The Explosives Division of the Bureau of Mines, United States Department of the Interior, is investigating cushioned blasting at the Explosives Testing Station, Bruceton, Pa. The general interests of this investigation are practical and relate particularly to safety. The immediate concern is an application of cushioned blasting in coal mining. In cushioned blasting, various means are employed to reduce the intensity of the application of energy in an explosive action in a borehole. The primary object is to increase the efficiency of the use of explosives.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

The electromagnetic retransmission system is a new, automated method of locating trapped mine workers. This technique overcomes many 1 imitations inherent in electromagnetic direction finding by reducing the effects of the conducting ground to an acceptable maximum, by finding position accurately in the presence of antenna tilt, and by eliminating the need for the receiver to be located directly above the subsurface transmitter. Three transportable three-axis magnetic-dipole transmitters on the surface create a system of electronic grids in which the phases of the downlink Signals convey position information. The subsurface retransmitter modulates the uplink carrier of the existing beacon transmitter with the received downlink signal; the coal-pillar loop antenna is used for both receiving and transmitting. The uplink receiver uses a three-axis antenna and extensive digital signal processing. A small computer integrates data, estimates position, and controls system operation through VHF-FM communications. Both coal-mine and deep-mine operation are possible by selecting appropriate transmitting power and signal frequencies. This report shows such systems to be both feasible and practical.

The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

To determine whether reflectors could substitute for the trip lights referred to in the Federal Mine Safety Code, the Bureau of Mines studied trip safety devices under simulated haulageway conditions. The noticeability of reflectors compared with trip lights and fluorescent panels was evaluated from distances of up to 850 feet with light source intensities of up to 1-6 foot-candles (ft c). Reflectors tested consisted of a reflective lens in a holder secured to a frame that can be attached to a trip. Reflectors were found to be suitable for use as a trip safety device. In fact, for the conditions in many underground haulageways some reflectors would be more effective than a permissible trip light.

The material was gathered red on a trip through tale State in the summer of 1936. The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

This publication contains highlights of a 4-hour lecture and demonstration by the Bureau of Mines on the fire and explosion hazards of flammable liquids and solids, oxidizing materials, corrosive liquids, and compressed gases. The authors first presented this material as part of a 2-week course given to officers and enlisted men at the U.S. Coast Guard's Dangerous-Cargo Handling School, established at Fort Eustis, Va., in 1959. The Bureau was asked to present the lecture and demonstration because of the extensive experience of its researchers in handling certain harardous commodities.

STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

This paper purposes to outline briefly results of seismic measurements made in the vicinity of blasts in a mine and in open-quarry operations. It endeavors to examine the amplitude and frequency of such vibrations as influenced by the loading, geology, and distance from the source and includes comments on factors that may index the destructiveness of a vibration and a method for measuring the stresses produced. There seems to be no simple mathematical analysis of the transmission of seismic energy through the ground, and experimental observations are at present most feasible. SEISMOLOGIC INSTRUMENTS Instruments developed by the Bureau of Mines for recording ground vibrations from quarry blasting comprise a new type of seismometer, oscillators, and a recording oscillograph. The seismometers respond to vibrations reaching them through the earth and transmit their characteristics by electric current to the oscilloglaph, where they are recorded by a beam of light on a moving strip of sensitized photographic paper. The seismometers are so constructed that their sensitivity to earth vibration can be controlled, thus keeping the amplitude of the recorded wave within bounds on the paper. Each instrument has been calibrated against vibrations of known intensity and frequency so that correction factors are known for the idiosyncracies of each unit. Moreover, each seismometer is calibrated in the field for its particular sensitivity setting at each blast. By these controls the actual movement of the earth due to vibrations of one ten-thousandth of an inch can be accurately measured.

Through the use of nondestructive testing techniques, the Bureau of Mines is pursuing a goal of improving the efficiency of the rock excava-tion process. Toward this end, 44 laboratory tests were conducted to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool. An acoustic emission CAE) transducer was used to monitor the test samples as they were loaded. The signal from this instrument was recorded in real time along with the radial and axial loads generated by the fracturing device. Through the review of these signals on a common-time base, it was possible to see the relationship between the developing fracture and the loading conditions. As a part of the posttesting investigations, samples that were pletely fractured were sawn and ground to expose the fractures. examination of these samples allowed approximations to be made incom-Visual of the total surface created. Surface area approximations were also made for the completely fractured samples. Quantitative analyses· of the AE signals were conducted for comparisons with the calculated surface areas.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. The influence of hydraulic fluids on spontaneous heating in bituminous coals is determined by measurement of the temperature increases produced in coal-fluid mixtures heated to a temperature sufficient for the initiation of self-heating. Similar tests on as-received coal samples and water-coal mixtures are compared with the results obtained for the various hydraulic fluids. Three of the four coals were sampled from coalbeds known to have a history of spontaneous heating. The data provide a basis for predicting the possible effects in gob or carbonaceous refuse of coal mines.

"Ventilation is one of the meet important factors in mining, although until recent years less thought has probably been given to effective ventilation than to any other one phase of mining. In the past, very little, if any, attention was given air courses until they became so constricted by falls that the volume of air was greatly reduced; and, in addition, the stoppings and doors were so poorly constructed that only a very small percentage of air reached the face workings.As a matter of fact, mines have been visited where the volume of air being circulated in certain sections was much larger than in others, and where the management was striving to increase the flow of air in those sections with the least air current, believing the ventilation to be deficient. After sampling and analyzing the return air from the various sections in such mines it has been found that the quality of the air in certain places with the largest flow was more impure than in some of those with the least flow.In past years, practically all mine fans were operated by steam-driven engines supplied with steam from the mire boiler plant. No check was made on the steam consumption or the power cost of operating the fan, therefore the management had very little if any definite information as to cost of ventilating the mine.With the increased use of electrically-driven equipment in mines electricity is being used more and more to drive mine ventilating fans, and since in many instances the current is purchased from central power plants operators have come to realize that in many cases the cost of operating the fans is very high. Some engineers estimate that it ranges from 20 to 50 per cent of the total power cost of the mine. This information, together with the fact that mines are now being developed on a larger scale, requiring larger quantities of air for the men to dilute the gases liberated, has caused the large progressive companies to make, a more comprehensive study of mine ventilation, resulting in a decided improvement in the quality and quantity of air at the face workings, as well as reducing materially the ventilating costs."

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.
