"Results from a study directed towards identifying and measuring the mutagenicity of diesel exhaust particulate matter involved in mining exposures, especially those which may synergistically affect genotoxic hazard, are presented in this paper. Particulate matter emissions from a diesel engine, representative of the ones found in underground mines, were sampled and assayed to determine the genotoxic potential as a function of engine operating conditions. Diesel exhaust was diluted in a multi-tube mini-dilution tunnel and the particulate matter was collected on 70 mm fluorocarbon coated glass fiber filters as well as on 8"" x 10"" hi-volume filters. A six mode steady state duty cycle was used to relate engine operating conditions to the mutagenicity potential.Protocols developed for using a primary component of pulmonary surfactant as a medium for collecting and applying respirable particulate material to cells for mutagenicity testing offer a true representation of in-vivo delivery of such respired aerosols to pulmonary cells and the genetic material within . The surfactant dispersion technique is discussed in this paper. Methods have been developed to sample and assay the diesel soot and diesel soot/mineral dust complexes which would not compromise the surface and physical properties of the particulate material."

In 2005, a total of 4,490 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA). Stone mines comprised 30.6% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,039; 45.4%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Of all states, Pennsylvania had the most stone mines (n=379; 8.4%).

Laboratory studies show that ignition of a dispersed combustible dust in an open vessel may be prevented by adequate inerting . Factors affecting the inerting requirements are -- dust concentration , spark energy , ignition temperature , composition of the substances used for inerting , fineness of dust and type of combustible . The oxygen concentration of the atmosphere and in some instances the proportion of admixed inert powder and moisture required to prevent ignition are given for 367 dust samples . Variations in inerting requirements with strength of igniting source are discussed .

The U.S. underground coal miner faces a continuing hazard from the fall of roof. At the root of many injuries and fatalities are weak or defective roof strata. Throughout mining history, millions of miles of entry have provided exposure of every conceivable geologic roof hazard. This report describes the geologic origin, association, and potential danger from the most common hazards. Discussions of weak rock include drawrock, rider coals, head coal, stackrock, and stream valley effects. Discontinuities, or roof defects, are described including, clay veins, slickensides, joints, and paleochannels. A number of examples from U.S. coalfields are used to document geologic structure and associated hazards. Roof fall analysis is a methodology used by NIOSH for hazard recognition and prevention; its application and benefit to the industry are discussed.

"The U.S. Bureau of Mines established on August 15, 1983, The Generic Mineral Technology Center for Respirable Dust (Dust Center) within the Mining and Mineral Resource Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University, and in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. In 1986, Michigan Technological University (MTU) was awarded a grant through the Dust Center. The center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health law, which is ""... (to) permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis of any other occupation-related diseases..."" The Dust Center's program is designed to foster an accelerated attack through fundamental research on problems confronting the control of respirable dust in mines. The interactions of the universities and the research program components in the characterization of coal seams, respirable dust particles and the workers lungs are depicted in the logo of the Dust Center.The primary goal of the Dust Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The Dust Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection of dust in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) the relationship of the mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines, and to other dusts such as those generated by diesel equipment. Achieving the Dust Center's goals also involves the training of engineers and scientists, graduate students, and undergraduate students through their respective institutions, and technology transfer to industry. The distribution of personnel in the various universities are presented in Table 1. A directory of Dust Center principal investigators is presented in Appendix 1. A summary of degrees granted and mineral sector employment is presented in Table 2. The subjects of theses developed under the various research projects are presented separately in Volume 7. The center research is fully compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities (see Volume 2). Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease studies are available as a result of the existing relationship between NIOSH and West Virginia University. Figure 1, Respirable Dust Center Projects and Activities, presents the various projects in the five major areas of investigation and the scope of characterized dust samples, the suite of tests, the sampling and dust generation methods, and the size, chemical and mineralogical analysis performed in the center. Table 3 presents a summary distribution of the 95 publications and presentations that have emanated from the center. In addition there are more than thirty presentations made at each annual Dust Center review meeting. The titles, authors and location of presentation for publications supported by the Dust Center are presented in separate publication volumes for 1984 (Volume 3), 1985 (Volume 4), 1986 (Volume 5) and 1987 (Volume 6)."

As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .

Since 1937 the Bureau of Mines has conducted investigations to provide the technical information necessary to guide the safe use of diesel engines underground in the United States. Coincident with the beginning of the technical study, a survey was made of State regulations pertaining to the use of internal-combustion engines underground.3/ At that time it was found that owing to the known hazards of gasoline locomotives, many States had enacted legislation or regulations limiting or prohibiting their use underground. Some of this legislation prohibited, or could be interpreted as prohibiting, the use of any type of internal-combustion engines in underground workings. After World War II diesel-powered equipment was introduced underground in many States, and pertinent questions are received frequently by the Bureau of Mines about the regulations that permit such applications. Because it was known that new and revised regulations had been made effective in some States in the nearly 20 years that have elapsed since the previous survey,3/ the Bureau decided that a review of the latest regulations in the leading mineral-producing States would be a valuable source of information for those engaged in the production of minerals as well as others. Accordingly, where feasible, this report includes abstracts of State laws and regulations as they affect the use of internal-combustion engines underground, particularly diesel engines. The substance of comments from State officials also are included when these appear to be helpful to interpretation of the regulations.

A kinetic model was developed to describe the production of superoxide (02) by single pulmonary alveolar macrophages (PAM). Model predictions were compared to experimental results obtained from single rat PAM. The O2 - was quantified by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from video-recorded images of individual cells. The kinetic model considered three reactions: (1) the production of extracellular 0 - from the reduction of oxygen by NADPH oxidase using intracellular NADPH as the substrate, (2) the subsequent dismutation of o2- to from O2 , and (3) the reaction of o2- and NBT. NBT specificity for o2- was analyzed by comparing results in the presence and absence of superoxide dismutase (SOD) which catalyzes the dismutation of o2- to H2o2. Measured PAM heterogeneity was accounted for by varying the concentration of intracellular NADPH, its rate of depletion, and the concentration of intracellular NADPH oxidase in the kinetic model. Model predictions compared favorably with experimental results except when SOD was present. This discrepancy may be due to diffusional limitations since NBT is a relatively small molecule (818 MW) compared to SOD (34000 MW). In addition, the cell surface is both ruffled and negatively charged, which may introduce steric hindrances and/or electrostatic effects since SOD is also negatively charged.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted at the Bureau's Mount Weather Testing Adit, Mount Weathe, Va. Domestic production of greensand (glauconite) increased 15 percent in quantity and 13 percent in value compared with that of 1964. Since only two firms were in operation, statistics on production and sales for the year are not reported in order to avoid disclosure of individual company confidental data. The average annual production for the 5-year period 1961-65 was 4,306 tons valued at $200,200. The material was marketed for use as a soil conditioner and a water softener. An article of mineralogical interest was published concerning the New Zealand glauconites.2

In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 5,100 acre (2,065 ha) Rubicon RARE II area (No. 5026) in the El Dorado National Forest (fig. 1). Work by the Bureau of Mines indicates that potential for mineral resources in the area is low. Samples from small gravel deposits along the Rubicon River and from favorable structures in the area contained smart amounts of economic minerals. A Tertiary river channel near the north area boundary contains gold values as much as $137.60 per cu yd ($180 per cu m) [(gold at $400 per troy oz ($12.86 per g)]. The channel does not cross the study area. Energy resource potential, including oil, gas, or geothermal, does not exist in this geologic environment.

"Oil-shale camps are peculiarly favored, in that before they are established it can be ascertained with a,of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town, whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well under drained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive."

The feasibility of locating a buried vertical magnetic dipole source (horizontal loop) from surface measurements of the vertical and horizontal magnetic field components has been investigated by Wait (1971). , For sufficiently low frequencies, the magnetic fields have a simple static-like behavior, and a single observation of the ratio and relative phases of the vertical and horizontal field components is sufficient for location when the earth is homogeneous. However, when inhomogenieties are present, the surface fields will be modified, and source location may be more difficult. In order to obtain a quantitative idea of the surface field modifications, we consider a spherical conducting zone as a perturbation to the homo- geneous half-space. A rigorous solution for the buried sphere problem has been formulated by D'Yakanov (1959). Unfortunately, his solution is restricted to azimuthally symmetric excitation, and even then the solution is not in a convenient computational form. However, if the sphere is electrically small and is located at a sufficient distance from both the dipole source and the interface, the scattered fields can be identified as the secondary fields of induced dipole moments. The latter are equal to the product of the incident fields and the polarizabilities of the sphere. The details of the approach are given by Hill and Wait (1973). Wait (1968) has used this induced dipole moment approach for scattering by a small sphere above a conducting half-space. The method has the advantage that it is easily generalized to scatterers of other shapes for which both the electric and magnetic polarizabilities are known, such as spheroids (Van de Hulst, 1957). In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

To improve efficiency in producing clarified water from mineral and metallurgical processing streams containing suspended particles. Approach Particles suspended in mineral and metallurgical processing streams are filtered out by granular magnesium oxide (MgO) used as the medium in deep bed filters. How It Works MgO is substituted for the silica sand or garnet sand currently used in conventional deep bed filters. These filters presently consist of a 24- to-48-inch-deep layer of either silica sand or mixed media, consisting of a stratified combination of anthracite coal, silica sand, and garnet sand. As waste water containing fine solids is percolated through the granular bed, the suspended particles become attached to the filter grains. When MgO replaces sand as a filter medium, the overall filter capacity is generally increased 50 to 80 percent, and no equipment modifications are necessary for filter operation. MgO is unique because it has a positive surface charge in water while most suspended materials are negative. The attraction of these negatively charged suspended particles to MgO enhances filtering performance. As is necessary for all good media, MgO is insoluble and nontoxic.

The investigation reported in this paper is one of several included in a broad program of developing new or improved concentration processes for the oxidized and partly oxidized deposits of lead and zinc, A sample from the Playter lease, Newton County, Mo., containing pyromorphite was successfully concentrated by fatty acid flotation to a grade of over 62 percent lead. Owing to the presence of a high content of slime-size values, the overall recovery of lead at that grade was limited to 44 percent. DESCRIPTION AND HISTORY OF PROPERTY The mineral pyromorphite is a chlorophosphate of lead containing 76.4 percent lead, and, although it occurs frequently in association with other lead minerals, it is considered a minor ore mineral of lead. The manner of occurrence of oxidized lead minerals, including pyromorphite, which frequently are no larger in grain size than the clay with which they are found, militates both against development of a simple beneficiation process and high recovery. The profitable exploitation of such deposits depends not only on a successful treatment procedure but a highly favorable metal market as well. For these, and perhaps other reasons, very little research has been done on the recovery of pyromorphite from its deposits.

Toxic fumes produced by detonating explosives in surface mining and construction operations pose potential hazards to workers and the public. Blasting operations produce both toxic and nontoxic gaseous products; the toxic products are mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings as well as one fatality. At worst people may be fatally poisoned and the least to be expected is increased public objections to blasting. Local and state agencies could demand a cessation of the blasting requiring more expensive mechanical means to break the rock. This paper discusses the most feasible means of preventing CO migration, mitigating CO that has migrated, and detecting CO in an underground enclosed space and may help reduce the exposure of unsuspecting area residents to carbon monoxide and help prevent the implementation of unnecessary regulations and limitations on blasting. Single-hole shots and small-scale multiple-hole blasts were performed that indicate promising means of prevention and mitigation.

"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."
