Targets to be achieved in commissioning are identified, together with the necessary policies to achieve them. Factors which have to be taken into account in applying these policies are Discussed.

Dugald River Mine (DRM) is located approximately 85 km north-east of Mount Isa, and 65 km northwest of Cloncurry, in the north-west Queensland Minerals Province of Australia. DRM is an underground operation and includes an above ground processing area, a 200 ha tailings facility, two waste rock dumps and associated infrastructure. The mining method is conventional underground longhole open stoping and downhole benching of a lead/zinc deposit within a black slate environment. The deposit is estimated to contain ~53 Mt of zinc and lead, which will be mined over a 30-year period. During operations, waste rock is segregated into either Potentially Acid Forming (PAF) or Non-Acid Forming (NAF) based primarily on the sulfide concentration of the rock. In particular, the NAF waste rock is an asset and is used for various small construction projects during operation; however, its primary use is for rehabilitation work at closure. Since beginning operations in 2017, DRM has generated more NAF than was originally anticipated. Whilst this is an excellent asset to DRM, it did pose a logistical problem of where to store the additional NAF for the life-of-mine and how to manage the run-off. DRM experiences distinct wet and dry seasons with hot conditions and periods of rainfall between November to April, and relatively dry and mild conditions between May to October. Majority of rainfall is received between January and February with an annual average rainfall of 501.1 mm. Short and intense rainfall events are common. DRM’s above ground infrastructure is land-locked between two large ephemeral watercourses, making the significant expansion of any assets challenging from a permitting/regulation and cost perspective. MMG is also a member of the International Council on Mining and Metals (ICMM) and is committed to adapting to a changing climate through operations and closure. Following extensive studies DRM opted to store the additional NAF material into the adjoining NAF Dam and concurrently upgrade a previously minor sediment basin into a highly engineered sediment basin which relies on automatic flocculant dosing to meet the required discharge quality limits. This basin is climate-resilient in that the dosing system can be adjusted to counter high intensity extended rainfall events which produce highly variable inflow water quality. This abstract broadly describes how DRM designed and implemented an engineering innovation to enable the site to meet the changing climatic challenges. The abstract then describes the process to design the sediment basin and how the dosing rate was established and validated. Finally, the abstract comments on the effectiveness of the sediment basin and how it has revolutionised DRM’s approach to water treatment and management; all whilst minimising the disturbance footprint of the operation

A summary of the more important work by previous workers is followed by brief descriptions of the rock formations and regional structure. The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

The End of the Line for Roadway Development By Michael Kelly, CSIRO Exploration & Mining Michael Kelly highlighted that roadway development performance remains one of the threats to expansion of Australia underground coal exports to the growing Asian market. In a recent industry study, automation was highlighted as one of seven strategies for roadway development improvement. Growing Asian markets The expansion of the Asian coal market is a long term driver for expansion of the underground coal industry in Australia - if significant productivity improvements are made. Imports of steaming coal by Asian APEC members are predicted to rise by from 150 MT to 190 MT. Australia is one of the few countries which has a potential capacity larger than predicted internal needs. Predictions are for exports of black steaming coal from Australia to increase from 50.3 MT in 1992 to 106.3 MT in 2010. To meet this prediction, an investment of $10.7 billion (in 1992 dollars) will have to be made in mining and transport facilities. This is equivalent to the opening of a major new mine each year until 2010. Many of these mines will be underground operations. However, much of Australia's capacity to respond to increased Asian demand will depend on its ability to develop underground technologies and improve productivity. The inability to make sustained improvements in roadway development rates has to date been one of the main reasons why new underground projects have failed to deliver the expected returns.

The magmatic arcs of SE Asia and SW Pacific contain some of the worldÆs major magmatic-hydrothermal gold deposits. Most gold deposits in SE Asian and SW Pacific arcs formed during periods of plate reorganisation rather than during periods of normal or steady state subduction. These plate reorganisations were caused initially by the collisions of the Australian Craton with the Philippines-Halmahera Arc and the Ontong Java Plateau with the Melanesian Arc at ~25 Ma. A second Mid-Miocene period of mineralisation accompanied plate reorganisation following maximum rotation or extrusion of Indochina and cessation of spreading in the South China Sea at ~17 Ma. However, the vast majority of deposits from New Zealand to Taiwan formed since 7 Ma during an important period of tectonic reorganisation that accompanied and followed changes in the relative motion between the Indian-Australian and Pacific plates between ~8 and 3.5 Ma. Magmatism in unusual tectonic settings produced the most abundant and largest deposits with many deposits associated with high-K calc-alkaline, shoshonite, adakite and alkaline magmatism. In particular peak mineralisation appears related to melting of sub-arc lithosphere that has been previously modified by subduction. During large-scale plate reorganisation this can occur towards or at the end of a period of normal subduction, following arc collision or accompanying subduction reversal at approximately the same time in different parts of a complex system of arcs such as in SE Asia and the SW Pacific.

Checking the quality of a blast may be considered as subjective. Checking this quality will require measuring objective parameters. One of them is the resulting fragmentation of the blasted product. Numerous fragmentation æmeasuringÆ systems have been developed and marketed, based on image-processing. This presentation of FragScan will illustrate advantages and difficulties when using such a system. FragScan is essentially defending a policy of large and representative sampling. The purpose is to show how fragmentation is discriminating both productivity and profit of quarry operations on a blast-by blast basis. The next step will then be to ædriveÆ the blasting process to reach a æbetterÆ fragmentation. Other applications require the fragmentation as an essential result: this is the case for large boulders used in structure-reinforcement. Several case-studies have shown that FragScan can be used for quality-control, checking size-distribution of the product according to the requirements of the end-user. Only clear thinking about the precise use of such a æmeasurementÆ will further the success of this task.

The formation of magmatic oxide ore deposits hosted in chemically-evolved layered gabbroic intrusions is attributed to a variety of petrological processes, but there is little to no consensus on the general applicability of each model. Complicating the matter further is that many layered gabbroic intrusions are spatially and temporally associated with alkaline A-type granites, suggesting that there is a petrogenetic relationship between the two types of chemically different rocks. Our experimental results show that petrological modelling using a starting composition of high-Ti basalt from the Emeishan large igneous province can produce evolved silicic liquids that resemble the compositions of microgranular enclaves from the syenitic unit of the bimodal, oxide ore-bearing Baima igneous complex. The experimental results confirm that bimodal gabbro-granitoid complexes can form from a common parental magma and that early crystallisation of Ti-rich magnetite can explain the formation of the oxide ore deposits in the lower parts of the layered gabbroic intrusions. We conclude that crystallisation of a typical high-Ti basaltic parental magma can produce world-class giant magmatic oxide ore deposits and that the occurrence of some alkaline granites may be an indicator of their presence.CITATION:Shellnutt, J G, Hsia, T W-Y, Liu, T-C and Iizuka, Y, 2015. Managing water is a key aspect of mining, whether a site is in water surplus or water deficit. Water in tailings storage facilities (TSFs) needs to be managed carefully to maximise the density of the solids, maximise the re-use of available water and to minimise the risk of water overtopping the spillway in the event of heavy rainfall. Developing a water balance models is a standard method for monitoring the major flows of water around a site. However, models created by specialist consultants are often overly complex and are not suited to being used by process plant personnel after they have been handed over to the mine operator. Models typically offer information on water management at the time that they are created, but then ‘sit on the shelf’ and offer no further insight or value for operating mines. Advisian has developed a customised water balance model for a mine in Sub-Saharan Africa, which can be adapted to other locations, to assist in managing water at the site and in particular to predict the current and future water level and volume in the TSF under various rainfall scenarios. The model was developed using Microsoft Excel and requires no specialist skills to operate. Site personnel enter in daily production, water transfer and rainfall data and then view the output dashboards to observe the current water level and volume, decant rates, licensed water abstraction and water supply versus demand. The output dashboards were developed in close consultation with the client to ensure that all of the relevant key performance indicators were included, from the perspectives of all the key stakeholders. This modelling approach focusses on the needs of the people who will actually use the model to actively manage TSFs with the need to involve the model developer as part of ongoing operations eliminated. Photogrammetry-based techniques supported by traditional mapping tools are more frequently used for open pit geotechnical mapping. It fundamentally involves the collection of geological, structural and rock mass data from pit batters when safe to do so. These are essential components for refining and implementing continuous improvements to geotechnical models. The geotechnical model is used to review bench performance, optimise geotechnical design parameters, interpretation and analysis of pit slope stability. This paper is a case study of implementing different pit mapping methods at Mount Carlton gold mine, North Queensland. It critically reviews the tools required, including the Brunton compass, mobile application Clino, geotechnical data mapping software CloudCompare (2015) and Sirovision software. The review compares the image precision, structural measurements and data analysis. The review also underlines mine site management philosophy for safe geotechnical data collection to identify in-pit geotechnical hazards and the mitigation of potential slope instability. Sirovision is a remote sensing system for site geology mapping and interpreting geotechnical characteristics of exposed mining faces. The system utilises off-the-shelf digital SLR cameras to capture stereo photographs of the rock face and uses the latest image processing technology to generate accurate 3D models. These 3D models are digitally analysed using computational geometry to extract unbiased and accurate geological and geotechnical data. CloudCompare processes high accuracy 3D dense cloud rock surfaces reconstructed with photogrammetry software to extract the geological planes using the FACET or Compass plugins. The major discontinuity sets can be observed and the orientation (dip/dip direction) obtained from the algorithm is accurate and reliable for geotechnical assessment, including kinematic and rock slope stability analysis.

Mining is the art of disturbing ground. All phases of a mine’s life cycle from exploration to building and operating a mine, through closure, has a physical impact on the earth. There is currently increasing public and stakeholder awareness owing to a wide range of issues including heritage protection, environmental stewardship, and social impacts therefore ground disturbance must be conducted in a way that honours and respects all agreements, regulations, legislation, and social expectations. A comprehensive ground disturbance permitting process has been developed through consultation with major mining companies and Traditional Owner groups. It operates from strategic business planning through to closure and rehabilitation. Adherence to the principles and process of permitting helps to minimise risk by ensuring that mining companies conduct their business in an inclusive, professional, reliable, and consistent manner that stakeholders reasonably expect, and that mining companies can be proud of. Built on a geographical information system, supplemented with a specialist database, this process allows request, review, and approval by subject matter experts, to operate in a common environment that is transparent, facilitates collaboration, improves efficiencies, and reduces the risk of error or omission. The application of new technology can effectively highlight changes that naturally occur in today’s dynamic ESG domain and provides the perfect platform to record actual disturbance against authorised and planned allowances. The social license to operate demands that strong governance of the ground disturbance process, described herein, can be demonstrated to any interested stakeholder, and mining companies recognise that this principle is central to the betterment of the mining industry.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

"In a climate characterised by an ever increasing focus on cost reduction and maximising the utilisation of existing assets and infrastructure, understanding the uncertainty associated with alternative investment and operational choices becomes paramount to minimising the risk of making an ineffective decision. To assist in this process, TSG Consulting has developed an analytic framework to capture the underlying complexity of a mineral supply chain, and then quantify the impact of the uncertainty associated with the key drivers of business productivity. The technical basis of this approach follows three distinct steps: analyse the current system and identify the major factors that drive value build detailed models that can measure the response of the system to potential changes in the factors identified quantify the sensitivity of financial and capacity forecasts to these factors.Each of the above steps draws on a different area from the field of applied analytics, namely: data analytics dynamic modelling and designed experimentation meta-modelling and optimisation.Following the three-step approach described above ensures a rigorous modelling and analysis process is executed to support strategic mine planning decisions. The approach is equally applicable to the analysis of fully integrated system supply chains (pit-to-port), the evaluation of incremental capital investments to targeted areas of a supply chain, or when considering revisions to the operating philosophy of a system in the short term. The basis of each of the three analytic steps is explored in detail in this paper. The development and construction of the Grasberg block cave mine (GBC) is in progress, currently targeting initiation of caving in late 2018. Current production planning anticipates ramping up to full production of 130 000 to 160 000 t/d by 2027. As GBC approaches the production phase, there is a high priority on increasing the accuracy and level of detail in the production plan. The advance of the cave front directly controls the drawbell opening rate that is achievable. Therefore, an essential component of this plan is to produce an undercutting and drawbell sequence that honours the caving parameters that have been set for the mining blocks by the GBC production planning team.The PT Freeport Indonesia (PTFI) mine planning team and the Geovia caving business unit have developed a computational tool (Undercut Tool) capable of generating an undercutting sequence that follows a set of caving rules, such as advance rate per tunnel, maximum blasted area per period, control of lead-lag and shape of the undercut face. This tool also produces a drawbell sequence that honours the undercutting advance sequence, which is ultimately used to generate a life-of-mine production plan. This paper describes the inputs and outputs of the Undercut Tool that have been used to compute the long-term production plan for the GBC mine. It will further describe how the Undercut Tool takes into account operational constraints and geotechnical considerations that must be considered when developing a defendable production plan. Included is a discussion of the initial results of the planning outcomes from the tool; it will demonstrate how this work will support specific aspects of the plan such as the detailed undercut production drill and blast plans for the drill ring sequence, as well as how that plan will drive the drawpoint opening plan.CITATION:Villa, D, Brannon, C A, Dipas, C A and Vega, H A, 2017. A large number of mineral deposits contain regions in which it is economically beneficial to extract ore both via open pit and underground mining techniques. Current industry practice lacks an effective means to establish the extent of the open pit and underground mining areas for an individual deposit. We present a mixed integer programming model for scheduling both the open pit and underground mine that can be used to create a holistic extraction sequence for a specific deposit. The model considers both spatial and temporal elements of the open pit and underground mines in order to maximise the net present value of the entire deposit, while adhering to its production, processing and block sequencing constraints. The process of innovation is triggered by employees throughout the organisation in a collaborative manner.Problem solving becomes a core competence of the consultancy. A multidisciplined approach arrives at superior solutions that are rigorous, holistic, achievable and often novel. In eastern China, most of the copper skarn deposits occur in folded troughs which are controlled by the EW-trending faulted fold systems (the Pal-Asian geotectonic domain), and the NNE-trending rift or fault zones (the Marginal-Pacific geotectonic domain), particularly the later. From the north to the south, there are four troughs hosting the main copper skarn deposits in eastern China: the Yanliao Trough, the Yangzi River Trough, The Qiantang-Yuanshui Trough and the Zichen Trough. There are more than 30 copper skarn deposits in eastern China, and ore reserves of each deposit are between 30 to 100 Mt with average grades over 1 % Cu.
