This report summarizes Bureau of Mines contract research on the disposal of retorted oil shale. A data base has been developed describing the physical-chemical properties, geotechnical engineering properties, and natural cementation characteristics of spent shale. Results of field compaction tests and seepage pond tests are presented, along with results of a partially saturated finite element seepage model used to predict infiltration and seepage rates. Preliminary engineering analyses are presented for underground disposal systems, which include material transport methods, and for a surface disposal system, which includes stability analyses.

The number of fatalities from mine explosions for the fiscal year 1945 dropped below that of the year before; continued improvement over the record of the years from 1940 to 1945 is hopeful, but the number of reported explosions has increased rather than diminished, and the number of victims claimed by explosions is often more definitely a factor of chance than forethought. Mine fires and explosions can be eliminated through the methods now well-known to those well-informed in matters pertaining to safety in mining but ignored by many coal-mine operators and employees who follow procedures of the past or their own short cuts, regardless of disasters that may result: Tried and proved safety measures for preventing mine fires and explosions have been recommended to the mining public repeatedly, yet only a relatively small but far-sighted minority have adopted these measures and made them a part of operating practice. That far more explosion disasters did not occur in 1945 is fortunate. In 1945 a coal-mine fire of electrical origin caused heavy loss of life, while several others from the same cause were controlled with but few fatalities; this hazard is now being curbed temporarily to some degree after the bad record of the two preceding years, but a real solution of the problem has not been reached, although cooperating committees trying to produce at least some answer have made progress.

This publication is a compilation of tested methods for the analyses of titanium tetrachloride, titanium sponge, and various intermediate materials and products. They are presented in concise form without the detail usually found in publication of new methods because many of them are modifications of well known procedures. The Electrometallurgical Experiment Station, Boulder City, Nev., has been developing titanium production methods since 1945. Most of this development was on a modified Kroll Process but also included work on sodium reduction and electrolytic methods. During these years a large variety of samples were analyzed. Most of the analytical problems were solved using published methods or modifications of the same. At the start, there were no published procedures for analyzing titanium sponge using spectrochemical methods. A great deal of study was given to testing several of the well known techniques, and some of them, such as direct sparking of the metal, proved to be completely unsatisfactory. Solution-spark techniques were finally tried, and satisfactory procedures were developed for some of the more common impurities. These spectrochemical methods were then put into routine use for several months before their publication.2/ Some new modifications have been made, and techniques have been developed to determine other impurities found in titanium sponge and tetrachloride. All spectrochemical methods used in 1954 are included in this publication.

Before listing the laboratories and the work performed there, it is proper to make clear what is done and what is not done by Federal bureaus, States, and Territories, as well as by Canada and Mexico. FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays, analyses, or tests for individuals or firms unless they be incidental to investiga¬tions that are of possible benefit to the entire mineral industry. All significant results obtained in this way are made public through published reports. Any mineral sample sent to this Bureau for simple identification will be subjected to a cursory examination.

Recent developments in mechanizing longwall it mining in Europe have aroused considerable interest among American coal-mine operators because this method provides an opportunity to improve safety, production, efficiency, and recovery. The success of longwall mining in Europe has depended to a large degree on development of effective roof-control systems. One of the major contributing factors in designing these systems is development off improved supports, which combine high load-bearing capacities with controlled yield characteristics, to use in the face areas. Other factors that relate to successful longwall mining involve knowledge of the structural properties of the strata above end below the coal bed being mined, movements of these strata induced by mining, and effects of the strata movements on the strata itself, as well as on the support system used. Extensive studies of the above factors relating to long-wall mining have been made in coal-mining countries abroad, and corresponding studies (1, 2, 3, 4, 5)3/ of room-and-pillar operations have been made in this country. Although descriptions and results of experiments of mechanized longwall operations in the United States have been published (6, 7, 8), this is the first instrumented study of roof behavior on a longwall operation. In view of the possible widespread application of this method of mining to American coal mines, where underground mining conditions are different from those found in European mines, an investigation was conducted at a mechanized longwall operation inn the Lancashire No. 15 mine, Barnes & Tucker Co., Cambric County, Bakerton, Pa., to study the factors that affect roof control. This report describes this investigation and discusses the results. [In the course of the investigation the Bureau of Mines is carrying on to determine the causes, behavior, and control of mine fires, the detection of incipient heating underground in the mines and above ground in refuse banks has received consideration. A report has been puplished5/ describing apparatus and tests made on anthracite to determining the amount and composition of the oxidation products when normal dry air was passed through it at temperatures varying from 100° to 350° C. These tests showed that the amount of evolved gases and their relative prorortions varied with the temperature. The national mine-safety demonstration at Pittsburgh, Pa., was projected and undertaken in the hope that it would aid the increase of safety in the mining industry. That the national mine-safety demonstration was warranted and has served a useful purpose was evidenced by the attendance, not only at the public demonstration in Forbes Field, but also at the more special exhibit of the work of the Bureau of Mines at the arsenal grounds and at the experimsntal. mine. Nearly 2,000 persons witnessed the demonstrations and exhibits of the Bureau of Mines at the arsenal grounds on the morning of October 30, 1911. The spectators were all mine operators, miners, or persons interested in mining, and represented operations in all parts of the United States. Nearly 1,200 of these persons visited the bureau's experimental mine at Bruceton to witness ~th~explosion of coal dust. Had the weather, which was exceptionally inclement, been more favorable, there would doubtless have been a much larger attendance. At the public demonstration in Forbes Field, which· was witnessed by President Taft, from 12,000 to 15,000 persons, chiefly mining men, were present and attested their interest and enthusiasm in the minesafety exhibits by remaining throughout the proceedings, regardless of the rain which fell all the morning .. Sincethis demonstration, the organization of first-aid corps and of rescue corps has been undertaken at mines where there had previously been no such organizations. The bureau has received letters of commendation attesting the value of the demonstration in drawing· attention to the dangers and to possible means of greater safety in mining. Many of these letters have urged that the results of the demonstration be published for the guidance and instruction of those who were present. In response to these reauests the following account of the mine- BlIIeLY demonstration lias been prepared. IIi its preparation various division and section chiefs of the Bureau of Mines have cooperated. The authors acknowledge the assistance they have received from those section chiefs and other members of the bureau who contributed detailed descriptions of apparatus exhibited at the demonstration or of investigations represented.

[Testing explosives for safe use in coal miner ran boon an important factor in preventing mine explosions. In the United States, explosives that have been approved by the Bureau of Mines are called permissible explosives. A purvey of the history of coal mining since permissibility testing welt, instituted some 4 years ago shown that there is no record of a coal-mime explosion caused by permissible explosives when used in a manner prescribed by the Bureau. To maintain the appropriate standards of quality, the Bureau of Mines conducts a series of examinations and tenth on samples of explosives collected in the field. In what is considered the most crucial test, teat 1, the explosives An fired from a steel cannon into a gallery atmosphere containing a mixture of natural gas and air, In another important test, test 4, the explosives charge to fired into a mixture of natural gas, air, and coal diet. To satisfy the permissibility requirements, the explosive must undergo throe gallery teats without igniting gas or coal duet. Other tests also are required for permissibility, but they do not come within the scope of the present paper, which studies the factors affecting the incendivity of explosives when fired into methane, air, and/or coal-dust mixtures. It in believed that a better understanding of the factors will contribute to the development of safer explosives.]

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

Assessment of revegetation success on mined lands is a difficult, time consuming task and has been the subject of a number of controversies. Present regulations require that both plant cover and aboveground plant biomass be measured for use in making that assessment. Of these two variables, biomass is the most time consuming to measure and requires destructive sampling, a most undesirable requirement on fragile, recently revegetated areas. On the other hand, plant cover can be estimated using the point-frame method which is relatively nondestructive. In addition, vegetation can be sampled more uniformly with the point frame and in less time if species composition measures are to be made. A study was done to evaluate the predictability of aboveground biomass production on revegetated mined sites and adjacent native prairies using plant cover estimates made with the point frame method. The predictability of biomass production by cover estimates bears on the need for both measurements in assessing revegetation success. In general, a positive, statistically, significant correlation was demonstrated between plant cover (estimated by the point frame) and aboveground biomass (estimated by the harvest method) regardless of community type (mined or native), species composition, diversity or level of biomass production. However, the latter did have their effects on the relationship and must be accounted for in any predictive equations (that is to say, the predictive equations must be considered site-specific). Considering the relationship observed between the two parameters, cover estimation may be a sufficient indicator of revegetation success, especially where time and minimization of disturbance are critical.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. This experiment, one of a series on underground gasification of coal, was an investigation by the Federal Bureau of Mines of hydraulic fracturing as a means of increasing the air acceptance of a coalbed to permit introducing combustion air and removing product gases. Specific objectives of the investigation included: (1) Fracturing a coalbed; (2) determining the distance the coal was physically affected; (3) ascertaining the effect of the fracture on air acceptance of the coalbed; and (4) gasifying the coal. The coal was fractured with a fluid consisting of 15,000 lb. of sand mixed with 10,000 gal. of fuel oil and 5,000 gal. of kerosine, injected at pressures up to 900 p.s.i.g. and rates up to 425 g.p.m. The oil served as the fracturing medium, and the sand as a propping agent to hold the fracture open. From the fracture point, (the place in the bed where the fluid was injected), the fracture extended 200 ft. or more along the face cleats, somewhat less along the butt. cleats, and was confined to the coalbed. At the fracture point, the bed accepted about 500 std. c.f.m. of air, which was an etghtyfold increase. Fracture effects were extensive, as airflow was noted from old mine workings and outcrops 600 to 800 ft. from the fracture point. It is probable the actual fracture was much less than 600 ft. and that normal coalbed permeability beyond the fracture limits was responsible for this flow. This indicated that effects of the fracture extended beyond the area of coal physically affected. Although no attempt was made to gasify coal more than 200 ft. away, these effects plus the natural permeability of the bed likely would permit combustion beyond the outer limit of the fracture. As these experiments continued for more than 2 years, and greater air acceptance due to the fracture was observed at the beginning of each test, it is apparent that the effects of the fracturing persist for a considerable time.

The content of the book covers: (1) The theory of the Eötvös torsion balance; derivation of the working formulas; description of the instrument; method of observation; relation of the magnitudes observed to the lines of force and the level surfaces of gravity; corrections or normal effects, near and distance terrane; subterranean effects; effects due to certain mathematical bodies. (2) Notes on the practical employment of the Eötvös torsion balance; initial testing of the instrument and of accessories; hints on planning the survey; work at the station site; office computation and plotting of results; the interpretation of the results: (3) A description of the instrument and instructions for its manipulation. This book was the best discussion in English on the theory and use of the Eötvös torsion balance and is surpassed only by a later paper by the same authors that covers much of the same ground. The book is suitable for a textbook for beginners, and advanced students will find it of use. It should be available as a reference book in all geological libraries and in all torsion balance department offices.

This report contains a summary of the various studies made to determine the structural design of the production mine area of the Oil-Shale mine, Rifle, Colo. Prior to this investigation, it had been determined from a study of the geology, the structure of the deposit, and mining costs that the deposit should be mined by open stoping. The problem remained to determine the maximum safe roof span, the optimum extraction ratio, and the size of the pillars. These factors were determined from a study of the geologic structure of the deposit, the physical properties of the oil shale, and the magnitude and distribution of the stress around proposed underground openings. The latter was determined from both theoretical calculations and model studies. Safe roof spans, pillar sizes, pillar contours, and optimum extraction ratios were calculated from elastic theory and the physical properties of the mine rock. Safe roof spans, pillar sizes; and time effects were determined by Wright and Bucky by testing mine models in a centrifuge. The models were made from rock specimens taken from the proposed mine roof and pillars. The results from both studies agreed.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the "fire door" type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in 'Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/ Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

"INTRODUCTION Coals vary so widely in their burning characteristics that all coals prepared for domestic stoker use cannot be burned efficiently on every type of stoker. The overfeed stoker, a large number of which are in use in the Pacific Northwest, operates satisfactorily when burning low- to high-ash, noncaking bituminous or subbituminous coals, whereas on the clinkering-type, underfeed, bituminous stoker both caking and noncaking bituminous and subbituminous coals are burned, generally with ash contents below 12 percent and ash-softening temperatures between 1,800º and about 2,600º F. Because fly ash continues to be one of the most troublesome factors in domestic underfeed stokers, noncaking coals especially must be chosen carefully with respect to size composition, particularly as regards the exclusion of excessive fines. Their formation as a result of degradation in storage handling or because of crushing in .the stoker worm will increase the fly-ash nuisence.Bituminous and subbituminous coals with higher ash-softening temperatures and, often, higher ash contents have not been able to enter the domestic stoker-coal market in the Pacific northwest because clinkers are not formed readily during clinker-type underfeed-stoker burning, especially in mild weather, and because of the labor and attendant inconvenience required in handling larger volumes of ash. The work described in this report was undertaken to enable mines producing coals of the kind described to enter the stoker-coal markets. The anthracite stoker selected was one that conveys the refuse from the ash pit of the furnace and deposits it into one of two covered, dust-tight disposal cans."
