The past year (1950) has been a big one for the oil industry in Canada, with new records being set in almost every phase of exploration and development activity. New highs were reached in acreage holdings, in geophysical activity, in wildcat drilling, and in field development and production. The only item that did not show a substantial increase over recent years was the amount of reserves added by new discoveries. This was not due to a decrease in the number of new discoveries, however, hut rather to the fact that most of the discoveries were made during the later months in the year and could not be fully evaluated by the year end. The foregoing remarks pertain mainly to activity in Western Canada. In Eastern Canada, operations continued on a modest scale. with exploration drilling down slightly from the previous year but with development drilling and production at about the same level. Returning to Western Canada, it is observed that the general exploration play was one of expansion and intensification. The issuing of new petroleum and natural gas regulations by the province of British Columbia precipitated a moderate entry of companies into the northeastern part of the Province.

"IntroductionFLUORSPAR has been found at several •localities in Newfoundland, but all the commercial deposits discovered to date are in the vicinity of St. Lawrence, a town on the southeast coast. Most of the veins are within six miles of St. Lawrence harbour, and between sea-level and an altitude of 400 feet. The St. Lawrence Corporation of Newfoundland, Limited, and Newfoundland Fluorspar, Limited, a subsidiary of the Aluminum Company of Canada. Limited. are the two producers.With the arrival of 1953, the St. Lawrence area entered upon its twenty-second •consecutive year as a producer of fluorspar. Production has increased more or less steadily during this period, as is shown by the fact that approximately one-half of the total shipments to date have been made during the past six years. Between four and five hundred men are employed by the industry, and more than $1,250,000 was paid out in wages and salaries during 1952. Shipments during that year reached an all-time high of 81,283 tons valued at $2,484,943, compared with 67,925 tons valued at $1,966,477 in 1951 (1).As a result of an agreement made in July, 1952, with the United States Defence Materials Procurement Agency, production of the St. Lawrence Corporation, Limited, and St. Lawrence Fluorspar, Incorporated, an affiliated company, will •be increased by .approximately 50,000 tons of acid-grade fluorspar per year. The contract extends over a period of four years, or until 150,000 tons of acid-grade concentrates have been produced."

"AbstractA number of plant-scale cyanidation tests were carried out in an attempt to uncover the causes of fluctuations in gold recovery efficiency. Computer analysis of the results verified that the treatment of reclaimed waste rock material along with normal run-of-mine ore was having an adverse effect on metallurgical efficiency. Mineralogical examinations showed that the free gold particles in the dump material were heavily tarnished or coated (predominantly by hydrated iron oxide), accounting for the lower recoveries. The indications were that the effect could be counteracted somewhat by using higher than normal cyanide and lime reagent concentrations and adequate leaching times. Analysis of the results showed further that leach pulp density was an important operating parameter affecting extraction efficiency. A variable activation energy leaching model provided an extremely good characterization of individual batch leach runs.IntroductionFLUCTUATING METALLURGICAL EFFICIENCY at the gold concentrator of the S.A. "Mineral exploration in Canada traditionally has gone from boom to bust in cyclical pat-terns following market and discovery cycles, but other endemic factors related to exploration financing and performance have contributed to the amplitude and recurrence of these fluctuations. In view of these problems, junior exploration is reviewed here in a marketing perspective, looking at the 4 Ps: Product, Price, Placement and Promotion.In the 1980s, MEDA incentives gave the shares of junior and mining companies significant price and promotion advantages, and contributed to excessive exploration funding. Many were thus led to minimize the basic values needed for continued investor interest: appropriate levels of product quality, sustained share value and customer satisfaction. Basic changes are needed to improve the marketing of junior mineral exploration in the future, with or without improved fiscal incentives. To be successful, the required improvements must come from the technical participants, but the financial partners also need to be involved.Exploration in Canada must be marketed with vigour, both in Canada and internationally. Exploration, mine development and mine production are essential to our economy. They are environmentally acceptable and they are welcome in Quebec and in most Canadian provinces and territories. Canadian exploration and mining are entrepreneurial industries that must take better advantage of their strengths and achievements and remove the shortcomings that hinder them: nobody can do it for them!"

"Abstract - We present a new approach for the evaluation of the potential of emerald reserves in gem projects using beryllium (Be) mobility. The distribution of Be in the different phases of hydrothermally altered (albitized) black shale hosting Colombian emerald deposits indicates that Be mobility is associated with the breakdown of Fe-Mn oxyhydroxide phases. The amount of Be that can be mobilized (~0.7 x 10-6 g/g; i.e., 0.7 ppm) may represent up to 18 wt% of the total Be contained in the black shale. A mass balance calculation applied to a well-constrained alteration zone of the Chivor mines, and based on the quantification of Be that can be mobilized under hydrothermal conditions, gives an estimate of the total gem reserves of these mines. Resumé - Une nouvelle approche, basée sur la mobilité du béryllium (Be) pour l’évaluation des réserves d’émeraude dans des projets d’exploitation de gemmes est présentée. La distribution du Be dans les différentes phases minérales de schistes noirs hydrothermalisés (albitisés) qui contiennent les gisements d’émeraude colombiens, indique que le Be mobilisable se trouve dans les oxyhydroxydes de fer et de manganèse. An AFMAG survey was flown in 1968 over the Upper Nelson River area, Manitoba. The flight direction was northwest-southeast and flight spacing was 2 miles. In the Cross Lake Subprovince, AFMAG showed that an isolated peridotite outcrop was part of a dike that extended over 80 miles. Diabase dikes are not always marked by an anomaly, but isolated cross-overs, when used in conjunction with geological and magnetic data, permit their extrapolation. Anomalies coincide with areas of sulphide mineralization. In the Flin Fion Subprovince, known and unknown northeast-trending faults are detected. The Berry Creek fault was extended south through Tramping lake, then under the Paleozoic cover. Conductors were detected at, or near, the axes of major synclines within Amisk and Snow Group sediments. Granitic terranes have low conductivity and, because they are characterized by smooth AFMAG profiles, they can be delimited. AF.MAG is being recognized as a geophysical method that can aid geological mapping and interpretation. Its most important contribution to the geologist will be in regions where out-crops are sparse.

A mineral processing facility near Montreal, CEZinc, Noranda Inc., has recently implemented a leading-edge intranet solution for monitoring the performance of plant operations, and providing condition-based maintenance. This innovative multi-faceted software implementation incorporates: web-delivered plant information systems; area-wide control loop performance assessment (using sophisticated algorithms to evaluate poorly performing controllers); and integrated alarm management functions.The system has enabled a project to improve plant operations through better process control. Maintenance technicians, engineers, supervisors and managers all can see the performance of the controllers, and the performance of the plant itself, through webdelivered graphics and reports. Information is combined from many sources, real-time, historical, relational and analytical, to provide a complete picture of plant operation.The web-based solution centralizes the administration of user access, and simplifies the deployment of several different kinds of information to many desktops. It is an extensible system that allows users to create and share their own web pages and data views.The paper will discuss the solution architecture and the improvements the IT, operations, maintenance, and engineering groups have experienced, and overall benefits to the facility.

THERE is at the present time a revived interest in amalgamation, due to the number of mines starting up, usually on high-grade ore, and utilizing this relatively cheap and convenient means of recovering gold, more especially in their initial stages of production. The marked increased use of the amalgamation process has revealed a dearth of amalgamators and there is no doubt the art of amalgamation has stood still for a generation or two and is not readily applicable to the modern practice of milling gold ores. Mill operators of long experience are learning the art for the first time and are giving it intelligent study, and considerable testing and research work is now being undertaken Most millmen consider amalgamation a simple process, and so it is when we have a clean ore with coarse gold, specially when stamps are used for crushing. In treating Nova Scotia ores by stamps and amalgamation, recoveries of 95 to 97 per cent are common and easily obtained. So-called 'under-water feed' is almost universally used in Nova Scotia and is quite beneficial. The water is supplied through jets between the dies and below the die surface and maintains this space as a live trap which catches the gold particles before they are overground and spoilt for amalgamation. With this method, the portion of gold recovered in the battery is higher than usual and often amounts to 80 per cent of the total gold in the ore, the remaining 20 per cent being caught on the plate. As a continuous amalgamator, the simple plate cannot be excelled. Some of the modern devices having moving or covered and not very accessible plates, which cannot be readily inspected and dressed to keep them in condition, do not give the best results in service. An exception might be drawn in the case of amalgamation of very heavy ore or concentrate which would bank up unless the plate is carried at such a steep inclination as to weep mercury. Difficulties in stamp-mill amalgamation are encountered when acid water is used or when grease is present. Also, certain sulphides and graphitic and talcose ores give trouble, resulting in poor gold recovery and high mer-cury loss. The older literature on gold milling deals with the common troubles of this type and the old-time amalgamator was well able to take care of day-by-day difficulties. When the difficulties were unsurmountable, the ore was classed as 'refractory' and other processes were used.

"RÉSUMÉOn discute les principales sources de dilution au cours d’une exploitation souterraine. Les différentes définitions de la dilution en usage sont analysées. Une nouvelle méthodologie de calcul simplifiée et facile à utiliser dans la pratique minière est présentée. Cette méthodologie permet de remplacer les différentes expressions analytiques en usage par les deux facteurs de dilution seulement : un «facteur de dilution planifiée» lié à la sélectivité d’abattage au niveau de la planification minière et un «facteur de dilution additionnelle » permettant de juger de l’efficacité du contrôle de terrain et de la dilution pendant l’exploitation souterraine. L’application de cette méthodologie donnerait un outil nécessaire aux niveaux de la planification, du suivi des travaux d’exploitation et d’éventuelles études comparatives des coûts entre les différentes situations minières.ABSTRACTThe principal sources of dilution during underground evaluation and mining are discussed, then definitions of ore dilution currently in use are analyzed. These definitions vary depending on the authors. A new ore dilution evaluation methodology is proposed, replacing the ten different analytical expressions by only two: the planned dilution factor related to the stoping selectivity, done at the mine planning level, and the additional dilution factor related to the efficiency of the dilution control measures during stoping operations. The conclusion shows that the use of this methodology would be a definitive asset in planning, in stoping operations follow-up, and in future costs comparison studies between mining operations."

Project Environmental Approval is a multi-faceted issue. From a mining perspective, it is a costly item because of avoidable time delay. The government perspective is that the approvals are a necessary part of meeting departmental requirements to ensure that the wellbeing of other uses of the environment is maintained. This paper outlines some of the problems inherent in the environmental approvals process and makes recommendations to both the proponent and government about improving the efficiency of the process.

Thickening of mine tailings is a relatively new concept for their sustainable management. Removal of water from the tailings to form a paste instead of slurry disposal decreases environmental and geotechnical concerns. As the use of these pastes is relatively new, their behaviour requires investigations such as liquefaction and seismic stability, freeze-thaw behaviour, consolidation and leachate characterization. Slurry density, ore type, particle size distribution, specific gravity and environmental conditions can all influence paste characteristics. In this paper, the effect of the above-mentioned parameters is examined. New developments in water removal, and additives (such as flocculating agents, cements, organics, fertilizers, etc) leading to low moisture content tailings are reviewed, and the potential for thickening to enable sustainable management of mine tailings is discussed with respect to storage volume requirement, use of virgin land, consolidation of the tailings, land use after decommissioning.

The primary steel industry of the Prairie Provinces consists essentially of three companies whose total annual melting capacity, as of January 1, 1963, was 333,000 net tons. These companies have steel rolling facilities. In addition, there are five other companies producing steel castings by melting scrap in electric furnaces which, with the plants having rolling facilities, gives a total annual furnace melting capacity of 380,000 tons. Since 1954, the annual production of steel ingots and castings has ranged from a low of 66,588 tons, in 1954, to a high of 211,138 tons in 1961. The present facilities on the Prairies for making steel ingots from scrap, and rolling them to produce light merchant mill products, appear to be sufficient for many years ahead. Steel scrap, as electric furnace feed to make steel ingots for the present line of products, will probably continue to be available at reasonable prices either on the Prairies or from the north-central United States. It is recognized, however, that residual elements in scrap may be-come of greater significance and necessitate more rigid control of scrap quality.

They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

"""The north coast of the St. Lawrence River will be the scene of an industrial development during the coming decades"". The facts which underlie this statement are the occurrences of iron and titanium ore, the abundance of hydro-power and the availability of deep-water ports in this region. Havre St-Pierre, Sept-Iles, Port Cartier and Baie Corneau already exist as major ports and urban centers. The huge quartz deposit at Baie Comeau will be a decisive contributing factor in the development of a metallurgical plant in this area. Due to its purity, it lends itself, first of all, to the manufacture of glass of different kinds, being comparable to the quartz sands now used by the plate glass and glass container industries in the Montreal area, Moncton, N.B., Trois-Rivieres and - in the future - at Bécancour, Quebec. However, its high quality will also make it possible to use it as one of the main basic materials for the production of silicon carbide and ferrosilicon, and as a flux in metallurgical processes. It is intended, in this report, to offer conclusive proof of the economical importance of this large quartz deposit by presenting the results of the studies made to date."

Mining firms in Canada are increasingly incorporating the social and environmental interests of their stakeholders into their projects in an effort to become more sustainable. Such initiatives have included negotiating Impact and Benefit Agreements (IBAs) directly with would-be impacted, often aboriginal, communities near resource developments in the Canadian north. Why does a mining firm take on this extra time-and cost-intensive initiative when governments and regulatory measures are in place to address social and environmental issues? Past research has paid little attention to the corporate rationales for IBAs. Based on document review and interviews with mining executives, this study investigates the rationales of mining firms that ?over-comply? with legislative requirements by negotiating IBAs or similar types of agreements with communities. The results indicate that mining firms increasingly recognize IBAs as an intrinsic part of the permitting process. When queried, executives regularly identified the negotiation of agreements as ?the right thing to do?. While this response could be read in ethical terms, a commercial rationale is also clearly present. By building strong relationships with nearby communities, addressing community concerns, and directing benefits to local people, all of which are explicitly achieved with an IBA, mining firms are maintaining their long-term financial viability, thus their sustainability, within an evolving industry.

"The Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) has been operating successfully for 14 years, and has an ancestry dating back over 30 years. Together with complementary developments in stock exchange listing rules, the Code has brought about substantially improved standards of public reporting by Australasian mining and exploration companies. The Code is regarded as a world leader in its field, and has been used as a basis for the development of resource/reserve reporting standards in other countries. The reasons for its success are varied, foremost among them being its adoption in full by the Australian and New Zealand stock exchanges, and the ability and willingness of mining industry organizations to bring Competent Persons to account when necessary.The latest revision of the JORC Code was undertaken in 2002-2003, based in part on releases of upgraded reporting standards in Canada, the United Kingdom/Western Europe, and South Africa, and the 2003 edition is expected to be released mid-year. Two of the more significant changes are: the introduction of a requirement for a Competent Person to be responsible for the documentation upon which Exploration Results are reported; and inclusion in the definition of a Competent Person of a reference to “Recognized Overseas Professional Organizations” being overseas professional organizations to which Competent Persons may belong for the purpose of preparing documentation for the submission of reports to the Australian Stock Exchange."

"The most widely used method for predicting the onset of continuous caving is Laubscher’s caving chart. A detailed examination of this method was undertaken which concluded that it had limitations which may impact on results, particularly when dealing with stronger rock masses that are outside current experience. These limitations relate to inadequate guidelines for adjustment factors to rock mass rating (RMR), concerns about the position on the chart of critical case history data, undocumented changes to the method and an inadequate number of data points to be confident of stability boundaries.A review was undertaken on the application and reliability of a numerical method of assessing cavability. The review highlighted a number of issues, which at this stage, make numerical continuum methods problematic for predicting cavability. This is in particular reference to sensitivity to input parameters that are difficult to determine accurately and mesh dependency.An extended version of the Mathews method for open stope design was developed as an alternative method of predicting the onset of continuous caving. A number of caving case histories were collected and analyzed and a caving boundary delineated statistically on the Mathews stability graph. The definition of the caving boundary was aided by the existence of a large and wide-ranging stability database from non-caving mines. A caving rate model was extrapolated from the extended Mathews stability graph but could only be partially validated due to a lack of reliable data."

"Drilling and blasting are fundamental operations in the mining cycle and constitute an important component of the mining costs. Problems associated with improper drilling and blasting practices can create losses of several millions of dollars per year. For this reason, a Blasting Technology program was initiated in 1984 at the Noranda Technology Centre (NTC). In this paper, advances made at NTC in drill and blast technology are reviewed. Impacts of drilling and basting for Noranda are assessed in terms of dilution and ore losses. Future challenges are addressed. IntroductionUp to 1997, Noranda was a diversified natural resources company that operated in three sectors: mining and metallurgy, forest products, and oil and gas. The company employs more than 33 000 people in operations and sales offices around the world. Today, Noranda has returned to its roots in mining and metallurgy. British Columbia is an important producer of a variety of industrial minerals for both domestic and export markets. Some commodities such as limestone, dolomite, gypsum, calcium carbonate, silica, barite and magnetite are raw materials for well-established industries located in British Columbia, Alberta and northwestern USA. Others, like magnesite, sulphur, jade, asbestos, dimension stone and clay products, are mainly exported in processed form to overseas customers. Companies are developing markets for relatively new mineral products, including pumice, volcanic cinder and zeolites. A number of attractive geological targets have been identified by industry while research by government geologists has outlined the potential for refractory minerals, gemstones, garnet, nepheline syenite, carbonatites, residual kaolin, igneous apatite and peat.

Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a ?plateau? and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have ?exemplary? safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA?s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization?s mindset? What characterizes these organizations? decision making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensive research since 1997 of organizations that suffered unexpected disasters. Their huge focus on safety, the achievement of lofty goals and celebration of safety successes led to ?mindset? that they are leaders in safety, protected by an extraordinary safety system and that their safety incident figures indicated a truly world-class safety performance. It led them into the trap of the seven deadly delusions?
