It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

The Chinese Central Government attaches great importance to the development of its coal industry. Besides carrying out the policy of simultaneous development of large, medium and small coalmines,the main strategy is to gradually modernize coal mining areas and coalmines and to increase the output from individual coalfaces. There are particular implications, processes and main experiences of coalmine modernisation in China.Ensuring a coal output of over one M tonne/yr from one coalface is a very complicated system-engineering project which deals with a wide range of problems. The most important measure used for achieving an output of over one M tonne/yr from a single coalface is the analysis of affecting factors on coalface production by means of the theory c reliability. Thus, as far as possible , the production stoppages caused by mechanical equipment failures and other factors are avoided, the equipment recovery rate is increased and the working hours of shearers are extended so as to ensure a high output and high efficiency.

The lignite mines in the Latrobe Valley of Victoria/Australia have been using continuously operating mining systems for more than 50 years. The relatively small bucket chain dredgers of the early years have been progressively displaced by bucket wheel dredgers with increasing size, increasing capacity and increasing service weight. The large machines for the new open pit Loy Yang have a bucket wheel outreach of 46m, an effective capacity of 3350 bm' coal/h respective 2500 bm' overburden/h and a serv- ice weight of approx. 4500 t. The time between signing of con- tract and starting of operation for these machines is at least four years. The high service weight, the resulting high capital invest- ment and the long period for design, design review, manufac- turing, erection and commissioning of these machines directed the SECV to investigate a possible application of compact dredgers for the Latrobe Valley.

In the Massif du Sud ophiolite complex platinum group elements occur predominantly as ultrafine-grained inclusions of rutheniridosmine, laurite and iridosmine. These form primary inclusions less than 5 to 10 um in diameter within chromite in podiform chromitite fringed by dunite, and emplaced subsequent to solidification of the host harzburgite. There is no specific association with trace inclusions of transition metal sulphides. The crystallization of then: Ir. Os and Ru minerals may have occurred concomitant with hromite, perhaps related to more reducing conditions produced by crystallization of the chromite. The Ir, Os. and Ru show pronounced fractionation from Pd, Pt and Rh expected to be also present in the mantle source rock. The dunite shows evidence of metasomatic origin from adjoining harzburgite, and the possibility of selective crystallization of the Ir sub-group elements suggests that Pd, Pt and Rh may have been transported elsewhere.

The extractive phase of broad-scale mining can have major impacts on landscapes and associated ecosystems. Post-mining ecological rehabilitation typically starts with reconstructing topography. A fairly common industry practice has been to use landform elements such as plateaus, terraces, and gentle slopes for stabilisation purposes. However, this approach can lead to the generation of fairly uniform landforms that do not necessarily reflect natural ecosystems. Previous research in undisturbed and agricultural landscapes shows that ecological attributes and diversity in microclimates is positively correlated with landform heterogeneity. An objective of this study was to investigate if those findings are still valid in post-mining rehabilitating landscapes on North Stradbroke Island, Queensland, Australia. We investigated the relationship between landform heterogeneity and status of ecological recovery. The landform heterogeneity is measured through variance in three landform characteristics (relief, slope, aspect) using remote-sensing data and the status of ecological recovery is represented by ecological indicators measured through field surveys. The results indicate strong correlations between landform heterogeneity indices and native vegetation species richness with sensitivity to the spatial scale of investigation. It is recognised that climate, substrate and rehabilitation practices act as primary drivers of rehabilitation success. However, the results indicate that, in some examples, landform heterogeneity (heterogeneity in relief and slope angles) contributes up to 30 to 50?per?cent of the variance in native vegetation species richness. While the primary drivers of ecological recovery are difficult to control over extensive areas and extended time periods, landform heterogeneity provides a tool to indirectly control the micro-environmental parameters to improve ecological recovery. Reducing the uncertainties in the choice of ecological and landform indices and the degree of landform heterogeneity suitable for particular rehabilitating landscapes would be site specific. The introduction of desired landform heterogeneity may provide a very effective tool for significant improvement in ecological rehabilitation across broad-scale post-mine landscapes, an outcome of benefit to industry, government and local communities.CITATION:Datar, A and Mulligan,?D,?2014. The Hodgkinson Province forms the northern part of the Tasman Orogen and contains the most extensive outcrops of Silurian - Devonian rocks in Queensland. Deep-water, marine siliciclastic sequences (mainly turbidites) dominate most of the province except near the western margin where mafic volcanics and fossiliferous limestones characterise much of the succession. It is difficult to apply normal stratigraphic mapping techniques to the Hodgkinson Province because of extensive stratal disruption by numerous thrust faults, the general lack of stratigraphic and structural markers, and the unfossiliferous nature of much of the succession. Nevertheless, several distinct units have been delineated although their internal stratigraphy or boundary or superpositional relationships are uncertain. Ordovician strata, as well as two major unconformities have been recognised in the western part of the province. Several models have been proposed to explain the evolution of the Hodgkinson Province. Although there is no general agreement most recent researchers favour an extensional tectonic regime.

During the late-1980s crawler-mounted crusher units established their position in the aggregates industry. Between 1986 and 1994 about 700 units were delivered to customers all over the world for surface operations, mainly in Scandinavia and central Europe. The crawler-mounted units are popular among smaller crushing operators because they are versatile and easy to move between sites. In large quarries the greatest benefit is obtained by combining a primary crawler-mounted crusher unit with mobile belt conveyors which eliminates the need for costly haulage by dump truck. Savings of up to 40 per cent in production costs prior to secondary crushing have been achieved. Today the environmental aspect in quarrying is assuming ever greater importance. Besides being costly the dump trucks are also the major source of dust and exhaust fumes within a quarry. A complete face crushing system consisting of a crawler-mounted crusher unit and mobile belt conveyors can be electrically driven and can be equipped with dust encapsulation and dust collectors. A mobile crushing unit is not a new idea. From the mid-1950s onwards the mobile and self-propelled units have been built equipped with crawlers, tyres or walking mechanisms, with weights usually of 500-1000 t. Due to their massive size these unit are not mobile in the same way as the today's mobile units. It is not feasible to move them more than a few times a year unlike today's fully mobile units which are often relocated once an hour. This means that the massive units can not continuously follow the production face and their loading always requires a certain amount of haulage. Today the mining industry is facing new challenges. With low mineral prices and high labour costs, increasing productivity is essential for survival. New standards are also being set for the labour safety and the environment. Large research programs have been launched to meet these challenges. However, technology which can partly solve these problems already exist and is only waiting to be introduced into underground applications as well - the mobile crushing unit followed by belt conveying. As in surface operations the elimination of truck haulage also brings considerable savings in operating costs in underground mines and reduces the amount of dust and exhaust gases generated. An additional benefit especially in underground applications is improved safety. In an underground mine most accidents are caused by moving vehicles.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

There are a number of different mechanisms by which wetlands can immobilise the metals in mine drainage. Here, the biogeochemistry behind four of these mechanisms (adsorption, biological uptake, precipitation as oxyhydroxides, and precipitation as sulfides) is discussed from the perspective of sustainability. Moreover, treatment wetlands are considered as part of a larger system, also taking into account the source of the drainage and various aspects of the receiving waters. The biogeochemistry of different metal immobilisation mechanisms in wetlands determines what kind of drainage can be treated with success, and it also places an upper limit on the amount of metal that can be removed from the water phase per unit of time. This has important implications for the design of treatment wetlands, perhaps particularly in colder climates. A thorough understanding of the prevailing biogeochemical processes is essential when attempting to establish treatment wetlands after the closing of a mine. If a wetland is to be used as a sustainable æwalk-awayÆ solution, the anticipated change in treatment efficiency over time (as pollutants accumulate in the system) must be considered in relation to the expected changes in drainage quality. It is also important that the total metal immobilisation capacity of the wetland is not exceeded and that the integrity of the system is maintained, in order to minimise liberation of previously immobilised metals.

The role of automation in the environmental management of the various stages of mining projects is discussed. Remote sensing can be useful in the exploration phase, but tends not to have sufficient resolution for individual operations. Automatic samplers, whether for meteorology, air or water, are widely used, but can have operational problems. The environmental scientist, the electronics engineer and the computer programmer must combine in the future to develop products which are applicable, robust and simple to use.

With some two-thirds of the production exported, coal mining prac- tices of the last few years in Australia have been much influenced by the decline in the price received. It became essential to improve efficiency and rationalise operations. Trends in underground practice vary. On the one hand many additional longwalls have been installed and most recently the results achieved by them have shown a significant up-turn; this may be correlated more with increases in equipment capacity than with utilisation which has altered little during the past six years. Varied constraints remain affecting cur- rent and future longwall operations. On the other hand a number of mines have been closed whilst others have sought to improve results by various installations including miniwalls, shortwalls, and use of continuous haulage and mobile breaker line sup- ports. All mines continue to review working practices.

British Coal has always been a big mining company and its management has been beset with many of the problems one would associate with such an undertaking. These include its accountability to Government, its market vulnerability to competing fuels and to imported coal and its relationship with its workforce but also with its own history and size. As a fragmented private industry up to and including the Second World War, it was starved of capital and its management developed an historic relationship with its workforce which was often counter productive to success. Once nationalised, it contributed greatly to post-war industrial regeneration, investment was forthcoming to reconstruct existing mines, sink new ones and to mechanise production operations. British manufacturing companies contributed to this mechanisation drive, the very success of which drove up production and productivity and against a declining market, contributed to the reduction in size of the industry. Production machinery design evolved in the 1960s with close collaboration between manufacturers and users such that an inevitable proliferation of machinery types and specifications developed to meet local needs. Longwall mining internationally outside Western Europe only became significant in the 1970s. It became apparent that international operators demanded higher levels of plant performance from British manufacturers than British Coal did. This was the birth of the "heavy duty" plant concept. As international performances outstripped our own then British Coal moved in to invest in itself, in this heavy duty. This re-investment commenced in the mid 1970s but only gained real momentum in the 1980s when it became a virtual re-equipping exercise for the whole industry.

In pursuit of optimising the cemented rockfill system fragmentation of the aggregate, while travelling through the surface-to-underground aggregate transport raise, was investigated and a æfines estimationÆ equation was determined. When used with the rockfill strength estimation equation, the fines estimation equation enables an accurate estimation of the compressive strength to be derived theoretically. Optimum fill raise orientation was examined and recommendations are given depending on the varying stope dimensions. If the maximum dimension of the stope is less than 30.5 m (100 ft), a single, centrally located fill raise will suffice. However, as the stope dimensions increase, the number and orientation of the fill raises becomes more complicated and each stope must be examined on an individual basis.

Underground mines in Australia and worldwide are extending to greater depths. The effect of depth brings a number of challenges to mining engineers including geotechnical, ventilation, haulage and selection of mining method. The main effects of depth from a ventilation perspective are increased heat and humidity leading to reductions in productivity, occupational safety and health issues and the potential for fatalities. Numerous approaches have been undertaken over the years to mitigate against these effects. In this paper a review of various approaches to improving climatic conditions at a number of mine sites worldwide is undertaken. From these case studies it is argued that for mines at depth with the potential for a climate problem perhaps an alternative design philosophy to the established design philosophy should be utilised. In conclusion, the paper proposes some simple rules of thumb for use in mines with climate problems or the potential for climate problems.

IF lead be heated with concentrated sulphuric acid two distinct actions will usually be observed. In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. Alteration and mineralisation at the Island Copper deposit is related to the intrusion of Early Jurassic quartz feldspar porphyry dykes into surrounding comagmatic Bonanza volcanic rocks. The pyrophyllite alteration zone forms an upward flaring cone, largely hosted within a breccia body that c ross-cuts the Cu, Mo, and Au-rich ore shell. This alteration zone contains pyrophyllite, dumortierite and diaspore and resembles alteration occurring in some high-sulfidation deposits, but which is barren. Fluid mineral equilibria and fluid inclusion studies indicate formation at approximately 300 ¦C from fluids dominated by steam and gases. These fluids appear highly acidic, but sulfur poor, leading to extreme base leaching within the breccia body and surrounding rocks.

As mines become deeper, the problems of heat in the workplacebecome more acute. An important response from the industry hasbeen the widespread adoption of microclimate cooling such asair-conditioned cabins. However, not all work in mines can becompleted from inside an air-conditioned cabin, and in any event,it is still important to keep the ambient air in the mine outside ofany microclimate to a safe temperature. An important method forbringing workplace temperatures under control is the appropriateuse of refrigeration. The application of refrigeration inmechanised mines has been recently described (Brake, 2001;Brake and Fulker, 2000). This paper provides an overview ofsome of the important engineering considerations in thespecification and selection of mine refrigeration plants. Thepurpose is to provide a basic understanding of refrigerationprinciples, practices, terminology, hazards and opportunities formining engineers or other personnel who may need to beinvolved in the introduction of refrigeration onto a mine site.

An intensely sheared and mineralisedIzone occurs in the Quartz Dolerite Greenstone (or Younger Greenstone) mass on, the western limb of the Kalgoorlie Syncline. This zone comprises the western part of the Golden Mile and has produced the greater part of the 33,000,000 ounces of gold produced to date from the main mining belts. A study of.th e general geological and structural features gives rise to the expectation that the lode shear system,will continue southward on a pitch similar to that of the maln syncline whose axial plane may be referred to as the "Boulder Dyke". Although payable ore has recently been found further south than previously, the expectation of large quantities extending southward from the present mining areas is Problematical.'

The amount of land subjected to coal surface mining in the United States has been reported at 1, 302, 000 acres (1). Latest National Coal Association estimates (1968) show that about 65, 000 acres are affected annually in the production of 186, 000, 000 tons of coal. Peabody Coal Company affects approximately 9500 acres annually in the ten States in which we are presently operating. Surface mining at Moura, Australia was begun in February 1961. In Marcy 1963, the Marion 7900 dragline with 35 cubic yard bucket went into operation and in 1967 the Marion 8900 dragline with a bucket capacity of 130 cubic yards was put into operation. In addition a third dragline, a 480W was added in 1969. It carries a 15 cubic yard bucket and is used to work areas that are too small to justify movement of the larger machines, In 1969 the Moura surface mine produced 3, 002, 774 short tons, and in 1970 3, 418, 933 short tons.
