During the first ten months," crude oil prices were stable, except for a slight increase early in the year. Toward the end of the year, uncertainty of price structure be-came evident and a sharp reduction in allowable production was under way. Exploration for new pools and development of .pools already discovered continued active throughout the year. Production control agencies in Texas, and to a less extent in New Mexico and Louisiana, appear to have had increasing difficulty in holding crude oil output to allowable limits. The situation elsewhere is less well known but probably the same condition exists in other important producing States whether control is by State commissions or by unofficial bodies.

After a three-year period characterized by inflation, recession, depressed metal prices, lack of demand, enormous world inventories, and rapidly escalating costs, the Canadian mining industry is showing welcome signs of recovery. A rise in world metal prices and particularly strong demand for gold, uranium, and coal have stimulated the industry in early 1979. In this atmosphere of growing optimism, over 3000 mineral industry executives, economists, geologists, and mining and metallurgical engineers convened in Montreal, April 26-29, for Canada's largest mining convention, the Annual General Meeting of the Canadian Institute of Mining and Metallurgy.

Introduction The Darwin District is 30 miles east of Olancha which is 220 miles north from Los z4ngeles via U. S. Highway No. 6. The ore deposits occur in the Darwin hills that have been elevated above the Darwin plateau by typical basin and range-type faults. Some of these faults have been active quite recently as shown by the displacemerit of Quaternary (?) basalt flows and the rejuvenation of erosion in Darwin wash. The ore bodies occur as fissure fillings and replacement of favorable beddings in a thick series of Paleozoic limestones, dolomites, shales and quartzites. Rich oxidized lead-silver ores were dis'Overed in the early seventies. BY 1875, Darwin had a population Of about 5000, and by 1880 several small mills and smelters had been built. Early exhaustion of surface ores, the isolated location of the district, and fluctuation Of metal prices caused intermittent operations until World War 11. The district production is estimated at about $3,000,000 prior to 1900 and perhaps $4,000,000 between 1900 and 1945 when Anaconda purchased the major producing mines. 'or the Past two Years, daily production has averaged 75 tons of direct shipping and 150 tons of milling-grade ore. At present, 300 tons of mixed oxide and sulphide ore are treated by flotation, the oxidized lead minerals being activated by addition of sodium sulphide after galena and sphalerite have been recovered from the circuit. Extraction averages 85 pct of the lead, 80 pct of the silver, and about 33 Pct Of the zinc in a bulk concentrate. The mill is designed so that minor changes permit selective flotation of pyritic lead-zinc ores encountered at depth. General Geology The oldest rocks in the Darwin hills are a series of Paleozoic limestones, dolomites, shales and quartzites probably pennsyl-vanian in age. These rocks have been intruded on the Rest by the Coso granite batholith and on the east by a granodiorite stock. Numerous sills and dikes grading from orthoclase granite to gabbro are exposed in the underground workings. The sedimentary rocks have been considerably folded and faulted, the most prominent structure being a northwest pitching anticlinal fold, the crest of which lies just west of the ridge line of the Darwin hills, The east limb of this fold has been intruded by the granodiorite stock and east of the stock the sediments show several closely spaced anticlines and synclines. The minor flexures on the west flank of the major fold are structurally important in localizing the ore in the Defiance and Essex mines of the Darwin group. There are three principal systems of faulting and fissuring, most of which are post-intrusive and premineral in age, with minor amounts of postmineral movement. IN THE COURSE of its investigations directed toward providing strategic metals from domestic sources and toward utilizing power from Federal power projects in West, the Bureau of Mines concluded some years ago that the development of a method for producing electrolytic manganese might well be an important step towards both goals. Accordingly, laboratory investigations were undertaken in 1935. Further studied on a relatively large laboratory scale indicated that electrolytic manganese could be made from domestic ores at a cost not out of line with other nonferrous metals. On the basis of these results, the Electro Manganese Corp. Operating under U.S. Patent 2,119,560 issued to S, M, Shelton and assigned to the Secretary of the Interior for administration, undertook commercial production of electrolytic manganese at Knoxville, Tenn, This company has brought the process through the pilot-plant stage successfully, and is now regularly producing approximately one ton a day.

PLANTS that normally burn coal now able too obtain a substantial increase over their normal supply for their greater power needs, and also additional tonnage for extra storage against the uncertainties of the future. Many plants previously burning oil or gas have already been converted to coal, and those which must yet change to coal will undoubtedly be able to obtain ample tonnage of coal of standard quality at reasonable prices. What a contrast this is to the conditions of 25 years ago, when the shortage of coal and transportation led to prices of $5 to $6 per ton at the mines, and degradation of quality, until the already overburdened railroads were called upon to haul 100,000 ton per day of extra ash alone. This was the result of a runaway market and the loading of gob, slate, and sub-quality coal amounting to an estimated increase in ash of 5 per cent of the total tonnage hauled. The problem of getting increased steam output from inferior coal caused unbelievable reductions in the low normal boiler efficiency of that time and untold labor in firing the hand- and stoker-fed furnaces of that day.

The Northeast Tripp Slide is one of the larger slope failures that can be attributed to open pit mining. It is a 11.7 million cubic meter (15.3 x l0 6 yd3) wedge failure created by two thick gouge-filled fault zones whose intersection plunges into the Tripp pit at 13°. One unique aspect of this failure is that the slide is now stable despite having moved an estimated 8.5m (28 ft.) towards the pit and having reached a maximum overall velocity of 2lmmlday (0.07 ft/day). The slide started to fail in 1968, accelerated until mining in the slide's toe area was halted in April 1970, then began to decelerate. With the cessation of mining in the toe area, rubblized rock sloughed into the pit bottom which added weight to the failures toe constraints and began the stabilization process. Measurements from a network of survey stations revealed a correlation between the slide's velocity and heavy precipitation. Runoff water accumulating in the tension cracks is believed responsible for this correlation. Moreover, the survey net measurements showed that during the failure's last stage the vertical component of the slide's movement greatly increased. It is proposed that this settling was caused by plastic-like flowage of the clay gouge underlying the failure The fault zone's effective shear strength was estimated by a back- analysis on the wedge's geometry and by performing direct shear tests. The tests, performed on cores taken from samples that were collected on the failure, yielded a residual shear strength of: cohesion 0.61 kg/cm2 (8.7 lb/in2), and a friction angle of 9.6°. This residual shear strength was near1y equal to the back-calculated strength indicating that the controlling fault's effective strength was essentially the same as the residual shear strength of the gouge filling

USE of copper as an intentionally added alloy in steel and cast iron has rapidly expanded with-in the last fifteen years. It is estimated that in 1931 not more than 2000 tons of copper were so used; by 1941, however, this figure had grown to 13,000 tons. Tonnage figures during the war years have been restricted just as copper itself has been restricted, but copper-bearing cast irons and steels have played a part in the production of ordnance equipment. They are used in gun carriages, airplane landing-gear assemblies, scout cars, bulldozing equipment, army trucks, armor plate and many other instruments of war. These wartime applications have their counterpart in many peacetime applications; derricks, dredges, mine equipment, railway equipment, trucks, farm implements, automobiles, and tractors, all usually contain some parts made of copper-bearing steel or iron. An example of this is the Ford tractor which in 1940 contained over 300 lb. of copper-bearing steel castings. To this list should be added corrugated building sheet for exterior use most of which, at the present time, contains upward of 0.15 per cent copper. With the return to peacetime economy and the removal of wartime restrictions, it appears certain that copper cast irons and steels will find increasing application in civilian goods.

The Coeur d'Alene district in the panhandle of Idaho is one of the major lead-zinc-silver producing areas in the world. The value of recorded production to date has exceeded $2 billion. Country rock comprises six formations of the fine-grained, highly siliceous, and slightly metamorphosed Precambrian Belt Series. Small stocks of monzonitic rocks and several varieties of dikes intrude the sediments. The district is at the intersection of a north trending major anticlinal uplift and the west northwest-trending Lewis and Clark line of which the Osburn fault is the dominant feature. The district structure is complicated and comprises folds, some of which are overturned, and a complex of faults of diverse ages and directions of movement. Late Cretaceous stocks but are also probably Cretaceous in age. The productive veins are localized within a series of 12 subparallel, straight mineral belts that trend approximately N65°W and that appear to be controlled by deep fractures in the basement rocks. The mineral belts are in two groups, separated by 15 miles of post-mineralization movement on the Osburn fault. Veins and ore shoots are variously disposed within each mineral belt. Many crop out at the surface, but others apex several thousand feet beneath it. Local controls that influence the position of ore shoots within the mineral belts include the brittle character of host rock attitude of bedding relative to the mineralized fracture, and the amount and direction of movement on faults. Depth appears to have had little effect on the occurrence or type of ore. Ore occurs in a series of steeply dipping replacement veins of relatively simple mineralogy. Six periods of mineralization, ranging from Precambrian to Tertiary in age, are recognized. I have been requested to present a paper on the slag from the basic Bessemer process, as prepared for fertilizing. Since Professor W. B. Phillips presented at the Birmingham meeting, in May, 1888, an able paper* on this subject, as it had been developed up to that time, there is little for me to add. Perhaps later practice may be best expressed by the homely proverb, " The proof of the pudding is in the eating." As the Pottstown Iron Company is the only concern manufacturing basic Bessemer slag in this country, the writer's personal experience in the use of it may be interesting. Our slag averages: P2O5, 21.37; SiO2,, 5.10; MgO, 5.90; Al2O3, 4.01; MnO, 5.56 ; FeO, 12.00; Na2O and K2O, 0.80; CaO, 45.26; total, 100.00. This gives over 76 per cent. of phosphoric acid and lime. In using this material for several years past on my lawn and garden, I have found it better than anything else I have ever tried ; and I am sure that any of you who had seen my green grass last month (January), wherever the ground was bare from snow, as bright as in early fall, would be forced to acknowledge the advantages of this soil-enricher. The grass on my private lawn, and around the company's office, is green the whole winter; and we have raised very good sod, by the use of this phosphate, where, without it, we were unable to get the grass to grow either from seed or by repeatedly sodding. The same statement applies to garden-truck; when the soil was first broken up, a good crop of vegetables was easily raised. My own gardener has had several premiums from Philadelphia seedsmen (notably, last year, the first premium for sugarcorn raised in the first part of July, being the first sample sent them). Our method of applying this material is to grind the slag very finely, so that at least 60 per cent. of it will go through a 150-mesh screen (i.e., say, 22,500 meshes to the square inch), and 90 per cent. through a 100-mesh screen (i.e., 10,000 meshes to the square inch). This fine grinding seems to be the main condition of success.

The Magma mine at Superior, Arizona, has produced over 13 million tons of ore yielding 1.5 billion pounds of copper. It is a mesathermal deposit, and, although the bulk of the ore has come from the Magma vein, most of the recent production has come from replacement deposits in limestone. The mine lies in a Precambrian and Paleozoic sequence of rocks that includes schist, diabase, quartzite, shale, and limestone; nearby, these rocks are intruded by igneous bodies of Mesozoic age that were probably the source of the ore-bearing fluids. Locally, these rocks are overlain by Cenozoic volcanic rocks and conglomerate. Layered rocks at the mine dip eastward about 30°. The area is extensively faulted, and surface faults are grouped into an earlier east-trending set and a later northtrending set. An additional set of diagonal faults that trends northwest and northeast is recognized underground. The east-trending Magma vein-fault, with its splits and branches, is the principal mineralized structure of the district. The bulk of the ore occurs in large ore shoots that plunge steeply westward and are sporadically connected by irregular ore shoots dipping gently eastward. The main ore controls apparently are selective zones of permeability related to the transverse faults. A bed of crystalline limestone near the base of the Martin Limestone (Devonian) is the host for the replacement ore bodies-discontinuous tabular pods dipping eastward parallel to the bedding. Selective permeability is again the apparent ore control, caused both by local hydrothermal solution of limestone and by deformation along faults. The principal copper minerals in the vein are chalcopyrite, bornite, enargite, tennantite, chalcocite, and digenite; these minerals vary in abundance according to a distinct zoning pattern. The upper part of the mine yielded considerable zinc as sphalerite, and the oxidized zone was rich in silver. The chief gangue minerals are pyrite, quartz, and hematite. In the limestone replacement bodies, chalcopyrite and bornite are the chief ore minerals.

UNDER the able leadership of Samuel H. Dolbear, the Committee on Nonmetallic Minerals furnished a program of sixteen papers comprising three sessions. An outstanding accomplishment in technology presented at the first session by Benjamin L. Miller and C. H. Breerwood is the application of flotation to the purification of limestone used in cement manufacture. In place of selective quarrying to provide high-grade raw material, the quarry-run stone is pulverized and treated in froth flotation cells for removal of free silica and mica. Some advantages are cheaper quarrying, more complete utilization of quarry rock, avoidance of purchasing high calcium stone, lower fuel cost and improvement in the finished cement. Paul M. Tyler presented the general subject of milling methods as applied to nonmetal lies. He pointed out the importance of some of the more recent refinements in ore dressing, and urged the need of a wider appreciation of their possibilities. Carbon may affect the alloys of copper in several ways. Provided an alloying element does not oxidize preferentially, even minute quantities of carbon dissolved in liquid alloys of high copper content will form insoluble carbon oxide gases under oxidizing conditions. Gas porosity in castings of high-copper alloys can originate in this way. In certain alloys of low copper content carbon may have considerable solubility and may be an effective deoxidizer. In these alloys carbon will tend to suppress porosity. Carbon that is dissolved in the molten alloy is likely to be retained in the solidified metal. The effects of carbon on the physical properties of the metal are determined by the form in which it is present. Depending on the alloying elements and also on the cooling rate, carbon may precipitate as graphite, may form a carbide or may remain in solid solution on cooling. As solid copper does not dissolve a measurable amount of carbon, a carbon-bearing solid solution can occur only if the copper is alloyed with a large excess of an element that forms such a solution. The effect of graphite or of carbides on the properties of an alloy will depend on the size and distribution of the precipitated particles. As Hensel pointed out in discussion,' the formation of an alloy carbide may interfere with the age-hardening properties of a copper alloy. One would also expect that the presence of carbides or of graphite will under certain conditions promote corrosion or high-temperature failure in nonferrous alloys. Since carbon has an effect on the soundness of castings and affects the structure and behavior of solid copper alloys, its solubility in the liquid alloys is of practical importance. The isothermal change of carbon solubility with alloy composition is of interest from a theoretical standpoint. The binary alloys of copper with manganese and with nickel are used industrially and serve as a base for more complex alloys. The solubility of carbon in each of these metals is known, but its solubility in their alloys has not been determined. Earlier Data The solubility of carbon in molten pure copper is about o.oooi pct at II00°C and 0.0004 pct at 1475°C.l Various authors2""6 have published data on the solubility of carbon in molten manganese. There is agreement on a value of about 6.7 pct in the temperature range r2170 to 1245°c This solubility value corresponds to the formula Mn3C. It increases very little with increasing temperature. BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. (San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. SHARP CONTRAST exists in the reports so helpfully contributed by the individual members of the Milling Committee for this review. Those engaged in the milling of gold and silver ores report great activity, of which some details will be given later. Those engaged in milling ores of base metals report continued depression and little progress. Copper production in the United States is running at about fifteen per cent of capacity. Some Arizona copper mills are closed. Anaconda is milling about 45.000 tons of copper ore per month, and the Utah Copper Co. 35,000 monthly. However, in Canada the International and Falconhridge copper-nickel mills and the Noranda copper-gold mill have increased production. Also the Climax molybdenum mill in Colorado is milling 4000 tons per day. Water shortage from the drought has caused curtailment or complete shutdown of mills in some parts of the West.

Awarded Military Cross, Jan. 1, 1918, for conspicuous bravery and devotion to duty under a heavy enemy gas bombardment, when, by his example and perseverance in spite of every difficulty and obstacle, mining work was successfully completed which was vital for the success of the operations. The Cross was presented to Capt. Bullock by the King, on Sept. 25, 1918. First Lieut. J. J. Cadot, in a letter sent to Mr. H. `V. Hardinge from France, says he has been at the "Front." He also mentions that the Boche "is a good sprinter."
