UPWARDS of 200,000 engineers in this country are sufficiently interested in engineering as a profession to have joined a society, but not over 10% of them belong to any one society. There is a widely-felt need of an over-all organization of all the societies to act as spokesman for all engineers on matters of common concern. On a local basis, over 100,000 engineers in 35 metropolitan areas have organized themselves into local councils, and are doing an effective job of intersocietal co-operation within their sphere of activity. In the last few years much has been said and written about a similar organization on a national scale. Everybody wants iteverybody is talking about it-it's in the air-it's coming-it's inevitable. Although it is no longer necessary to talk about why or whether there should be such an organization, there is no such unanimity about what it should be like. This paper outlines a proposed organization by answering four questions-who, how, what, and who will pay for it.

Cementation rates ulere studied by rotating an elec-tropolished or etched copper strip in aqueous solutions, of either perchloric acid or alkaline cyanide, containing silver ions. The rates of cementation were more rapid in acidic media than in cyanide media. In both, the rates varied with the rate of rotation of the copper strip. The deposits formed in the acidic solutions were finely divided, loosely adhering powders. Those formed in the cyanide solutions were dense and adherent. The presence of the deposits influenced the cementation rates. In the acidic solutions the rate was enhanced, possibly because of the increased cathodic area. In the alkaline solutions the rates were decreased in the presence of the deposits. This has been attributed to restricting the diffusion of the copper ion from the rnetal outward into the bulk of the solution. In an earlier paper1 the authors described a kinetic study of the cementation of palladium on copper in perchloric acid solutions. That work indicated that there were two stages in the palladium cementation process. The first, more rapid stage was consistent with rate control by the diffusion of Pd11 ions to the copper surface and/or by chemical reaction at the surface. The second stage was consistent with rate control by the diffusion of copper ions from the copper surface, through the deposit, out into the main body of solution. The effect of the type of deposit on the rate of cementation is of particular interest because it may be one of the primary features involved when large quantities of metal are to be cemented from solution. No substantial investigations of the effect seem to have been made. Accordingly, an extension of the previous work was arranged to study the cementation of silver on copper. This system was selected because of the convenience of the analytical methods, the previously established technology with copper, and the fact that the system could be studied in both acidic and alkaline media. By selecting perchloric acid and alkaline cyanide solutions as the media, it was hoped that some assessment might be made of the effects, on cementation, of having the silver ion present in a virtually uncomplexed state and in a highly complexed state. EXPERIMENTAL The cementation rates were studied, as previously described,' by rotating a copper strip (1.0 by 23.2 cm) clamped to the peripheral surface of a lucite cylinder. The solutions were kept at constant temperatures (±0.05°C) under an atmosphere of purified nitrogen, and samples were taken periodically for analysis. The initial solution volume was 1000 ml and the sample volume 5 ml. The initial silver(1) ion concentrations were made low (0.5 to 1.0 x 10-4 moles per liter) to minimize the influence of the cemented deposit on rates. The solutions were prepared by dilution of suitable aliquots of silver perchlorate and silver cyanide stock solutions. Both stock solutions were prepared from purified silver powder (Johnson, Matthey, and Mallory Ltd.) with redistilled deoxygenated water, and they were kept under an atmosphere of purified nitrogen. To prepare the stock solutions, weighed amounts of silver powder were dissolved with nitric acid. For the AgC104 stock solution the silver nitrate solution was evaporated twice to near dryness with perchloric acid and then made up to volume: For the NaAg(cN)2 stock solution, the silver ions were precipitated with sodium hydroxide solution. The precipitate was filtered, washed thoroughly with redistilled water, dissolved with 1.1 times the required stoichiometric amount of sodium cyanide solution, and made up to volume. The small amounts of free perchloric acid and sodium cyanide present in the stock solutions were disregarded in the preparation of the solutions. The copper strips were cut accurately from 0.025-in. sheet (American Metal Climax OFHC brand) and annealed for 1.5 hr at 470°C in a stream of nitrogen. Analyses of the solution samples for silver and copper were done with a Techtron Model AA-3 atomic absorption spectrophotometer. Calibration standards of the same composition as the experimental solutions were prepared and analyzed simultaneously with the samples. No difficulty was experienced in the analyses, and the reproducibility was within 1 to 2 pct in both alkaline cyanide and perchloric acid solutions.

Experiments have been performed on the quantitative addition to niobium of enriched isotopes 018 and 017 at the 0.1 - 40 micro-gram level and their subsequent recovery. A measured quantity of molecular oxygen of known isotopic concentration is added to niobium metal by oxidation. Recovery of the enriched isotopes as carbon monoxide is by the vacuum fusion technique. Quantitative determinations of the enriched isotopes are made in standard volumes at constant temperature using accurately calibrated micromanometers and the mass spectrometer as pressure measuring instruments. THE presence of low concentrations of nonmetallic impurities in metals can often adversely affect the physical properties of the metal. The increase in hardness and the embrittlement of refractory metals due to oxygen is well known. In metallurgical studies dealing with the diffusion rates or the effect of oxygen on the physical properties of refractory metals, it is often necessary to add small quantities of oxygen to the metal and later recover the total quantity present. It is desirable, therefore, to establish the accuracy with which microgram quantities of oxygen can be added to niobium and recovered by vacuum fusion. The successful addition of microgram quantities of oxygen to metals by the usual manometric techniques and the subsequent recovery by vacuum fusion is difficult because of the uncertainty in the accurate determination of the quantity of oxygen originally present in the metal and because of the chance of contamination by atmospheric oxygen. In order to minimize these uncertainties earlier workers have added quantities of O16 at levels much higher than the oxygen concentrations that are of interest.'-3 In order to eliminate the uncertainty associated with the O16 additions to metals at low microgram levels, experiments have been performed on the quantitative addition of oxygen highly enriched in O17 and O18 at the 0.1 to 40 pg level to niobium and the subsequent quantitative recovery of the isotopes by vacuum fusion. Since the natural abundance of O17 is 0.04 pct and of 0" is 0.2 pct this enriched oxygen provides a uniqueness from interference not achieved in earlier work.'-= A measured quantity of molecular oxygen of known isotopic concentration is diffused into the metal. Recovery of the isotopes in the form of carbon monoxide is by vacuum fusion. The total quantity of gas is determined in standard volumes at constant tempera- ture using accurately calibrated Consolidated Electrodynamics micromanometers and the mass spectrometer for pressure measurements. The molecular and isotopic composition is determined mass spectrometrically. APPARATUS A schematic of the oxygen addition apparatus is shown in Fig. 1. Take-offs are provided for the attachment of the isotope container and for sample bulbs which are used to transfer samples to the mass spectrometer. Metal valves are used throughout the system including the sample bulbs in order to achieve a vacuum of 10"6 mm Hg. Evacuation is accomplished with a 3-stage oil-diffusion pump backed by a mechanical pump. A liquid nitrogen trap is used to remove condensables and to prevent oil vapor from entering the system. A micromano-meter is used for pressure measurements. The furnace assembly is shown in Fig. 2. It consists of a quartz tube joined to the apparatus through a 40/W joint with Apiezon W low-pressure wax. The furnace cap, also a 40/W pyrex joint, is provided with a pyrex hook. The sample is suspended from this hook with a platinum wire. The total volume of the furnace section is 435 ml. All volumes were determined by expanding a known volume of gas at a known pressure into the evacuated system and re-measuring the pressure. This paper presents an experimental verification of some of the predictions made by one of us1 concerning the influence of certain conditions of casting upon the size and position of the pipe, and the position of the segregate, in steel ingots. The predictions which we have been able to verify are the following: A. That the pipe is shortened and the segregate raised: 1. By slow casting; 2. By casting with the large end up instead of down; 3. By retarding the cooling of the top, e.g., by means of a sinking-head. B. That the pipe is shortened by slow cooling. C. That the pipe and segregate lie in the last-freezing part. Our procedure was to cast ingots of wax (commercially pure stearic acid) containing a little bright green copper oleate (usually 1.5 per cent.) under varying conditions; to saw each ingot open along a longitudinal plane passing through its axis; and to examine the longitudinal section thus laid bare. In order to make the segregate or enriched part more distinct in color from the impoverished part, a very little red cerasine was added. An experiment which will be described later showed that the cerasine itself does not segregate markedly, if at all. Hence we may assume that the strong contrasts between the green and red shown in so many of our ingots are due, not to segregation of cerasine, but to that of the green oleate, in the wax which in itself is uniformly reddened with cerasine.

Prof. Frank H. Probert, dean of the College of Mining of the University of California, visited the mining areas in the devastated regions as a member of the Bureau of Mines committee, which is studying the problems presented in the rehabilitation of mines there. He says that the absolute destruction of the coal mines in the Pas de Calais section makes it-necessary to use either the Westphalia or the Saar valley coal. The Saar mines, however, produce a poor quality of coking coal: therefore, it will not be possible to operate blast furnaces very efficiently unless provision is made for the introduction of better coal. AT the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17, 1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal-Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompressed-descriptive remarks were made as follows ; " A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. These remarks have particular reference to the state of physical and structural soundness of the steel. Questions of chemical composition, segregation, piping and the grosser cavities have frequently been given attention. Defects of continuity of structure, which manifest themselves in the working; of the metal, and at the final stages cause distrust in the finished forging, have generally been neglected. ? IN the representation of crystals by figures it is customary to draw their edges as if they were projected upon some definite plane. Two sorts of projection are use8; the ah- graphic in which the lines of projection fell at right angles and the chirographic where they fall at oblique angles upon the plane of projection. The second of these projections is the more important, and must be tr2atcd here in some detail. Two points are to be noted in regard to it. In the first place, in the drawings of crystals the point of view is supposed to be at an infinite distance, and it follows from this that all lines which are parallel on the crystal appear parallel in the drawing. In the second place, in all ordinary cases, it is the complete ideal crystal which is represented, that is, the crystal with its full geometrical symmetry as explained on pp. 10 to 13 (cf. note on p. 13). In general, drawings of crystals are made, either by constructing the figure upon a projection of its crystal axes, using the intercepts of the different faces upon the axes in order to determine the directions of the edges or by constructing the figure from the gnomonic (or stereographic) projection of the crystal forms. Both of these methods have their advantages and disadvantages. By drawing the crystal figure by the aid of a projection of its crystal axes the symmetry of the crystal and the relations of its faces to the axes are emphasized. In many cases, however, drawing from a projection of the poles of the crystal faces is simpler and takes less time. The student should be able to use both methods and consequently both are described below.

Diffusion coefficients and mobilities were determined as functions of concentration in the a phase of the Cu-Zn system. Use was mode of incremental diffusion couples to determine the Kirkendall effect at various concentrations. Darken's analysis was used to calculate the individual diffusion coefficients and mobilities from these data. The general diffusion coefficient is a single-valued function of the concentration in this system to within the limits of accuracy of the experimental methods used. The form of the various functions (diffusion coefficients and mobilities) of concentration is the same in every case: it is essentially the same as the usual D vs c curve. AS Darken' has pointed out, the knowledge that the movements of different atoms diffusing in the same lattice need not proceed at the same rate is old. Ionic lattices are the classical examples; application of the generalization to lattices with metallic bonding was much more slowly accepted. It remained for Kirkendall'' to show clearly that metallic diffusion need not be symmetrical with respect to both species. Several investigators" have confirmed the initial observation of a "Kirkendall effect:" marker movement accompanying diffusion. They have extended it to other systems and conditions. The theoretical interpretations have been many; ne of the first and simplest of these is that of Darken"' which is essentially mechanism independent. Darken has shown that the Kirkendall experiment permlts a calculation of the individual diffusion coefficients and, coupled with activity data, offers a means of measuring the mobilities of the separateatoms in a binary diffusion process. There is no published information on the effects of concentration and temperature on the individual diffusion coefficients or on the mobility values in binary solid solution; this paper provides such information for zinc and copper in a brass. For purposes of clarity, the overall D value obtained, for example, from the Boltzmann-Matano solution to Fick's law, will be designated as the "general diffusion coefficient;" and the diffusion co- efficients for the separate diffusing species will be designated as the "individual diffusion coefficients." Experimental Procedure The authors have accepted Darken's analysis and have measured mobilities on this basis. The findings of da Silva and Mehl are accepted: that the Matano interface, defined as the origin of coordinates for the Boltzmann-Matano solution to Fick's law, coincides with the original weld interface; that the "shift" of a marker is the distance between the Matano interface and the marker; that the observed porosity is too small sensibly to affect this result; and that the shift is a linear function of the Matano area, the area defined as the absolute magnitude of the area on either side of the Matano interface. Alloys: The a-phase of the Cu-Zn system was chosen for investigation. The measurements were made on incremental couples for two separate reasons: l—it has been questioned whether D, the general diffusion coefficient, is a single-valued function of concentration (a comparison of the D-values for couples with small concentration range, e.g., 10 vs 20 pct Zn, against those from a wide concentration range, e.g., 0 vs 30 pct Zn, will answer that question); and 2—on the Darken analysis, the mobility can be determined only at the concentration at which the marker is observed to lie (this is but one concentration in a single couple) but choosing a series of incremental couples in the range between 0 and 30 pct Zn provides mobility values at several concentrations, thus giving mobility as a function of concentration. Four alloys were chosen; nominally, pure copper, copper with 10 pct Zn, copper with 20 pct Zn, and copper with 30 pct Zn. This allowed six different types of diffusion couples to be prepared, promising mobility determinations at six different concentrations, but having a minimum range of 10 pct Zn. While a country is small and its coal fields are not many, it may be possible to classify its coals on some basis that avoids both overlap and inconsistency, and that may be satisfactory to the particular country, such as geographic distribution or geologic age, or regional uses. In the adjoining country, however, the coals may differ more or less; broad areas may have escaped the erasure of transition zones by erosion, and the stages of alteration of the coals may lead to a classification different from and even incompatible with that of the other country. Such classifications, developed primarily along national lines, are essentially opportunistic. Further, many even of the "use" terms that have been in more common employment with a degree of international application have lost their significance and value, due to changes in industrial methods and urban life. When the number of coal fields is large and the classification is designed to cover the coals of many countries, the groups or divisions into which the coals are integrated are found to verge one into another; and, though the main divisions may be so naturally composed and oriented that they are relatively distinct and readily separated as entities or units when taken by themselves, the sequence, through classes, groups, and subdivisions, is so complete that we find transition zones through which boundaries must be arbitrarily drawn with minute technical definition. This situation, which is conspicuously illustrated in the United States, is due to the progressive evolution of all coals, irrespective of geologic age, from peats to successively higher ranks, which, if the progressive alteration goes far enough, ends with graphite. This evolution is now firmly established and its complete acceptance is but a matter of time. A classification of all coals in all coal fields can not escape this fact and must take into account all the stages in the transformation of the fuel from rank to rank through division to division, and through group to group. The plan here outlined aims at a natural classification of coals based on their evolution from peats to graphite. As in other classifications, the differentiation of the various groups and divisions takes account of changes resulting from the progressive losses of moisture and .of oxygen of constitution; the relative conservation of carbon; the progressive increase in fixed carbon (inverse to the loss of volatile matter) in

(written discussion).-Permit me to endorse the author's conclusions and their form of presentation as ,being, in my judgment, the last word 'on the subject of lights for the illumination of coal mines. I also feel that the open-flame oil lamp has outlived its usefulness, and that it should go, in the interests not only of safety but of efficiency. Where an open-flame lamp can be used with safety in non-gaseous mines, the acetylene light adds materially to efficiency by its better illumination, and to safety for the numerous reasons given by Mr. Chance. The latter, however, lays chief stress on the value of the acetylene because of its non-fouling and non-obscuring effect on the atmosphere. Another important advantage over any other form of illumination is the clear, bright light projected at the point where the workman may look for danger. The better illumination materially safeguards the worker against obstacles over which he may stumble when traveling, and against dangers from falls of roof or of coal, weakness in timbering, and similar conditions. The acetylene lamp, where it may be used with safety, has advantages even over the present electric cap lamp, in that it gives a higher luminosity; and when the miner comes to learn its signals, as he will in time, just as he learns those given by the open-flame or the safety lamp, he will find that the acetylene lamp is a fair detector not only of methane but of carbon dioxide, as clearly shown by Mr. Chance. The only, serious objection, raised against the use of carbide lamps. has been recently in Pennsylvania, due to the belief of the State Mine Inspection Department that it endangered miners working on pillar work, or other places where carbon dioxide might accumulate, or where there is lack of sufficient ventilation, and because it was believed that the indications of the carbide lamp would not give the miner sufficient warning. On this point Mr. Chance has clearly shown the fallacies of the objections. I may add that for those unable to detect carbon dioxide with the acetylene lamp, the maximum of protection would be afforded by using an open oil lamp or a flame safety lamp in such places; or, because the miner might not watch his oil light, a better, protection still would be offered by a sufficient number of daily inspections of such working places by a fire boss or other official, with flame safety lamp.

Cobalt Whiskers were grown by the hydrogen reduction of CoBr,. The fcc = hcp martensitic trans-formation in these whiskers was studied using X-ray and metallographic techniques. Present theories of the fee + hcp martensitic transformation were ex-amined in the light of the present findings Experimental evidence for slip as a part of the transformation mechanism is presented. In the bulk form cobalt is known to undergo a martensitic transformation1 from an hcp to an fcc structure upon heating above about 430°C. Upon cooling, the reverse transformation starts at about 400°C, but does not go to completion except in single crystalline or coarse-grained samples, or upon plastic deformation. The transformation may be thought of as the shearing of close-packed atomic planes in such a way as to change the stacking sequence from ABCABC to ABABAB with a contraction normal to the shearing planes and an expansion in the planes,2 producing a c/a ratio slightly less than ideal. This restacking to give {0001) and (112) 11 (1010) can be accomplished by the passage of a shockfey partial dislocation over every other (111)f plane resulting in a theoretical shear of 19.47 deg. To date there has been no completely satisfactory explanation of how the partial dislocations are produced on the close-packed planes or propagated from plane to plane to give the correct stacking sequence. The object of the present research was to study some of the characteristics of the fcc to hcp transformation in geometrically simple single crystals. It was felt that whiskers of cobalt grown by halide reduction would be ideal specimens with which to study the transformation, because whiskers have the following desirable features: 1) are easily grown as fcc single crystals; 2) exhibit relatively simple geometries; 3) have comparatively low dislocation densities;

EARLY in 1945 the laboratories of the Southern Research Institute will begin active research investigations on behalf of industrial clients. This achievement has come after four years of planning by a group of Alabama businessmen, and is in partialanswer to an urgent need in the South. Those who conceived the Institute have long realized that a marked relationship exists between scientific research and the economic well-being of the several regions of the country. Clearly, technological research, generally absent in the South, is the medium through which are created new finished goods industries, and the increase of technological research is perhaps the most important long-range project in the South.

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

Conneaut has a long and illustrious history as a major Great Lakes port for coal and iron ore. The first dock was built in 1892 for unloading iron ore from the Mesabi Range for shipment to the Pittsburgh steel mills via the Shenango & Lake Erie Railroad, later to become the Bessemer & Lake Erie Railroad. The Pittsburgh & Conneaut Dock Company was incorporated in 1893. The world's first Hulett automatic ore unloader was constructed at Conneaut in 1899. Steam operated, it was the model for the giant electric Huletts used today, named after its inventor, George Hulett, who was a Conneaut resident.

FOR the past three years, the senior writer has carried out, with inter-ruptions, a series of investigations into the characteristics of prospecting seismographs of a wide variety of construction. Early in 1932, a com-plete equipment was developed for both refraction and reflection observa-tions; its first function being, however, the application in reflection shooting. The performance of the equipment proved to be highly satis-factory in a series of field tests' which were carried out by the junior writer, whose services were loaned to the Colorado School of Mines by courtesy of the Plains Exploration Co. in Denver. The various problems that were encountered in the construction of the equipment, in its application in the field, and in the interpretation of the results, are fully treated in Publication 47 of the Department of Geophysics of the Colorado School of Mines. Its first part deals with the various problems encountered in the design of the instruments, and presents a discussion of such topics as the free and forced oscillations of damped and undamped mechanical seismographs, the action of oscil-lographic recording instruments and amplifiers, the characteristics of electromagnetic seismographs, and the requirements of damping, natural frequencies and static magnification for the pickups, amplifiers and oscillographs used in refraction and reflection seismographs. Further-more, a detailed discussion of the various methods of static and dynamic tests of seismic receivers, and a description of the reflection equipment developed at the School of Mines is presented. Unfortunately, a delay has occurred in the publication of the first part of this investigation concerning the instrument problems. There-fore, the second part, dealing with the field problems, is herewith pre-sented first.

10.2-1. Equipment Scheduling. In any earth-moving operation, more profit may be earned or lost by equipment scheduling than by any other single facet of the project. Many now-defunct earth movers would have survived the cost-profit squeeze had they followed an efficient, cost saving, equipment scheduling program. The ideal program would have every item of the equipment fleet working all of the time. In practice for many obvious reasons, principally mechanical conditions, operating conditions, and human nature-this ideal situation is not possible. The cost-conscious organization strives to keep as many pieces of equipment of the fleet working efficiently as much of the work day as possible. Operating efficiency requires the minimum equipment to move the predetermined tonnages in the prescribed period of time. In the case of a shovel-truck operation this would mean the scheduling of the minimum shovel and truck shifts to excavate and transport the necessary tonnage to the processing plant or waste dump. To accomplish this goal, the operator must work from the predetermined production established by the requirements of the plant, stripping ratio, mine plan, etc. This production schedule may be in terms of tons or yards per year, per month, or per hour, but must eventually be translated into tons or yards per ma- chine per unit of time. In this regard, the reader is referred to Sections 8.0, Excavation and Loading, and 9.0, Haulage and Transportation. The trend to larger and faster, and as a result more costly, equipment requires that the operator consider every possibility to keep the equipment operating around the clock, seven days per week. In some areas seven day operation may not be feasible economically, because of premium pay for Sunday work. Mine labor agreements are generally written without premium pay penalties for weekend work, and such scheduling is possible and most often desirable.

Complexity of Rock-Fractures. - The strains to which rocks have been subjected are manifestly very complex, and it is entirely safe to presume that every possible node of deformation and rupture is exemplified. The most superficial inspection of any ordinary mountain region is sufficient to assure the observer that the rocks have been pressed, stretched, bent, buckled, twisted, and shorn. The study of torsional rupture cannot fail, therefore, to throw light on geological phenomena. The question is, how areas which have been broken in this manner are to be distinguished from those which have yielded to other systems of forces. Phenomena of Joints. - It is well known that a large part of the more homogeneous rocks and some very heterogeneous rocks are intersected by partings, often called joints. These partings are frequently flat surfaces, even when seen in very large exposures, but are sometimes surfaces of moderate single or double curvature. Joints usually occur in groups, in each of which the several partings are parallel to one another, and several such groups often intersect the same rock-mass. In such cases the different systems make large angles with one another. Nearly all students of the subject of jointing have reached the conclusion that joints are faulted surfaces, the dislocations usually being of small amplitude; and this conclusion receives abundant support from the study of thin sections under the microscope. It has thus been shown that much even of what would be regarded in I hand-specimens as mere slaty cleavage consists, in reality, of innumerable microscopic faults. For this reason, Mr. Daubrée rejects the term "joint," as failing to imply the existence of relative motion, and has introduced the terms “diaclase” and “paraclase” as substitutes.1

Literature on the electrolysis of aluminum from cryolite melts and on the structure of these melts is surveyed critically. Data on density, freezing point, and other properties are reviewed. Theories of the electrolysis are examined in the light of these data. Two theories are presented which account equally well for the observations. ALTHOUGH the production of aluminum is a large-scale industrial process, consuming approximately 3 pet of all of the electric current generated in this country, the mechanism of the Hall Process remains a 70-year-old mystery. It is a remarkable fact that the aluminum industry, which was established largely through research and owes much of its growth to research, still employs as its basic process the one developed by Charles Martin Hall while he was still a young man working in a woodshed. There are, of course, modifications in detail and a tremendous expansion of the size of the units used, but basically the process employs carbon anodes and a carbon-lined iron vessel as a cathode for the electrolysis of alumina dissolved in molten salt. Of the almost infinite variety of salts available, the relatively minor Greenland mineral, cryolite, 3NaF.A1F3, is still the only one which gives good performance in the electrolysis. In the early days, the process was thought of as a simple one. The dissolved alumina dissociated and, during the electrolysis, the aluminum was carried to the cathode where it was discharged and collected in a pool of metal. The oxygen was carried to the carbon anode where it reacted to form primarily carbon dioxide together with some carbon monoxide. About the only virtue that can be claimed for this hypothesis is that of simplicity. The actual mechanisms must be tremendously more complex. This paper is devoted to a rather narrow part of the whole subject, namely, what ions are present in the bath, and by what mechanism the current is carried. The complexity of the literature on this system is demonstrated in Table I, which shows the ions postulated as being present during the process. This system is not easy to investigate. Cryolite melts at about 1000°C, so that all the investigations are at relatively high temperatures. Molten cryolite fumes in air, particularly if excess aluminum fluoride is present. The cryolite changes composition on heating at 1000°C, principally by reaction with moisture in the air, but apparently also by reaction with oxygen. Cryolite reacts with most of the customary materials of construction, and those that are not attacked by cryolite seem inevitably to react with molten aluminum. Graphite is the only common material that is inert to the electrolytic bath. Pure cryolite can be held in platinum. There is hope that some of the newer refractories will stand up in bath, and their development for this purpose would be a major advance in the field. The techniques to be discussed, then, are not the most advanced ones. Rather, they are examples of old standardized methods applied under difficult conditions. The principal methods that shed real light on the mechanism are density, electrical conductivity, freezing-point lowering, transport number, viscosity measurements, and reactivity of bath with carbon dioxide. The first measurement to be discussed is density. This procedure is relatively straightforward. A hollow platinum bob is suspended by fine platinum wire from an analytical balance into the melt being investigated. Density1-4 of the system sodium fluoride-aluminum fluoride is shown in Fig. 1. There is a maximum in the density near the cryolite composition, but actually the maximum is on the NaF-rich side of cryolite, close to the composition NaF - Na3AlF8. Density measurements are also useful in giving a clue to the nature of cryolite-alumina melts.1, 4 On the first addition of alumina, density decreases, Fig. 2, although the density of alumina, either solid or liquid, is higher than that of cryolite. These density results indicate that the systems are not simple. A great deal of effort has been spent in measuring the electrical conductivity of molten cryolite and of cryolite with various additives. Conductivity measurements are quite easy for fused salts that can be measured in a dip cell, but no successful dip cell has been made available yet for cryolite. Recourse is had

THE geophysicist is interested greatly in the resistivities of different formations or parts of the earth's crust; sometimes he is interested in a single figure in the nature of an average, or what may be called the effec-tive resistivity, of all the formations or parts of the crust at a given location to a certain depth. Conversely, the engineer whose work is concerned with the coordination of power and communication lines in such a manner as to avoid electrical interference between these two types of facilities is concerned very much with this effective resistivity; to a lesser extent he is interested in the resistivities of individual forma-tions. In connection with his work the coordination engineer often estimates the effective resistivity; of the earth from measurements of the mutual impedances of lines; in other instances he derives front measure-ments of a different type the resistivities of different layers of the crust and synthesizes these to obtain an estimate of the effective resistivity. In connection with problems concerning the coordination of power and telephone lines, measurements from which earth resistivities can be estimated have been made at many points in the United States by the American Telephone and Telegraph Co. and its associated companies, in cooperation with various power companies and with railroad companies having electrified sections of line. Other such measurements have been made by the Joint Subcommittee on Development and Research of the Edison Electric Institute and the Bell Telephone System. A study has been made of the correlation of these data with the ages and types of materials of the strata of the earth's crust at each of the test locations. The purpose of this study has been primarily to provide information to assist in predicting the order of magnitude of effective resistivities to be used in the preliminary consideration of problems con-cerned with the coordination of power and communication lines. To make the results of such a study, most useful, it is essential that the geo-logical data to be secured when such a prediction is wanted be readily obtainable. Data on the ages of strata and the types of materials com-posing geological structures can usually be obtained, therefore particu-
