Techniques developed by the Bureau of Mines for the preparation of high-purity rare-earth metals and their alloys by electrolysis of the oxides in fluoride media are summarized. Cerium, lanthanum, neodymium, praseodymium, dysprosium, gadolinium, and yttrium metals, the mixture didymium, and specific alloys of these metals and samarium with iron, nickel, chromium, and cobalt were prepared. Individual metals were electrodeposited in the liquid state on tungsten or molybdenum cathodes. Alloys were prepared by electrodepositing the rare-earth metal on a consumable cathode, at a temperature above the melting point of the eutectic formed between the rare-earth element and the cathode material. Cells were designed for electrowinning metal products in gram and pound quantities, and methods for continuous electrowinning of cerium and lanthanum were developed.

Cement kiln dust (CKD) is a waste product generated at the rate of 4 to 12 million tons per year in the United States. The dust has considerable resource potential as a neutralizer for coal mine waste effluents and as a lime substitute in the agriculture and construction industries. However, little information has been published on the composition and characteristics of CKD, and a concern arose over the potential environmental effects of the waste when an analysis of a single sample from West Germany revealed lead and zinc concentrations of 5,620 µg/g and 16,200 µg/g, respectively. "Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

The Bureau of Mines has developed a gas chromatographic method for the rapid and accurate determination of oxygen, nitrogen, carbon dioxide, methane, and, if present, carbon monoxide in mine air. This method replaces such presently used gas-reaction types as the Haldane or Orsat analysis, offering advantages in terms of precision, accuracy, speed, and convenience.

Limited experiments in the laboratory with specimens of mine rock from a Virginia bituminous coal mine indicate that natural gas-air mixtures can be ignited by sparks generated by rubbing friction of sandstone against sand-stone, shale against sandstone, sandstone against (roof-bolt) steel, and shale against steel. Such sparks, generated during a roof fall, may have initiated a recent gas explosion in this Virginia mine, although this cannot be stated with certainty. No ignitions of gas were produced by sparks or heat generated by impact friction between mine rocks or steel, during tension breaks of roof bolts, or by pull tests of roof bolts through their washers and roof plate. However, this negative result of limited experiments does not preclude the possibility of gas being ignited by these conditions.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Fire is a major concern for those who work in underground mines. A mine fire can occur at anytime and often results in a partial or total evacuation of mine personnel and could result in the loss of lives. Therefore, having a workforce that is well trained to prevent, detect, and fight a fire is important. This paper focuses on responders’ preparedness for fire. Responders in this context are considered the entire workforce and are categorized as first, second, and sustained responders and evacuating miners. Quality training enhances ones awareness of mine fire hazards and promotes self-confidence in combating fires and responding to emergencies. Early warning systems and other escapeway aids such as a through-the-earth signaling and communication system, lasers and strobe lights are also addressed. The technological advancements that have been made can improve the state-of-preparedness for responders to underground emergencies and increase the chances of survival for escaping personnel.

The Bureau of Mines conducted laboratory batch and continuous flotation processing tests on waste granite fines from South Carolina to determine the possibility of recovering high-quality feldspar and glass sand. Three flotation systems were used for removal of the iron-bearing biotite: Two employed an alkaline anionic-cationic circuit and the third employed an acid cationic circuit. Commercial-grade products were obtained when the remaining biotite was magnetically removed from the feldspar and quartz concentrates. Continuous flotation processing yielded a feldspar concentrate containing, in percent, 3.60 Na20, 5.60 K20, and 2.25 Ca0, with recoveries of 75.3, 66.6, and 72.6 percent, respectively. The feldspar tailing was high quality glass sand containing 98.0 percent Si02 and 0.025 percent Fe203; about 60 percent of the quartz was recovered.

[The Bureau of Mines initiated an extensive research on coal-mine ventilation factors in 1922, large- scale tests being conducted in its experimental nine near Bruceton, Pa., over a period of two years. A comprehensive report an this work is in course of preparation, but in order to place the practical results before the mining fraternity immediately and in condenses form, the more important features will be presented in a number of short papers. The present report is the first of a series dealing with the resistance of coal-mine entries to the flow of air and considers only entries in which there are no obstructions other than the natural roughness of the ribs, roof, and floor.]

Microseismic noise rates and slope movements were measured in an unstable area along the north wall of the Tripp-Veteran pit, Kennecott Copper Corp., Ruth, Nev. Low-noise, wide-band microseismic geophones were located at various points in the wall, and the change in distance across open fractures, resulting from instability, was determined by repeated measurements between fixed points set on each side of the fractures. The microseismic noise rate increased and decreased with corresponding increases and decreases in the rate at which the fractures opened. The microseismic noise rates and changes in width of the fractures show excellent agreement, and the two types of measurements complement each other in monitoring the progress of pit wall failure.

While the statistical summary focuses on 1991 data, this update and outlook section draws on information available to the author as of the date of final preparation in early 1993. For all the press notoriety associated with the shift in the Near East crisis from the defensive posture of Desert Shield to the restoration of Kuwaiti sovereignty through Desert Storm, this was not the dominant event governing global economic thinking in 1991 and the first half and more of 1992. From the global perspective, the momentous political changes in the area that was the U.S.S.R. and in the smaller emerging transitional economy states of Eastern Europe will have even greater current and long-lasting effects on world mineral industry activities than the crisis in the Near East.

The order of identification and in same cases the magnitude of the elastic constants of an anisotropic material depends on the orientation of the cartesian coordinate axes with respect to a set of reference coordinate axes within the material; thus confusion will result unless standard orientations are used. In this paper the relationship between the cause (the internal fabric) and the effect (the elastic properties in this case) is discussed for single crystals and for polycrystalline and amorphous materials. While reference axes based on the cause are used in the IRE (Institute of Radio Engineers) standard for piezoelectric crystals) it is shown that a reference coordinate system that would be suitable and practical for all anisotropic polycrystalline and amorphous materials must be based directly on a three-dimensional expression of the effect. The conventions offered are similar to the IRE standards for piezoelectric crystals) but use the elastic coordinates of the wave surface which can be quite readily established experimentally as the reference coordinates.

"INTRODUCTION Information relative to the ignition temperatures of acetylene and acetylene-air mixtures has become of particular interest recently due to a number of explosions that have occurred in 500-pound, double-rated, medium-pressure acetylene generators in shipyards on the West coast. Various suggestions have been made as to the causes of these explosions prominent among which has been that air finds its way into the acetylene generators during abnormal operation or that air remains in the carbide hopper of the generator following the purging and charging operations.This raises the question as to how and to what extent the presence of small percentages of air in acetylene affects the ease of ignition of such mixtures at the various operating pressures of the acetylene generators. The range of operating pressures in the 500-pound, double-rated generators involved in the explosions may vary from below atmospheric to 15 pounds gage.The present report gives the results of an investigation made to determine the effects of pressure on the ignition temperature of pure acetylene and of acetylene containing varying percentages of air:EXPERIMENTAL Apparatus A preliminary investigation showed that a heated quartz surface gave lower ignition temperatures than other material tested.A ""hot-spot"" method of ignition was found desirable in the case of the acetylene mixtures since the violence of the explosions was reduced by keeping most of the test mixtures at room temperature. Explosive violence was reduced further by using an ignition tube 17 mm. or less in diameter."

Demand for arsenic trioxide increased markedly during 1984 as a result of increased use of arsenical wood preservatives and increased use of arsenicals in agriculture. The increase in agricultural demand was due to a return to production of land with-held from cotton planting under an agriculture program for acreage diversion for some 1983 crops. Supplies of arsenic trioxide were more than adequate to meet increased demand, and prices either declined from, or remained at, the low 1983 levels. In June, ASARCO Incorporated announced plans to close its Tacoma, WA, smelter by mid-1985. Domestic Data Coverage.-Refined arsenic trioxide was produced by two U.S. companies. The major producer voluntarily reported its production to the Bureau of Mines, but to prevent disclosure of proprietary data, the production data have been withheld.

A major hazard to workers in underground mines is fire and the resulting contaminated air. Fire reaches miners thousands of yards away with carbon monoxide gas and other toxic fumes. The same ventilation system that furnishes fresh air to miners can also be the vehicle to carry contaminated air to remote locations. To reduce these problems, the U.S. Department of the Interior&apos;s Bureau of Mines entered into Contract H0242016, "Mine Shaft Fire and Smoke Protection System," with FMC Corporation, Santa Clara, California, to evaluate mine shaft fire and smoke hazards and to develop and demonstrate a low-cost, reliable mine shaft fire and smoke protection system that would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines.

The very modest-sized mineral industry of Afghanistan was burdened for another year with problems of internal strife occassioned by the presence of Soviet armed forces. Despite this, production of the few traditional commodities continued, and the mineral industry moved to develop additional mines and plants for both traditional and new products with considerable technical and construction assistance from the U.S.S.R. Among the limited range of mineral commodities for which production was reported, there were no startling changes between 1984 and 1985. Production of both coal and natural gas advanced only slightly, despite substantially higher 5-year plan goals, and cement output was down marginally. Probably the most significant development in 1985 was the Possibility that mine and/or smelter production of copper was initiated during the year.

Ground check monitors may be made in several configurations. Each type has unique characteristics and provides different safety attributes when applied to different mine situations. In this paper, the monitor types are discussed in relation to the mine situations. It is shown that the selection of the monitor type can have a significant effect on the safety of the resistance grounded power system. The options are discussed, and the conclusion is drawn that only one monitor configuration can provide maximum safety. Unfortunately no monitors of this configuration are presently available. In addition, when the monitor capabilities and ground wire configurations are considered as a system, it can be shown that certain configurations will lead to maximum safety. "INTRODUCTION The use of gasoline engines as the motive power for lift trucks, tractors, and other types of mobile equipment operated in enclosed spaces, such as industrial plants and warehouses, may create a hazard because of the carbon monoxide present in the exhaust gases of the engines; gasoline-powered equipment should not be used in mines or tunnels. Because the equipment is mobile, local ventilation usually is impracticable, and general ventilation of the spaces is nec-essary to dilute and remove the carbon monoxide. To estimate the rate of ventilation required in such situations, information is necessary on the concentration of carbon monoxide in the exhaust gas and the rate at which exhaust gas is produced under given operating conditions. The purpose of this paper is to present data that may be used in making estimates of ventilation requirements.COMPOSITION OF GASOLINE-ENGINE EXHAUST GASThe exhaust gas of a gasoline engine consists mainly of carbon dioxide, carbon monoxide, hydrogen, oxygen, and unburned hydrocarbons (usually reported as methane), together with the nitrogen present as a residue from the air sup-plied for combustion. 3/ The exhaust also contains water vapor resulting from combustion of the hydrogen of the fuel. The water-vapor content is not included in exhaust-gas analyses calculated on a ""dry"" basis and is not involved in the estimation of ventilation requirements."
