Why Rehabilitate? Legislative Requirement Land rehabilitation is a condition of resource consents for mining. Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

A genesis based on new developments in the physical chemistry and flow properties of colloidal substances is proposed for the pipe-like Peko orebody. The rheological behaviour of sediments is governed by the contained colloids. Remobilization of thick pasty sediment during diagenesis is regarded as an essential step in the concentration of metal dispersed in sediments. At a high concentration the sediment pore fluid is a dense gelloid such that van der Waals attractive forces between the colloidal particles exceeds the coulombic repulsion. This permits accretion of the colloids into globular clots and their fracture fragments. These have a uniform size distribution dependent upon the rate of shear, and the sediment lithifies to clotted, porphyry-like, "gritty", dolomitic or igneous-looking intrusions and flows. The physical chemical properties of natural sediment colloids appear adequate to account for ore formation.Adsorption accounts for the dispersion and retention of metal in sediments. Accretion accounts for the segregation of the colloidal materials to give the various types of clotted igneous-looking intrusive source rocks. Syneresis enables the colloids to spontaneously draw together and to dehydrate. Formation of an ordered lattice achieves a lower energy state and desorbs metals and insoluble metal compounds "particle by particle" into the escaping water of hydration and pore water. Peptization enables migration of the metal hydrosols as stable dispersions until they merge for outflow through seepage zones or water extrusion channels. Nucleation and concretion precipitate the metal dispersoids from pore waters seeping through hydrous parts of the source rock, porous beds, faults, and zones of weakness by which the connate waters leave the lithifying sediments. Gelatinous precipitated mineral matter in the ore channels is capable of thixotropic reliquefaction when disturbed by shock or movement. Local reintrusion, flowage, interveinings,brecciation, and intermixing of the materials is the result.The principles of the suggested genesis are applicable to both syngenetic and epigenetic mineral accumulations.

A GREAT deal of attention has lately been given to the discussion as to the education required for engineers, and especially for mining engineers. The Institute of Civil Engineers has had a committee's report on it which has come to some interesting and valuable conclusions.The Institute of Mining and Metallurgy had a few years back a very long discussion on the subject, and the subject appears to be one of perennial interest to similar societies. Two recent addresses by Prof. Kernot, as president of the Victorian Instituteof Civil Engineers, are among the most interesting and practical of the contributions to the discussion. Engineers seem to feel either that the coming generation has not the same capacity to benefit by the training that has made themselves what they are, or that such training has turned out in themselves inefficient men, and that they must consequently struggle to obtain a better one for their successors. For not only is there a desire to extend existing instruction to cover the advances of science, but there seems to be a general desire also to make a completely radical change in the methods.It is not necessary to observe that education does not mean the imparting and acquiring of information, but rather the cultivation of the faculties so that the best use can be made of them and of any information acquired. For instance, a man is not educated who has by heart his lectures and the contents of his text-books, but that man is who remembers little of the actual wording of his text-books, but is able to find anything required in them...

Very little has been written about the discovery and early history of prospecting of ironstone deposits in the Iron Knob-Middleback Range area of South Australia, the main source of supply of ironstone (hematite) for the Australian steel industry, and scanty though the record is, much of it is wrong or misleading.With the help of several people, to whom acknowledgement is made at the end of the paper, the writer has unravelled some of the story, but not the whole story. It is hoped that publication of this paper will stimulate interest in others, who may be able to supplement this account from family records, from the files of newspapers, or from archives.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Operations of the new copper smelter at Mount Isa commenced on the 6th February, 1953. Prior to this date a paper by R. V. Anderson (1953) outlined the smelter layout, proposed operation and expected performance.Nominally a 50-ton per day plant, output is currently at the rate of 85 long tons per day. In the first 3t years, of operation to 30th June, 1956, '71,339 tons of blister copper were produced. Operation has been stabilized' and a number of modifications to plant and operation have been made. This paper reviews the progress made to date.GENERAL LAYOUT AND EQUIPMENTThe general layout and equipment follows well-established practice as study of Figs. 1 to 4, and Appendix II will show. This diagrammatic representation of layout (Fig. 1) and flow sheet (Fig. 2) is intended for the purpose of brevity to take the place of a detailed plant description.Choice of site for the smelter was limited by the necessity for close proximity of the waste heat boilers to the powerhouse.Much excavation was necessary before foundation work commenced, but the plant is compact and further expansion is possible.CHARGE MAKE-UPRoaster charge initially comprised concentrates, purchased ores, revert materials, mine sulphide ore and barren sand. As purchased ore receipts increased and as domestic black rock oxidized ore became available, the latter two fluxes were eliminated from the charge. Fluxes at minus i-in. sizing are trucked from crushing plant or stockpile by motor lorries. Filtered mill concentrates are dropped from an overhead conveyor on to the storage patio floor adj acent to the two concentrate bins.

Pyrrhotite crystallises as either a hexagonal or monoclinic structure, both of which can occur in ore deposits. In general, pyrrhotite is not considered as a valuable mineral unless it contains considerable amounts of other metals like nickel or copper. In fact it causes numerous problems in flotation including intensive oxygen consumption, which results in poor selectivity among sulphide minerals in the processing of complex sulphide ores. Also, because of its high sulphur content, pyrrhotite is a major contributor to environmentally detrimental sulphur dioxide (SO2) emissions from smelters. Pyrrhotite also interacts galvanically with grinding media via electrolyte species present in the flotation pulp, resulting in media corrosion. The most effective way to reject pyrrhotite is through a separation stage, which may be difficult when both types of pyrrhotite are present in the ore. In this regard depression of pyrrhotite through a flotation stage may be applied. Pyrrhotite depression by either intensive oxidation or by using sodium cyanide has been practiced. Results present in this work show that NaCN can depress pyrrhotite effectively when combined with an alkaline environment and low collector concentrations.

The Zhilingtou Au-Ag deposit is situated in the eastern part of the complexly deformed and metamorphosed South China Caledonian Fold Belt. It consists of seven orebodies that are almost exclusively hosted by biotite plagioclase gneiss of the Precambrian Chencai Group. They form an apparent en echelon pattern in both cross-section and level plan. Three different ore types, based on mineralization textures, have been recognised within the Zhilingtou lode. These are Au-Ag-rich quartz veins, Au and Ag-bearing silicified rocks and Au-Ag-containing altered rocks with quartz stockworks. The mineralisation is principally composed of electrum, argentite, pyrite and minor sphalerite, galena as well as traces of hessite and chalcopyrite plus a gangue assemblage of quartz, rhodonite, sericite and chlorite. Fluid inclusions related to Au-Ag mineralisation yield a wide range of homogenisation temperatures from 110 to 447¦C, with two distinctive peak values at 250 - 300¦C and 350 - 400¦C respectively. d30Si values of quartz veins and silicification from the three stages of mineralisation range from -0.1 to -0.4ë. The mineralisation at Zhilingtou is interpreted as forming by recirculated meteoric water extracting ore-forming elements from metamorphic rocks due to Mesozoic volcano-magmatic activity.

During the course of the major research in the Metallurgy Department of the University of Melbourne into the creep characteristics of lead and .its dilute alloys, it has been the practice to prepare the majority of test specimens from rolled strip. From time to time during the progress of the work, certain variables involved in. the rolling of the experimental ingots have been investigated. It is proposed to collect together in this paper the results of these experiments. Some general features relating to the type of deformation produced have been discussed in a previous paper.While it is admitted that the conditions prevailing through this work differ' in some respects from those of industrial rolling practice, it is felt that many of the factors investigated have an important practical significance. Remote sensing, in general, is the recording of light and heat from a planet's surface within a certain range of the electromagnetic spectrum. For the Earth, systems capable of this recording are the MultiSpectral Scanner (MSS) and SLAR. The former is the recording system used in satellite and will be discussed in the next section. SLAR stands for Side Looking Airborne Radar. This device sends invisible radar waves which illuminate the Earth's surface. The reflected waves are subsequently recorded as images. The system can operate through darkness and dense cloud cover, and is particularly suited for the study of geological structures at both large and small scale (Wayland 1976). Remote sensing techniques are now widely being made use of in mineral exploration, especially for those last remote 'sanctuaries' where geological data are meagre or non-existent. For places like Borneo, West Irian, the Amazon Basin etc. remote sensing, in the form of both satellite imagery and SLAR, is of considerable help, in fact more often than not the only help, to delineate geological provinces, geotectonic domains and meaningful lineaments. In the case of New Zealand, well made geological maps at scale 1:250 000 by the Geological Survey are available to the public and these provide useful preliminary grounds for the selection of target areas. However, even in this case LANDSAT imagery can be of aid as will be shown later.

Filtration of pulps of varying densities is an essential operation in the hydro-metallurgical production of zinc. The use of filters naturally applies only to the "wet" plants, and in these varying types and sizes are in commission. At Risdon, the Moore suction filter is used for the heavier pulps, except in one instance, where a modification of the Butters-Cassell filter is installed.Filter presses are in general use, and of these, one is a washing unit; the plates, and frames are of cast iron or mild steel, except in one case which is a centre feed press having wooden frames.FILTER DESIGNThe problem of filtration presented itself very early in the history of Risdon and the first developments occurred in what was termed the 250 -lb. plant. Here experiments were made with many types of filters, and as this was the pilot plant on which the design of the 10 ton plant (10 tons of zinc per day) was based, quick decisions were necessary.An Oliver type filter was chosen for the heavier pulp or residue, and a Shriver wooden frame filter press for the lighter pulps.To this day, but with a number of variations, filter presses continue to function unopposed in their particular field; however, the Oliver filter was soon superseded because it was found impossible to wash the filter cake efficiently without repulping; consequently its use was abandoned and the Moore filter adopted.Both- these filters have been modified and developed in many ways to meet the requirements of a zinc plant, but they retain their original basic features.

Sea floor hydrothermal activity in the Okinawa Trough is considered a modern analog to ancient Kuroko-type volcanogenic massive sulfide (VMS) deposits. Recent scientific drilling projects at active hydrothermal fields have enabled us to conduct comparative studies on hydrothermal clay minerals between ancient and modern systems. Zonal distributions of clay minerals below the sea floor of an active hydrothermal field have been revealed, which is represented by the distinctive assemblage of clay minerals. Zone 1 consists mainly of montmorillonite and sometimes of kaolinite; Zone 2 consists of chlorite and chlorite-smectite mixed-layer mineral; and Zone 3 is represented by the co-occurrence of illite and chlorite, from shallow to deep. This zonal distribution is likely to be in accordance with that reported previously for the Kuroko-type ore deposit. Similarities are also recognised in chemical compositions of illite and chlorite, which are both abundant clay minerals in the vicinity of the ore deposit. While illite would be formed by interaction with the hydrothermal ore fluid, the formation of Mg-rich chlorite is attributed to Mg metasomatism caused by the involvement of sea water. The Golden Cross low sulfidation epithermal deposit occurs in pervasively altered andesite of the Waipupu Formation and in the Waiharakeke Dacite. The unaltered, post-mineral Whakamoehau Andesite overlies these units. The Empire zone of the Golden Cross deposit contains a stockwork which is currently mined by open pit methods, and a series of veins that are mined underground. Alteration envelops both the underground and open pit mineralisation. The core of the alteration zone contains silicification, as quartz veins, and adularia. Shallow portions of the system contain illite-smectite and a thermally unstable chlorite, tentatively identified as corrensite, which pass downward into illite and chlorite, respectively. Replacement calcite occurs widely throughout the altered zone; pyrite is nearly ubiquitous. This alteration assemblage indicates formation from near-neutral alkali chloride waters. A late, post-mineralisation alteration assemblage of calcite, smectite, illitesmectite, kaolinite and siderite presumably formed from weakly acidic, steam-heated CO2-rich waters.   We have identified eight stages of vein formation: (1) sulfide veins, (2) black veins, (3) massive veins, (4) banded veins, (5) thin white veins, (6) crumbly veins, (7) massive/platy calcite veins, and (8) flattened rhomb calcite veins. Gold mineralisation occurred relatively early in the lifetime of the system, dominantly during 2 through 4. The late calcite veins (7 and 8) and early sulfide veins (1) are barren.

Updraft sintering of lead concentrates was introduced at Port Pirie in 1955 and since that time a considerable amount of investigational work has been carried out in the laboratory and on the plant with the objective of improving both the understanding of the process and its practical application.From this work it is now possible to predict trends in design and operation, which should result in capital savings and increased efficiency of future updraught plants.INTRODUCTIONOver the last 70 years a remarkable advance has been made in the method of preparing lead concentrates for smelting in the Port Pide blast furnaces of The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.). Beginning in 1889 with heap roasting, the process progressed to Ropp roasters and Huntington-Heberlein pots in various combinations, then to multiple small Dwight Lloyd (D.L.) downdraught machines. In 1940 two large 10 ft by 50 ft D.L. downdraught machines were installed, and finally in 1955 updraught sintering was ,introduced with the installation of the present 10 ft by 99 ft sinter machine.At the time this last machine was built it was the first unit of its type and thus, of necessity, an experimental machine. During the eight years it has been operating a considerable amount of investigational work on sintering has been carried out both on the plant and in the laboratory.It is now felt that sufficient information is on hand to predict at least tentatively, some of the future developments in lead sintering, whereby both the quality of the sinter and the rate of production may be improved. This will result in a considerable reduction in smelting costs.

Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. The placer mining industry of the West Coast region of the South Island is based largely around the production of alluvial gold, although other valuable minerals are also present. Since the first major discoveries in 1864-65, reported gold production has totalled around 264 t (8.5 Moz). During the past 10 years, annual production has totalled around 1460 kg (47,000 oz). It is anticipated that gold production over the next three years will continue at a level of 1400-1800 kg.   Annual gold production peaked during 1866 at approximately 17,170 kg (550,000 oz) and has not exceeded 100,000 oz since 1885. This reflects the ease with which gold was won from shallow, rich deposits that were present at many localities. Subsequently, there has been a general decline in the availability of this type of deposit, a trend that will continue in the future. This paper outlines the present state of placer mining in the West Coast region, gives some historical background to the industry and briefly predicts future trends.

Host-rock û wallrock major and trace element geochemistry associated with epithermal gold mineralisation in the Hauraki Goldfield of New Zealand is poorly documented, even though rock geochemistry is a recognised tool in exploration. Such responses assist in recognition of the regional scale imprint of fossil hydrothermal activity, and indicate targets for detailed evaluation within these alteration zones.   Recent investigation of gold deposits in the Waihi (Gladstone), Golden Cross (Empire), Thames (Waiotahi) and Coromandel (Tokatea) areas indicate enrichments of Au, As and Sb in the andesitic wallrocks hosting mineralisation. Of the other elements examined, Si, K and Rb are enriched, and Na, Ca, and Sr are depleted at all deposits. These trends are best developed in the vicinity of veining. In deposits with clay alteration dominating (Waiotahi and Tokatea) there is also depletion of Mg, Mn, Zn and Cu. Ba and Cr are variably enriched or depleted within different styles of alteration. Base-metal enrichment in the wallrocks is not a feature of Hauraki deposits.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.
