This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

The coal-mining districts of Washington are mainly situated west of the Cascade Mountains. The eastern boundaries of Whatcom, Skagit, Snohomish, King, Pierce, and Lewis Counties, shown in Figure 1, form the backbone of the mountain range. The mines are on the foothills of the slope and extend to the shores of Puget Sound in the central and northern portions. The subbituminous fields of Lewis, Thurston, and Cowlitz Counties extend into the valleys west of the mountains. The Roslyn field, a small but important area, Lies on the eastern slope of the Cascade Range. If western Washington is divided into three areas from north to south the bituminous coal fields and most of the active mining operations will be found largely in the central area. In the southern portion there are large areas of subbituminous coals of varying quality extending from Centralia to the Columbia River. In the northern portion, mining is at present practically restricted to one mine which is working a subbituminous bed near the city of Bellingham.

The following report is a summary of the commercial results which 'Were obtained from 2,000 tests conducted by the technologic branch of the United States Geological Survey at St. Louis, Mo., and Norfolk, Va., in 1907 and 1908, under the technical supervision of R. H. Fernald, engineer in charge of the producer-gas section. The tests dealt primarily with gasoline, forming part of the investigation of mineral fuels provided for by acts of Congress. To determine the relative economy and efficiency of gasoline it was compared with denatured alcohol. The tests, many of which were undertaken in connection with work for the Navy Department, supplemented, to a certain extent, the work of previous investigations, but only so far as was necessary to emphasize some of the more important points and to lead up to the defining of conditions required for the economical use of gasoline and alcohol. In order to determine and eliminate the affecting engine conditions as far as possible, the investigation was commenced by making comparative gasoline and alcohol tests on the same engines. These tests were repeated on other engines of approxiElately the same size and speed, having different degrees of comFression, different methods of governing, and different carburetors. The final report will include much material that may be of use in engine design, but that side of the investigation was not pursued any further than was necessary to obtain the best possible results, for alcohol and for gasoline with the engines at hand, and to prove that the minimum fu·el-consumption rate for each could be obtained in approximately the same manner. The effects of engine and of operating conditions both have a bearing on the commercial deductions but will be discussed only in a general way at this time.

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

The United States Bureau of clines has been conducting Investigations of electrical equipment during a period of more than 25 years in an endeavor to encourage the development of safer electrical equipment for coal mines. In order to conduct these investigations in an orderly manner they are carried out under a published schedule of tests known as Schedule 2C, which specifies detailed requirements for motors, controllers, etc., and fees covering the various inspections and tests made as part of a routine investigation.

The Bureau of Mines used a high-temperature rotational viscometer to test basic oxygen furnace slags to determine fluorspar requirements and to evaluate colemanite and fused boric acid as substitute fluidizers. A continuous technique of viscosity measurement was adapted to better determine the viscosity-temperature profiles of volatile fluorspar slags. Criteria used for estimating slag fluidizer effectiveness were (1) the apparent solidification temperature, and (2) the temperature range of slag crystallization. Colemanite and fused boric acid in high-basicity slag were superior fluidizers to fluorspar when compared on the basis of boron versus fluorine concentration. Fused boric acid was nearly equivalent to ceramic-grade fluorspar when compared on a simple weight basis, while colemanite was inferior to fluorspar. Fluorspar slags volatilized fluorine during viscosity testing. Colemanite and fused boric acid slags were stable, no boron losses being detected. A fluidizing limit was found for fluorspar at 2.9 percent fluorine concentration; higher concentrations impaired viscosity and caused foaming and crusting of slag. Concentrations of boron up to 4.4 percent resulted in very fluid slags with no fluidizing limit.

An essentially chemical technique has been developed on a small scale for the efficient utilization of certain domestic titaniferous iron ores. Three main steps are involved: (1) Sintering the ore at 1,050° C. with carbon and soda ash to reduce the iron to metal powder, retaining the titania in the slag, (2) separating the powdered iron from the slag, after wet grinding, by magnetic or gravity methods, and (3) sulfuric-acid decomposition of the titania fraction to produce pigment and certain byproducts. The technique was first applied to the tailings from the Bureau of Mines bauxite-concentrating plant at Bauxite, Ark. A good grade of powdered iron was produced from this material. Subsequently, the work was diverted to the study of the titaniferous magnetite from the MacIntyre Mine at Tahawus, N.Y., because of the potentially higher recoveries of iron, titanium and vanadium. Ninety percent of the iron in this ore has been recovered as an iron powder analyzing 90 percent metallic iron and containing 2 to 3 percent TiO2. The remaining titania was found in the slag and was recovered as pigment-grade TiO2 by application of a suitable technique. The vanadium was distributed between the TiO2 fraction and the alkaline liquor resulting from the wet-grinding and magnetic-separation operations, with only a minor proportion retained by the metallic iron.

This paper describing the milling practice of the Hecla Mining Co. is one of a series being prepared by the United States Bureau of Mines. The concentrator of the Hecla Mining Co., which utilizes combined gravity and flotation methods, is located at Gem, Shoshone County, Idaho, about 2 miles south of the Hecla mine at Burke. It has a maximum capacity of 900 tons per day and all ore treated is drawn from the company's Hecla mine. Milling ore for 1910 contained 9.7 per cent of lead, 1.2 per cent of zinc, and 4.77 ounces of silver per ton.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. With the increased use of mechanized equipment in mining bituminous coal, production panels are mined out rapidly. To keep current with the rapid completion of production panels, development work must be speeded up also. Although the same type of equipment usually is employed in development as in production places in the same mine, past output per man for development usually was less than from production panels. A study of development practices in 14 mines reveals a tendency toward equalization of the output per man between development and production.

Idaho has nearly 6 billion tons of potential sources of phosphorite, 10 to 31 percent P2O5' above and within 100 feet below entry level, the largest potential of any State in the United States. In 1963 Idaho ranked third after Florida and Tennessee in total mine and marketable production of phosphate rock; Montana ranked fourth. This report describes phosphate deposits, mines, and prospects in 10 districts covering most of the Idaho phosphate field. All mine production of phosphate rock in Idaho comes from surface mines and is processed to phosphate fertilizers, phosphoric acid, and elemental phosphorus. Producing districts are Fort Hall (Gay mine), Trail Creek (Conda and Ballard mines), and Crow Creek (Georgetown Canyon mine). FMC Corp. and J. R. Simplot Co. at Pocatello have the largest elemental phosphorus and fertilizer production facilities, respectively, in the State, followed by Monsanto Co. and El Paso Natural Gas Products Co. (formerly Central Farmers Fertilizer Co.). The only other major phosphate processing plant in the State is the phosphoric acid and phosphate fertilizer complex at Kellogg operated by the Bunker Hill Co. In 1963 a plant was constructed and put on line at Monsanto, Idaho, to recover vanadium from ferrophosphorus produced by electric furnace operations in the area. El Paso Natural Gas Products Co. completed construction of a fertilizer and phosphoric acid plant near Conda in 1965. There is a small fertilizer plant producing phosphate fertilizers for local consumption in Soda Springs.

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. A number of chemical techniques have been applied to manganese ores from three areas of Aroostook County, Maine. Although large tonnages of these ores have been proved, they are low grade, and their exploitation has awaited a suitable beneficiation scheme. As conventional ore-dressing methods had failed to yield satisfactory results, attention was turned to chemical procedures. Leaching with dilute (7-percent) H2S04 extracted over 90 percent of the manganese from ore of the Dudley farm area, consuming 3.8 pounds of acid per pound of manganese extracted. Ores from the Littleton Ridge and Maple Mountain-Hovey Mountain areas were less amenable to this treatment, yielding approximately 80 and 60 percent of their Mn content, respectively. To increase the percentage extraction of manganese in the latter two ores, a number of factors were varied, including (1) acid concentration in the extracting solution, (2) ratio of acid to Mn in the slurry, and (3) preliminary heat treatment of the ore with a reducing agent. Other acids, including HNO3, HC1, and H2SO3, were tried also; however, no significant improvements in the Mn leached from Maple Mountain-Hovey Mountain ore were made. The manganese extraction of Littleton Ridge ore was raised to 90 percent by providing 9 to 11 pounds of HNO3 per pound of Mn in the ore.

An investigation of the hazard of spillage of liquefied natural gas (LNG) onto water is described. About 2,000 gallons of LNG were consumed in various tests. The initial vaporization rate of LNG following spillage was found to be 0.037 lb/ft2 sec; when the spill was confined, this vaporization rate was moderated after about 20 seconds by the growth of an ice layer on the water surface; when the spill was unconfined, a coherent ice floe was not observed and the vaporization rate was essentially time independent. The maximum diameter (in feet) of the spreading LNG pool was found to be given by 6.25 Wo 1/3, where Wo is the weight of LNG in pounds, Downwind of a natural gas source, time-averaged methane concentrations were given in good approximation by standard air pollution equations. However, peak concentrations were as much as twentyfold higher than average, adding an additional factor to the assessment of hazard. The effect of layering by the cold vaporized natural gas was similar to the effect of a temperature inversion on normal gases in the atmosphere. Small-scale explosions were observed on pouring LNG onto a water surface; no single explanation seems pertinent to all of the incidents observed.

The objectives of the work described in this report are to determine the communications requirements and need for communications, both for voice and control, on longwalls, and to make recommendations for longwall communications equipment and systems. These recommendations are designed to guide the future development of longwall communications. Information necessary for the accomplishment of this work has been gathered by a series of visits to longwall mines and discussions with longwall mine operators, as well as with suppliers of longwall communications and mining equipment and with Bureau of Mines personnel. In addition, it has proven possible, through personal interviews and literature evaluation, to gain an understanding of the experience and attitudes towards longwall communications in countries where longwall mining is far more widespread than in the U.S., namely the Federal Republic of Germany, the United Kingdom, France and Belgium.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. This paper, describing the concentrator practice of the Chief Consolidated Co., is one of a series being prepared by the United States Bureau of Mines. The concentrator adjoins the town of Eureka, Utah, in the Tintic mining district. The Chief Consolidated, Eureka Lilly, Plutus, and Grand Central mines, all of which are owned or controlled by the Chief Consolidated Mining Co., are the principal sources of milling ore. The ore is transported from mines to mill by railroad. Although all the mines are within 3 miles of the mill, the railroad distance varies from 1 mile to 12 miles.

This report describes work performed and results obtained for the technical and economic feasibility study of oil production by mining methods. The characteristics of oil fields which would make them amenable to mining techniques were identified. An inventory of known U.S. oil fields that offer this potential was collated. This was further divided into fields having potential for underground and surface mining systems development. Several candidate fields that fit particular underground and surface mining system types were then selected. Conceptual mining systems were designed for the selected fields. Five underground and four surface methods were chosen. Costs of oil production were estimated for these selections. The impact of oil mining an the environment was also considered.

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.
