There is a plethora of activities that have been, and continue to be, performed to improve the health, safety and well-being of workers involved in resource industry activities. These activities include implementation of risk management systems, performing risk assessments, constructing bow-ties, implementing critical control management systems, undertaking personal, process and functional safety initiatives, implementing psychological and physical health as well as industrial hygiene programs. Despite the significant work that has occurred over the last several decades, unacceptable levels of fatalities, injuries and illnesses continue to persist as evidenced by Safe Work Australia statistics.

hortly after the World Health Organization declared COVID-19 a pandemic, the words ‘social distancing’ entered the global lexicon. The effects on the public of social distancing, lockdowns and travel bans are well documented. They also present unique challenges to the mining industry. For Hexagon’s Mining division, this posed a significant challenge. We have built our business – our reputation – on regional, customer-focused service and support. True to Hexagon’s values of being professional, engaged and customer-focused, we innovated to overcome the distance dilemma. Making automation a reality for our customers by implementing and supporting technology projects from a distance has helped deepen partnerships by making it easier to tap into our global experts’ knowledge. For example: • Body cameras were at the heart of a successful safety installation at a mine in Ghana. Despite the pandemic lockdown preventing travel by our South Africa staff into Ghana, the project was completed with minimal delays. • Traditionally, implementation and training for our Blast Movement Technology solution is done physically at the mine site. With COVID-19 travel restrictions in place, we have developed and successfully employed a remote deployment methodology. • Using RealWearTM headsets in the field and utilising the knowledge management platform from HINDSITE, Hexagon workshop technicians have been able to support hardware repairs in local offices, which once would have been undertaken in our overseas offices. • The same headset is being utilised to provide clients with remote mentoring sessions by our skilled team members who are based in our regional locations and unable to travel to their site without extensive quarantine commitments. • In instances where our team members have had to travel to site, we have provided consumer technology such as VR headsets to help them cope with long periods of quarantine to and from site. Post-pandemic, Hexagon will continue to refine and improve this method of working. As governments, healthcare organisations and the public scrambled to respond to the crisis, one thing became abundantly clear: isolation was and, for most of us, still is the key to maintaining our health. From simulations of the effects of social distancing to mapping the spread of COVID in real time, to drone technology delivering COVID tests, to providing communities with transparent geospatial information, Hexagon solutions continue to help ensure that innovation is readily available to those who need it most during uncertain times. OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

In 2009, George Fisher mine began to seriously consider the transition from pyrotechnic detonators to electronic detonators. Initially, the electronic detonators were used for complex crown shots or areas where ground conditions had the potential for excessive overbreak. After critically evaluating the potential safety benefits, production increases and ability to redesign stopes to better manage a thinly bedded hanging wall, the mine decided to embrace the technology.

The Ernest Henry Mine is an open pit copper-gold mining operation located in north-west Queensland, Australia. It is owned and operated by Xstrata Copper with a current concentrator throughput of approximately ten million tonnes per annum. The pit will cease mining towards the end of 2010. Extensive surface diamond drilling has confirmed an extension of the orebody to depths of 1000 m below surface. A prefeasibility study was commissioned in late 2006 to investigate underground mining options with the preferred mining method being an inclined sublevel cave. In February 2008 mining of a decline commenced in conjunction with a feasibility study to further investigate the project. Work from the prefeasibility study indicates that an underground crusher, conveyor and hoisting shaft could be utilised to crush and transport broken ore from the sublevel cave workings to the concentrator. The study suggests that a production rate of five million tonnes per annum could be achieved and sustained for up to ten years. Ventilation designs and requirements will form a large section of the feasibility study. This paper will detail investigations of preliminary ventilation network designs of the proposed sublevel cave. Work has been completed using both Ventsim and VumA ventilation simulation packages. Ventsim was used to provide preliminary estimations and suggest alternatives for: surface fan duties;airflow characteristics (direction, velocity, pressure and quantity); andventilation network design in key mine areas. With mining activities reaching depths in excess of 1000 m below surface an analysis of heat conditions should be conducted. The VumA software package was used to model the thermal properties of the ventilation system. This model will provide a basis for the preliminary decisions on refrigeration requirements for the mine.

Mining is commonly seen as a typical basic industry with rough and even dangerous working conditions, heavy environmental load, and a low level of high-technology and automation with much manual work and operations. A mining operation (open pit or underground) is a very complex one consisting of many manual, physical, mechanical and logistical operations with different human interfaces and decisions. For this reason it is a demanding and potential area for all applications of automation and information technology: controlling difficult non-linear, time varying multivariable processes and machines; solving of ergonomic safety and environmental problems; automation of logistical systems; applying robotics, mechatronics, and information handling, etc. In addition to that, big economic sums are involved with these operations. On the other hand, automation technology has developed towards intelligent and adaptive systems including some from the above mentioned fields of automation. Connecting them with modern information and communication technologies makes the idea of an intelligent and unmanned mine more and more feasible in the near future. This requires intensive co-operation and co-ordination between the mining industry and manufacturers of mining machinery. This has been successfully accomplished in the five-year Intelligent Mine research and development program as well as the three years of subsequent implementation of its results in Finland. The basic elements of an Intelligent MineTM concept are:mine-wide information and data acquisition system; high-speed two-directional mine-wide communication network for real-time monitoring and control; computerised information management, mine planning, control and maintenance systems; automated and tele-operated machinery and equipment which are connected to the information system; and links to the public information networks. The degree of automation of an intelligent mine depends on many technical and economical factors. The basic precondition for such an approach is that it will improve the total economy of the mine. This paper will describe the Intelligent Mine Technology Program with the results. Also the implementation which took place during starting of a new underground mine (Outokumpu Chrome Oy Kemi Mine) will be described.

This paper reviews methods for grade estimation in short-term mine planning for block caving. Two particular tools are used: Ordinary Kriging and Simple Kriging with moving averages. It is also considered the influence of draw characteristics on the grade estimation process. Reference is made to mine case study data and analysis. These demonstrate that operational grade estimation is not a trivial process. It must take into consideration: the grade variability (in terms of ore and dilution), sampling interval, geological and geotechnical characteristics, geometrical layout and draw characteristics. Significant improvements appear possible in short-term planning if variogram analysis, as well as kriging methodologies, are introduced into the operational grade estimation process.

Visual computing opens the design process to a wider audience and allows rapid communication of mine plans to all stakeholders. The integration of software and hardware technologies that take advantage of a graphical environment will continue to improve both long-term and short-term mine design (Figure 1). A good design must be adaptive to respond to decision changes as the mine develops and more information becomes available. The constraints on mine design predicate careful analysis in order to operate the mine as efficiently and safely as possible.Continuous improvement in mining is assured by developing innovative technologies that target mine survey, drill and blast, modelling, short-term design and pit and stope optimisers. The design life of a mine has to be sufficiently long to ensure the mine is commercially successful, justifying the high start-up capital costs. Being able to execute a plan so that it honours the design realises the rewards of computerised mine planning and the long-term investment in data acquisition.

For the last 50 years, traditional safety management has improved safety performance by: • Fixing the environment (eliminating the hazard). • Improving the system (more/less rules, procedures etc). • Making safety more conscious (more/better interactions about the importance of safety). Although these approaches certainly have merit, and may be part of an overall solution, they are not enough to prevent many modern-day incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

The Mt Keith Operation, 90 kilometres north of Leinster in the north-eastern Goldfields of Western Australia, was commissioned in October 1994. Based on a large tonnage, low-grade nickel sulphide orebody the plant was designed to produce 28 000 tonnes of nickel in a high-grade 20 per cent nickel concentrate. Following a successful and rapid start-up the operation is currently expanding to a throughput of ten million tonnes per annum (mtpa) ore and an annual production of 42 000 tonnes of nickel. This paper provides an overview of the Mt Keith Operation from commissioning to its present operation and Expansion.

The paper summarises the theoretical and experimental studies which led to the development of new industrial equipment designed to recover liberated gold from placer gravity concentrates. The new technology is based on environmentally clean magnetic methods, which avoids use of mercury in the production process and obtains higher gold recoveries compared to the amalgamation technique, and which can reach 98.6 - 99.5 per cent. The complex of equipment thus developed is now commercially used at nine Russian gold mining operations. Six more such complexes are due to come on stream in 1993, some of them outside the CIS. The new technology appears to hold much promise for the recovery of precious stones (diamonds, rubies etc) semi-precious stones (pyropes, chrysolites etc) and also artificial diamonds, for which case there are encouraging laboratory results.

Raise drilling (or raise boring) is not a new technology or methodology. The first raise drilling machine was developed by The Robbins Company (TRC) of the USA in 1962. TRC manufactured the first tunnel boring machine (TBM) in 1952 and Jim Robbins, the founder of the company wanted to ‘turn the TBM concept on its head’ so to speak.Many improvements have ensued in the 50 years since the first machine. Such improvements include advances in the drill rod and thread design, cutters and reaming heads. Raise boring would not have been possible without the development of the tungsten carbide insert cutters and there have been big advances in both the carbide technology and in the mechanical design of the cutters.Over time mines have developed deeper with a greater use of diesel equipment resulting in greater ventilation requirements. This in turn means larger and deeper ventilation shafts. There have also been improvements in directional drilling techniques. This all combines with the need and ability to construct larger shafts using the safe method of raise drilling. With suitable geotechnical conditions the RBR900VF is capable of drilling shafts to a diameter and depth of greater than 8 m and 2000 m respectively. Greater diameters are possible over shorter lengths with suitable ground conditions.The RBR900VF was designed and manufactured to specifications developed by Macmahon. This machine has the greatest thrust and torque capability of any machine in the world. It enables cutters to be more heavily loaded in the larger diameter heads and this is essential for efficient rock excavation. Additional features of the new machine include minimal manual handling to provide a safer working environment and higher strength steel for the drill rods providing additional safety margin.CITATION:Wood, R J, 2014. Nautilus Minerals (Nautilus) is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.During the environmental impact assessment and project development phase, Nautilus completed a number of hydrodynamic modelling exercises in order to predict the nature, volume and extent of the plumes likely to be generated by the sea floor mining tools and return water discharge at the sea floor.The modelling was conducted using the suspended sediment fate model (SSFATE), developed by the United States Army Corps of Engineers and RPS APASA engineering consultants. The SSFATE model was originally developed in order to predict and manage dredging plumes, and has since been adapted for deep ocean sea floor mining. The model uses a Lagrangian approach to remove the limitations of grid resolution, and simulates far-field effects of sedimentation plumes by assuming that the average transport and turbulence associated with currents are dominant over the initial turbulence at the release point. The random walk procedure utilised in the model tracks particle size classes as they disperse and settle, and also takes into consideration any re-suspension that may occur following settlement (RPS APASA, 2014).CITATION:Grogan, R, 2016. Reuse of process water in mineral and coal flotation plants is widespread to effectively reduce freshwater consumption. However, the accumulation of the frother in the recycled process water is a growing problem as high remnant frother concentration often leads to undesirable overfrothing issues throughout the plants. Various approaches have been proposed by others to measure frother concentration, but none of them is used in flotation practice owing to the requirement of timeconsuming sample preparation steps and/or specialist training to operate and maintain. There is a pressing need for the development of a simple and fast frother concentration measuring technique to avoid overfrothing issues and to optimise the flotation process. The present paper presents two promising approaches to measuring frother concentration online. The first approach measures the concentration of alcohol type frothers based on the host-guest interactions between frother molecules and a formulated liquid. This method is simple and fast as it only requires mixing the formulated liquid with the water sample for up to one minute. The potential of this approach was demonstrated by determination of the residual MIBC concentrations at different locations across a coal flotation plant. The second approach measures frother concentration using a solid-phase extraction (SPE) process and a cryogen-free benchtop NMR spectrometer. Using this approach, both alcohol type and polyglycol type frother solutions can be analysed for concentration determination within 30 minutes. It has also been demonstrated that the concentration of individual frothers in a frother blend (ie MIBC and PPG425 in water) can be accurately analysed even in the presence of background chemicals. This technique has otential for real-time measurement of frother concentration as the whole process can be fully automated.

The detection and control of gas levels in mining is a continuing challenge for the industry. Standard detectors have many problems that could be overcome with laser based spectroscopic instruments, but to date these systems have not been suitable for mining conditions. This paper reports the development of a new digital data extraction scheme to modernise traditional cavity ring down spectroscopy (CRDS). CRDS is a direct cavity enhanced laser based absorption technique, which is used to allow the identification of an unknown substance by their molecular fingerprint; this unknown substance is identified by analysing the ring downtime of the light exiting the optical cavity. Traditional CRDS has many issues when analysing substances in hostile environments, or when multiple species may be present. This presents an alternative approach, called real-time CRDS (rtCRDS) that has the potential to overcome many of these issues and produces systems that could be used in the mining industry. The system utilises newly developed widely tuning quantum cascade lasers combined with improved optical cavities and novel digital data extraction to produce spectra over a 1500 nm range in a few seconds. The ring downtime measurements produced are accurate and have high sensitivity and maximum signal to noise ratio. This paper discusses the technique, illustrating the advantages compared to traditional systems and show real-time spectra for a set of molecules of interest to the mining industry. This paper also provided an analogy between this approach and that used in digital communications systems, and shows that this scheme is ideally suited to provide a network of sensors in hostile environments.CITATION:Harb, C C and Chalmers, D, 2015. "Ventilation models are invaluable tools for both prediction of routine daily ventilation changesin an operating mine to circuit performance expectations at the mine in 20 yearsÆ time. Arguably ventilation offi cers are becoming increasingly reliant on maintaining an accurate ventilation model with which to do their work. This paper relates to the practical assessment of the accuracy and thus ability of a mine site ventilation model to be reliably utilised on such varied tasks. The author's experience shows that in some cases the incumbent model is found to be in a state of tune that demonstrates a mine wide detailed assessment of branch resistances is simply not required. The money spent on a detailed mine wide ventilation survey that is not required would be far bett er served purchasing much needed monitoring equipment, rather than fixing something that is possibly not even broken. The term ænot rocket scienceÆ has been incorporated into the title of this paper because it appears that many practitioners believe that circuit validation is diffi cult. As long as clear att ention to detail is paid to the actual data collection process then drawing an accuracy comparison between the circuit performance and the model performance at any particular point in time, is really very simple. This paper will show a manner in which a circuit can be analysed to determine its actual state of health by using various diagnostic tools and tips. It will help ensure that subsequent work scopes to address any highlighted model defi ciencies can be more effi ciently scoped and targeted. It will hopefully remind operational people that such self assessments can easily be done æin houseÆ if the appropriate steps are followed."

World urban expansion puts constraints on the available land surface area of our major cities both for accommodating people as well as providing infrastructure and services whilst at the same time attempting to preserve the remaining natural environment. Whilst consideration is often given to underground planning for private and public transport infrastructure, the author is of the opinion that the current lack of underground planning of our cities that are suitable for underground development will have major long implications when finally the need for underground space planning is critical and ultimately recognised. This paper identifies the need for our city planners to integrate surface planning and underground planning as a ‘total planning solution’ where the city plan incorporates the elements of underground space planning as identified in this paper. Investigations by the author reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. The author uses the City of Brisbane as a case study for the potential introduction of underground space planning as part of the city plan. Despite efforts by the author to include the planning concept of underground commercial development in the latest Brisbane City Plan 2014 as well as four underground space workshops in Brisbane over the past 20 year through the Australasian Tunnelling Society (ATS), underground space planning for the City of Brisbane, apart from infrastructure projects, is not considered of significance to the City of Brisbane.CITATION:Robertson, A C, 2014. Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. The Victoria Park Tunnel project is an inner-city alliance project in central Auckland, New Zealand. The existing two-directional viaduct will be modified to single-direction flow, and a new northbound 440 m cut and cover tunnel will be constructed beneath Victoria Park. Three-dimensional (3D) visualisation media were used to communicate key design innovations to stakeholders and the general public. The 3D visual material has proven a useful tool for informing motorists of a new safety barrier method adopted for traffic management.This presentation will explain how 3D visualisation was incorporated in the project and will showcase the 3D visualisation media created for the project.
