The JORC Code, which has been in existence as a Code incorporated in the listing rules of the Australian Stock Exchange and New Zealand Stock Exchange since 1989 and 1992 respectively, has been revised and will be re-released in 2003. This revision followed a call for submissions in December 2001, the publication of an exposure draft in late-2002 and an exposure period during which a large number of constructive comments were received. These comments were reviewed and a further exposure draft released as part of the current exposure draft of the ASX listing rules. It is anticipated that the final Code will be incorporated into the stock exchanges listing rules in late-2003. The 1999 JORC Code has been the standard on which other reporting Codes have been based, each of which has contained refinements. Three in particular, the Reporting Code from the United Kingdom/Ireland/Western Europe, the new Canadian Reporting standards and the SAMREC Code from South Africa, influenced JORC in the preparation of the 2003 JORC Code. Whilst there are differences between the 1999 Code and the 2003 Code, these changes are mainly in the guidelines. The Code definitions, which are largely in accord with agreed international definitions, remain substantially unchanged. The two main changes in the 2003 Code are the requirement for a Competent Person to be responsible for the documentation relating to the reporting of Exploration Results, and the introduction of æRecognised Overseas Professional OrganisationsÆ as overseas organisations to which Competent Persons may belong. Other changes include: clarification of the reporting of exploration targets or potential; the rearrangement of the diamond reporting clauses; the introduction of guidelines for the reporting of Industrial Minerals; modification of the coal clauses and recognition of the new Coal Guidelines; and the introduction of a guideline encouraging the discussion of relative accuracy and confidence in resource/reserve estimates. Other lesser changes to the Code are listed and discussed briefly. The release of the 2003 JORC Code maintains the standard set by JORC as a world leader in the development of mineral reporting Codes and their adoption by industry.

THE MORWELL BROWN COAL DEPOSITSTHIS deposits of brown coal in the neighbourhood of Morwell, are of tertiary age, and are represented on several horizons, but, owing to lack of evidence, the exact age cannot be fixed definitely. It is chiefly by reference to the basalt flows of the Older Volcanic series that the brown coal beds have been classified as of Pre-Volcanic and of Post-Volcanic age. The Pre-Volcanic brown coals are less widely distributed, and the seams generally are thin, though near Thorpdale a thickness of 40 tt. has been recorded, and from 10 ft. to 12 ft. in the vicinity of Narracan. Both of these localities lie to the south-west of Yallourn, and it has not been proven as yet whether these older coals and accompanying basaltic flows pass under the Morwell beds.The brown coal deposits have accumulated in an area where extensive faulting in early tertiary times has taken place with oscillations of elevation and depression of the land surface. In the vicinity of Yallourn, Paheozoic strata (probably Silurian) are exposed on either bank of the Latrobe River about a mile above the powerhouse weir, where the river flows through steep banks rising a couple of hundred feet on either side. The Silurian strata are highly inclined, and consist mostly of slates and Illudstones. Resting unconformably on the upturned edges of the Silurian is a conglomerate bed of Mesozoic age, above which occur beds clipping to the south-east of felspathic sandstones, with alternating mudstones at times carbonaceous, and containing thin seams of black coal.The brown coal seams and associated lignitic Clays, sands, gravels, etc, rest on the Mesozoic strata (as proved in the vicinity of the power-house and by boring north of the Latrobe River, near the old open cut), but do not appear on the surface of the Mesozoic, where these beds attain an altitude of more than 50 ft. above the present level of the Latrobe River.Half a mile upstream from the power-house a layer of basalt of the Older Volcanic series, almost resting upon the Silurian strata, is...

IN any assay office it is of paramount importance to keep the men interested in their work; and in order to do this, men on routine work, such as lead, zinc, and sulphur deterrrrinations, slag analysis, etc, should be changed around monthly. This gives some variety and helps to keep a man's interest on his work, so that better work results. It may be maintained that to keep a man on the same class of work indefinitely makes him more expert at his work. This is certainly true; but in assaying, where accuracy is so essential, it is absolutely necessary for a man to keep his mind on the work, and not 'get' into a mechanical method of working. He is also on the alert to discover means for shortening his analytical methods, and his capacity forwork is increased. Another advantage is that the men get a good all-round training, and one is never at a loss to replace a man on any class of work when he is absent from any cause. This tends to smoother and more efficient running of the assay department. In industrial assaying it is often advantageous to have a result quickly, so that it will be of maximum benefit in the running of some part of the plant, In such a case it pays to sacrifice a little accuracy to speed up a method. The shortest method is less costly, and a quick approximate method is all that is required to give the superintendent the requisite information. Time is thereby saved, and the cost is less. In carrying out assaying for any large industrial plant, such as a smelting works, there is always a tendency for superintendents running the different departments to send in more samples for assay than are absolutely necessary when no system of costing is in operation. Some of these samples may involve a lot of work and heavy expenditure, as, for example, the estimation of only one impurity in a sample of refined lead. In their description of the post-mine leaching of galena and marmatite at Broken Hill, Messrs. Garretty and Blanchard1 find themselves unable to account satisfactorily for the fact that the more usual order of solubility of these two minerals is here reversed, and that the galena is leached more rapidly than the marmatite. An explanation of this somewhat unusual phenomena is perhaps provided by the recent work of Garrels.2 Garrels showed that the presence of Cl' ions in Pb-Zn solutions, in concentrations in excess of 0·1 N, rendered the zinc less soluble than the lead. It seems possible that Cl' ions may be present in the underground waters of the North Broken Hill Mine in sufficient concentration to cause such reversal in the relative solubility of the lead and zinc sulphides.Thus the analysis of "water believed to be free from contamination by mine drainage" given by Messrs. Garretty and Blanchard (p. 158 of their paper) is as follows:Total solids in solution 878 grains per gallon...164 grams of Cl per gallon is equivalent to 2· 3394 grams of Cl' per litre, which is equivalent to 0066 N.This concentration is approaching a value sufficient to cause a reversal of the relative solubility of zinc and lead salts; and it seems probable that there will be parts of the ore-body where locally the Cl' concentration will greatly exceed this figure. At such points the lead salts would be more soluble than the zinc salts, so that the galena would be leached more rapidly than the marmatite. With the dilution of such Cl'-rich waters with water containing less Cl', the Cl' concentration would fall below 0·1 N, and the lead would be reprecipitated, while the zinc would stay in solution, as, for example, in the water analysis quoted. In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Coal Services (Health and Safety Trust) funded ARRB Transport Research Ltd to investigate fatigue and performance of truck drivers over consecutive shifts. The main questions were to assess: What is the most important contributor to acute fatigue in mining? Is it length of shift (eg eight hours versus 12 hours) or is it time of day (eg circadian effects)? What is the limit of successive day or night shifts before chronic fatigue affects operator performance in open cut mines? The project methodology included utilising ARRB Fatigue Monitoring Devices (forced-choice stimulus reaction) in eight haul trucks, testing 24 subjects over several weeks. Each subject filled in a Fatigue Risk Questionnaire on lifestyle and health. Operators worked a 14-night, one day off, 13-day roster of 12-hour shifts in a fly-in/fly-out operation with excellent opportunities for restorative sleep between shifts. A total of 3500 hours of real-time data was collected, representing the first set of objective, real-time driver performance data for Australian mining. The data showed that for a single night of driving haul trucks, there appears to be no effect on operator fatigue from the amount of time on task (for the 12 hours). In fact performance was worse through the first eight hours than the last four. The circadian influence had a stronger affect than working more than eight hours. Of the 14 nights worked at the site, nights 13, 14, seven and two respectively, were the worst. This presents a conundrum for policy makers who may like to place caps on working hours or rosters in the hope that it will alleviate the fatigue issue. It will not. The major finding within this study is the combined influence of circadian rhythms (human body clock) and individual variability on performance. The lifestyle habits and the health of individuals have a profound effect on operator performance as shown by the strong positive correlation between high fatigue risk scores from the Fatigue Risk Questionnaire and poor performance. An individualistic approach would appear to have the best chance of reducing high potential incidents due to fatigue through successive nightshifts.

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

For many years explosive sensitized explosives were assessed using the ballistic mortar. The standard test used lOg of explo- sive initiated with a detonator. Over the past 30 years many non- explosive sensitized explosives and blasting agents have been developed. Most of these new explosives and blasting agents cannot be tested in the ballistic mortar as they are not initiated by a detonator. It is also known that all explosives have a criti- cal diameter. When the cartridge diameter is less than the criti- cal diameter a stable detonation cannot be produced and the explosive fails to propagate. For many blasting agents the criti- cal diameters are greater than 50mm and such large diameters cannot be tested in the ballistic mortar. The underwater test allows explosives to be tested in diameters greater than the critical diameter and to be adequately initiated with suitable boosters. The effects of the explosive on the water are easy to measure and the test provides a safe, convenient and reproducible means of assessing explosive performance. The reaction products are allowed to expand to a low final pressure. The underwater test can therefore be used to give a measure of the total expansion work of explosives. The detonation of an explosive induces a shock wave in the surrounding water. The profile of the shock wave can be meas- ured 3-6m from the charge and the energy in the shock wave cal- culated. Measurements over a range of distances show that the shock wave is attenuated as it travels through the water and the attenuation is different for each explosive. This makes it difficult to estimate the energy dissipated in the water between the charge and a single gauge. The reaction products continue to expand and displace water. The bubble continues to expand until the kinetic energy of the water is zero. The gas pressure in the bubble is now lower than the hydrostatic pressure and the bubble radius is a maximum. The higher external hyrdostatic pressure causes the bubble to implode. The bubble energy is the work done displacing the maxi- mum bubble volume against the hydrostatic pressure and can befound from the bubble period. It is not always easy to find a large enough pond for the bubble to expand undisturbed by the water surface and the containing boundaries. This makes it difficult to determine the bubble energy accurately in shallow Ponds.

Why is it so difficult? Why are there differences throughout the resources industry in how reconciliation factors are reported and calculated? Why is there no standard formula to use? These are common questions asked when mining companies try to compare reconciliation results across operations or attempt to undertake internal or corporate governance reporting processes. For many mining companies the calculation of reconciliation factors is often a very time and resource intensive part of mandatory reconciliation reporting. Some major mining companies, that move millions of tonnes of material per annum, dedicate full time resources to the calculation of reconciliation factors. The willingness of these companies to set aside resources demonstrates the value that operations place on good reconciliation reporting. Reconciliation is about measuring the variance between two like measures at different points along the mining sequence. It can be undertaken between predictive models, forecast plans and actual measured performance. Calculations are used to derive a variance between two sections within the mining sequence, with the result being commonly known in the resources industry as a æfactorÆ. Mining companies use the calculation of reconciliation factors as key performance indices (KPIs) to provide a æhealth checkÆ of their operation, with variances often pointing to issues either with the accuracy of the original estimate or the quality of the measurement being used in the comparison. There are many reconciliation factors that can be calculated and reported. This paper will set out, clarify and provide a recommended standard means of calculating each specific factor that, where adopted by a company, will ensure compliance with the international reporting codes, such as JORC. Using case studies from Rio Tinto Group (Rio Tinto) and BHP Billiton Mitsubishi Alliance (æBMAÆ), and the authors experience across a wide range of mine sites, the outline of a generic solution for tracking a parcel of material from the pit through to the port along with appropriate reconciliation factors is provided. The intention of proposing standardised reconciliation factor terminology and methodology is to provide the foundations of a system to enable communication and comparison across different commodities, companies and mines sites.

The extraction of world-class mineral deposits using massive underground mining techniques is not an entirely new theme to world mining companies and experts. Previous MassMin conferences have helped to gather and disseminate the valuable experience and knowledge so important for the proliferation of safe and efficient mining of large underground deposits. With the passing years since the first MassMin conference in Denver in 1981, a number of factors have contributed to an increase in massive underground mining around the world, including environmental pressures, gradual exhaustion of shallower deposits and the enabling effects of improving technology in disciplines related to underground mining. Massive underground mining is heading deeper, embracing challenges which include working with elevated temperatures, increasing in situ and mining induced stress levels and longer ore transport routes. Improvements in mineral processing technology will tend to lead operators to contemplate the extraction of lower grade orebodies in the event that the ore can be efficiently transported to the surface and hence the plant. No doubt this tendency, and its associated challenges is encouraging a rich growth in innovative engineering in such fields as mine planning and materials handling as well as geomechanical issues such as support design and the simulation of extraction sequence effects on stress re-distribution. MassMin 2000, we are sure, will showcase a wide variety of new contributions in thought and actions in these fields. There is a definite place for academic institutions and mining related suppliers in the process of developing new technologies and practices in support of present and future endeavour in this field. Dyno Nobel has its own part to play, certainly as an enthusiastic and proud major sponsor of MassMin 2000, but also by means of identifying common cause between our Vision and Values and the needs, present and future, of the underground massive mining industry. The critical success factors, which Dyno Nobel pursues are:health, safety and environment, customer relationships and market development, cost optimisation (while maintaining quality), technology and innovation, organisational development, and leveraging capabilities globally. Through the present paper we would like to share some of these values and offer some practical insights as to how their realisation will contribute to the achievement of MassMin goals and needs.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

With the continued drop in export coal prices (as measured in US$) delivered to the Pacific Rim market, and a fixed annual 12 per cent increase in overburden, Usibelli Coal Mine Inc was faced with the need to reduce mining costs substantially or else forfeit its foreign coal contractual commitment which amounted to about half of annual mine output. Management made a difficult and fortuitous decision to proceed with an engineered plan to switch from a two seam, extended bench dragline operation to a two seam, cast blast and spoil side operation. While down-sizing and cut-backs became the rule in all departments of the mine, the drilling and blasting budget was more than doubled. Most will agree that this is contrary to what usually happens when a mine is faced with down sizing. The more common scenario would have management target the drilling and blasting budget for decrease as a first priority to cutting cost, and then later witness a decrease in equipment performance leading to an increase in the production cost per tonne. Samples of the feed, underflow and overflow mediums from dense medium cyclones operating at low separation densities in eight commercial coal washeries were sized and analysed, to obtain comparative cyclone classification performance curves for the magnetite, shale and coal components in the circulating medium. The resulting component classification curves indicated that the dense medium cyclones hydraulically classify the magnetite and the shale to the underflow with a Stokesian size and density relationship at these low medium densities, ie the shale curve was shifted parallel to and appropriately coarser than the magnetite curve because of the lower density of the shale. However the lower density coal reverse classified to the overflow (ie away from the cyclone wall) with a similar Stokesian relationship. By correcting the magnetite and shale classification curves for the bypass inefficiency to underflow, and similarly correcting the coal classification curves for the bypass inefficiency to overflow, the corrected classification curves for the magnetite, shale and coal were reasonably parallel (considering that the coal has a range of densities). Using a value of five for the density of the magnetite, the displacement of the shale and coal curves corresponded to densities of 2.27 and 1.38 respectively for one circuit, although the data was not as good for the other circuits. This reverse classification mechanism was confirmed in a 140 mm diameter laboratory dense medium cyclone circuit using low density (1.20 - 1.30 RD) tracers, sized from 0.25 to 2 mm. These classification performance curves were corrected for bypass ineffiency (as above). The corrected curves were parallel and displaced according to tracer density, even though the lowest density tracers were reverse classified to the overflow. The data indicate that the rates of classification of all particles could be described by the same Stokesian relationship, regardless of the direction of travel, except for a narrow band at the partition density. Particles heavier than the partition density classified to the underflow, particles lighter than the partition density reverse classified to the overflow and particles identical to the partition density were not classified at all. Consequently it should be possible to simulate partition in dense medium cyclones, operating under free settling low density conditions, with a simple cyclone classification model, provided the partition density can be accurately calculated from, or correlated with the cyclone feed, underflow or overflow pulp densities. The tracer partition performance in the laboratory cyclone was an inverse function of the tracer particle size, as proposed by King and Juckes (1984) for medium/coal ratio in low density medium systems. Their sized coal data was parallel, with lower partition values due to a higher energy cyclone. Partition data with similarly sized tracers (Scott, 1988) showed a parallel shift to higher partition values due to the separate effects of higher viscosity medium and a larger diameter lower energy Cyclone.

The potential for major new lenses of Volcanic Hosted Massive Sulphide (VHMS) beneath the existing Rosebery Deposit is extremely high. Recent deep drill hole intersections of massive sulphides, including 22 in true thickness at 24 per cent Zn, may significantly extend the life of the Rosebery Mine. The Rosebery Ore Deposit is located within Australia's most prospective VHMS mining district, the Mount Read Volcanic (MRV) arc of western Tasmania (Figure 1). The MRVs are a 10 - 15 krn wide arcuate belt of lavas, related intrusives and volcaniclastics. Rosebery is a major Cambrian volcanic hosted Zn-Pb-Cu-Ag-Au rich deposit which has been over-printed by Devonian deformation and granitoid alteration resulting in local rcmobilisation of the ore. The Rosebery Mine Sequence is composed of an east dipping and east facing, predominately felsic sequence of rhyo-dacitic volcaniclastics, epiclastics, sediments and shale lenses more than 500 in thick. This sequence is bounded by two, low angle (35 - 40¦), east dipping thrust faults, the Rosebery Fault to the west and the Mount Black Fault to the cast. The Rosebery Mine lithologies are summarised in the following table: Hangingwall (HW) Polymictic, quartz, feldspar-phyric epiclastics. Black Slates Graphitic, pyritic mudstones. Host Rocks Turbiditic mudstones and sandstones. Footwall (FW) Feldspar-phyric, pumiceous, mass-flow breccias. Cambrian, quartz-feldspar, porphyritic sills intrude this sequence at all levels. Thin, Jurassic, dolerite dykes also occur throughout the mine. Widespread quartz, sericite and chlorite alteration occurs in the FW. This alteration is manifested as quartz-augen schists beneath the orebody. The Host Rocks are pervasively altered with silica, sericite, chlorite and pyrite. Intense carbonate alteration occurs within the orebody, whereas chlorite and pyrite alteration is commonly concentrated directly beneath it. Cambrian volcanogenic alteration is over-printed by three major Devonian, granite-derived, assemblages. These are massive to quartz veined tourmaline, pyrrhotite-pyrite and magnetite-chalcopyrite. Though the Devonian granite has not been intersected in deep drill holes or in mine workings, there is good evidence that it exists within a kilometre of the deposit. The Rosebery orebody is structurally complex when compared to many other VHMS deposits. Evidence for Cambrian growth faulting has been found at the North End of the mine (B lens) where displacement of ore lenses occurs without corresponding displacement of the overlying Black Slates. A well defined cleavage exists throughout the mine, dipping at 28 to 50¦E. East dipping shear zones are also obvious in all parts of the mine workings and reverse movement is evident on many of these.

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly.
