Solidification of Pb-Sn alloys ranging in composition from 1.2 to 56 at. pct Pb ws observed with polarized light. Lamellar structures were observed over a larger range of compositions in alloys containing excess tin than excess lead, as expected from constitutional supercooling. The occurrence of pools of supercooled liquid surrounded by lead is explained by the difficulty in nucleating tin. Cells and dendrites weve observed in tin-rich alloys. Evidence was found that the degenerate structure formed at low growth rates, the formation of faults, and abrupt changes in composition and structure can be attributed to non-steady-state growth. The apparent interface shape was observed to have deep grooves at the interphase boundaries. HUNT and Jackson have observed the shape of the interface during growth of organic eutectics. They observed the formation of lamellar faults and shape instabilities upon changes in growth rate. The lamellar structure in these organic eutectics was not restricted to the eutectic composition. Recent work by Mollard and Flemings2 indicated that Pb-Sn alloys from 12 to 26 at. pct Pb could be solidified with a lamellar or rodlike structure if a sufficiently steep temperature gradient was used at a slow growth rate. Observations of the solid liquid interface of the Pb-Sn eutectic were made by Davies3 using polarized light. Photographs were at too low a magnification to determine the interface shape, but he has concluded that tin was the leading phase. In the following experiments, solidification of a range of Pb-Sn alloys from 1.2 to 56 at. pct Pb was observed using polarized light, to determine the factors controlling stability of the lamellar structure. EXPERIMENTAL Procedure. One hundred-gram ingots of alloys prepared from 99.999 pct pure Pb and Sn were cast into graphite molds under argon. The compositions of the alloys were 1.2, 6, 12, 26, 36, 46, and 56 at. pct Pb. Two-gram pieces were melted between two cover glass slides which were squeezed into a 1-mm separation. Samples were then observed under polarized light in a hot stage shown in Fig. 1. A long working distance objective designed for viewing at 500 times was used. Photography was made difficult by the lack of illumination and contrast at these high magnifications. By using an elliptical polarization compensator, as suggested by A. Holik, the contrast and illumination could be optimized. Photographs could be taken only at slow growth rates to avoid excessive interface motion during the 15-sec exposure used. The solidification rate was varied by increasing or decreasing the power to the heater. It was found that insulation was necessary to avoid undesired growth rate fluctuations. The temperature gradient, as measured with two thermocouples 1 cm apart, was 80" ± 20°C per cm during all the experiments reported here. The advantage of this procedure is in being able to observe solidification while it is occurring. However, the observations are restricted to the glass-metal surface and may be influenced by this surface. Also, one has no knowledge of the interior of the sample, in contrast to studies of the freezing of transparent organic eutectics.' Observations. WHAT does management expect of W and from an engineer? First and foremost, it expects that he should become, and therefore should fit himself in every way to be, a part of management so that he may assume as much and as many of the responsibilities of management as his ability and the opportunities of the job permit. Let me make clear at the start that the profession of pure, technical engineering offers but limited opportunities at the top levels because of the inherent organization of engineering work. The line of succession to top jobs may be likened to a cone with a broad base and an extremely sharp point. Consider any oil company, large or small, or any operating function of that company, and you will find few top engineering jobs in the organization. This is true by the nature of the work handled. There will be a few district engineers depending on the spread of operations, a chief petroleum and production engineer, perhaps a few research engineers, possibly some technical executive assistants, and that is usually all. The road to these jobs is a long one and the competition is tough. The larger the organization the greater the opportunity, but always the ratio of engineers to top engineering jobs is only a small one.

Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

THE purpose of this chapter is to present a general outline of the basic open-hearth process for the benefit of students, practicing open-hearth operators, and metallurgists who wish to review the subject. The discussion is limited to a description of the sequence and purpose of the operations, illustrated by data and examples. Subsequent chapters deal with more detailed and fundamental studies of the subject. The function of the basic open-hearth furnace is to convert various types of ferrous material into finished steel of given com- position and quality. In comparison with other steelmaking methods, the basic open-hearth process is one of the most versa- tile, both from the standpoint of the raw materials that can be used and the types of steel that can be produced. The process can be considered as a sequence involving melting, refining, and deoxidation. With some types of liquid-metal charges, the melting stage is not present, but refining and deoxidation in varying degrees are fundamental features of the process. GENERAL DISCUSSION OF BASIC OPEN-HEARTH PROCESS The first consideration in open-hearth practice is the type of charge on which the operation is based. This consists of three components-fluxing, oxidizing, and metallic materials. Fluxes. In the basic process the fluxing material is primarily lime, added in the form of either limestone (CaC03) or burnt lime (CaO) . This is supplemented by magnesia (MgO) and lime from the furnace bottom and banks. The function of these fluxes is to form a slag with the silica (SiO2) , manganese oxide (MnO), iron oxides (FeO and Fe203), and phosphorus oxide (P205) that are produced by the oxidation of varying amounts of the silicon, manganese, iron, and phosphorus in the charge during melting and refining. The slag, composed of the basic fluxes and the neutral and acid oxides, floats on top of the steel bath when the charge is melted. IN the spring of 1905 I was employed by Messrs. Bradley and Requa, under our fellow member, Thomas Cox, on the mill plans for the Nevada Consolidated, when an opportunity came to go to the Philippines to erect a small mill on the property of the Benguet Consolidated. This I accepted, expecting to be away eight months or so, but it was seven years before I got back. .I sailed in May, on the Coptic, having as room-mate as far as Kobe, A. E. Drucker, who was going out to Korea for the Oriental Consolidated. It was the first trans-ocean trip for either of us, and we had some rather unusual experiences. This was toward the close of the Russo-Japanese war and the Russian fleet was known to be on the way from Suez to Asiatic waters, but it was a matter of doubt whether they would risk a passage between Japan and the mainland, or take the longer but obviously safer route outside of Japan. The Coptic carried much contraband of war for Japan, so naturally did not care to meet this fleet. No definite word being available at Honolulu, we went to the Midway Islands, but the cable station there had very little information to offer, so we proceeded cautiously toward Japan. On the last afternoon out, we steamed due north at half speed for several hours, and finally sneaked into Yokohama at night, to learn that ' the Russian fleet had met the Japanese the day before and had been annihilated. We sailed over the spot in the Sea of Japan a week later, and when we got to Manila we found three of the Russian boats interned and being guarded by the monitor Monadnock and a cruiser. This was only a matter of form, as the Russians were only too glad to be there for the rest of the war, and the boats could not have gone far anyway, for they were literally shot to pieces. The Admiral's flagship had a hole within 3 ft. of the water line, for ward, through which a man could enter by stooping.

SHORTLY after publication of the article in the July, 1924, issue Of MINING AND METALLURGY, entitled "Canada as a Gold Producer," requests were received to determine the ownership of production. Advices have also been received that considerable discussion has taken place on the same questions both in Canada and Great Britain. The author is indebted to R. H. Coates, Dominion Statistician, and George C. Bateman, Secretary, Ontario Mining Association, for the following figures and takes this opportunity of expressing his appreciation. There have been no statistics compiled as to ownership of production. Statistics were compiled as of Dec. 31, 1921 relative to the distribution of stocks, bonds and "other securi¬ties" in industrials, agriculture excepted, throughout the Dominion, and "distribution of ownership of securities issued by mining companies incorporated and operating in Ontario" for the same year. Stock registration does not necessarily represent actual ownership' as large blocks may be endorsed and not transferred; neither does registration actually represent production. When the charts are studied individually and collectively one cannot help but be impressed with the fact .that in the mineral industry of Ontario and the Dominion at large, Canadian registration predominates, the United States registration is about half that of Canada, and Great Britain is about half that of the United States. When the nickel-copper industry is excepted the British registration falls to a very low percentage. Since Dec. 31, 1921, British capital has commenced to flow into mining enterprises in Ontario and it has been already rewarded by the discovery of valuable ore deposits.

MUCH has been said and written of the "Big Inch," of the terrific obstacles encountered in its construction, of the colorful and tough men engaged in its building, but little has been publicized of the engineering and economic problems behind the scenes. Long before Pearl Harbor it was apparent to the petroleum industry that a critical oil shortage could be expected along the Atlantic seaboard, owing to delay in tanker deliveries as a result of convoy movements, and to allocation of vessels for foreign shipments. This area, with a normal consumption of approximately 1,800,000 barrels per day of oil and products, was almost entirely supplied by tanker. Pipe lines supplied an average of only 20,000 barrels per day in 1939, 40,300 barrels per day in 1940, and 55,000 barrels per day in 1941. A small amount of oil and products was also delivered via barge.

THOUGH the flotation of gold ores has come into the lime- light largely in recent years, it is not a product of recent economic conditions but rather as old as flotation itself. It could hardly be other- wise, since gold, when in the right state of comminution and surface condition, is one of the more readily floated of minerals. In early practice it was not generally recognized that gold was floated as well; it was - thought that the gold was bound up with sulphide minerals that floated, but now we know that free gold must have been floated as well.

THE steadily rising flood of gold production from all parts of the world has created an avalanche of rumors regarding the stability of the present price of this metal. Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.

WITHOUT QUESTION the Commonwealth of Pennsylvania contains the most remarkable coal deposits of the whole world. Within its borders ,are to be found excellent coals ranging in rank from the high volatile bituminous of the western part of 'the state through the low volatile or semi-bituminous of central Pennsylvania to that aristocrat of solid fuels, anthracite, found in the East. . . . But while other states and even the Federa1 Government have recognized the needs of the coal industry, Pennsylvania has not. Though bituminous coal represents one of the most important industries in the state, far more important in annual productive wealth than agriculture, for example, hundreds, of thousands of dollars have been spent on agricultural research whereas little or nothing has been spent on coal investigation.

TWO intermediate phases enter into equilibrium with the primary solid solutions of titanium.' The TiMn2 phase was identified by Wallbaum2 as of the C14 type isomorphous with MgZn2. Contrary to Maykuth, et al.,¹ the phase occuring at about the 50-50 atomic proportion has been shown to derive from a peritectoid reaction.:' A 30 day anneal at 900°C of an alloy containing 52 wt pct Mn developed sufficient of the new phase to give a clear and predominant diffraction pattern. The powder pattern was taken in a 14 cm diameter powder camera using filtered Cu Ka radiation. In all, 75 lines were recognized and measured. Interplanar spacing and observed intensities for the first 26 of these are given in Table I.

The history of the Bunker Hill mine dates back to August 26, 1885, when Noah S. Kellogg found the outcrop of the Bunker Hill orebody on the hillside of Milo Gulch above the present town of Wardner, Idaho. A small concentrator was erected in 1886, and before the railroad came, the mine output was transported by mule teams to the head of navigation on Coeur d'Alene Lake. After ten years of production, an interest was purchased in the Tacoma smelter at Tacoma, Wash., to which the entire output was shipped. In 1916 and 1917, a modern lead smelting plant and refinery was erected, and a modern electrolytic zinc reduction plant was built in 1927-1928 by the Sullivan Mining Co. which was 50 pct owned (and now totally owned) by the Bunker Hill Co.

AN interesting feature among the mining structures, on the Mesabi. iron range is the iron ore stacker erected in 1934 at the Mesabi Chief washing plant at Keewatin, Minn. It is built of structural steel, and carries a system of belt conveyors which collects the washed product of the plant and places it on a stockpile for subsequent shipment. Although the only one of its kind in the Lake Superior iron district, installations of similar nature have been used elsewhere in the handling of coal and gravel and in earthwork construction. The reasons for stocking Lake Superior iron ores may be as various and diversified as the methods used in building the piles. At the under¬ground mines the existence of the huge piles in evidence at each active shaft is due, principally, to climatic conditions in this north country where the shipping period is much shorter than the operating season. Conversely, at the washing. plants it may be desirable to stockpile washed ores because the shipping season is commonly of longer duration than the period during which the plants may be operated. THE John Fritz Medal Board of Award, at its annual meeting on Jan. 21, 1921, awarded its gold medal and diploma to Sir Robert Hadfield for the invention of manganese steel. On June 1, announcement was made that the Board of Award had awarded its gold medal and diploma to Charles Prosper Eughe Schneider for "achievement in metallurgy of iron and steel; for development of ordnance, especially the 75-mm. gun, and for notable patriotic contribution ' to the winning of the war." The award to Sir Robert Hadfield is for the year 1921; the award to Mr. Schneider is for 1922. The latter was made at this time in order that the medal might be presented by the group of American engineers now visiting England and France.*

MINING the lead deposits of Southeast east Missouri has reached a high stage of technical development dictated by the scattered occurrences of low-grade ore through favorable horizons in the Bonne Terre formation. The rock-breaking, handling, and related practices described here have evolved as the best way of mining these particular deposits. These methods are applied in the production of about 19,000 tons of lead ore per operating day from four mines in Southeast Missouri. Development drilling Drifts 10 ft wide and either 8 or 9 ft high are driven in this district on contract. Miners are guaranteed standard wages plus a bonus on the footage advanced, if earned. Labor, fuse, caps, wire, and dynamite used are charged against the contract. Normally the cycle of operations in drifting is performed by a two-man crew, a motor operator and a shovel operator who first load out the rock broken by the preceding shift. The drift crew then sets up two vertical column and mounts the drills. Cleveland HC-10's are used which have a steel lug integral with the cylinder for connection with the air feed. All drilling in drifts is wet. Air pressure is 85 to 100 lb at the face. From 28 to 32 holes are drilled per swing in a pyramid cut. Cut holes

THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

This paper gives a brief summary of the process of manufacture of sterling silver, and some of its more important physical properties, as observed in conlmercial production of rolled sheet and wire. Although papers have been published by Turner and Smith,1 Rose,2 Sperry3 and Jordaq4 there are few technical data available, and unfortunately the time allowed for the preparation of this paper has not been sufficient to make it as comprehensive as the title might indicate. Analysis of Steeling Silver Fine or pure silver is too soft for coinage and the manufacture of articles in which strength and resistance to wear are desired. From the earliest times of which we have record, copper has been the metal generally used to harden silver. Analyses of coins and silver articles from ancient tombs show varying amounts of copper, and old Roman silver objects in the British Museum have approximately the same ana,lysis as our sterling. The first authentic record of the establishment of a standard alloy is during the reign of Henry I1 in England. During the twelfth and thirteenth centuries, the people in the Eastern Provinces of Germany had a reputation for the standard and purity of their silver coinage, and it is said that Henry II employed some of these Easterlings, as they were called, to improve and standardize the English coinage, which had become debased. Thirty years ago a party of American Engineers, with members of their families, belonging to the four national engineering societies, sailed for Europe and visited England and the Paris Exposition of 1889 and received many courtesies, official, professional, and individual.
