"For many years it has been known that large bodies of iron ore existed in Iron and Washington counties in Utah. The ore is chiefly hematite—both hard and soft—though some magnetite is found. No definite and complete estimate of the iron ore reserves of the state have been made. The U. S. Geological Survey estimated that 40,000,000 tons of ore were disclosed by development work averaging only 35 feet below the surface of the ore. The ore is found along an area about one and a half miles wide by twenty miles long, and for the most part on the eastern and southern slopes or foothills of Three Peaks, Granite Mountain and Iron Mountain. Later estimates by others have gone as high as ore in sight 164,000,000 tons, probable ore 300,000,000 tons and possible ore 1,000,000,000 tons. Whether this last estimate is too great or not there is sufficient iron ore in Utah to justify the starting of an iron industry.Two companies are now mining iron ore in Utah, the Columbia Steel Corporation and the Utah Iron Corporation. The mine of the Columbia Steel Corporation is at Iron Springs a few miles west of Cedar City. About 650 tons, of ore a day is being shipped to the blast furnace at Ironton. The ore is mined by the glory hole method. After being drilled it is blasted to the bottom of the several glory holes and is dropped through chutes into cars on the ore haulage level below. It is then hauled by electric locomotives to the crushing plant, where it is crushed to blast furnace size before going to storage bins. Some of the softer ore is brought to the chutes by Fresno scrapers."

I FEAR most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our, Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make "the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law.

Geological investigation and research have contributed greatly in making industrial minerals the basis of an important industry in the state. North Carolina contains a wide variety of industrial minerals and rock. Mica, feldspar, kaolin, halloysite, talc, pyrophyllite, silli-manite, and spodumene are used to illustrate the progress being made. IN a previous paper1 an attempt was made to indicate the importance of industrial minerals in North Carolina and the wide variety of such materials present. The present paper is concerned with geological investigation and research which have made industrial minerals the basis of an important industry in the state. Geological mapping has gone through three stages in North Carolina during the present century. The first stage is represented by excellent reports of which Corundum and the Peridotites of Western North Carolina,2 Volume I, now a classic, is representative. In this report, a geologic map of the western third of the state is shown on a scale of 10 miles to the inch. The next stage is represented by folios" of the U. S. Geological Survey published between 1902 and 1932. Most of these contained 30 min quadrangle maps on a scale of 2 miles to the inch. The third step is represented by reports prepared during the past 10 years which contain geological maps4 on scales varying from 500 ft to 1 mile to the inch, while many mine maps have been prepared on scales varying from 20 to 150 ft to the inch. As the scale on which geological mapping has been done has decreased, the amount of information secured has increased. INTRODUCTION In 1970 the percentage of underground coal extraction by longwall mining methods in the U.S. was 2.1 percent. This figure rose to 4.4 percent in 1976 and is expected to rise to 12 percent by the year 1985. This figure represents 46.0 million tons (51.0 million st) of annual production (Kuti, 1978). In addition, OSM regulations are placing emphasis on subsidence prediction. Section 784.20 of the Office of Surface Mining regulations for underground mining permit applications requires the sutauission of a subsidence control plan which may include monitoring. Because of its nature, longwall mining does not have flexibility in leaving pillars under structures as does room and pillar. Mining in some areas, particularly in the Eastern Coal Field, is approaching more developed areas; therefore, a greater number of structures are expected to be undermined in the near future. Subsidence engineering is becoming an important aspect of mine planning, and should be directed at predicting potential structural damage. The question operators are increasingly faced with is "what will be the subsidence effects for a specific structure at a specific location in respect to a longwall panel?" The most significant variable in assessing the subsidence effect on structures is not vertical subsidence. The variables of strain and tilt are responsible for more structural damage than is the vertical movement. Table I presents threshold values of strain for various structures (Geddes 6 Cooper, 1962). Based on National Coal Board experience, horizontal strain is approximately inversely proportional to the radius of curvature of a circular portion of a subsidence profile; therefore, the radius may be useful in estimating the magnitude of strain caused by subsidence (Hoebs, 1982). THE leaching method that was first widely used with the cyanide process consisted of percolation leaching of crushed ore in vats or leaching tanks. It was frequently necessary to separate the sand for cyanide treatment and discard the slimes, because only granular material allows the necessary amount of solution to percolate through it in a reasonable time. Later a slime process consisting of agitation followed by thickening and filtration was developed, and is extensively used to the present day. Even though the agitation-leaching slime process is considered satisfactory, the cost of plant and of operation are both greater than for a percolation-leaching plant of equal capacity. This situation has been recognized in the hydrometallurgical treatment of copper-bearing slimes; and a considerable amount of work has been done at the Southwest Experiment Station of the U. S. Bureau of Mines in an effort to develop a percolation method of treating slimes. Experimental work on the copper-leaching problem was started by H. E. Keyes1, and later tests were made by J. D. Sullivan and A. P. Towne2. The Bureau of Mines work resulted in the development of a process by which slimes were moisture-agglomerated with sand and crushed ore, to form a permeable mass through which solution could be trickled without breaking down the glomerules. The agglomeration trickle-leaching method was developed on a small scale and finally tried out in a 12-ton vat. Successful results were obtained as long as the leach solution was added slowly, so that the agglomerated charge was never flooded. If the leach solution flooded the charge, the glomerules broke down and the charge became impervious. IN the past few years many men, including technically trained engineers, have been asphyxiated in metal mines, coal mines, tunnels and surface wells where a few relatively simple precautions with regard to ventilation and air testing would have saved them. Death from mine gases is analogous in some respects to death from poison and from drowning. The respiratory passages of a victim who has breathed oxides of nitrogen from burning explosives are badly irritated and a few hours or even a day after exposure he may develop a quick and fatal pneumonia; if, however, he enters without respiratory protective apparatus an atmosphere deficient in oxygen (a condition that may occur in unventilated or poorly ventilated parts of all underground mines) he collapses and if not rescued dies more quickly and surely than a lone nonswimmer who falls suddenly into deep water. An example of an atmosphere virtually without oxygen was demonstrated by an air sample taken by a Bureau of Mines engineer wearing oxygen breathing apparatus in a Cripple Creek shaft some years ago, during the recovery of the bodies of two victims of asphyxiation; analysis of the sample by the Pittsburgh laboratory of the Bureau showed the presence of 18.40 per cent of carbon dioxide, 0.27 per cent of oxygen, and 81.33 per cent of nitrogen, although the atmosphere apparently was clear and normal. In a mine one can pass from good, breathable air to an atmosphere that will kill as quickly as one can dive from a board to deep water below. Mineral exploration in the United States relies heavily on theoretical geologic concepts and indirect methods such as geophysics and geochemical prospecting, as there are few exposed areas of mineralization which have not already been explored. In Mexico, ore grade samples can be cut at the surface on vein, replacement, and disseminated types of deposits in many areas. The problem is not in finding a mineralized area but in deciding which mineralized area can be explored and developed at the least risk and cost, with the greatest profit potential within the framework of Mexican mineral economics and that nation's government policies. Socio-economic Posture Mexico, prior to World War II, had suffered from more than one hundred years of intermittent wars and exploitation by internal and foreign elements. Consequently, the basic facilities which today's society takes for granted were scarce or non-existent in most of the country. Travel was largely a matter of negotiating poor dirt roads, riding horseback or walking. Relatively few people were literate and medical facilities were luxuries for the wealthy. Mexico's leaders were, however, determined to improve the lot of their people, within a system of private enterprise and personal freedom. Long-range programs initiated at about the time of World War II to provide infrastructure-education, health and welfare, transportation, power, water, communication-are now established fully or in part for most of the country and are being continually expanded.

The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may he what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will he saved, and the information will be sent more promptly and in more usable shape. The members of the institute can be of service to the Library by forwarding copies of mining-reports, naps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

The coals mined in the area known as the anthracite fields of Pennsylvania have always been recognized commercially as anthracites. In the literature, however, some of these anthracites have been called semi-anthracites by various writers. The coals mined in Sullivan County, especially those from the Bernice field, have been recognized commercially both as anthracites and semi-anthracites. In the literature they have almost always been referred to as typical semianthracites, although Franklin Platt,1 in his report to the Pennsylvania Geological Survey, uses the terms semibituminous, semianthracite, and anthracite in describing them. The purpose of this paper is to endeavor to dispel the confusion of names used to describe these coals and to supply further information that will permit a logical and definite classification. Most of the confusion of the past has been due to the impossibility of securing enough fresh face samples from which to draw sound conclusions; some of it was due, no doubt, to lack of standard methods of analysis, and of course, to the ever-present lack of definition of boundaries from the standpoint of classification. Map Showing Lines of Equal Volatile Matter and Lines of Equal Specific Gravity As a foundation for this work the writer constructed a map showing lines of equal volatile matter and lines of equal specific gravity throughout the anthracite and semianthracite regions. The points on these lines were determined from a study of analyses of 214 face samples from 28 mines and composite analyses from 18 different breakers. These samples were collected through the joint efforts of the U. S. Bureau of Mines and the Anthracite Institute. The Bureau of Mines standard method of sampling was used in all cases. During the past few years the author has had an opportunity to examine a number of base-metal mines in the western United States, France and Spain. Nearly all of these mines produced some silver, and laboratory studies of the relationship between the silver and the various base-metal minerals in the ore have given some interesting and, it is to be hoped, enlightening facts. As this work was undertaken primarily to ascertain the amount of silver chemically associated with, not controlled by, the various base-metal minerals, the laborious and not always satisfactory method of picking out "pure" samples of each mineral from many localities was employed. However, the results obtained have justified the time that has been spent. Not only have the conclusions arrived at in different mining areas been in accordance with one another but in many instances they have afforded scientific support or explanations for much of the knowledge that operators in the various camps have acquired by practical experience. Although many of the conclusions are not new, many of the facts are, and the results, if they do nothing else, serve to confirm the findings of some of the other workers in this field, particularly the work of Nissen and Hoyt1 and of F. N. Guild2. Dr. S. G. Lasky3 has suggested a novel method for determining from a series of algebraic equations the amount of silver controlled by each of the base-metal minerals but I doubt very much whether his method can be justified, chiefly because there appear to be more variables to be considered than the few that appear in his equations. The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

The microseismic method of detecting instability and high-stress zones in underground mines was developed by the U.S. Bureau of Mines (USBM) in the early 1940's.l,2 For about 25 years this method has been used throughout the world by mining and construction companies in assessing the stability of underground and surface excavations. Rock noises are the release of small amounts of stored strain energy propagating outward from their source as a seismic wave that can be detected with special geophysical equipment. This release of strain energy is caused by a rock mass undergoing load changes resulting in small-scale displacement adjustments such as microcracking, shearing, sliding, and crushing of crystal grains, some even as small as the elastic displacements themselves. No detailed field studies of any of these mechanisms have been made, and knowledge about the origin of rock noises is relatively incomplete. Laboratory tests have shown that when rocks are stressed in a testing machine, the rock noise rate-the number of rock noises generated per unit of time increases with increasing applied stress.3 This increase is most pronounced as the ultimate strength of the rock is approached. The standard field procedure has been to monitor a rock structure at intervals and plot rock noise rates vs. time, thus gaining a semiquantitative estimate of the behavior and stability of the structure. The success of such monitoring, however, has depended almost entirely on the experience and knowledge of the operator, his interpretation of the data, and his equipment. Very little study has been devoted to the basic properties of the vibration record of a rock noise. THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.

Continuous countercurrent decantation calculations have always been a headache to the cyanide man (and the chemical engineer) because of the simultaneous equations involved. These are tedious to solve, and there is considerable opportunity for mathematical error. This paper presents a shortcut method for making these calculations, which has been in successful use for twenty years by the author, and which is particularly valuable in selecting the best of several possible flowsheets, or evaluating the effect of various assumptions.

This chapter will outline the operating procedures at Freeport Kaolin Co.5 kaolin mining operations in Georgia, with emphasis on explaining new techniques recently introduced to reclaim mined-out areas for reforestation. Kaolin is found in the central Georgia area (See Fig. 1) in lenticular, sedimentary deposits of high purity. The beds are Cretaceous in age and vary from 4 to 60 ft in thickness, under a cover of sedimentary overburden ranging from 5 to 150 ft. The kaolin beds contain the mineral kaolinite (a hydrous aluminum silicate) and have a particle-size distribution ranging from about 20µ to the submicron level and averaging about 60% below 2µ. The only contaminants in the deposits are coarse mica, quartz particles, and minor amounts of iron and titanium oxides. These kaolin deposits vary widely in quality from deposit to deposit and also vary within individual deposits. Some of the controlling quality specifications which are determined during exploration are viscosity in water suspension, optical brightness index as measured by reflectance, amenability to bleaching, and particle-size distribution. For this reason, only a small portion of the total kaolin reserves in the Georgia belt are suitable for wet processing for the present markets being served. Kaolin clays are selectively mined by different mechanical methods and are beneficiated by both wet and dry processing to produce a number of products used as fillers and coatings in the paper industry; fillers or additives in the paint, plastic, and rubber industries; and as basic raw materials for the ceramic industry. The State of Georgia is the largest kaolin producer in the United States, with 3,206,454 tons produced in 1966, according to U.S. Bureau of Mines statistics. Freeport Kaolin Co’s processing plant is located in Gordon, Ga., about 20 miles east of Macon, Ga.

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

THE peak of production from the Appalachian natural gas field was apparently reached about 10 years ago, and the annual production from Pennsylvania, West Virginia and Ohio has now dropped to about two-thirds of the amounts obtained in 1916 and 1917. This .falling off in production has occurred in spite of vigorous efforts and large expenditures by producing companies to maintain or increase their output. The greatly increased costs of development and handling are reflected in the present average value of natural gas at the point of consumption, which value in the three states referred to, has more than doubled in the past 10 years. While it is true that the natural gas production of the United States has increased during recent years, this increase has come from southwestern states, particularly from Oklahoma, California, Louisiana and Texas, which states are now leaders in the production of this valuable but fleeting resource. Pennsylvania, originally the leading state in natural gas production, occupies sixth place in the latest (1924) U. S. Bureau of Mines statistics. West Virginia, which held first place for 15 years, has dropped to third rank, and Ohio is the seventh state in the order of natural gas production. Domestic and industrial demands for gas are constantly increasing everywhere in the United States. These growing demands have accentuated the difficulties in the localities with depleted natural gas supplies, and serious shortages have already occurred during winter months in the Pittsburgh district. Some relief has been obtained by placing restrictions on the industrial use of natural gas, and by increasing the price (which tends to reduce consumption). Yet these are but temporary expedients for checking gas consumption, which fail to solve the problem of adequate future supplies of gas.
