This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

Tailings pond safety monitoring is vital for preventing dam failures and ensuring environmental safety. Unmanned Aerial Vehicles (UAVs) can enhance tailings pond monitoring with flexible operational cycles and the ability to collect remote sensing data from inaccessible areas. While many mining operations have adopted UAVs for tailings pond management, their full potential in data acquisition and subsequent analytical processing remains largely untapped. This paper explores various case studies where UAVs have been utilised for monitoring key aspects of tailings ponds such as beach line indicators, dam displacement and erosion, slurry discharge processes, and tailings pond capacity. We also present examples where data derived from UAVs have been instrumental in slope stability analysis, seepage modelling, Tailings Dam Breach Analysis (TDBA), and risk prediction. By integrating UAV technology with traditional ground-based sensor techniques, this approach significantly enhances the precision and reliability of hazard prevention and management in tailings pond operations.

Oxidised pellets have become an indispensable high-quality charge for blast furnaces (BF) due to their uniform particle size, high iron grade, high mechanical strength, good metallurgical performance, as well as relatively low energy consumption and gaseous pollutant emissions in pellet production. Nevertheless, due to the rapid development of the global steel industry, highquality pellet feeds are becoming more and more scarce. In order to broaden the source of pellet feeds and reduce the production cost of pellets, more and more steel mills are going to use coarse iron ore fines with relatively low iron grade and low impurities for preparation of desirable pellet feeds through a typical wet grinding-settling-filtering process. In this work, the grinding, settling and filtering behaviour of Brazilian and Australian iron ore fines are studied and compared, aiming at finding out the internal relationship between the mineralogical characteristics of different iron ore types and their grinding-settling-filtering performance. The results show that the grindability is heavily dependent on the hardness of iron ores, which is governed by the mineralogical characteristics of the raw materials. Usually the higher the hardness, the more grinding energy is required. Except for Brazilian specularite, Australian hematite-goethite type iron ore fines and Brazilian hematite ore fines exhibit good grindability with a Bond Work Index of about 10–15 kW•h/t. In addition, the settling and filtering performance of ground iron ores are largely affected by the density, mineralogical characteristics of iron ore fines (eg, quantity of clay minerals and goethite and porosity of ore particles), grinding fineness, etc. Generally, iron ore fines with higher density, lower quantity of soft minerals (clay and goethite) and larger particle size give superior settling and filtering performance. For iron ore fines with inferior grinding, settling and filtering performance, applying more energy-efficient grinding techniques, blending with ore types with good settling and filtering performance can reduce grinding energy consumption and improve settling and filtration rates to maximise the productivity of equipment and lower the operational cost

Directional hydraulic fracturing was invented by Polish experts and was first applied in coal mining to prevent hard roof rock bursts. Based on its successful application in coal mining, directional hydraulic fracturing has the potential to reorientate the hydraulic fracture trajectory. Recently, this technique has been introduced into cave mining for the purpose of lowering breakdown pressure. The hydraulic fracture is much easier to initiate with the assistance of an initial notch. No systematic theoretical or experimental studies have been carried out to investigate the influencing factors in the hydraulic fracture reorientation process. In this paper, the numerical modelling software Realistic Failure Process Analysis3D (RFPA3D) – Flow Version is used to study the influence of the in situ stress condition and rock mass heterogeneity on directional hydraulic fracturing in brittle heterogeneous rock masses. Firstly, the reliability of RFPA3D in simulating hydraulic fracturing is validated by comparing its results with experimental results and the simulation results from the extended finite element method. The hydraulic fracture trajectory is then observed in a three-dimensional stress environment. The results indicate that for the in situ stress condition, when the borehole lies in the ?2–?3 plane, only the difference between ?2 and ?3 has an important influence on hydraulic fracture reorientation. Subsea massive sulfide deposits have particular mineralogical compositions and textural features differentiating them from onshore ore. When extracted from salty water and exposed to the air, massive sulfide samples strongly oxidise and soon become covered by thin layers of iron, copper and zinc-rich sulfates and oxides, as well as elemental sulfur. The textural properties vary according to the degree of maturity and the sample position within the hydrothermal deposit. Because of the variation of secondary mineralisation and porosity level, sea floor massive sulfides respond differently from terrestrial ore to processing methods. Froth flotation, commonly applied to separate all types of sulfides from the gangue minerals, is one possible treatment technique to process sea floor ore. Sulfide recovery rate is, in most cases, excellent (>90 per cent). However, separation of the various mineral phases is difficult to obtain even when applying known methods used for onshore ore. Moreover, the flotation behaviour decreases dramatically with time of conservation, even when the samples were stored in a confined environment. High pH range, which is a good way to depress pyrite and therefore to favour the flotation of copper and zinc sulfides, does not have the same effect on subsea ore. The Kiirunavaara apatite-magnetite orebody is about 4 km long and approximately 100 m thick sheet-like body, which lies roughly in a north-south direction and dips from the horizontal plane along its entire length, in towards the town of Kiruna. The origin of this orebody has been a matter of controversy, with both magmatic and hydrothermal origins proposed. Traditionally and for practical purposes this rich apatite-magnetite ore has been divided into two main types: low phosphorous ore (B-ore) and high phosphorous ore (D-ore). Further the low phosphorous ore is divided into the low alkali (B1) and the high alkali (B2) ore.

Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. Phosphorous is typically present in iron ore either in the mineral apatite, Ca5(PO4)3OH, or associated with the goethitic fraction of the ore. In this paper, we present results that show that phosphorous associated with the goethitic fraction can be removed with a heating pretreatment around 300 176;C for 1 h, followed by a caustic leach with 1 - 5 M NaOH, or a leach with sulfuric acid at pH 0.5. The heating pretreatment is considered to dehydroxylate the goethite to form a haematite intermediate phase, ‘protohaematite’, that reacts during the leach making the phosphorous accessible to the leachant. In the acid leach, ten to 15 per cent of the sample was dissolved to obtain a leach product with 0.08 per cent P. In the caustic leach, as no weight loss occurs, it is proposed that iron species associated with the protohaematite have either not dissolved or have reprecipitated at the high pH values of the leach.For an ore containing apatite as the source of phosphorous, a leach with sulfuric acid dissolved the apatite, lowering the phosphorous levels in the sample. The sample treated contained carbonate minerals (including siderite) that also reacted with the acid, and in practice a balance between the dissolution of the apatite and the carbonate minerals may be needed to minimise acid consumption.

South Australia was founded as late as 1836, forty- eight years after New South Wales, yet within five years had announced the first discovery of metals in Australia. Throughout the 1840s the mining of silver-lead, then copper, spread north through the Mount Lofty and Flinders Ranges creating a thriving industry, years before the discovery of gold in the eastern colonies in 1851. The first significant mine was Kapunda (1842), followed by the much bigger Burra (1845) and other copper finds at Tungkillo, Worthing, Cal- lington, and North Rhine.

The earliest discovery and mining of coal in the northern area of the Greta Coal Measures at Anvil Creek in 1862 was by William Farthing, however, some official records attribute the discovery to Thomas Frost in 1864. Frost's discovery was examined by William Keen, government examiner of coalfields, and further prospecting was carried out. This was followed by the pioneering work of C S Wilkinson, government geologist in 1884. Subsequently in 1886 C S Wilkinson entrusted a detailed survey of the coalfield to the then geological surveyor, T W Edgeworth David.The outcrop of the Greta Coal Measures around the Lochinvar dome was mapped by Edgeworth David and as soon as he reported his discovery, the Department of Mines reserved in the interests of coal mining an area of 23700 acres, which extended between what became the South Greta and Abermain No I Collieries.

Re-commencement of mining in the Western Zone of Beaconsfield Gold Mine following a seismically-induced rockfall fatality in April 2006 required a change of mining method involving drilling and blasting from specially developed drives in the footwall of the orebody. Broken ore is mucked remotely from ore drives on each level. Support in the footwall drives is required to maintain stability during their development and as stopes are retreated, which increases induced stresses and further seismic events are triggered. The paper outlines the challenges involved and methods used to select the footwall drive support to handle both static and dynamic load demand. The importance of load development in the support system, its displacement capacity, the compatibility of support elements and energy absorption capacity of the support system are highlighted. It is usual in any support selection process to ensure that capacity exceeds demand to create a factor of safety. In this case the demands on the system relate to load, displacement and energy absorption and the support system capacity for each must ensure that appropriate factors of safety for each are achieved. The paper shows how these factors are not independent and that selecting a high factor of safety for load can lead to compatibility problems with support elements in the support system.

Successful closure of tailings storage facilities (TSFs) is an environmental issue faced globally by metalliferous mines. During the initial feasibility and design phase of the mine life importance is placed on the physical stability of above ground TSFs, largely driven by legislative requirements, whilst closure planning is often a secondary consideration. However, as the landform is further developed and constructed attention must be paid to regularly revisit the original closure plan and update it to achieve the best (sustainable) possible outcome for both the environment and stakeholders. A mine in northern Queensland is in the process of developing a closure strategy at their TSF. Appropriate closure measures for the TSF are required to mitigate the impact of any seepage emanating from the TSF on the groundwater and surface water receptors. O’Kane Consultants Pty Ltd (OKC) have provided the mine assistance with the development of a TSF cover system design in order to appropriately manage tailings during operations and to prepare for the facilities’ closure. OKC has collected data since 2007 from cover system field trials located on the TSF. To enhance engineering judgement in the design of future cover systems, calibration of soil-plant-atmosphere numerical models to field data (referred as ‘field response modelling’) were completed. Calibrated model inputs can be used to provide insight into long-term cover system performance as well as a tool for design of the final landform.Following a site investigation, materials characterisation and numerical modelling program various cover system alternatives were developed. Two of the preferred cover system alternatives referred to as Test Plot #1 (TP#1) and Test Plot #2 (TP#2) (Figure 1), were constructed at the site and instrumented. Monitoring instrumentation comprised several nests of in situ volumetric water content and thermal conductivity sensors to measure changes in water content, temperature and matric suction within the cover system materials and underlying tailings waste. Mining and mineral processing is expected by society and obliged by law to operate in an environmentally friendly fashion, minimising the impact on and avoiding damage to the environment. Substantial efforts by the industry, as well as by process and equipment designers have resulted in many innovative developments, which show that operating in an environmentally responsible manner can be achieved in a cost-effective way. This paper showcases five emerging equipment best practices in industry including installation examples. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. The belt press filter is a small fraction of the operating and capital cost of alternative dry tailings technologies. This gives operators who must dry their tailings a competitive advantage and makes such ægreenÆ operations much more sustainable. The filtercake is disposed with other plant rejects, eliminating the need for tailings dams to be constructed and thus also often increasing mine reserves. Mining applications include coal tailings, sand tailings, sinter plant waste and power station fly ash. Screen-scroll and vibrating centrifuges are widely used in the coal, potash and salt industries to dewater the product to low surface moistures. Inclined plate Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the worldwide production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.

Hematite represents the vast majority of iron ore exported from Australia as the development and processing cost of magnetite is generally seen as a barrier to the development of vast magnetite resources. However, a number of magnetite projects have attracted a significant amount of interest and investment from large Chinese steelmakers.This paper compares the relative merits of the development of Australian magnetite and hematite ore from the point of view of the steelmaker, taking into account the factors that influence the capital costs of the development of the ore types and the relative costs of operating the process plants to treat these ores. By modelling the relative operating cost for the production of hot rolled coil in China for the two ore categories, the paper demonstrates the economic drivers behind the Chinese steelmakers’ large investments in the magnetite resources of Western Australia. It does this by estimating the potential value of magnetite concentrate to the steelmaker in the event that the maximum potential is realised by operating the blast furnace with a 100 per cent pellet burden.Under the conditions described, it was found that direct reduction (DR)-grade magnetite concentrate could command a price premium over 62 per cent Fe fines of up to 46 per cent (December 2014 on a cost and freight (CFR) basis). The corresponding premium for blast furnace (BF)-grade magnetite concentrate is 17 per cent, which demonstrates the dependency on grade.The capital expenses for a 14 Mt/a concentrate plant is estimated at US$3.1 B for BF-grade magnetite and US$3.35 B for DR-grade, with operating expenses at US$45 and US$50 respectively. The corresponding free on board price for a break-even net present value is calculated at US$82/t for BF-grade magnetite and US$90/t for DR-grade. The minimum long-term iron ore price (62 per cent Fe) that would be required to underpin such a project is estimated at US$78/t CFR for BF-grade magnetite and US$68/t CFR for DR-grade concentrate.Apart from the financial benefits, it is demonstrated that the use of magnetite concentrate in ironmaking has the potential to reduce CO2 emissions by approximately 400 kg per tonne of hot rolled coil.CITATION:Mouton, A J J and Edwards, K, 2015. The increasing exhaustion of raw materials entails the exploitation of poorer orebodies where the target mineral occurs frequently in a very fine dissemination. Consequently it is necessary to grind more and more fine to achieve an adequate mineral liberation. In other words, it is of fundamental importance to know what size one should grind in order to avoid the following detrimental situations: 1. Excessive grinding - giving rise to the generation of ultra-fine slime particles which may be lost in the ulterior concentration process and simultaneously leading to higher energy consumption. 2. Incomplete grinding - giving rise to insufficient liberation and consequently leading to considerable losses of the valuable components in the tailings. Although this issue constitutes one of the most important steps in mineral processing, little research has been done compared to other processes, mainly due to the fastidious experimental work required. This paper describes a complete and integrated system of image analysis, where some algorithms to determine automatically the degree of li beration, for different levels of grinding, are proposed. These algorithms, mainly based on mathematical morphology theory were tested with images obtained from polished sections of different grain size fractions. Cases studies on a complex sulphide ore from an important copper and tin deposit located in the South of Portugal are discussed. Samples of the unbroken ore are also studied by image analysis to predict the degree of liberation obtained according to the fineness of grinding.

The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. Many ore deposits have considerable vertical extent which is not always known at the time of commencement of mining. In many of these cases, initial mining is by opencast methods, and as ore reserves are proved to greater depths, the pits are often planned to go deeper than had been originally envisaged. In such cases, surface plants and critical underground facilities such as conveyer tunnels, access ramps, ore passes, hoisting shafts and ventilation shafts are often located much closer to the pit rim and the orebody than is desirable for the deeper mining situation. This usually raises the question of the stability of such underground excavations, which may be critical for the viable longer-term mass underground operation of the mine. In this paper the key considerations in the evaluation of the stability of the overall mining environment for ædeepened minesÆ are defined. Aspects which are dealt with are: open pit stability, shaft stability, dilution, mudrushes and airblasts, and selection of mining method. The necessary stability evaluations are put into the appropriate context by considering two case histories. Critical parameters and considerations which need to be addressed during the evaluation of excavation interaction are also discussed.

The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.
