In 1917 the Federal Bureau of Mines and the University of Idaho arranged to cooperate in an investigation looking to the improvement of mining and milling methods in the mining districts of the State of Idaho, with an especial view to the wider development of the minerul deposits and greater efficiency in the treatment of the lowgrade ores of the State. This work has been made possible lnrgely through the generosity and active assistance of the mine operators, especially certain companies in the Coeur d'Alene region. As the first step in the work under the cooperative agreement it wa.s decided to gather all data possible on the various mining districts throughout the State, both active and abandoned, in order to ascertain their potential possibilities, especial attention being paid to methods of metallurgical treatment and to the solution of the many metallurgical problems in order to effect a greater commercinl saving. With this plan in view, field work was begun in the latter part of May, 1917, and was continued during the summer. E. K. Soper, formerly professor of mining, University of Idaho, and now dean of the mining department of Oregon Agricultural • College, Corvallis, Oreg., visited the mining districts in central and southwestern Idaho and also some of those in the northern part of the St.ate. D. C. Livingston, professor of geology at the University of Idaho, Moscow, Idaho, also visited some of the mining districts in central Idaho during the summer; in addition, much valuable information he had gathered on former trips to many other districts is included in this report. Credit is also due Mr. Livingston for the maps covering the State, as well as the bibliography nt the end of each chapter. Thomas Varley, superintendent of the Seattle mining experiment station of the Bureau of Mines, spent a short time in the field, principally in the mining districts in central and . northern Idaho, and made a brief visit to the southwestern districts with Mr Soper. The field work of Mr. C. A. Wright, metallurgical engineer of the Bureau of Mines, in direct charge of the cooperative work, was chiefly in the Coeur d'Alene region. Mr. Wright visited nearly all of the mining districts in the region and devoted most of his time to studying the milling methods. The results of the investigation are set 1iorth in this bulletin. The bulletin aims to give the l9Calities of the various mining districts, and the nature of the present operations and those that have been carried on in the past. The geology is discussed only in a general way, the descriptions being intended more especially to bring out the types of ore deposits and the character of the ores, a knowledge of which is essential in determining the proper treatment of the ores. The writers do not wish to imply that all districts mentioned in this bulletin were visited during the summer of 1917, for a great deal of the material has been gathered from other reports, especially from publications of the United States Geological Survey. However, it is hoped that this report will be of help to those who are interested in mining in the State of Idaho. The plan is to continue the field work and subsequently publish the results of the investigations in much more detail, with greater emphasis given the metallurgical treatment of the ores and the problems involved.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

The objective of this is paper is to review the current state of knowledge and practice in highwall mining (HWM). HWM has become a widely-applied method in surface mining, commonly used alone or in conjunction with contour or slot mining. It provides 800-feet to 1,200-feet of additional recovery when the economic stripping ratio is reached in contour mining or in slot mining when surface access to a reserve is limited. A significant attribute of the highwall miner is its versatility. HWM has been used successfully to mine abandoned pre-reclamation law highwalls, points or ridges uneconomic to mine by underground or other surface methods, outcrop barriers left adjacent to underground mines, separate benches of the same seam where the parting thickness or quality differences between benches render complete extraction uneconomic, previously augered areas containing otherwise inaccessible additional reserves and close or widely spaced multiple seams. The theory and design methods to assess roof, pillar, and floor stability are presented followed by three case histories. Simple design charts for sizing HWM web and barrier pillars are also presented. A recommended web pillar width may be obtained from the design charts given the overburden depth, the HWM cut width, and the mining height. Given the depth and panel width for a set of HWM cuts, another set of charts gives a suggested barrier pillar width. The case histories, from Northern and Southern Appalachia are used to illustrate the application of rock mechanics to quantify the stability of the highwall, roof, web pillars, and floor. The case histories involve 1) mining through a previously augered highwall, 2) mining under back-stacked spoil and 3) selective mining of closely spaced benches of the same seam. Because each site is unique, the appropriate pre-mining geotechnical analyses range from the calculation of roof, web pillar, and floor bearing capacity stability factors to detailed numerical modeling of the auger and underground mine workings. When operating in the vicinity of existing underground mine or auger workings, the determination of ground deformation and strains resulting from highwall mining is a necessary facet of a ground control investigation.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

Past issues of Minerals and Materials have discussed such aspects of the economy as consumption and investment expenditures, interest rates, productivity, and international trade barriers and their effect on the minerals industry here and abroad. In this issue, we will (l) look at recent indications of a possible economic recovery, (2) present 1983 expectations reflecting the results of industry surveys conducted by the U.S. Department of Commerce (DOC), and (3) briefly discuss the contribution of the U.S. mining industry to total gross national product (GNP). THE RECOVERY Throughout most of 1982, DOC's Composite Index of Leading Indicators provided evidence of impending improvement in the economy. The index increased moderately during eight of the months in 1982 and then jumped an estimated 3.6 percent in January 1983 (table 1). While the leading indicators continued to predict improvement, the general economy, as measured by the Index of Industrial Production, continued its slide through November 1982 (table 2). Finally total industrial production increased in December 1982 and continued on an upward path in January and February, as predicted by the leading indicators.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Manufacture of lime is one of the oldest industries. Plants are distributed widely and furnish an essential raw material for numerous commodities. Use of lime in hundreds of manufacturing and chemical processes, by the building trades, and in agriculture has created a demand for large production and has necessitated exhaustive research on methods of manufacture and uses. The bibliography of publications on lime is extensive; but, for the most part, each publication has dealt with individual operations. The purpose of this paper is to present a general picture of the industry as a whole. The abundant literature has been abstracted and quoted freely, and the National Lime Association has furnished valuable data for certain sections. Publications containing more-detailed information on the various branches of the industry are referred to in the footnotes and bibliography.

Repeated exposure to hand-arm vibration through the use of vibrating hand tools can result in the development of the disorder known as hand-arm vibration syndrome (HAVS; (1,3)). One of the hallmark symptoms of HAVS is cold-induced peripheral vasospasms that result in finger blanching (4). Although the vascular and neural pathology associated with vasospasms has been described, little is known about cellular mechanisms leading to this damage (4). To understand how vibration may alter vascular and neural physiology and anatomy, rats were exposed to a single bout of tail vibration and the molecular responses of neural and vascular tissues were measured to determine if there are immediate or sustained affects of vibration that may underlie longer term changes in physiology. Methods Experiment 1. Male Sprague Dawley rats (n = 32, 6 weeks of age) were housed in AAALAC accredited facilities. All procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guidelines for care and use of laboratory animals. Vibration exposures were performed by restraining rats in Broome-style restrainers, and securing their tails to a vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control rats were treated in the same manner, except that the tail platform was mounted on isolation blocks and not on a shaker. The vibration exposure was 125 Hz, 49 m/s2, for 4 h. Rats were euthanized with an overdose of pentobarbital (100 mg/kg) 1 h or 24 hours after the exposure. RTqPCR was used to measure transcript levels for endothelin 1 (ET-1), the 3 forms of nitric oxide synthetase (NOS) NOS-1, NOS-2, NOS-3 and norepinephrine receptor subtypes 1D, 2A, 2C, in artery tissue, and to measure calcitonin gene-related peptide (CGRP) and nitric oxide synthase-1 (NOS-1) in ventral nerves. Data were analyzed using 2-way ANOVAs. Experiment 2. Male Sprague Dawley rats (n =24, 6 weeks of age) were maintained as described above. Animals were exposed to a single bout of restraint or vibration. Another group of animals served as cage controls. All animals were euthanized 24 h after the exposure, and tail arteries were isolated and frozen. Reactive oxygen species ROS) were measured using electron spin resonance spectroscopy (ESR). Arteries were homogenized over ice in 1 ml of PBS with protease inhibitor cocktail, using a tissue tearer (Biospecs Products Inc. Racine, WI USA). The sample was split into two 0.5 ml samples. One set had PBS and the spin label hydroxyl-TEMPO [0.1 mM] added while the other set had hydroxyl-TEMPO [1.0 mM] plus the specific hydroxyl radical scavenger, dimethylthiourea (DMTU), added to confirm the presence of the hydroxyl radical. Samples were vortexed and then placed in a flat cell for ESR analysis. The ESR spectrometer settings were: receiver gain, 6.32 x 102; time constant, 0.02 s; modulation amplitude, 1.0 G; scan time, 20 sec; magnetic field, 3490 ± 100 G (2). Data were analyzed using 1-way ANOVAs.

The mineral Industry, following the economy as a whole, experienced little growth in 1992. However, with modernized plants, efficient workforces, and lower operating costs, the industry is well positioned to take advantage of possible improvement in the national economy during 1993. In addition to the significant 1992 events highlighted below, important events, trends, and issues within individual mineral industries are addressed in the commodity sections that follow. The value of processed materials of mineral origin is estimated to have been about $310 billion in 1992. The value of U.S. raw nonfuel minerals production in 1992 is estimated at approximately $32 billion, a 3% increase over 1991. The value of domestic minerals production has increased in all but 4 of the last 32 years.

Acute vibration causes vasoconstriction in naïve human subjects1. Vibration-induced decrease in skin perfusion has also been reported in the rat-tail vibration model 2. After vibration exposure, rat-tail arteries demonstrate vacuoles in smooth muscle cells, similar to that caused by pharmacological vasoconstrictors3. This study addressed the effects of different frequencies, durations and patterns of vibration on lumen size and vacuole formation using the rat-tail vibration model in male Sprague-Dawley rats (~300 g). Methods The different groups were: 4-hr continuous vibration at 30, 60, 120 and 800 Hz; continuous exposure durations of 5 min, 1 hr and 4 hr at 60 Hz; and 4-hr cumulative exposure of 60 Hz delivered intermittently in cycles of 10 min on and 5 min off. Acceleration was set at 49 m/s2 r.m.s. for all frequencies. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage driven by a B&K motor (4809). The sham control animals were also placed in the vibration apparatus but not vibrated. Room temperature was controlled at 25 ± 1°C. Ventral arteries from proximal tail segments 7 were immersion fixed in aldehydes, embedded in epon-araldite and sectioned (0.5 µm) for morphological analysis. Vascular lumen sizes were measured as the percent ratio of the lumen perimeter to internal elastic membrane length using Image J software (NIH). The number of vacuoles in the smooth muscle layer of each artery section was counted. Results Fig 1: Semithin sections of arteries. A. Sham control. B. 4-hr vibration 60 Hz. This volume constitutes the final report for the Rescue Subsystem portion of the Coal Mine Rescue and Survival System program conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated Jung 17, 1970). The program was directed by the Special Systems Department of the Westinghouse, Baltimore, Maryland facility. The basic objectives of the CMRSS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major- sources: the Request for Proposal from the Bureau of Mines and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering (NAE).

Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

The 1967 Lignite Symposium was held at Grand Forks, N. Dak., on April 27-28, 1967. This was the fifth of these technical meetings and the fourth which was cosponsored by the University of North Dakota and the Bureau of Mines. These symposia have provided a meeting place where current developments concerning technology and utilization of solid fuels (lignite) are presented. There was a registration of 255 persons from 24 States, the District of Columbia, six Canadian Provinces, Germany, and India. Many segments of coal or energy oriented organizations at many levels were represented. During the meeting, 18 presentations were made covering developments in electrical power generation, mining, estimation of reserves, combustion, gasification, and chemical and speciality uses of low-rank coals; these are com-piled in this Information Circular to provide a record of the symposium and to permit wider dissemination of the information. Proceedings of the other meetings have also been published.3

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. The Bureau of Mines evaluated the emission control methods, including the capital investments and operating cost, necessary for further reducing lead levels in ambient air at the Glover, Herculaneum, and Buick smelter-refineries in Missouri and the East Helena, MT, smelter. The U.S. Environmental Protection Agency (EPA) has proposed more stringent lead in ambient air standards than those currently in effect. This report presents theoretically achievable lead emission reductions and estimated capital and operating costs. Lead emission inventories theoretically can be reduced from 1985 levels by 2,421 lb/d at the three Missouri operations by containing and filtering fugitive emissions within structural enclosures and baghouses. The aggregated capital and operating costs in 1986 dollars using conventional environmental and workplace technologies are estimated to be $250,014,100 and $18,507,800, respectively. Estimated total incremental cost is $0.063/lb as refined lead. Additional regulatory costs attributable to Occupational Safety and Health Administration (OSKA), U.S. Department of Labor, workplace standards are included since proposed environmental controls may otherwise degrade workplace conditions. Continuous drossing is evaluated as an alternative to conventional OSHA controls. Substituting continuous drossing for conventional work- place technology results in an estimated aggregated capital and operating costs of $258,344,800 and $15,719,600, respectively. Estimated total incremental cost is $0.062/1b as refined lead. For comparison, the average open market price of refined lead during the first quarter of 1986 was $0.184/lb.

Occupational exposure to hand-arm vibration through the use of powered hand tools can result in reductions in tactile sensitivity, grip strength and manual dexterity. In fact, even acute exposures to vibration cause shifts in vibrotactile thresholds in exposed fingers (2,4,5). Although reductions in tactile sensitivity after acute vibration exposures are transient, cellular changes associated with this shift in sensitivity could lead to the more permanent reductions in tactile sensitivity that are a common symptom of hand-arm vibration syndrome (HAVS). Methods Animals. Male Sprague Dawley rats (6 weeks of age) were used for all experiments. Animals were housed in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guideline for care and use of laboratory animals. Vibration exposures were performed by restraining rats in a Broome-style restrainer, and securing their tails to the vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control animals were treated in an identical manner except that the tail platform was set on isolation blocks instead of a shaker. Tail temperature and current perception thresholds (CPTs). Rats were exposed to 4 h of tail vibration (125 Hz, 49 m/s2), or restraint. Tail temperature was collected prior to and immediately following the exposure using an infra-red camera. Sensory neuron function was assessed by measuring CPTs with a Neurometer (Neurotron, Baltimore, MD). Transcutaneous nerve stimulation was applied to the C10 region of the tail. Three frequencies were used to test specific fiber types (5 Hz – C, 250 Hz - Ad, and 2000 Hz – Aß). The intensity of the stimulus was automatically increased in small increments until the rat flicked its tail. Tests at each frequency were repeated until the animals displayed 2 responses that were within 2 CPT (or 0.02 mA) of each other (2-4 tests/animal). CPT tests were performed prior to the exposure, immediately following the exposure, and 24 h after the exposure. Data Analyses. Temperatures were analyzed using a one-way ANOVA with animal as a random variable. ANCOVAS were used to analyze the CPTs at each frequency. Temperature at the time of the CPT test was used as a covariate, and animal was used as a random variable Results Tail temperatures declined between pre and post exposure (F(1,25) = 62.85, p < 0.001; mean ± sem pre 25.96°C ± 0.42, post 20.71°C ± 0.77), but were back to baseline levels by 24 h after the exposure in both groups of rats. The ANCOVAs demonstrated that exposure to a single bout of vibration did not alter sensitivity of C (5Hz) or Ad (250 Hz) fibers to stimulation.
