"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

The Bureau of Mines investigated the up-and-down method with factorial designs to determine if shorter, and therefore less costly, trial sequences could be used. Although sequences of 50 trials are usually recommended, sequences of 20 trials were arbitrarily chosen for the experiments with permissible coal mine explosives described in this report. These explosives were fired from a cannon pointed into a flammable natural gas-air atmosphere at the Bureau of Mines Explosives Research Center gallery to ascertain their safety properties. The investigation demonstrated that the shorter sequences led to useful conclusions with a reduction in cost of the experimental program.

The investigation to evaluate the reserves of coking coal is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal, (2) to upgrade marginal coals through effective preparation, and (3) to study the carbonizing properties of coal and coal blends not now widely used for metallurgical coke making. This is the seventh of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Floyd County, KY., which comprises parts of the Paintsville, Prestonsburg, Harold, Hindman, and Pikeville quadrangles. (See fig. 1.) A base map for each bed in each quadrangle was made to the scale of 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all avail-able data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate but which may contain reserves based only on geologic inference, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

This Bureau of Mines investigation determined the effects of so-called annealing at high temperatures on radon-222 emanation from domestic uranium ores. Concurrently, a method was developed for closely estimating the emanation coefficients of hot samples from measurements of their gamma activity after cooling. Emanation coefficients of 102 samples from 14 domestic areas of past, present, and possible future uranium production were investigated using modifications of the closed-can, gamma-only assay method at and after cooling from 100° to 1,000° C. True annealing probably does not occur below 500° C. In limited investigations at 500° C and above, effects of annealing are masked by the effects of other parameters. Emanation is commonly less at one or more of the steps investigated in the 100° to 500° C range than before heating. This decrease is tentatively attributed to water loss at temperatures dependent upon the minerals present. The average sample emanates least at 300° C; emanation increases with higher temperatures to at least 900° C. Emanation decreases sharply on cooling, but it is partially restored by prolonged exposure to the atmosphere at room temperature. Higher than average emanation of coffinite ores at 500° C and above may be related to destruction of the coffinite crystal structure.

The feasibility of simultaneously burning several paths through a coalbed to develop a multiple path underground gasification system was investigated by the Bureau of Mines during two experiments, Boreholes were drilled through the overburden and into the coal and arranged in a circle approximately 50 feet from a central borehole. In the first experiment, in an area which had previously been hydraulically fractured,5 air was injected at the center borehole. The coal was ignited at the other boreholes and the fire fronts traveled toward the center, counter to the flow of air, to backward burn paths through the coalbed. Two paths were linked during the first 5 days of operation. The outlets of these two paths were throttled and air pressure was increased to maintain the flow of air, but no other linkages were made. Fourteen days after the two linkages these two paths were opened and gasification was carried on for 10 days, but with only moderate success. In an effort to overcome operating difficulties air was injected at the peripheral boreholes, and the gases were drawn off at the center borehole. Reversed flow operations continued for 12 days and two more paths linked. The heating value of the gas generally was higher than 100 British thermal units per standard cubic foot (B.t.u. per std. c.f.). Because only four of seven paths linked, however, the entire system could not be evaluated with respect to product-gas output and recovery of energy.

This Bureau of Mines open file report is one in a series of reports written about the Valdez Creek Mining District (VCM D) as a result of the continuing Bureau of Mines mining district evaluation program. This report presents the results of order-of-magnitude mining feasibility studies. The mining feasibility studies were conducted for mineral deposit models that were based on real and hypothetical deposits that occur in the VCMD. A total of 6b mine models were developed for application to the mineral deposit models. The goal of the feasibility study was to determine the monetary value per unit of minable ore that would cause the simulated cash flow for each of 66 mine models to achieve certain pre-defined rates of return for the invested capital.

The basic character of the free energy r data relating to water and the oxides of carbon makes it desirable that the most representative values that can be obtained should be constantly available. The calculations of Lewis and Randall3 retain much of their of original value, but appear to require some modification in the light of more recent work. This paper has been written to incorporate the newer information and to present some estimate of the reliability of the resulting figures. The data upon which the calculations are mainly based are, for these substances, the equilibrium constants of the various reactions involved. The original work relating to these equilibria has, been reviewed and, where possible, weighted to correspond with its probable reliability. The differences in the results of the present from the earlier calculations are partly the consequence of this appraisal and partly of the inclusion of more extensive data, as will be indicated in detail in the succeeding sections.

"In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

San Juan County, which occupies the extreme northwest corner of New Mexico, contains large reserves of coal in the Fruitland formation and in the Menefee formation of the Mesaverde group. The coals have bright luster, are brittle, and break easily in handling. All mines sampled are in the La Plata-Fruitland and Rio Chaco districts of the Durango-Gallup coal field. This large area, all within San Juan County, contains numerous coal beds 5 to 15 feet thick. Ellis2/ mentions the Carbonero (Fruitland in this report) bed in the La Plata-Fruitland district attaining a thickness of 36 feet. This bed has been correlated with the Carbonero bed, formerly mined at Carbon Junction, near Durango, Colo. During the field investigation covered by this report, no operating mine in the Fruitland bed was working a bed thickness of more than 15 feet.

In 1965 the Western phosphate industry ranked third after Florida and Tennessee in total mine and marketable production of phosphate rock and phosphate rock products. It has become an important regional industry and, since the close of World War II, it has become important in the national phosphate economy. This report includes an evaluation of the trends and outlook for the Western phosphate industry through 1975 as part of the Bureau's program to determine the rate at which the Nation's mineral resources are being utilized. The first part of this report is concerned with the relationship between the Western phosphate industry and that of the United States and the world. It describes the principal phosphate deposits and discusses production, export, and import of phosphate rock and marketable products. The second part of the report is concerned with the Western phosphate industry and discusses trends and outlook through 1975. Projections for the utilization of phosphate rock, phosphate fertilizers, and elemental phosphorus have been developed and extended through 1975 in an effort to provide data and information pertaining to the rate of depletion of the Nation's phosphate resources.

As part of an investigation aimed at improving the health and safety and competitiveness of the mining industry, the U.S. Bureau of Mines evaluated the application of common offset radar profiling, using a 250-MHz ground-penetrating radar (GPR) system, for the detection of fractures in igneous rock. A series of radar reflection surveys were conducted to detect and delineate the extent of fracturing at various granodiorite and gabbro quarries and outcrops located in Minnesota. The application of radar profiling for detecting joints, sheeting fractures, shear zones, and depth to water table was demonstrated to be feasible with minimal processing. Radar reflection interpretations were verified by visual inspection of the rock mass and field mapping of local structure. The radar reflection section provides a simple, rapid, and cost-effective means for mapping of shallow (less than 10 m) small-scale fractures (greater than 0.25 cm) in igneous rock masses (characteristic of velocities between 0.061 m/ns for gabbro and 0.125 m/ns for granodiorite). Depth or distance estimates to fractures are within 10 pct of the actual, and time-shift compensation is necessary only when topographic irregularities exceed 30 cm.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA). San Bernardino County. California During field work. BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1.188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) fun access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion. $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

"INTRODUCTION This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1952 was mode under a co¬operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior.Analytical data are presented for 94 samples of aviation gasoline which include for the first time in this series of reports, data on five samples of grade 108/135 aviation fuel. Data also are given for 34 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers' production in their laboratories and the results sub¬mitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 16 producers of aviation jet fuels are represented.SUMMARYA comparison of certain properties of the commercial aviation gasolines produced in the United States during 1950, 1951, and 1952 is presented in table 1, the 1952 data being average values from tables 3 through 7 of the present report. Trends in certain characteristics of these fuels may be seen in figures 1 through 5 which also indicate the minimum and maximum values. As may be observed, the properties of commercial aviation gasolines have not varied greatly during recent years. A list of aviation-fuel survey reports published by the Bureau of Mines is given on page 7.Table 2 presents a summary of data from table 8 and compares properties of aviation jet fuels of 1952 with summarized data on jet fuels of October 1951."

The thickness of the coal seam is one of the more important items influencing the productivity and general overall efficiency of operation 1 of a coal mine. The average thickness of coal seams mined in the United States decreased 2 inches between 1950 and 1955 to an average of 62 inches, which also is 3 inches less than the 65 inches in 1945. The decrease in thickness is due partly to the increased production from strip mines with thinner seams and partly to the increased percentage of total production at underground mines in certain States having thinner seams. The thickness of seams at auger mines was measured for the first time in 1955 and was 53 inches. Though bituminous coal and lignite is mined today from seams of exceedingly variable thickness -less than 2 feet to ore than 50 feet -a large majority of the production, 65 percent in 1955, came from seams 3 to 6 feet thick. This is not surprising since the coal seam of moderate thickness presents the least mining difficulties.

The Bureau of Mines investigated a HCI-02 leaching procedure to recover Cu, Ni, and Co from a low-grade bulk sulfide flotation concentrate prepared from the Duluth gabbro complex. Since the Duluth gabbro complex is the largest known and unexploited Ni resource in the United States, the development of options for extracting the metal values from the flotation concentrate of this domestic resource is necessary. Conditions were determined for producing a pregnant solution low in Fe to facilitate recovery of the metal values. Leaching experiments were conducted at 15 pct solids, 1000 to 1200 C, 0.2 to 0.3 g HCI per gram concentrate in a 50-gal reactor pressurized to 50 pSig with 02. Base metal extractions from the concentrate were, in percent, 90 to 92 Cu, 99 Ni, 97 to 99 Co, and 0.1 .Fe. Precious metals extractions were erratic and unpredictable; at best their extractions were, in percent, 55 Au, 90 Ag, 40 Pt, and 45 Pd. The reaction time at 1200 C was 0.5 h. The use of compressed air instead of 02 as the oxidant was also investigated. Solvent extraction using LIX 622 was used to remove Cu from the pregnant solution. Cementation on Cu was tested for precious metals recovery, while sulfide precipitation was used to produce a Ni-Co product. A conceptual flowsheet for treating the Duluth gabbro concentrate is proposed.

The purpose of this investigation was to beneficiate the Talladega gray iron ores by flotation. A component of the problem was the determination of the degree of beneficiation possible by flotation as well as the relative selectivity of certain reagents in promoting flotation of either the iron minerals or the siliceous gangue minerals. The scope of the present investigation involved only the use of small-scale laboratory equipment. Treatment by roasting and magnetic separation was not included in this study, inasmuch as a similar comprehensive investigation was completed and the results were published by the Bureau of Mines in 1927. The results of the work on Talladega iron ores are briefly summarized in this report. In the search for efficient and economic methods of beneficiating low-grade iron ores, the flotation process is among those that are receiving considerable attention. The Talladega ores are of particular interest for a flotation study, because they contain two iron minerals (magnetite and specular hematite) that are somewhat dissimilar in their flotative response.

The Bureau of Mines examined sources, consumption, and movement of iron and steel scrap in the southeastern States--Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. Officials of the scrap-processing and scrap-consuming industries were interviewed, data was obtained from the published literature, and a canvass was made by the Bureau of scrap consumers. The Southeast generated excess scrap which was shipped to domestic and foreign consumers in about equal proportion. Total 1963 demand in the Southeast was 3,336,000 net tons, of which purchased scrap was 75 percent, foreign exports 13 percent, and domestic exports 12 percent. Alabama, with 47 percent of the purchased scrap consumption in 1963, was the most important scrap-consuming State, and Kentucky, with 34 percent, was the second most important one. Southeast demand was 4.8 per-cent of the total U.S. demand. Projected 1980 consumption is 8,340,000 tons. Scrap prices showed a slight downward trend for the period 1953-63, although gross consumption increased slightly. A significant trend in processing scrap in the Southeast is the preparation of smaller bundles or "briquettes" weighing from 75 to 150 pounds, which are easier for consumers to handle and inspect. Another significant development is the "shredding" of automobile scrap which produces a dense, clean scrap especially desirable for use in electric furnaces.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. A vertical air shaft in the Birmingham, Ala., iron district was sunk with a circular cross section and lined with concrete at a relatively low cost to provide needed ventilation for an iron-ore mine. The method of sinking the shaft is described, and the costs are stated in mar-hours with a descriptive list of equipment and a statement on the size and use of temporary buildings. Preparation began May 2, 1955, and the shaft was completed at a depth of [680] feet by September 22, 1956. By October 1956, all temporary building and [aft]-sinking equipment had been removed. The total direct-labor cost for the operation, including preparation and dismantling, was 50,700 man-hours, or 30.2 man-hours per foot. Total rock and dirt removed amounted to 17,523 cubic yards (in place), and the shaft lining required 4,635 cubic yards of concrete to form a circular air shaft with an inside diameter of 16 feet.
