BOWIE, San Francisco, Cal.-In my work with the U.S. Bureau of Mines, I have been detailed to report on oil storage containers, and in going around the country I have, been much interested in, the possibilities in the use of concrete for such containers. In talking with a good many people, I have discovered that concrete is being used A good deal for a wide variety of oils ranging from 14° to as high as 40° Bé., especially, by some of the western railroads:, If any member has had experience, in storing gasoline in concrete, I should like to learn of it. KNAPP, Ardmore Pa.).-I have had considerable experience in building masonry tanks for gas Holders. I do not believe it is possible to build a concrete or masonry tank of any kind. With hydraulic cement, mortar, which will be absolutely water-tight, unless the bottom and inner wall, after completion are waterproofed with some impervious material. The same will be true of oil tanks, the bottom and inner face of which must be made impervious to oil. Masonry tanks are intended to be sunk in the ground. All that the wall of the tank then amounts to is a retaining wall to keep the excavation in shape and to receive an impervious coating. The bottom of, a; tank, when empty, must be protected by a relief valve from any hydraulic: pressure acting from below. At ordinary prices, for sheets, a tank 100 ft. diam by 20 ft. deep can be built of steel much quicker and cheaper than of masonry. Several years, ago I saw very large oil storage tank under construction in California the bottom and sides being concrete. FOLLOWING the passage of resolutions by a num-ber of the western local sections, which have beer printed in previous issues, the Board of Directors appointed a committee consisting of Messrs. Reynders, DeGolyer, Taylor and Merica, to call on the Director of the Budget, and to bring these resolutions to his attention. In response to a request to the committee Mr. Reynders has addressed the following letter to General Lord. In response to a suggestion made in the course of the conference held between you and President DeGolyer of this Institute at Washington on Oct. 6, I present herewith a brief statement of the reasons that have led the mining engineers and metallurgists of this country to urge upon the Government a policy of increasing support from year to year to the United States Geological Survey and the Bureau of Mines. While these are not the only technical bureaus to which we look for data and guidance in our work of winning and rendering useful the mineral re-sources of the country, they are the ones on which we chiefly rely and the usefulness of which extends over all the industries which are based on mines and mining. In calling this matter to your attention and to that of the departments in which these bureaus are situated, I am acting on behalf of a special committee appointed by the Board of Directors and which includes men in close and intimate contact with the iron, coal, petroleum, metals and metallurgical industries; men well qualified by experience and position to voice the real feeling of these industries. The subject is not a new one to our Board, which has long kept a watchful eye on the work of the two bureaus as would be natural in that the American Institute of Mining Engineers, represents the largest group of technical men and executives and the one of most wide-spread interest in the American mineral industries. With 9000 members and. 27 local chapters scattered among the mining states, the Institute is in a peculiarly favorable position to know and to set out the feeling among mining men and metal-lurgists as to the proper scope of activities of these Federal bureaus, the quality of their work, and the gaps in knowl-edge that most need filling.

THE number of installations of propeller mine fans completed during the years of 1936 and 1937 is evidence of the increasing popularity of the propeller fan with the American mining industry. During the period from 1931 to 1936, there were several different low-pressure, low-efficiency propeller fans available, which filled a definite need in replacing inefficient centrifugal fans operated at comparatively low pressure by means of purchased power. Since 1936, however, the trend toward the propeller fan has greatly increased, as propeller fans are now available practically without pressure limitations and capable of efficiencies high enough to warrant replacement of efficient centrifugal fans in many instances. Few manufacturers of propeller mine fans base their fan-operating characteristics upon similar test methods, primarily because of inadequate facilities for testing in the factory and the need of a test code incorporating a calibrated duct or nozzle that makes possible the testing of large propeller fans quickly, accurately and without prohibitive expense and space requirements. As a result, fan manufacturers have resorted to various methods for testing large propeller fans in the factory, and different yardsticks have produced uncomparable and often inaccurate performance data. It is the purpose of this paper to describe and discuss in detail the test procedure of the Jeffrey Manufacturing Co., which has been proved both accurate and practical. Fig. 1 shows a plan, a side elevation and two end elevations of the test duct with a propeller fan of the exhaust type in place. Testing propeller fans exhausting permits greater accuracy than testing these fans blowing, because in the former uniform flow conditions are more easily established at Pitot tube stations where fan pressure and air-volume measurements are desired. Any residual rotation remaining in the air discharged from a propeller fan blowing into a test duct must be removed before an attempt is made to obtain accurate pressure and volume readings. Although various devices for straightening the air may be placed between the blowing fan and the volume-measuring station without resulting complications, uniform flow so obtained at the pressure-measuring station necessitates corrective calculations to compensate for duct resistance

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners-all of them cattle ranchers-sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum.

Producers of alloy steels recognize the importance of chemical composition in relation to the hot-working properties and the typical surface defects found in their product. Each analysis of steel has its own peculiar characteristics. Under conditions of standard mill practice each analysis is susceptible to certain types of defects. Mill practice must be varied to obtain the best combination of surface and internal quality in the product. Chemical composition influences the cast structure and crystallization characteristics of the ingot. It also determines the rate of heating and cooling, the plastic hot-working range, and the phase structure of the steel at various temperatures. as well as the tendency toward scale formation and decarburization. This paper endeavors to emphasize the manner in which chemical composition affects the various properties of steel, and to indicate the relative importance of these factors in relation to the hot-working properties and surface characteristics of killed steel. The influence of chemical composition may be outlined as follows: I. Effect on the cast structure of steel, including: A. State of deoxidation, and type of inclusions. B. Gas content of steel. C. Freezing point and melting point of steel. D. Crystallization characteristics and segregation. 11. Effect on the hot-working properties and surface characteristics of steel, including: A. Plastic hot-working range. B. Phase structures at hot-working temperatures. C. Rate of heating. D. Cooling characteristics. E. Scale formation. F. Surface decarburization. The degree of deoxidation affects the density of the cast structure and broadly classifies the steel as killed, semikilled, or rimming. This in turn manifests itself in surface characteristics. The manner and extent of deoxidation also controls the amount, type, and distribution of nonmetallic inclusions formed. The equilibrium of manganese, silicon and aluminum with the slags and pouring refractories with which the metal comes in contact is important, especially in regard to inclusions of fire-clay origin. Some surface Seams and hot-working difficulties can be traced to nonmetallic inclusions.

AIR conditioning, or air cooling, for the improvement of ventilation in the Butte mines has come into increasing use during the past 10 years. In part, the methods practiced have been described in previous publications of the Institute, but some improvements on earlier methods have been made and a number of new features have been developed. This paper is presented as a record of progress made, and for the sake of completeness describes all general features of the work. The need for air conditioning in the ventilation of mines in the district arises from the fact that the temperature of the ground and mine water has shown a very great increase with increase in mining depth, and has now reached a maximum of slightly over 130ºF. The most difficult part of the ventilation problem is the maintenance of temperature and humidity of a satisfactory standard in the working places, especially on the lower levels. Although ordinary ventilation is adequate to maintain good conditions in most of the working places it is subject to a number of limitations at great depth. Most important among these limitations is that with increase in depth the air becomes heated before it reaches the working places, both by compression from increase in atmospheric pressure and by heat transferred to it from rock at high temperature, so that its capacity for lowering temperatures is greatly reduced before it reaches the operating zone. Increasing depth of mining also increases the distance traveled by the air in its passage through the mine, and this causes a corresponding increase in resistance to air flow, so that there is greater difficulty in maintaining even the same volume in circulation. Thus, in the face of a demand that the ventilating system have a very much greater capacity to remove heat from the mine, the tendency is for that capacity to diminish. The only evident alternatives were (I) the opening of additional air shafts to increase the volume of air in circulation, (2) an extension of the existing system that would be subject to the same limitations, or (3) the adoption of an entirely different method such as air cooling. Fortunately for an economic solution of the problem, the mean annual temperature of the surface atmosphere at Butte is about 40°F., with very low relative humidity in summer, so that there is unlimited natural cooling power at a temperature range adaptable to air-conditioning methods. METHODS Two similar methods of air conditioning are used, as necessitated by service requirements and dependent upon the equipment available. In one, which is the more important and has the greater cooling capacity, water is circulated in a closed circuit, and, alternately, first absorbs heat from warm mine air and then dissipates it in the surface atmosphere by cooling at a cooling tower. This paper describes the results of volumetric efficiency tests on oil well pumps handling gas oil mixtures. The work was performed in a large scale, above ground unit wherein test conditions could be accurately controlled and measured. The main variables studied were gas/oil ratio (including gas from solution and free gas mixed with oil), pump compression ratio, pump stroke length, pump speed, and clearance volume between the valves at their closest approach. Results are presented for two different pumps and for oils of two viscosities. Relatively small amounts of gas entering the pump resulted in large decreases in volumetric efficiency. Under conditions where the pump was operating at reduced efficiency because of the presence of gas, it was found that variation in the clearance volume between the standing and traveling valves had a considerable effect on pump efficiency level. This effect of the valve clearance volume was found to be significantly altered by the viscosity of the oil used in the tests. The effects on pump efficiency of the other variables studied were found to be relatively small over the range of conditions utilized. INTRODUCTION The production of oil by pumping is often hampered by low volumetric efficiency. A direct increase in lifting costs results from low volumetric efficiency. An indirect increase in lifting costs, probably greater than the direct increase, results from additional wear and tear on pumping equipment and from the down-time necessary for the repairs which can be traced to low-efficiency operation. Both increases in lifting costs tend to reduce economically recoverable oil. A number of different factors can contribute to low pump efficiency. A known basic cause of low efficiency is the presence of free gas in the pumped fluid. Pump volumetric efficiency is calculated only on the basis of liquid pumped and because any free gas pumped is discounted, this volume of free gas would represent a loss of pump efficiency. However, gas also causes a reduction in pump efficiency because it is a highly compressible fluid. It is known that pumps some- times "gas lock" because of excessive gas-to-liquid ratios in the pump barrel. Little is known of the role of gas compressibility in the intermediate case where the pump is operating at low efficiency. The opinion exists, however, that oil-well pumps tend to operate at higher efficiency with long stroke lengths at low speeds, but no quantitative studies of these pumping variables have been reported. It was believed that a much better understanding of the variables which control pump volumetric efficiency could be obtained and that possibly some suggestions as to the methods for increasing efficiency might be found from a study of the operation of pumps handling gas under closely controlled conditions. Previous investigators have studied the effects on pump efficiency of such factors as oil viscosity, oil temperature, slippage of oil. past pump plungers, pump submergence, valve size and spacing, pressure above pump plunger and fluid vapor pressure. However, none of these published investigations were conducted with pumps being subjected to large amounts of gas such as might be the case in a pumping well, nor did any of the investigations study the effect of variation in stroke length or pump speed. A large-scale teat unit was therefore constructed for studying the operation of pumps handling gas and for evaluating effects of such variables as pump stroke length and pump speed. PROCEDURE AND EQUIPMENT A schematic diagram of the pump testing equipment is given in Fig. 1. A 45-ft length of 6-in. casing is mounted vertically in a 65-ft tower. Sight ports are mounted in the casing at intervals near the location of the pump intake and the liquid level in the casing. These sight ports are fitted with Lucite windows sealed by neoprene "0" rings. The Lucite windows are machined to conform to the I.D. of the casing so that no obstruction to flow is present along the casing wall. The casing is fitted with a tubing head and 2-in. tubing is hung inside the casing. Pumps are seated in a shoe attached to the 2-in. tubing. A 1-in. polish rod is attacked directly to the pump without any intervening sucker rods. The top of the polish rod is attached to the weight carrier, which contains a number of weights to be used to force the polish rod in against tubing pressure on the down-stroke. THE conditions that govern the selection of a suitable type of detachable bit for the small, isolated mine, for rock work and tunnel contracting and for the large mine are quite dissimilar, therefore intelligent recommendation of a particular make of detachable bit must involve consideration of many factors. Small, isolated mines may find advantageous a detachable bit that a larger mine cannot afford to use, because of more efficient conventional steel sharpening and steel-distribution practice, but a small mine may not be able to adopt the practice of large mines because of necessary capital expenditures for equipment for detachable-bit sharpening and shanking. The perfect detachable bit, suitable for all conditions, has not yet been developed. CONVENTIONAL DRILL BIT IN USE That drilling speed increases as the bit gauge decreases is well known, but since small-hole drilling is the exception rather than the rule the rate of such increase is probably not so generally recognized. Tests carried out by Holman Brothers Limited1 with 7/8 -in. steel show that when bit sizes are reduced from I ½ in., I 3/8 in., and I 3/16 in., to I 3/8 in., I ¼ in., and I 1/8 in., respectively, the volume of the hole is 15 per cent less and the drilling speed 49 per cent higher. Recent tests by the United States Bureau of Mines2,3 in hard, uniform basalt showed that a reduction in average gauge from 2.077 to I.826 in., a difference of 0. 2,5I in., gave an increased drilling speed of 65 per cent. The limits to which a drill hole may be extended depend upon the loss in gauge. Since the conventional bit with 5° and I4° clearances did not possess sufficient reaming edge to permit the smaller gauge changes that were required for small-hole drilling, experiments were made in bit construction with a view to correcting this deficiency. This resulted in the adoption of the full reaming cross bit (having full Carr characteristics) by some mines.4 In order to drill holes having a minimum taper from the collar to the bottom of the hole, full reaming center-hole cross bits with 90° cutting angles, 5° and 14° wing tapers, forged on 7/8-in. quarter-octagon drill rods, are used in the conventional drill-steel practice at Hollinger. In the steel shop close attention is given to the condition of the dies and dollies, which, combined with a rigid inspection of the finished bit, ensures as nearly a perfect bit as can be forged economically. Shop practices and costs have been discussed in earlier papers.5.6 The method by which the radii for the special dies used for forging bits of different gauge diameter are obtained so that the points and reaming edges cut circles of the same diameter has been discussed by Hibbert.7 REQUIREMENTS FOR DETACHABLE BIT FOR HOLLINGER Under these circumstances, it was apparent that it would be difficult to introduce a detachable bit that could successfully compete with the conventional bit already in

IN September 1939, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about 1 per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig.1, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of [ ] which ranged from 62 to 74 per cent recovery. On the basis of these, a Zoo-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. DEVELOPMENT of the cement industry in Mexico began some 40 years ago. It has gradually reached great importance in the economic life of the country and has contributed greatly to the technical and economical advances which have been so noteworthy, particularly during the last 15 years. From a modest start, the industry now comprises 18 cement-producing plants having a potential annual capacity of approximately 14 million bbl. About half the plants were built and equipped with second-hand machinery during the last world war when no new machinery could be procured. They will hardly attain full production before being modernized and reconditioned, a job now under way in several of the plants. At present, the yearly consumption is only about 8 to 9 million bbl but is steadily increasing. This is only a fraction of the cement consumed in the U.S.A., which is about 250 million bbl per year, although on the basis of consumption per capita per year, the figure is 1/3 bbl for Mexico and 1 2/3 bbl for the U.S.A. Cement consumption in Mexico is well above the average of all other Latin American countries, with the exception of the Argentine, and considering the potentialities and undeveloped riches of Mexico, the road construction and irrigation works, it is fair to assume that the Mexican cement industry will still prosper and expand in spite of temporary setbacks in the future caused by-local events of economic or political nature. Portland cement is manufactured by burning a mixture of raw materials, one of which is mainly composed of calcium carbonates and the other of aluminum silicates. The most typical materials answering this description are limestone and clay, both of which occur in Mexico in many varieties. To be usable for cement manufacture limestone should contain at least 77 to 80 pct calcium carbonate. Lower grade limestone can be used for cement manufacture only if the lime content is increased by the beneficiation process, which has not yet been adopted by the Mexican cement industry. Most of the limestone used by Mexican cement plants has a calcium carbonate content of 90 to 95 pct and therefore requires addition of one or several correction materials. A typical composition of raw mix for cement manufacture is 85 pct limestone and 15 pct shale, clay or volcanic materials. Occasionally it is necessary to add a smaller amount of sand or other siliceous material to increase the silica ratio in the raw mix. Likewise, it is sometimes necessary to add 1 or 2 pct iron ore to facilitate fusion in the kiln and to obtain proper relation between alumina and iron oxide. After calcining and

The proper field of the new Health and Safety in Mines Committee is judged to include the entire mining industry, and involves the multitude of health and safety problems arising in all kinds of mining operations. The mining industry in the United States has made much progress during recent years in reducing accidents. This advance has been widespread, and has been especially notable in the mining of iron ore. Yet the statistics of the U. S. Bureau of Mines, when compared with figures of the National Safety Council for other industries, show that mining still has a higher personal mishap rate than any other major industry in this country. In addition, studies of dollars-and-cents cost of casualty occurrences indicate that an important part of our mining cost, held by various authorities to be as much as 10 per cent of the total, is due to accidents.

MANY millions of tons of raw materials are removed each year from open pit mines in the eastern U. S. These materials are used by industry to produce aluminum, asbestos, barite products, building stone, cement, crushed stone, copper, coal, dolomite, garnet, iron, limestone, mica, phosphate, phyrophyllite, titanium products, and wollastonite. Improvements in open pit mining techniques through the years have made open pit mining more and more attractive as compared to underground methods. Today ore deposits that formerly would have been mined underground have proven to yield more profit if mined by open pit methods. Ever-rising labor and material costs have made equipment capable of high-volume production and low-unit cost-and supplies rendering low-unit costs-not only attractive to open pit operations, but essential to their economic existence. During the past year, the major advances have been in drilling and blasting operations, and the application of large capacity materials handling equipment. Mining men from the Great Lakes, Northeast, East Central, and Southeastern regions of our country tell in the following articles of the trends in open pit mining in their areas during 1956.

TITANIUM, because of its high strength, weight ratio, and high melting point, became the metal of the jet age. Zirconium, because of its low neutron cross section and high corrosion resistance to hot water, became an integral part of the nuclear era. Since both metals are very similar chemically, more or less the same process is used for their production. The sudden rise of this new industry of titanium and zirconium seems to have caused some uncertainty as to the future development of processes for making these metals. Although zirconium was discovered in 1789 and titanium in 1790, it was not until 1945, six years after W. J. Kroll patented his process, that F, S. Wartman of the U. S. Bureau of Mines perfected the technique of producing ductile titanium, and it was not until 1946 that Kroll perfected the technique of producing ductile zirconium in commercial quantities. Since then the Government and private industry have spent millions of dollars each year constantly searching for new methods, with the hope that some day titanium can be produced as economically as aluminum and magnesium or as cheaply as stainless steel.
