ADL staff and several seismic consultants. The team was assembled specifically to work together on complementary tasks, at an accelerated level of effort for four months, to meet the Bureau of Mines' time schedule for obtaining independent, objective, technical judgments regarding seismic methods and systems for detecting and locating isolated miners. The impetus for this work resulted from a compilation and analysis, during the first half of 1972, of new experimental data obtained from a series of in-mine field tests conducted by Westinghouse Corp .+ using the CMRSS* interim seismic location system. The Bureau of Mines took advantage of the availability of these new data to reassess the potential and limitations of various seismic methods and systems, and to direct its seismic system improvement program accordingly. ADL assisted the Bureau in this reassessment by drawing on the skills of seismic consultants from industry, universities and government, to supplement the skills of the ADL project team. The consultants were principal resources of broadly-based and detailed technical expertise in the areas of seismic signal-source and signal-propagation characteristics, natural and cultural seismic noise, seismic sensors and field instrumentation, seismic signal and data processing for detection and location, and overall seismic system utilization in the field under operational emergency conditions. Specifically, the participating consultants were: F. Crowley, Air Force Cambridge Research Laboratories ; W. Dean, Teledyne Geotech, Alexandria Laboratories; R. Greenfield, Pennsylvania State University; J. Kuo, Columbia University; D. Peters and R. Crosson, University of Washington; and F. Pilotte, U.S. VELA Seismological Center. "A 1986 report by the U.S. National Committee on Blomechanlcs (1) describes lung disease as a major national health problem. The report cites three areas that would benefit from a better understanding of the vibratory patterns of the lung. These areas are outlined below.1. In cases of respiratory distress, pressure driven artificial respirators are used. A new technique using high frequency respiration is quite promising, but the pressure distribution in the lung as a function of frequency is not yet known. At these frequencies of 1 to 60 Hz, the lung expands asynchronously (2) and a better understanding of these expansion nonunlformltles could provide valuable Information about the mechanics of high frequency ventilation.2. Listening to the sounds In the lung can yield valuable Information about the state of the lung. To improve the technique, a better understanding of how acoustic waves propagate through the lung is needed.3. The response of the lung as It Is subjected to acoustic excitation, dynamic loading or shock waves is not well understood. A better knowledge of these responees can lead to improved treatment for patients subjected to either explosive pressure waves or car crashes.4. Researchers are measuring the acoustic Impedance of the Iung to detect early states of dysfunction. Sneckenberger and Whitmoyer (3) have reported Impedances obtained at acoustic frequencies up to about 6000 Hz. However, It la not certain which parts of the lung are responding to the acoustic excitation.To Investigate the vibratory characteristics of the lung, excised rat lungs were excited via the trachea with acoustic waves at frequencies up to 6000 Hz. Thie paper describes an Instrumentation system, utlllzlng time-averaged holographic Interferometry, to detect and quantify the response of the lung surface to the acoustic excitation."

As a basis for recommendation and for instruction of bureau engineers the considered opinion of the bureau is expressed in "decisions" of its Mine Safety Board, approved by the Director. Ten of these decisions were discussed, in Information Circular 6091.3 Decision No. 11, approved by Scott Turner, Director, on February 28, 1929, is as follows: "In the interest of safety, the Bureau of Mines, Department of. Commerce, recommends that in coal mines, haulage and (or) hoisting be kept in intake air as far as possible." As in the case of previous mine-safety decisions, the subject matter covered by this decision has frequently come to the attention of the Bureau of Mines through the reports of its mining engineers on explosion disasters and in accident-hazard investigations.

Crude shale oil produced during in situ retorting by the Bureau of Mines at Rock Springs, Wyo., was refined by three schemes. In the first, the crude oil was fractionated to raw naphtha and 400° F+ residuum. The residuum was hydrogenated over cobalt molybdate catalyst at 815° F and 1,100 psig. The blended raw and 160°-400° F hydrogenated naphthas were hydrodenitrified and then catalytically reformed. The 400° F+ hydrogenated oil was catalytically cracked. In the second scheme, the crude was hydrogenated over nickel-tungsten catalyst at 800° F and 1,500 psig. The hydrogenated fractions were processed by methods used in the first scheme. The third scheme resembled the second but, prior to hydrogenation, the crude was "hydrostabilized" over cobalt molybdate at 500° F and 500 psig. Yields of reformate and cat-cracked gasoline as volume-percents of the crude, and research-method octane numbers (with 3 ml TEL) for the three methods were as follows: First method, 32 pet reformate, 90 octane; 19.5 pct cracked gasoline, 99.2 octane. Second method, 29 pet reformate, 81.1 octane; 21.3 pct cracked gasoline, 99.6 octane. Third method, 28.2 pet reformate, 86 octane; 28.7 pct cracked gasoline, 95.9 octane.

The Bureau of Mines conducted laboratory-scale weathering research on a leach residue containing elemental sulfur and mixed metal sulfides. Experiments were performed to determine pH and impurity element concentrations in the effluents as functions of time and to determine the effects on effluent concentrations of mixing the residue with dolomite tailing material. Four 800-day tests were conducted simultaneously. Soluble metal concentrations, especially zinc and copper, were excessive in the effluents from washed and unwashed samples of the residue. Concentrations of up to 20 g/l of Zn and 12 g/l of Cu were obtained. The pH values of the unwashed and washed residue effluents at the completion of the experiments were 2.8 and 1.9, respectively. Sulfuric acid from oxidation of pyrite caused the pH decrease. Mixing unwashed residue with dolomite tailing to maintain a near-neutral pH minimized the heavy metals content in the effluents. The pH in the dolomite tests increased slowly after the first 360 days and attained values of 7.8 and 8.2, respectively, for tailing containing 1 pct leach residue and for tailing devoid of leach residue. Dissolved zinc and copper did not exceed 0.10 g/l of Zn and 0.001 g/l of Cu.

For 1991, the aggregate value of world international export trade in mineral commodities was roughly estimated at $685 billion in current 1991 dollars. The estimated level was about 6 % higher than that for 1990, but still more than 3 % below the record high set in 1980, and the year was the fifth in a row in which the value of exported minerals advanced. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1991, as well as a breakdown of this total into fuel and non fuel commodities. The data shown are based on the historically more traditional and realistic (from the viewpoint of data availability) practice of reporting trade values for the year before the year of review. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1 %, this share was very near the recent year record low of 19.0% reached in 1988. Comparable 1991 figures were not available in time for inclusion here, but it is expected that the mineral commodity share of the total will be little altered from that of 1990.

The Bureau of Mines, in cooperation with McDermitt Mine, investigated a method for recovering mercury metal from mercury sulfide flotation concentrate by a hydrometallurgical technique. This preliminary report shows the feasibility of leaching mercury with a cupric chloride solution and electrowinning mercury from the solution. Proposed chemical reactions are shown in equations 1 through 3: 2CuC12 + HgS + 2CuCl + HgC12 + S°; (1) electrolysis HgC12 ?Hg + C12; (2) 2CuC1 + C12 ? 2CuC12. (3) A bench-scale leaching-electrowinning apparatus capable of treating 2.36 kg of sulfide concentrate in 11 days was operated continuously. An acid chloride solution containing, in grams per liter, 70 Ca, 60 Cu, 30 Fe, and 80 Hg was used as both leachant and electrolyte; 99.5 pct of the mercury was solubilized from the sulfide concentrate. Electrolysis of the leaching solution recovered mercury metal at an average current efficiency of 32 pct and an average energy consumption of 1.2 kwhr/lb Hg. Results from a preliminary economic evaluation indicated that a plant producing 31,500 flasks of mercury per year would have a capital cost of $3.7 million and an operating cost of $62 per flask of mercury.

5.1 Incorporation with the Master Design Simulator Figure 1 diagrammatically illustrates the interaction between the various sub-systems that go to make up the total Master Design Simulator. As a total system, all sub-systems will be scheduled as needed by the controlling program. The data require¬ments for each will be made available either by providing common storage in core or by outputting data to external storage devices such as magnetic tape, disk, drum, etc. The incorporation of the Geology and Reserves sub-system into the total system involves the establishment of an interface through which data may be readily dissemminated in either direction. This interface will be provided by a geological data library in which all information available from the sub-system is stored and can be readily accessed by the main program and/or other sub-systems. In Figure 7, the information flow between the Geology and Reserves sub¬system and other sub-systems is shown. 5.2 Independent Function Geology and Reserves sub-system is capable of functioning as an independent unit or in direct communication with another sub¬system. This is possible by either continued use of the data library or by redirecting output to other peripheral devices separate from the total system libraries. (Figure 8).

Accurately measure time of detonation and explosive detonation velocity in a blasthole for analysis of explosive performance and delay intervals. Approach A blasthole-monitoring fiber optic probe was developed consisting of filer optic cable to carry the fight and a sensor to detect and convert the light signals into electrical signals. Events can then be recorded on an oscilloscope, tape recorder, digital computer, or start-and-stop timer. This method is simpler to use and more immune to electronic noise than existing resistance techniques. The fiber optic material,, are inexpensive and easy to obtain, and the recording devices, such as storage oscilloscopes, arc available or easy to obtain. The probe provides the mining industry, explosive manufacturers, and those studying blasting, with a practical alternative to complex and expensive coaxial cable reflectometry, resistor strings, or resistance wire methods for determining explosive and detonator performance. How It Works The fiber optic cable is a plastic light guide consisting of sixteen 0.01-inch-diameter optic strands having an overall outside diameter of 0.087 inch. The receiver module incorporates a photodiode to detect the signal and an integrated circuit receiver for signal amplification into one package about 1/2 by 5/8 by 7/8 inch.

The potential for roof falls in underground mines remains a clear and present danger for mine workers. An investigation of ground conditions in nearly 50% of the nation’s underground stone mines found that the state of roof stability is primarily determined in a limited and subjective manner. These large opening mines, with roof heights typically of 7 m or more, make physical observation difficult. Although some mines use monitoring techniques to gain additional information on roof stability, this practice is usually short-term and localized to address ground conditions in a particular section or part of the mine. A methodology to assess the risk for a roof fall is proposed in a preliminary fashion based on engineering judgment acquired from extensive underground stone mine experience and examination of related literature. The proposed method utilizes an observational technique to identify the risk of roof falls in three categories. Case study scenarios provide a realistic picture of model implementation. Providing the mine level decision maker with an accurate assessment tool to ascertain the level of risk related to ground conditions is expected to reduce mine worker injuries and fatalities. Moreover, the presences of danger can be overcome with a clear picture of quantified ground conditions.

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]

I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.
