Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). The Royal John mine was examined in November 1942 by a mining engineer of the Bureau of Mines, who proposed development of the Royal John and other properties in the area. Geologists of the U. S. Geological Survey studied the area in 1943 and 1944 and made definite recommendations. Also, in 1943 the Peru Miring Co. mapped the Royal John and did considerable diamond drilling. The Bureau of Mines started the Royal John portion of a project pertaining to the general district in April 1944. This project was completed in Juno 1945. The work, consisting of diamond drilling, was supervised by Robert O. Hill, mining engineer, and the results were published in Report of investigations 3904, Exploration of Grey Eagle, Grandview and Royal John Claims, Grant County, N. WIC. In 1947 and 1948 the Royal John was re-examined by a Bureau engineer, and additional development to increase the reserves of low-grade lead-zinc ore was proposed. This project was started in August 1948 and completed in Juno 1949.

Operations Research techniques for determining optimal shipping schedules and production and product allocation are discussed. A hypothetical mining operation model is formulated by the Bureau of Mines, and optimal production and product allocation are determined. The technique of sensitivity analysis is discussed and is used to illustrate the effect of the variability in a mining operation on the optimal production and product market plan.

"INTRODUCTION As part of the program of investigating possible domestic sources of manganese, ore-dressing studies were conducted at Salt Lake City, Utah, on five samples of manganese oxide ore obtained by mining engineers of the Bureau of Mines from the Havasu Lake District, California and Arizona.Two lots of radically different ores were procured from the Arizona Manganese claims 30 miles above Parker Dam, Mohave County, Ariz. One of the original 11 claims has been flooded by Havasu Lake, formed by Parker Dam. The claims are owned by R. H. Thompson, Parker Lumber Co., Parker, Ariz. The 2-ton lot of high-grade ""TA"" ore represented ore occurring as pyrolusite and psilomelane accompanied by a black calcite gangue in lenses along a series of fault planes in granite. A half-ton lot of low-grade ""TB"" ore was taken from a large lense of reddish iron-bearing material outcropping on another section of the property.A 2-ton lot of ore was taken from the Jones property, 8-1/2 miles southwest of Powell, Mohave County, Ariz. At the time of the investigation, the property was leased by J. H. Jones, of Oatman, Arix., from the owners, the Atchison, Topeka, & Santa Fe Railroad Co. The ore body was described as a re¬placement in a sandstone formation in a region that has been faulted extensively."

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

[Several processes for recovering manganese from low-grade ores have been proposed3/4/5/ in which an aqueous slurry of the ore is leached with gas containing nitrogen, oxygen, and sulfur dioxide as obtained from burning sulfur or roasting sulfide ores. The manganese dioxide is dissolved, and most of the sulfur dioxide is oxidized to sulfate, but an appreciable quantity of dithionate is usually formed, together with acid from oxidation of the sulfur dioxide. The over-all reactions may be represented as follows: (1) Mn02 + S02 = Mn++ + S04--. (2) Mn02 + 2S02 = Mn++ +S206--. (3) H20 + So2 + 1/2 02 = 2H+ 5S4--. (4) H20 + 2S02 + 1/2 02 = 2H+ + S206---.]

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 per-cent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. This paper describing the concentrator practice of the Cananea Consolidated Copper Co. at Cananea, Sonora, Mexico, is one of a series of articles on milling methods and costs being prepared by the U. S. Bureau of Mines. The Cananea concentrator treats 2,400 tons of copper ore per day by preferential flotation, whereby the copper sulphides are floated and the iron pyrite depressed. During the first half of the year 1929 the heads to the concentrator averaged 3.29 per cent of copper, the recovery was 95.74 per cent of the total copper, and the concentrates produced contained 21.44 per cent of copper.

Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Important reserves of nickel ore occur in the Levies district in Oriente, Cuba. The area is mountainous and mostly covered by heavy vegetation. The ore bodies comprise surface tracts of nickeliferous laterite underlain with decomposed serpentine of ore grade. The Cuban Nickel Co., a wholly owned United States Government corporation, owns a plant for leaching the nickel from its ores at Nicaro, Oriente, Cuba, Between December 1943 and March 31, 1954, 5,902,225 short tons of ore was treated, with a recovery of 116,206,519 pounds of nickel (52,711 metric tons). In 1953, 1,330, 224 short tons of ore was mined and 27;"3,129 pounds of nickel produced. The Cuban Nickel Co. also owns a townsite, with the necessary facilities, mining equipment, and 11 miles of railroad. Ore for the plant has been produced from the Ocujal-San Juan claims on lends owned by the Nicaro Nickel Co., a sub¬sidiary of Freeport Sulphur Co. The Government enterprise is man-aged by the Nickel Processing Corp. The Cuban Nickel Co. has denounced mineral concessions and has purchased other claims from private owners.

"Previous investigations, too numerous to be listed in entirety, have been performed to determine the physical properties of rock. When considered according to their objectives, most of these investigations can be grouped as follows: First, the geologic group (1,2),4/ in which the purpose was to obtain information on the physical properties of the rocks that make up the earth's crust. Particular emphasis has been placed on the determination of the elastic constants--that is, Young's modulus, the modules of rigidity, and Poisson's ratio – as these quantities determine the propagation characteristics of seismic waves. Second, the structural properties group (3 - 11), in which the physical properties of architectural or monumental stone, concrete and aggregate rock, road blocks (cobblestone), and the like were desired. The tests have been quite general and include, besides the elastic properties; the compressive and tensile strength, and the toughness, hardness, and weathering properties of many types of rocks.To .a lesser degree, investigations have been carried out to determine the physical properties of mine rock. A few reports (12 - 14) present data on the crushability and grindability of mine rock, and a large number of papers discuss grinding and crushing procedures and methods of analyzing the data (for example, see references 15 - 17). Some of the latter group also have given the results of tests on mine rock; however, comparatively few include an adequate petrographic description or information on other physical properties of the rock. A few papers,(18 - 22) have reported studies of the strength of rock specimens in respect to the strength of parts of mine structures, such as pillars, roof, arches, etc. Other papers (23 - 26) have discussed investigations on such subjects as primary and secondary crushing, diamond and pneumatic rock drilling, explosive breaking and shattering of rock, rate of drifting and miring, and other allied problems. The majority of these reports have given no more than a cursory, description of the rocks and have included no statement regarding the physical properties. When statements have been given regarding the physical properties, they have usually referred only to isolated tests, making correlations between variations in the physical properties and variations in the .test under consideration difficult, if not impossible. Some reports have included handbook values on such characteristics as the crushing strength, hardness, and toughness. This practice is not satisfactory, because these values are usually given for col¬lective types of rocks, such as granites, limestones, and marbles, and it is known that the variations of the physical properties within these groups is often larger than the differences between the groups."

This Bureau of Mines study concerns the use of the tube bundle method as a sensitive and reliable detector of mine fires. The method involves the pneumatic, sequential sampling of many points in a system through branching tube bundles that lead to a single analytic station of high sensitivity, good reliability, and convenient location. Two serious limitations inhibit its use: the relatively slow response times for long lengths of narrow sampling tubes and the wall-diffusion losses for submicrometer smoke particulates. These limitations were quantitatively evaluated by measuring tube transit times and smoke particulate transmissions as a function of tube length, diameter, and pressure drop. The comparison of the data with theory offered the challenge of extending the classical, incompressible flow solutions to the two compressible cases: isothermal and adiabatic. New equations were derived for these cases, and the measured transit time data gave reasonable agreement with calculated solutions in both the laminar and turbulent regimes. The measured transmission losses of smoke particulates from several combustion sources compared favorably with those expected from Brownian diffusion losses to the interior walls of the sampling tubes. Traveltime and smoke transmission graphs are provided and, pump power requirements are estimated.

This report presents the results of a joint Bureau of Mines-U.S. Department of Energy project that evaluated a newly developed low-coal mining system: the 4M miniminer system. The evaluation took place from April through October 1981 and determined potential health, safety, and productivity factors for the mining system using the surface test facilities at Bruceton, PA. The planning, testing, results of testing, and a summary evaluation of the 4M miniminer system are included in the report. The miniminer system was found to be a very good concept with future potential for safe, healthful, and economic production in thin-seam mining. The mining system was also judged to have considerable potential for use in some coal seams that are presently considered unminable by other existing mining equipment. The preproduction, prototype version of the miniminer system that was tested suffered from several safety and production problems. These problems are also described, along with suggested remedies.

"A preliminary examination of the Bi-Metallic molybdenum prospect was made in October 1944, as a result of which it was recommended that a trench exploration project be undertaken on the property. This report presents the information obtained from project work done during June 1945.In its program of exploration of mineral deposits, the Bureau of Lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to the national security and. economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment is due S. H. Lorain, chief, Albany Division, Mining Branch, for aid in preparing the report.The property is situated in the NW1/4, sec. 26, T. 39 N., R. 29 E. about 21 miles northeast of Tonasket. Tonasket (population 643), the nearest town, is a way point on a branch line of the Great Northern Railway. The prospect is reached by a good gravel road through Havillah to Vincent's ranch, about 3 miles northeast of Havillah. From the ranch, an abandoned dirt road extends to the portal of the Moly alit, about 1 mile distant. The mine road could be kept open without difficulty if properly graded and surfaced."

The Carthage field, in Pamela County, Tex., is one of the largest gas-condensate in respect to both areal extent and volume of recoverable gas in the United States. The field (shown in fig. 1) is approximately 25 miles long by 20 miles wide on a southwest to northeast axis and includes 306 producing wells as of July 1, 1948. 3 distinct reservoirs in the Rodessa and Sligo formations have been found in the Carthage area the two main producing zones being the Upper and Lower Pettit, less important production being found in the Hill zone. Although a small amount of commercial production has been obtained in the Travis Peak formation, it has not been included in this report. An engineering study has been made by Bureau of Mines engineers, with the ultimate objective of arriving at an estimate of the gas reserves, by application of the data made available by the operators in the Carthage field. During World War II the Bureau of Mines submitted a restricted petroleum-engineering report on the Carthage field to the Petroleum Administration for War, at which time (March 1944) the development consisted of only 19 producing wells, 7 of which were dual completions. Because of the restricted nature of the first report and the limited development at the time of writing, a more complete investigation and subsequent publication was considered advisable. Bureau of Mines engineers have made use of all available records such as electric logs, drilling-time logs, core descriptions and results of core analyses, well-completion records, and production data in developing this report.

The Nation's mining and quarrying industries have again met the annual challenge to their ingenuity--that of reducing disabling work injuries among their employees. The effectiveness of management in facing this problem and in meeting this responsibility from the results of the 1961 National Safety Competition. Three hundred ninety-three or 45.3 percent of the mines and quarries participating in the competition established a new record number of participants operating throughout the competition year without a disabling work injury. Another record established in the 1961 contest was the number of participants (868) enrolled in the competition. This annual safety competition was begun in 1925 and is conducted by the Bureau of Mines, U.S. Department of the Interior. It provides for six bronze Sentinels of safety trophies which are awarded each year to the winning participant in each group. Since its inception, the competition has exerted a strong influence in the field of safety promotion. The statistical record of its accomplishments over the years gives strong support to the theory that well-organized and well-administered safety programs are effective tools to be used to reduce the number of disabling work injuries. It stimulates and holds the interest of employees and management in accident prevention. Because of this, mines and quarries participating in the contest have a more favorable safety record than those operations not enrolled.

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.
