In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.

Comalco's Bell Bay smelter produces some 94 000 t.p.a. of primary aluminium in the form of foundry alloys, extrusion billet and rolling blocks. The extrusion billet and rolling block are produced by a process, in which molten aluminium is poured into an open ended water cooled mould of the required shape. The bottom of the mould is initially closed off by a dummy or starting block. Primary cooling takes place at the mould wall and secondary cooling is achieved by direct water sprays onto the out side shell of the product. Careful preparation of the molten alumin- ium is essential if stringent alloy specific- ation limits are to be met. Optimum casting temperature must be maintained within a narrow range and metal cleanliness is important to ensure a consistent product. The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. The Filbara region of northwestern Western Australia contains several known occurrences of mafic/ultramafic rock assemblages which may host platinum group element (POE) mineralisation. This paper deals with occurrences at Munni Munni and Andover. The Munni Munni complex is of particular interest because it is known to contain PGE mineralisation and is currently undergoing active exploration. The US/Australia Joint Scanner Project of October 1985 collected airborne scanner data for the BMR over Munni Munni. Such an ultramafic-mafic complex had not been previously researched with advanced remote sensing instrumentation. Extensive investigation of data from the NSOO1 (Thematic Mapper Simulator) scanner resulted in successful differentiation of gabbroic and ultramafic rocks, and also subdivision within the ultramafies. Similar differentiation could not be achieved using conventional Landsat MSS imagery and aerial photography. Encouraged by those results and in support of BMR field research into the mafic-ultramafic suites of the region, data from the Landsat Thematic Mapper (TM) instrument were investigated to attempt differentiation of the ultramafic and mafic rocks in the Andover complex some 50 km to the northeast of Munni Munni.

Most mining projects will involve some level of financial markets price risk. This is because commodities are generally traded in $US. The project will also incur costs in $A and if based in Australia will seek to generate a return in Australian dollars. Therefore the project faces commodity, foreign exchange and interest rates risk. As a business you may wish to maintain these risks within your business. However if the project requires financing to be provided then the financiers will want to ensure that there is a level of certainty attached to the cash flows to support the debt repayments. This is achieved by hedging the financial market risks. Traditionally the hedging process has been based on underlying assumptions within project models, which incorporate views on the direction of the underlying price risk. These views can be formed in an ad hoc manner. Gathering information from a variety of sources including economic forecasting and modelling, technical analysis, seeking market expert views. However, given the historical accuracy of such forecasts locking into long-term fixed hedging arrangements can create an inflexible environment that can restrict the opportunity to benefit from the underlying volatility of financial markets.

Today's emphasis on the enterprise bargaining process must be seen as an opportunity for organisations to further develop occupational health and safety standards at work. In particular, this shift from a centralised industrial relations system to employer, employee bargaining, presents organisations with an excellent opportunity to develop OH & S at the `shop floor' level. This is despite real difficulties in presenting hard data on the cost benefits. Unfortunately, examination of enterprise agreements ratified by the Australian Industrial Relations Commission (AIRC), show that less than 32 per cent contain provision for occupational health and safety. Those addressing the issues of occupational health and safety have included segments such as: ò rehabilitation activities; ò a new emphasis for workplace occupational health and safety committees; ò formalising procedures related to hazard identification and control; ò the use of personal protective clothing; and ò occupational hygiene and health monitoring issues. For example, an enterprise agreement reached between CIG-Gases and their unions, included clauses which commit employees to attending ten safety meetings and two work place inspections each year, in order for them to receive any further pay rises.

The mining industry in Western Australia is a large sector of the WA economy providing $12 billion (1993) of the export income for the State. Historically, mining in WA developed from traditional prospecting in the late-1880s leading to major underground operations by the turn of the century. Large open pits were developed in WA following World War II and became increasingly common since the gold boom of the 1980s. With the development of the open pits has been concomitant evolution of mining legislation, principally the Mining Acts of 1904 and 1978, which has been also accompanied by a practical evolution of the administrative system within the Department of Minerals and Energy. The mining industry has recognised the need for sound environmental management at mine sites, taking up the challenge and becoming a world leader in rehabilitation techniques. Any environmental management program in the industry has three stages: approval by government; management by the industry; and return to the State in an environmentally acceptable condition. The WA environmental requirements, procedures and industry performance in these three stages are discussed.

The continuously growing coal mining industry of India presently includes shovel dumper combinations in open cast mines, sometimes with dragline mining of overburden, together with the whole range of longwall and bord and pillar underground mining, continuously undergoing fuller mechanisation. This transition from "low tech" to "high tech" systems is now monitored for reliability and provides bases for comparisons of downtime relative to age and make of equipment, whether imported or indigenous, including spare parts, as well as frequencies of particular failures to allow analysis and progressive improvement. Varying geologies complicate technology and equipment requirements, especially in underground mine,s with minimal technological standardisation, but now, reliability in South Eastern Coalfields Limited has been given more importance and superior technological back-up is being developed.

Benchmarking of mining operations has been in vogue for a number of years: it seems teams are forever flying around the world to try to understand what other operations are doing. However, unless a benchmarking exercise involves data gathering at a fundamental level and a rigorous analysis process is applied, the trip will be nothing more than industrial tourism. When benchmarking is performed thoroughly, the range of comparisons that can be made is extensive and informative, and need not be restricted to sites with similar conditions and equipment fleets. This paper describes the detailed and rigorous process for benchmarking used throughout AMC benchmarking studies. The paper demonstrates how, through drilling down to the underlying drivers, the often heard cry of æyou canÆt compare us, weÆre differentÆ can be overcome. Included in the discussion are a number of significant issues that have been identified during AMC benchmarking studies. The paper then considers the types of opportunities that have been identified and the potential for improvement. The paper concludes with a discussion of the implications for planning, measuring and management of operational performance.

The technological advancement in computing power and the increasing demand for information processing systems spread throughout many aspects of a corporation's business activities has revolutionised management information systems departments. This revolution is manifest in the proliferation of mini-computers and micro-processors as well as the planned or unplanned migration from centralised processing to distributed processing. The total data processing investment in people, hardware, software and telecommunications has reached a high level in many organisations. Therefore, the cost of inadequate planning or ad hoc growth of systems can be considerable. The concept of MIS systems planning has gained adherence in recent years; however, there appears to be a wide diversity in the effectiveness and quality of corporate systems plans. To be effective a systems plan must have the support and concurrence of executive management of an organisation. A disciplined planning approach to systems together ,with the involvement of senior user management as well as MIS management is necessary to develop a satisfactory systems plan that forms the basis of a corporation's data processing strategy.

The most common reason for gold-bearing deposits being refractory is the presence of sulphides; in many cases these interfering minerals contain arsenic, antimony, or other environmentally-sensitive elements. A number of processes have been proposed or developed for pre-oxidation of interfering minerals. In most cases developers have focussed on gold recovery and capital costs, with relatively little data on the deportment or form of these potentially harmful elements. This paper surveys recent work connected with pressure pre-oxidation processes. Data from pilot plant treatment of refractory gold materials, using the nitric acid Redox process, is discussed along with the attendant flowsheet and engineering implications. Four refractory gold-bearing materials have also been tested at the University of South Australia for arsenic and antimony deportments.

The present till now practice of averaging of ore by metal content at mining-dressing enterprises does not allow evaluating objectively really existing regularities of dressing process. The processing of large statistical data by specially designed methods has revealed the relationships of extracted mass of metals into concentrates when processing of ore at preparation plants. The analysis of the obtained relationships points to necessity of timely control by flows of ore with due account of different sorts of metal. For this problem solving it is offered to use specially designed methods on carrying out of calendar planning of a mining and shipment of ore at open casts, based on ranked arriving of flows of different sorts ores to preparation plant. The given methods includes economic-mathematical model forming and its implementing by worked out method. The formed model allows taking into account different technological and organisation limits, typical operation conditions of open cast and preparation plants. Using this methods of control of mining operations and designed on its basis the complex of software allows increasing volume of metals, extracting into concentrate, up to two per cent without any additional costs and saving of the existing technological schemes at preparation plant.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

The various risk components to be addressed by explorers and project developers (and their investors) to minimise and/or manage the risk of Pacrim mineral investment are summarised to provide an overview of the issues involved and to set the scene. It then highlights the role of individual Mineral Industry Professionals (especially independent consultants) who are at the heart of any risk reduction or risk management strategy. The involvement of accredited qualified/experienced (competent) and reputable professionals is essential to produce realistic and reliable results that gain and maintain investor confidence. Today, high ethical standards as well as technical competence are sought by government legislation/licensing regimes and initiatives of professional bodies like AusIMM, MICA, Professions Australia, Council of Professions, etc. All attempt to regulate and guarantee reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in many Pacrim countries). Brief comment will discuss the usefulness of accreditation and ethics codes plus other specific codes (eg JORC/VALMIN and their international analogues in Canada, South Africa, etc) in reducing risks.

The Coastal Cordillera of northern Chile hosts the youngest and possibly best preserved iron oxide copper gold (IOCG) belt yet discovered and includes important deposits such as Candelaria and Mantoverde. The spatial and temporal relationships of hydrothermal alteration and mineralisation (Fe and Cu-Au) related to structural and lithologic features were investigated through geologic mapping and petrographic and geochronological studies along two W-E-transects crossing the Coastal Cordillera to the north of Vallenar. The project aimed to determine vectors for district-scale and regional exploration. Along with magnetite-apatite deposits (Central Iron Belt) and manto-type copper deposits, the IOCG deposits are hosted in a N-trending volcano-sedimentary sequence formed in a Jurassic to Early Cretaceous arc/back-arc setting (Sillitoe, 2003; Ramos and Alemßn, 2000). Calc-alkaline plutonic rocks intrude and metamorphose the volcano-sedimentary sequence, and become progressively younger from west to east reflecting a shift of arc magmatism (to Paleocene in the far east). From west to east along the Agua Grande-Chehueque profile, four domains of different economic potential are recognised. An EXTENDED ABSTRACT is available for download. The control of spontaneous combustion in spoil piles is an area of concern for a number of open cut coal mines. Spontaneous combustion in spoil may occur when carbonaceous waste materials are exposed to air. In large piles, the relatively high voidage within the pile may allow sufficient movement of air through the pile to sustain oxidation and heat generation. Over the past decade, ACARP and CSIRO have funded a number of projects aimed at providing a better understanding of the causes of spontaneous combustion in spoil piles and the development of control strategies. Work has focused on prevention measures but has also considered measures available to deal with well-developed fires. Field, laboratory and numerical modelling methods have been brought to bear on the issues. Individual projects have addressed: causes of spontaneous combustion including the relative reactivities of mine waste materials; the use of cover layers to prevent spontaneous combustion; the use of flyash grout to control an active fire; the emissions of air pollutants; and the emission of greenhouse gases. This paper provides a description of the work carried out to date with an emphasis on the major findings of the research and its application to open cut mines.

A new separation method based on a combination of coagulation and colum flotation was used to treat fine sphalerite in the range 90 per cent - 15 pm with a relative high superfical gas velocity and a thick froth layer. Minerals studied include sphalerite, calcite, kaolinite and baryte. A new developed sedimentometer was used for sedimentation analysis to characterise hetercoagulation of mixture and coagulation after addition of active ions or reagents. A comparison between use of selective frother and depressant (SHMP) was made to deactivate activated minerals. Selectivity of frother for sphalerite was found in flotation test. The depression function of Flotanol for activated minerals was confirmed in sedimentation alalysis. The use of small quantities of HPAM can improve the flotation of fine sized sphalerite particle and reduce recovery of activated gangue minerals in the neutral or alkaline pulp. A satisfactory separation of fine sphalerite from its gangue was achieved by using alkylpolyglycolether (Flotanol) and copolymer polyacrylamide (HPAM hydrolysed polyacrylamide) as frothing and flocculating agents Respectively.

Underground mechanized excavation in New Zealand has become more commonplace in civil and mining applications during the last three years. At one stage up to seven Dosco Road- header machines were being used on different projects around the country. The Huntly West Mine Drifts inclined at one in four were by far the most severe grade conditions that the machines were subjected to; however, other operations posed their own particular problems for the machines. Two major interrelated factors became evident as soon as the machines commenced at Huntly. These were traction problems on the grade and control of water, particularly on the invert.
