This paper describes the microstructural changes that occur when quenched ultrahigh-strength steels containing OA pet C and various amounts of nickel, silicon, and cobalt are tempered. The changes that occur in hardness, yield strength, and martensite diffraction-peak widths when these steels are tempered are related to the precipitation of the carbide phases. An unea$ectedly high silicon content (about 30 pct) was found in the E -carbide phase in a steel containing only 1.5 pct Si. TEMPERED martensitic steels have such wide-spread utility that they have been the subject of numerous investigations, and a sizable amount of literature has developed on this subject.M This investigation, which is a part of a larger program to correlate microstructure with mechanical properties at a variety of strength levels, is limited to the microstructural changes that occur when a quenched 0.40 pct carbon steel (USS Airsteel X-200 steel) is tempered, and to the effects of the alloying elements—nickel, cobalt, and silicon—on these microstructures. Used in this investigation were electron microscopy, electron-diffraction identification of the carbide phases, electron-probe micro-analysis of the carbides, X-ray determinations of retained austenite, and measurements of martensite X-ray diffract ion-peak widths. MATERIALS AND METHODS The chemical analyses of the eight heats examined eats No. 30 through 37) are shown in Table L Heat No. 30 has the chemical com~osition of Airsteel X-200, and the remaining seven heats contain various amounts of nickel, chromium, cobalt, and silicon. The heats were air-melted in an induction furnace and cast into 8 by 8 in. ingots that were subsequently heated to 2300 and rolled to 1-in.-thick plate. Oversize 0.505-in.-diam tensile specimens were rough-machined from the plates and austenitized in air at 1700° F for half an hour and oil-quenched. The specimens were then tempered in air at temperatures of 400° to 1000 for tempering times of 1, 4, and 16 hr, and finish-machined to 0.505-in.-diam tensile specimens. Electron micrographs were prepared from Formvar replicas of the midthickness of tensile-specimen shanks that had been electrolytically polished and etched in nital. Electron-diffraction patterns were obtained from carbon-extraction replicas. The replicas were prepared by etching the sample surface in the same manner as for microscopy, evaporating carbon on the etched surface, and re-etching the sample to free the carbon film and the precipitate particles. Electron-probe microanalysis was performed on some of the extraction replicas. To obtain adequate fluorescent X-ray intensities, several thicknesses of replica were exposed to the electron beam so that the results represent an average composition of the extracted particles rather than an analysis of single precipitate particles. The methods of electrical prospecting, which employ contact electrodes to produce an electric field in the ground, furnish information concerning the constitution of the material beneath the surface, as indicated by the distortion of this artificially produced field and anomalies therein. To reveal the distortion of such field of known character, it is only necessary to measure qualitatively the direction of the field, using sensitive compensation methods. In such a case, the survey is relatively simple, and that is an important factor from a practical point of view. The distortion of the normal field thus determined permits an easy interpretation and gives approximate information as to the subsurface conditions, without the necessity of a thorough theoretical knowledge of the electrical field. The true field of application of the equipotential lines and search-coil methods, which are based on this principle of directional determination of the electrical field in the ground, is that of search for deposits of economic minerals for the mining industry, although they can also be used in solution of other problems; for example, in the determination of the strike of anisotropic beds. The distortion of the electric field as represented by the picture of equipotential lines or other measured curves is striking only when bodies having conductivities different from that of the country rock are embedded in the underground, or when the underground is anisotropic. It is obvious that methods based on such a simple principle and capable of solving directly many of the practical problems of mining geology have found a widespread application. However, these methods are unable to furnish any information as to the presence, depth and physical properties of layers in the underground, which have different conductivities, but are parallel, or only slightly inclined, to the surface. Introduction. THE New London copper mine, about 81, miles east of Frederick, Md., was visited by the Writers for a few hours in the spring of 1909 and the following brief notes on ore specimens collected are presented as a contribution to studies in chalcocite ores. For certain data on the structural and areal geology of this portion of Maryland the writers are under obligation to the unpublished notes and maps of Arthur Keith. The detailed study of the ores is the work of B. S. Butler. The deposit here discussed has many similarities to those of the Virginia district of Virginia and North Carolina, which have been described y Graton1 and Laney2, except that in the deposits of the New London mine chalcocite is by far the most important ore mineral, while in the Virginia deposits bornite is commonly-the most important sulphide. In the New London occurrence calcite is the most important gangue mineral.

Minor industrial minerals included in this chapter are: the alum minerals, bromine, calcium chloride, epsomite and other natural magnesium salts, iodine, meerschaum, quartz, industrial crystals other than quartz, and nonfuel gases (air, helium, carbon dioxide). Alum Minerals The natural alums comprise a group of hydrated double sulfates, the most important of which are potash alum, KAI(S04)2.12H20, the "alum" of popular usage; ammonium alum, (NH4)AI(SO4)2, known mineralogically as tschermigite; and soda alum, NaAI(SO4)2.12H20. Kalinite, KAI(SO4)2.11H20, and mendozite, NaAl(SO4)2, 11H20, are fibrous monoclinic alums, distinct from the isometric species potash alum and soda alum.4 Alunite, KAI3(S04)2(OH)6, also known as alumstone or alum rock, has been used as a raw material in the manufacture of alum since early times. All the natural alums are highly soluble and occur as surface evaporation products in arid regions or in sheltered places. Potash alum, together with the other natural alums, commonly occurs as an efflorescence or crevice filling in argillaceous rocks and brown coals that contain disseminated pyrite or marcasite. The mineral is derived by the action of sulfuric acid, formed during the weathering of the sulfide, upon alkali-rich aluminum silicates. Ammonia alum is found chiefly in lignite or broad-coal beds and bituminous shales. Alunite is most commonly associated with acid volcanic rocks, where the rock has been largely altered and alunite formed owing to the presence of sulfuric acid solutions or vapors. Aluminum sulfate, which for most uses is the essential ingredient of alum, may be found in saline residues resulting from the evaporation of natural water and may be formed by the action of acid waters upon aluminous rocks. A deposit of natural potash alum occurs in an irregular network of veins associated with sulfur in rhyolite in Esmeralda County, Nevada, about 35 miles west of Tonopah and 10 miles north of Silver Peak. Alum was recovered at a plant operated on the property between 1920 and 1923 by crushing the ore to ¾ in., grinding to minus 80-mesh, and counter-current leaching; the resulting alum solution was then filtered and crystallized. Alunite was of much interest during World War I as a source of potash and during World War II as a source of alumina. The wellknown deposits at Tolfa, Italy, are veins in trachyte and have been the basis of alum manufacture there since the middle of the fifteenth century. Pure alunite is insoluble in water and in common acids, but if it is heated to 500°C it loses its water of hydration, and the residue consists largely of anhydrous potash alum, part of which is readily soluble in water or acids. If the heat is increased beyond 500°C, most of the sulfur combined with the alumina is released as oxides and the residue consists of potassium sulfate and alumina. Thus, either potash alum (and aluminum sulfate) or potassium sulfate and alumina may be made. In the

WE are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to be-come confused or even overwhelmed. To the social student whose scientific training has convinced him of the truth of the evolutionary law, Natura non facit saltum, it is neither the vast scale of the events; their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very- large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective: but in the last analysis all agree that the autocratic system of political government, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downfall" struggle against a love of freedom which was steadily widening and-deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice has found expression in democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-

The use of model studies for the development of invasion patterns for cycling is .illustrated by model studies obtained with a recently developed apparatus in the solution of actual cycling problems. Introduction Depletion of a gas reservoir by cycling under pressure maintenance may be divided into three general phases. In the first phase, injection of dry gas is used to move all possible wet gas to producing wells prior to breakthrough of appreciable quantities of dry gas into producing wells. In the second phase, injection moves additional wet gas to producing wells while moderate quantities of dry gas are being produced. The third phase consists of production without injection to deplete the commercial gas reserve which remains after the cycling operation. Thus, in the first phase, a portion of the reservoir is invaded by dry gas, and the dry gas usually displaces something less than 100 pct of the wet gas from the invaded portions of the reservoir. The second phase enlarges the invaded portion of the reservoir and, at the same time, increases recovery from that zone invaded by dry gas in the first phase of the cycling operation. The result is an early yield of a substantial quantity of the liquefiable hydrocarbons in the reservoir with a minimum of the retrograde losses which occur in some reservoirs. The overall recovery from such an operation is usually high. The summation of the paths taken by dry gas in a cycling operation can be termed an invasion pattern. The use of electrical models to predict invasion patterns has been the subject of several contributions to the literature.1-3 The results of such model studies as applied to actual cases has been discussed by Kelton4 and Miller and Lents.= Recently, an improved apparatus for conducting potentiometric model studies has been developed, as described by Lee.V he purpose of this paper is to present model studies or invasion patterns obtained with this instrument in the solution of actual cycling problems. The percentage of displacement of wet gas within the invaded portion of the reservoir in cycling, increase in recoveries of wet gas by continuing cycling after dry gas breakthrough, recoveries of wet and dry gas by production after cycling, or economic factors in cycling are beyond the scope of this paper. Discussions which follow will be limited entirely to the development of suitable invasion patterns for cycling under pressure maintenance and the use of model studies therein. A THOROUGH knowledge of the behavior of cement slurries under elevated tempera-tures and pressures is necessary in order to solve properly the many problems pre-sented in deep-well cementing operations. In the earlier days of the petroleum indus-try the depths of wells were shallow as compared to those of today, and the subsurface temperatures and pressures were not of sufficient magnitude to affect seriously the problem of proper control of cement-slurry properties. Today, however, the search for new reserves has extended drilling to such depths that bottom-hole temperatures of more than 200°F. and bottom-hole pressures of 3000 to 5000 lb. are not uncommon. Moreover, there is every indication that within the next few years wells will be drilled to even greater depths and bottom-hole temperatures and pressures will be correspondingly higher than those with which we are concerned today. It has been realized for some time that the behavior of cement slurries at high temperatures and pressures might be very different from that at atmospheric tempera-ture-pressure conditions, but while the temperature effects have been investigated with a reasonable degree of thoroughness, the pressure effects have received little public attention. While the trend toward deeper drilling may make changes in cementing technique and the choice of cements imperative, it was the purpose of this investigation to consider factors having a bearing on the latter, only secondary consideration being given, for the present, to details of tech-nique and equipment for oil-field use. More specifically, the purpose of this work was to consider the effect of temperature and pressure upon the behavior of cement slurries.

INTRODUCTION Ideally, this paper should start by citing examples of slope failures in open pit mines during earthquakes. I do not know of any such examples, although - since my search of the literature has not been exhaustive - such examples may well exist. However, there certainly are many examples of devastating earthquake-induced landslides, and there is no reason why such landslides cannot occur at large open pits. Moreover, many of the actual earthquake-induced landslides have seriously affected mining operations in one way or another. Hence, this paper will treat earthquake-induced landslide phenomena in general, in the hope and expectation that the reader can apply this general knowledge to the specific problems associated with open pit mining. Ultimately, of course, the aim is to predict the likelihood of the occurrence of earthquake-induced landslides, and to delineate steps which can be taken to minimize the possibility of their occurrence. These aims can be achieved only imperfectly at the present time, for our knowledge concerning earthquake-induced landslides is still in an embryonic stage. Nonetheless, much useful knowledge does exist. In order to understand and apply this knowledge, it is necessary to: 1. Review the nature and extent of actual earthquake-induced landslides; 2. Have a grasp of the basic terminology and concepts of seismology; 3. Study the fundamentals of probability-based seismic risk analysis; 4. Appreciate the way in which earth materials behave during earthquake loadings; and 5. Have a general knowledge of the methods currently available for analyzing the dynamic response of slopes. Much of this paper is devoted to this necessary background. Information of practical use in connection with various classes of slope stability problems is assembled in the final sections. LANDSLIDES DURING PAST EARTHQUAKES Almost every earthquake in mountainous country, strong enough to be reported in the literature, has caused at least some landslides and rockfalls. Improved apparatus, methods, and experimental techniques for determining the capillary pressure-saturation relation are described in detail. In this connection a new multi-core procedure has been developed which simplifies the experimental work in the study of relatively homogeneous reservoirs. The basic theory concerning the Leverett capillary pressure function has been extended and has been given some practical application. Some discussion is presented to indicate the relationship of relative permeability to capillary pressure, and to provide a new description of capillary pressure phenomena by introducing the concept of the psi function. INTRODUCTION For the purposes of this paper the capillary character of a porous medium will be defined to express the basic properties of the system, which produce observed results of fluid behavior. These basic properties may be classified in the following manner, according to their relationship to: (a) The geometrical configuration of the interstitial spaces. This involves consideration of the packing of the particles, producing points of grain contact, and variations in pore size distribution. The packing itself is often modified by the secondary processes of mineralization which introduces factors of cementation, and of solution action which causes alteration of pore structure. (b) The physical and chemical nature of the interstitial surfaces. This involves consideration of the presence of interstitial clay coatings, the existence of non-uniform wetting surfaces; or, more generally, a consideration of the tendency towards variable interaction between the interstitial surfaces and the fluid phases saturating the interstitial spaces. (c) The physical and chemical properties of the fluid phases in contact with the interstitial surfaces. This involves consideration of the factors of surface, interfacial and adhesion tensions; contact angles; viscosity; density difference between immiscible fluid phases; and other fluid properties. Fine grained, granular, porous materials such as found in petroleum reser~oir rock possess characteristics which are expressible by (1) permeability, (2) porosity, and (3) the capillary pressure-saturation behavior of immiscible fluids in this medium. These three measurable macroscopic properties depend upon the microscopic properties enumerated above in a manner which defines the capillary character. Systems of capillary tubes or regularly packed spheres may be thought of as ideal and numerous references can be cited in which exact mathematical formulations are developed to show the relationships governing the static distribution and dynamic motion of fluids in their interstitial spaces. The capillary character of non-ideal porous systems such as reservoir rock also is basic in determining the behavior of fluids contained therein; although, in general, the connection is not mathematically derivable but must be approached through indirect experimental measurement. This paper gives consideration to the evaluation of petroleum reservoir rock capillary character. The methods employed may be applied to the solution of problems in other fields, and the conclusions reached should contribute to the basic capillary theory of any porous system containing fluid phases. In this paper, a modification of the core analysis method of capillary pressure is employed and it is intended to show that the capillary character of reservoir rock can be expressed in terms of experimental quantities. A very general method of interpretation correlating the capillary pressure tests with fundamental characteristics such as rock texture, surface areas, permeability, occasionally clay content and cementation is introduced. Eventually an attempt is made for establishing a method of deriving relative permeability to the wetting phase from capillary pressure data. The experimental evaluation of capillary character must be approached in a statistical manner if reservoir properties are to be inferred from data on small cores. This is implied by the heterogeneous character of most petroleum reservoirs, and suggests that considerable intelligence should be applied in core sampling. Finally, this paper supports the view that once the capillary character of a given type of reservoir rock has been established by core analysis, fluid behavior can then be inferred in other similar rock. Although no great progress has been made in establishing what variation can be tolerated without altering the basic fluid behavior properties, evidence will be presented to indicate that certain reservoir formations are sufficiently homogenous with respect to capillary character that the data obtained on one core will be useful in predicting the properties of other cores of similar origin. Tests have shown that cores under consideration can vary widely with respect to porosity and permeability and still be considered similar in capillary character. Introduction.—The spccial object of these notes is to describe the mixing, testing, and use of mud-ladened water for rotary drilling in such a way as to make them helpful to the driller, the operator, or the engineer in solving his own special drilling problems. The structures, apparatus and tools used are indicated in a general way. No attempt is made to describe the art of rotary drilling; only such descriptions as are necessary to make plain the use of mud are given. The information is the result of actual experience in drilling in Coastal Plain formations. The materials encountered in the wells drilled were unconsolidated sands, gravels, and clays, in which thin layers of sandstones, shell conglomerates, and shales began to appear at about 1,200 ft, in depth, although one well was drilled to 3,018 ft. without encountering any cemented or indurated materials. Unusual Conditions.—-The general surface of the ground where the drilling was done being hardly a foot above mean tide, and the daily tidal variation being about 15 in., it was found necessary to plank over the sod surface with 3-in. plank to work from. A 30 by 30 ft. planked area was sufficient to carry the derrick with equipment and 2,500 ft. of 4-in. drill pipe stacked in it. The derrick was set up 3 ft. on cribbed blocking arranged to spread the load over the planking. The engine, bailers, and pipe yard were also carried on 3-in. planking. Drilling 0utfit.—This consisted of a derrick, 20 by 20 ft. and 84 ft. high, two 35-h.p., "oil country" boilers, one double 8 1/4 by 10 in. reversible engine, two 10 by 6 by 12 in. duplex mud pumps, one 15-in. rotary, "hoisting works" with chain drive, hoisting block with line, crown block with pulleys, rotary jetting swivels, hose, complement of tools, pipes and connections, and a mud mixer, with engine. CHALK is soft, pulverulent limestone formed from calcareous remains of microscopic organisms. Whiting is the powder made by the fine- grinding of limestone. Although European chalk dominated the early American market and is still shipped to the eastern and western seaboards, the domestic producer, by new technical processing, improved equipment, and proper selection and mixing of raw materials has shown that the United States can be independent of foreign sources. DISTRIBUTION European Chalk-Outcrops of Cretaceous chalk are found in the area roughly bounded by Antrim, Ireland, on the east, East Prussia on the west, Sweden and Scotland on the north, and Nice, France, on the south. Commercial chalk is mined from the chalk cliffs between Dover and Hull, England; from deposits near Mons, in the Departments of Pas de Calais and Nord in northern France; and from similar de- posits in Denmark and Belgium. United States-Some grade of limestone is found in every state of the Union, but true chalk of Cretaceous age is limited to three large areas in the central and southern states. Niobrara (Cretaceous) chalk outcrops are found as a narrow band encircling the Black Hills in South Dakota, Wyoming, and Nebraska, and in much larger exposures in southeastern South Dakota, eastern Nebraska, and western Kansas. A third chalk belt extends from west central Arkansas into Oklahoma and connects with the Austin beds, which almost cross Texas. In the southeastern states, the Selma chalk extends from western Tennessee south through northern Mississippi and turns east across central Alabama. Most of the domestic chalks are discolored with iron oxide or carbon. Some marls can be included with chalks of commercial possibilities. When separate treatment of sand and slime by cyanidation was the rule rather than the exception, as now, and when gravity concentration, rather than flotation, was the accepted method of dressing copper, lead, zinc and other base ores, classification was a separate step in ore treatment. Today, however, the picture is much different. The trend toward all-slime treatment in cyanidation and flotation has made fine closed-circuit grinding essential, and the mechanical classifier is of equal importance with the mill in the preparation of an ore for its treatment. Actually, a mill and classifier are a unit, a variation in either affecting the desired results. In developing this thesis—the mutual interdependence of the rotary mill and the classifier in modern fine-grinding practice—it would be well to consider first the different types of classifiers and mills in use today, their scope and limitations and the factors governing their selection. From such a basis as this a logical approach may be made to modern closed-circuit fine grinding, the evolution of multiple-stage grinding practice, the relation of the classifier to the mill and, finally, the trend to higher and higher circulating sand loads in the mill-classifier circuit. Such data as are germane to the subject will be given to support the thesis advanced. Tensile data for coarse grained aluminum Polycrystals suggest that the "grain size" effect is not due to dislocations piled up at grain boundaries but rather is primarily a relative size effect due to surface crystals being weaker and less confined. STUDIES directed at interpreting hardening of poly-crystalline metals normally identify their strain hardening properties with those in some particular type of single crystal.1"4 The recent recognition in face centered-cubic metals of a nearly linear stage with rapid hardening occuring at comparable rates for both polycrystals and single crystals, suggested that the same process or processes determine both cases and hence that there exists some justification for the use of single crystals to understand polycrystals. Further evidence for the above view may be found by an approach initiated by Chalmers:5 By using bicrystals of controlled orientation it is possible to begin to assemble a polycrystal and also to study grain boundary effects in detail. In this way it has been found that a single grain boundary affects easy glide but not the subsequent stage II hardening.6 This result suggests that a sensitive way to observe grain boundary effects in polycrystals would be to vary grain size and measure easy glide. As will be seen, easy glide is only possible for coarse-grained samples, and hence the results will serve to fill in the gap in measurements between single crystals and bicrystals on one hand and fine-grained polycrystals on the other. One problem inherent in comparing single crystals with polycrystals is the uncertainty as to what slip systems are acting in a polycrystal. To compare the two types of samples, rates of shear hardeninn---L. on the acting -planes are needed. and these may be computed only if it is known what particular systems are active. The acting systems were examined for a coarse-grained polycrystal and it will be shown that the systems supplying the preponderance of slip can be determined with little ambiguity. EXPERIMENTAL PROCEDURE Twelve samples of aluminum were prepared by chill casting into a heated graphite mold, followed by annealing at 635° ± 5°C for 24 hr with an 8-hr fur- nace cool, and finally either etching7 or electropol-ishing.' The samples, with a 7 to 10 cm length between grips and 4.4 by 6.6 mm in cross section, were deformed at a strain rate of about 3 10 -3 . per min in a tensile device which has been described elsewhere.5 The composition was reported by Alcoa as 99.992 pct Al, 0.004 pct Zn, 0.002 pct Cu, 0.001 pct Fe, and 0.001 pct Si; nine samples were deformed while immersed in liquid helium and three in air at room temperature. The stress-strain curve for one of the samples (P-1) deformed at 4.2 "K has been reported previ~usl~.~ This sample was selected for determination of active slip systems. Eighteen of the crystals were examined by optical microscopy to determine the angles of slip line traces and by X-ray back reflection to determine orientation. By this means the slip planes were determined and the resolved shear stress factors for possible slip systems could be computed. Finally each sample was sectioned so that after etching, the number of crystals could be counted for each of ten newly exposed surfaces. The average of these ten values will be termed n, the number of crystals per cross section. Values of 11, varied from 1.9 (nearly bamboo structure) to 12.7. Sketches of typical cross sections appear in Fig. 1. RESULTS AND DISCUSSION: SLIP SYSTEMS 1) Determination of Acting Slip Planes—The stress axis orientation and operative slip planes in eighteen crystals of sample P-1, as determined by slip line traces and crystal orientation, are summarized in Fig. 2. For one of the crystals two planes had a common trace. so that the traces alone did not distinguish which plane or planes were slipping. However it was found that the stress resolving factor for the primary system was 0.386, .while that for the most stressed system in the other plane (indicated bv the dotted arrow) is 0.138. It will be assumed tgerefore that only the primary plane acted. Since the orientations were determined after extending the samples 4 pct, the stress axes may be rotated from their original value by as much as 2 deg in some cases. It is interesting to note that in five crystals only one slip plane acted, in eight two acted, and in five three planes were observed—an average of two slip

A THOROUGHLY modern coal-handling system has been installed at the Pittsburgh Terminal R. R. & Coal Co.'s new No. 8 shaft, or Coverdale mine, about 11 mi. (17.7 km.) from Pittsburgh on a spur f the Montour R. R. The Pittsburgh seam, which is the one worked, is reached at a depth of 342 ft. (104 m.). Power is delivered to the mine at 22,000 volts over a transmission line of the bow-arrow type of construction. A private telephone line connecting the various mines and the main office in Pittsburgh is carried on the same poles. The high-tension line is brought to an outdoor, step-down, transformer substation, where three 833-kv.-a., single-phase, 60-cycle, oil-insulated, self-cooled transformers reduce the potential to 2300 volts. The transformers are protected by electrolytic, aluminum-cell lightning arresters, horn gaps, and choke coils. High and low-tension busses, together with fuses, choke coils and air-break horn-gap switches with their remote-control operating mechanism are mounted on a substantial structural-steel tower 25 ft. (7.6 m.) in height. MINE SUBSTATION The transformer substation is adjacent to a pressed-brick building that houses direct-current substation equipment together with switchboards, etc., for the control and distribution of power. This building also contains the hoist for the men and supplies.

Although manganese-garnets are rarely seen in hand specimens of the manganese ores and associated rocks, they have been detected by the writer in thin sections of all the ores and wall rocks that have been sliced, with the single exception of the Insuta deposit. Rhodonite, and an almost colorless amphibole, which appears to be manganiferous, are less common. Types of Occurrence (a) Rocks Composed of Manganese-garnet and Quartz The best known examples of this type are from near Bole and Wa in the Northern Territories of the Gold Coast, and from near Chama in the Gold Coast Colony. Normally these are fine and even-grained rocks, in which the garnets cannot be recognized in hand specimens. They are often stained with secondary manganese oxide. Thin sections examined microscopically are seen to be composed of aggregates of minute crystals of garnet in a matrix of mosaic quartz. Some manganese oxide and braumite (?) is often present, but other minerals are exceptional. The relative proportions of garnet and quartz in these rocks vary greatly and there is a complete gradation from quartz-rock to garnet-rock. (6) Rocks Composed Mainly of Manganese-garnet and Manganese Oxides Rocks of this type are known from Kalimbi Hill near Siripe, Pabini Hill near Bangwon, near Odumase and Konongo, and in the Ya Ya creek, about 5 miles east of Dunkwa. These are usually fine-grained banded dark-colored rocks, composed of abundant minute garnets in a matrix of black manganese oxide and braunite (?). A little microcrystalline is often present, and occasionally a little colorless amphibole. quartz (c) Rocks Composed of Rhodonite and Manganese-garnet Rocks of this type are not common. They are known from near Chama, and from the road between Senyong and Mangkuma. Some quartz is usually present. All these rocks resemble closely in texture and composition certain rocks from India, described by Fermorl as "gondite;" and they also resemble certain rocks described by Derby2 from the Queluz district,

This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. Thus, instead of ownership in place that is characteristic of private property generally, the law of capture was applied to oil and gas. Now, the rapid and wasteful depletion of game
