Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

The State Electricity Commission of Victoria (SECV) operates 13 excavators, 3 travelling stackers and 4 mobile slew conveyors in their three open cuts in the Latrobe Valley. The majority of these machines have been designed and constructed to a German design code current at the date of order. The SECV has always ensured that the machines were manufactured and erected to the appropriate standards. The SECV has a policy of having all machines inspected by an independent inspector every two years. These inspections are based on those carried out in Germany. The inspections have been carried out by inspectors from Germany who have the necessary experience to do similar work in German open cuts. Major faults found during the inspections have been repaired, however,the gradual breakdown of corrosion protection system has continued. The structures on some machines have areas of bad corrosion. This, coupled with wear on major mechanical equipment, would require an extensive outage to overhaul the machines. Refurbishment of Hazelwood Power Station will result in higher levels of production and extended life for the station. This will require improvement in the total output from Morwell Open Cut (MOC). To meet this increased coal demand, the open cut equipment will need to operate more efficiently and for a longer period of life.

The seventies was a decade of intensive hydrometallurgical activity, firstly for copper recovery, then uranium, and finally gold. In comminution, semi-autogenous grinding was applied to uranium and gold ores. In leaching there were extensive investigations into pressure and in-situ systems, and into ammonia and chloride leaching processes. Solvent extraction became a major unit operation for copper recovery. New reagents and equipment were introduced. There was a resurgence of ion exchange for uranium as low grade sources were tapped and continuous ion exchange systems developed. Carbon-in-pulp technology came to the fore for gold recovery with the development of desorption and electrowinning systems. Electrowinning was widely applied for copper in conjunction with solvent extraction. There was a continued move to greater mechanisation and higher current density. There were important developments in solid-liquid separation such as high capacity thickeners, belt filters and sand filters. Many of these trends will continue in the eighties. Interesting new developments can be expected.

The geochemistry of waste rock from mining operations is critical to the development of acidity-related environmental problems during mining operations, and following mine closure. Failure to recognise the potential for waste rock to produce acidic oxidation products may cause mobilisation of heavy metals into ground and surface waters, and create heavy metal levels in soils which are toxic to plants, causing the failure of revegetation programs. Although more usually associated with wet tropical environments, the potential exists for these problems to occur even in and regions such as the Eastern Goldfields region of Western Australia unless appropriate pre-planning is undertaken.Acidity-related mine waste problems can be extremely expensive to rectify, but can be avoided by waste rock characterisation, and pre-planning of waste rock deposition based on this information. Integration of knowledge of waste rock geochemistry with geotechnical engineering, and application to likely problems, is essential for the successful planning and implementation of cost-effective strategies to avoid problems occurring. Pre-planning to avoid problems is likely to be significantly less expensive in most cases than remedial actions to rectify problems after they have occurred, and in fact may involve no additional cost if it requires only rescheduling or redesign of existing or planned Activities.

Some thirty ore minerals occur in the Mount Morgan orebody. Pyrite is the dominant mineral with chalcopyrite, magnetite and pyrrhotite major components. Gold and gold tellurides, in accessory amounts, are economic- ally important. The prevalence of volcanic rocks in the mine area and the presence of trace amounts of such minerals as cassiterite, gold, native bismuth and rutile suggest a voicanogenetic origin for the ore. The ore occurs in a breccia pipe which cuts through the volcanic and associated strata but the former existence of a syngenetic stratiform ore bed is evidenced by the presence of occasional masses of perfectly banded sulphide ore including a barite-rich "black shale" with sulphide layers exhibiting slump structures. Mineralization is thus both _ syngenetic and epigenetic. The orebody (breccia pipe) is intruded by small stock-like bodies of quartz latite which is believed to have been the upward rising magma invading the orebody of which it is the parent. This has resulted in the annealing recrystallization of the ore minerals and the quartzose gangue with a low strain rate due to magma drag and dilation during intrusion.

The classical view of island arc geology is that of a plutonic intrusive/volcanic extrusive complex, derived from the products of oceanic lithosphere subdu.ction and constructed on an over-riding plate of oceanic origin. Such an arc is typically backed by a marginal basin, formed by seafloor spreading of a more or less conventional kind. Various studies undertaken over the last decade have modified this picture and provided a new tectonic framework within which to explore for resources. Formation of Marginal Basins During the 1970s, seafloor spreading magnetic anomalies were identified in various marginal basins in the SW Pacific. In one of these, the South Fiji Basin, there was clear evidence of a ridge-ridge-ridge triple junction, although no kinematic relationship to the major plate boundaries was determined. Palaeomagnetic studies conducted in Vanuatu and Fiji, and in the Bismarck Archipelago of PNG provided evidence of large scale arc rotations relative to major plates. This indicated a general pattern of marginal basin formation by ridge-ridge-ridge triple junction growth together with island arc growth by trench-ridge-trench triple junction evolution. Formation of Primitive Island Arcs The triple junction growth model strongly suggests that at least a significant amount of arc evolution occurs by the initiation of subduction at a spreading ridge. This has predictive implications for the nature of island arc basement.

FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

A new process is described which allows for direct recovery of base and precious metals (Au and PGMÆs) from sulphide concentrates or other feedstocks. The process was developed initially for application to ores or concentrates that are too low-grade for economic treatment by the conventional smelting and matte leaching process (for PGMÆs). It is now believed that the process may be widely applicable to a variety of materials including PGM concentrates containing high amounts of chromium or magnesium. Operating conditions have been identified under which gold, the PGMÆs and the base metals dissolve simultaneously in a pressure leaching autoclave. The product of this leaching process can then be treated by one of several flowsheets, of which the preferred will likely involve solid/liquid separation, followed by precipitation (or adsorption on activated carbon) of gold and the PGMÆs, followed by copper solvent extraction/electrowinning. Depending on the concentrations of nickel and cobalt, the copper raffinate would either be partially recycled to the autoclave to allow Ni/Co concentrations to build up, or it would proceed directly to a Ni/Co refinery. This paper deals with the pressure leaching process and the recovery of gold and the PGMÆs from the pressure leach product.

At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a massive increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as an increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.

The base metal industry mines and processes hundreds of million tonnes of ore per annum to produce saleable products and large tonnages of waste by-products such as tailings. These ores usually contain less than 1 wt per cent of toxic elements (As, Sb, Bi, Cd, Se, Te, Hg, etc), which are subsequently treated with the other components in the ore during the production of concentrate through to saleable metal products. The deportments of minor elements across the various unit operations of a process flow sheet do not normally receive the attention that the major elements receive. However, these minor elements can have a major influence on the quality of the products as well as an economic and environmental impact. Therefore, a high degree of control over their deportments is a key step in reducing their dispersion in the biosphere. Ongoing work at CSIRO has been examining minor element deportments across unit processes used for smelting and refining and the options for early removal of minor elements, as well as methods for safe disposal of some toxic elements. This paper provides an overview of the R&D activities undertaken at CSIRO to develop tools and methodologies for improved management of minor elements during the processing of sulfide ores.

Changes in metal prices and mine output over recent years have required the Copper Concentrator of Mount Isa Mines to operate at annual tonnage rates varying from 4.0 million to 6.5 million tonnes. Several circuit combinations were operated during this period utilising up to two semi-autogenous grinding (SAG) mills and up to two ball mills. The aim was to maximise grinding efficiency and keep unit costs constant regardless of throughput rate. Measures to improve the SAG-ball mill unit operation were implemented with each circuit change. These included installation of a splitter to divert SAG Mill cyclone underflow back to the mill, increase SAG ball charge from four per cent v/v to eight per cent v/v, reduce in SAG top feed size and increase of ball mill grinding medium size. Modelling work and surveys led to a new design of the SAG liner profile from 60 rows of rail bar liners in a high-low arrangement to 40 rows of top hat liners in a high-high arrangement. An on-line SAG Mill feed sizing monitor was recently installed to improve grinding control.

The Joint' Venture Method is a procedure for assessing the value of exploration properties, particularly those for which resources have yet to be delineated. It aims to convert the terms of an actual or synthetic joint venture into the equivalence of an arms- lengths cash transaction between a willing seller and a willing buyer. This paper sets out one approach to achieving that conversion. It discusses both simple and complex cases and gives some examples from both public and private documents. It also includes some case studies in which the Joint Venture Method of valuation can be compared with values derived for the same project using other methodologies including actual cash deals. The Method has failings in both mathematics and logic. However because it does reflect or simulate an arms-length deal which takes into account past exploration effort and expenditure and an assessment of prospectivity at a particular point in time, it is felt that it can provide a reasonable approximation of trade value or asset value of a prospect, particularly if used in conjunction with other methods.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

ABSTRACT' Mainland Papua New Guinea is formed of a microcontinental / island arc system (?Eocene - latest Oligocene Sepic arc) which in Middle to Late Miocene times was obducted over the northward- moving Australian plate. The sedimentary and volcanic units of this system form part of the Wogamush Group (Aure beds, Mena beds, Omaura Formation, Movi beds, Wogamush beds, Wogamush Formation. Nansananka Conglomerate and other correlates in- eluding cale-alkaline volcanics and carbonate beds). This Sepic event was followed in Pliocene-Present times by the obduction of the Finisterre-Adelbert-Oenake fore-arc or possibly oceanic plateau. For decades strip mining with discon tinuously operating 'draglines and shovels has been the most economical operation method in the shallow hard coal opencast mines of Aust- ralia, North-America and some other countries. Continuously operating equipment such as bucket chain excavators and bucket wheel excavators in combination with conveyor belt systems, conveyor bridges and stackers had been deve- loped in Germany; during the last 25 years this type of equipment has been further developed in order to allow a high degree of rationaliza= tion as to opencast mines in unconsolidated overburden in Germany, in many European couh- tries, in India and in Victoria. The differing compactness of the layers to be mined, the increasing mining depth, the adverse over- burden to coal ratio and geotechnical con- ditions account for the combined use of con- tinuously and discontinuously operating equip- ment and systems. When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

Alaska Native corporations, as representatives of the aboriginal inhabitants of Alaska, control the mineral rights to 18 million hectares of Alaska, approximately 12% of the state. These corporations were established through legislation passed by the United States Congress in 1971 designed to settle the land claims of the Native peoples of Alaska. Twelve corporations, each representative of a specific geographic and cultural region, were established and granted the mineral rights to most Native lands in their respective regions. Since that time the Native corporations have taken an active role in mineral development in the state. Generally through agreements with established mining companies, Native corporations encourage balanced exploration and development of their lands. Substantial mineral potential has been recognized on Native corporation land, which includes holdings in many historic mining districts of Alaska. Several world class deposits have been discovered on Native corporation land, including the Red Dog zinc-lead deposit, which began production in late 1989. The experience of Alaska Native corporations demonstrates that aboriginal peoples can be very positive forces in resource development.Alaska, although remotely located in the Northeast corner of the Pacific Basin, is playing an increasing role as a supplier of natural resources to the region and the world. Most of Alaska's privately held natural resources are owned by the aboriginal inhabitants of the state. These aboriginal inhabitants, now collectively referred to as Alaska Natives, have emerged in the last two decades as having a major international impact in mineral resource exploration, development, and production.

Production scheduling is an important element of the mine planning process. The production schedule specifies the quantities of mineral to extract, the source of this ore, the timing of extraction and, where necessary, the quantity and timing of backfill placement. These details are important in linking long-term strategic goals to short-term operational planning. Mine scheduling techniques form the basis for communicating information concerning the overall impact of design and planning changes to a wide range of people at many levels within an organisation. Consequently the techniques used for mine scheduling must support the decision-making process by consistently providing high quality schedules in response to revised and updated data. A new mixed integer programming (MIP) model has been developed to generate optimal production schedules for underground stoping operations. The model maximised the before-tax Net Present Value of the production schedule while satisfying constraints such as contained metal tonnage, hoisting capacity, stope geometry relationships and stope backfilling demands. Zero-one variables were used to represent the decision to extract or backfill each stope in a particular time period. Continuous variables, capable of having non-integer values, were used to denote the quantity of ore or backfill associated with a specific stope in a given time period. A case study is presented to demonstrate the significant improvement in before-tax NPV over a comparative manual production schedule in a large underground mine. The MIP model allows for further modification to reduce solution times and meet the needs of individual mines.
