Christmas morning 2020, an IED in an RV was detonated along an evacuated section of downtown Nashville, Tennessee. The blast damaged over 40 buildings, including AT&T’s Main Central Office and caused internet and cell outages across 1,200 zip codes for three days including the airport and EMS services. Published investigations by the ATF and FBI were inconclusive in determining the explosive composition and size. Video captured a large fireball that may indicate a fuel-air-mixture explosion which would create lower peak pressures than high explosives, but longer pressure duration and significant impulsive loading. Blast pressures were amplified by reflections in the urban environment bordered by the 8-story AT&T building and a row of multi-story historic buildings. Some structures had little damage as they were shielded from the blast pressure by closer buildings, and seemingly far-field structures contained damage from the pressure wave after multiple reflections and propagation through porous parking garages. Damage to the reinforced concrete frame AT&T building included snapped masonry ties, cracking and spall to the closest column, and vertical displacement of the elevator, even with the brakes applied. The historic structures directly across the street from the blast partially collapsed. Initial damage included complete failures of unreinforced masonry façades, broken timber beams, and uplifted roofs. Secondary, progressive collapse took place over months as the brick walls and weakened historic mortar could not resist typical wind and environment loads. One of the close historic structures was renovated in the 1990’s and structural retrofits to comply with building codes were required. The addition of steel columns and façade tie-ins improved survivability and it remained standing with a high percentage of the front brick intact. Generally, the observed blast damage was related to a structural component’s mass and flexibility. Internal timber framing was unscathed, but many steel studs required replacement. Glazing damage was observed several blocks away and many roof membranes were punctured by falling debris. Secondary damage from broken sprinkler lines and loss of environmental control often led to more costly repairs than the initial blast pressure damage. The proliferation of bomb-making knowledge leads to hundreds of bombings each year in the US. Building risk considerations should include explosive threats along with other hazards. ASCE structural standards and design manuals have been published to address these risks and may be useful guides for building construction.

At Brunswick Mine, an increase in the number of seismically-related falls of ground and in particular rockbursts occurred during 1999. This was due to the ever-increasing stress levels in the remaining ore reserves, mining in difficult highly stressed areas and in particular troublesome geological features. In conjunction with the Noranda Technology Centre, development of rockburst support systems started at the Brunswick Mine in 1996 and efforts were accelerated in 1999. A support package consisting of #6 gauge chain link mesh, #0 gauge heavy mesh straps, and a 1 m by 1 m pattern of modified conebolts was developed. The conebolts were modified to enable mixing of the resin anchoring. Two major rockbursts occurred during an intense seismic episode at the Brunswick Mine from October 13th to 17th , 2000.The area was evacuated approximately four hours before the first burst hit, and remained closed during the seismic ?flurry??. The first damaging activity occurred around midnight on Friday the 13th, and a second damaging episode occurred on the 17th that included a local Richter Magnitude 2.7 event. The second rockburst had dimensions of approximately 5 m by 5 m by 20 m or 2150 tonnes of massive sulphide material (density 4300 kg/m3). The first failure area was more extensive, caving approximately six metres of an intersection back with the lateral extent not safely measurable. This paper briefly describes the mining conditions that led to the bursting, the seismic response of the region, the mechanisms thought to have caused the bursts, and a yielding support system which had been partially installed before the burst.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

This work is a continuation of a paper presented in the 32nd DFI Annual Conference, Colorado 2007, titled ?Hollow Core Bar Micropiles - Design parameters interpreted from 260 load tests.? The first paper presented the results of the verification and proof tests performed for the retrofit of two bridges with hollow core bars that used 260 micropiles. It included an interpretation of the unit bond values in the different soils where micropiles were installed. Recently two additional bridges within the same geological environment were also retrofitted using 144 hollow core micropiles. This paper includes the interpretation of the additional data from the proof tests performed and refines recommended values for design of hollow core bar micropiles in soils similar to those encountered in these two projects. The authors believe that the data collected will significantly add to the relatively small existing database on micropile tests and may also be useful during implementation of the LRFD design methodology.

Jets of hot gases issuing into explosive gaseous mixtures are efficient agents of ignition . The ignition temperature is defined as the temperature of the jet as it enters the cold explosive mixture which is just high enough to produce ignition . Such data have been published recently.5/ The investigators note especially that no correlation seems to exist between hot - gas ignition temperatures and spontaneous ignition temperatures , although there is a rather loose relation with limit flame temperatures . Before a more quantitative theory of the hot - gas ignition process can be attempted effectively , several questions must be answered : ( 1 ) Can the reactions leading to ignition be described by an Arrhenius type activation energy? ( 2 ) Is ignition preceded by an induction period ? ( 3 ) What is the rate - determining process of the ignition ? (4) And how does turbulence affect this type of ignition ?

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

The annual consumption of sand and gravel aggregate in 2006 in the Phoenix, AZ metropolitan area was about 76 Mt (84 million st) (USGS, 2009), or about 18 t (20 st) per capita. Quaternary alluvial deposits in the modern stream channel of the Agua Fria River west of Phoenix are mined and processed to provide some of this aggregate to the greater Phoenix area. The Agua Fria drainage basin (Fig. 1) is characterized by rugged mountains with high elevations and steep stream gradients in the north, and by broad alluvial filled basins separated by elongated fault-block mountain ranges in the south. The Agua Fria River, the basin?s main drainage, flows south from Prescott, AZ and west of Phoenix to the Gila River. The Waddel Dam impounds Lake Pleasant and greatly limits the flow of the Agua Fria River south of the lake. The southern portion of the watershed, south of Lake Pleasant, opens out into a broad valley where the river flows through urban and agricultural lands to its confluence with the Gila River, a tributary of the Colorado River.

Uranium in situ leach mining has recently emerged as a viable alternative to conventional miring techniques. The cost implications of in situ mining are therefore of increasing interest to mining paracticioners as well as public officials. This report presents the results of an assessment of uranium in situ leach mining costs through the application of process engineering and discounted cash flow analysis procedures. A computerized wasting technique, termed a cost model, was developed through this effort to facilitate rapid cost analyses. Application of this cost model will generate mine life capital and operating costs as well as solve for economic production cost/lb. U308. Conversely rate of return may be determined subject to a known selling price. The data bases of the cost made! have been designed to reflect variations in Texas vs. Wyoming site applications. The results If applying the model under numerous ore deposit, operating, wellfield and extraction plant conditions for Texas and Wyoming are summarized in the report. Sensitivity analysis of changes in key project parameters have also been tested and reported.

This paper presents the results of a full-scale axial compression and tension (uplift) testing program executed on large-capacity helical piles installed in very stiff to very hard clay till soils (i.e. cohesive soils). A total of ten tests including six axial compression tests and four tension (uplift) tests were carried out. The results of the axial compressive and tensile pile load tests and field monitoring of helical piles with either a single helix or double helix are presented in this paper. Helical piles are traditionally used to support light to medium loads (i.e. loads up to 500 kN or 56 tons). However the results of the present study confirmed that helical piles can support significantly higher axial compressive loads up to 2450 kN or 275 tons, which is about 5 times traditional design loads. The study also demonstrated the high tensile capacities of helical piles which was as high as 85% of their compressive capacity. Hence helical piles can provide a viable design option for foundations supporting relatively heavy loads.

One of the most important goals of the experiments is to determine deformation and strength of the rock specimen under applying triaxial load, the status of failure condition is one of the subjects which can be used in soil mechanic and foundation engineering applications. To investigate the effect of confining pressure on the triaxial test, the rock has been considered as bonded-particles method and has been simulated by particle flow code three dimensions (PFC3D). This model, does not have pre-existing microcracks and all the particles have the same size (2 mm diameter), equal to the real specimen shape. To compare the mechanical behavior and failure pattern of the numerical and experimental results at uniaxial and triaxial tests at the same conditions, the Young's modulus, Possion's ratio as well as maximum axial stress have been considered. On the other hand, the microcracks growth and change of failure pattern at the modelling of the uniaxial and triaxial tests with different confining pressures up to failure point were reported. According to the experimental work, the number density of microcracks decreases from starting value and remains almost constant up to the failure beyond that point. The comparison of the numerical and experimental results of maximum axial stress and the Possion's ratio revealed good accordance. The initial number density of microcracks at the model was zero and increased while microcracking. Also, the sudden increment around the maximum stress was observed which is because of unstable growing of microcracks near the maximum stress. In all uniaxial and triaxial tests with different confining stresses, the number density of microcracks during the failure remains almost constant which can be considered as a proof of failure occurring in the model. The experimental results indicate the similar trend as well.

Precast concrete segmental lining systems have been gaining widespread use in seismically active areas and a single-pass version of such a system has been developed for use on the Silicon Valley Rapid Transit (SVRT) Project in San Jose, California. The response of tunnel linings to seismic shaking is often predicted using engineering judgment, elastic closed-form solutions and numerical modeling. Such analyses generally assume a continuous structural system and hence do not explicitly model the behavior of the jointed segmental lining. A number of analyses were performed to predict radial and circumferential joint behavior during seismic ovaling and wave propagation. These analyses included a complex, three-dimensional finite element based ground-structure interaction model that incorporates inelastic constitutive soil behavior, cracked concrete properties and no-tension, frictional segment joint surfaces. The paper discusses the results of the analyses and provides guidelines for the design of precast systems in zones of high seismicity.

IN 1902, a famous Canadian geologist made the following statement : ?'From what we know row of the iron-ore fields of the Province, we may feel that Ontario is assured of a great future as an iron-ore producing country. Judging from the extent of the territory over which the newly discovered ranges have been found, Ontario should in the not far distant future take her place as one of the chief iron producers in the world". In 1905, an official of the Department of Mines said: "In ten years Canada will have b:ecome a great metallurgical country. You will see an iron industry in this Dominion larger than in any country in the world. Canada will yet furnish the world with its iron supply. It will be the same with iron as with wheat. A decade from now Canada will outstrip all other countries in wheat growing. The production of iron at a cheaper rate than it can be made elsewhere will cause Canada to take a similar position as far as iron is concerned". In 1924, a former President of the Institute, in arguing his claim for inconceivable mineral wealth in this country, stated as a "certainty" that iron-ore deposits on the scale of the ones in Minnesota would be found "again and again" in the Canadian Precambrian. In 1930, a Minister of Mines announced that "The country surrounding Churchill holds large deposits of valuable iron and coal", and he stated that, at that place, 'We will have an industry in iron that will compare with Pittsburgh". These statements are definite promises, just as definite and important as the statement "I promise to pay" on a note, and they are not fulfilled by casually stating, as is the habit, that someday we will work our low-grade iron ores. Nor are they fulfilled by stating, as is often done, "Oh, So-and-So did not mean that ' . Due to their importance and to the prominent positions held by the men who made these statements, they were widely circulated throughout Canada. They were taken at their face value, and on the strength of them and many more of the same kind in regard to our other resources we have planned and built, at huge expense, provinces, governments, civil services, railways, and other equipment. The reserves that were to justify these expenditures have not appeared. There has not been a ton of iron ore mined in Canada for many years, and important commercial reserves are unknown. We have built the mill, but adequate ore is lacking.

Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. This volume describes the use of the Penn State Mine Ventilation Simulator (PSU/MVS) to model existing mine ventilation systems and, in addition, to evaluate the effect of system modifications. Ventilation survey methods designed to insure computer input data of sufficient accuracy for simulation purposes are covered in comprehensive detail, including quantity and pressure measurement and fan performance testing. The development of input data from ventilation survey results is discussed and illustrated by the use of an actual field survey. Two programs, written in FORTRAN IV with WATFIV, are presented to calculate airway head losses from altimeter pressure measurements. An existing coal mine ventilation system is analyzed and modifications to the system are simulated and evaluated. In addition the application of the PSU/MVS to non-coal mines is briefly discussed. An extensive bibliography on ventilation surveying and simulation is included.

The recent paper by Dr. Edwards upon the copper deposits of Australia furnishes a perspective upon that portion of the Commonwealth's mineral deposits which is the more welcome because it has been long overdue. The paper yields in compressed form and in handy arrangement for reference the more relevant data to end of 1938 for all of Australia's important copper deposits 'past"and. present, and for many of the lesser ones. The information supplied 'obviously' has 15een collected' painstakingly and compiled with discrimination.Such published surveys of a national character have been far too few.The Mineral Resources Survey branch of the Department of Supply and Shipping at Canberra has been engaged for several years upon comprehensive compilations of data concerning each of the more important minerals used in industry. Presumably the results will be published after the war. The group will constitute an impressive and valuable series.As yet the work has not been completed, and, for security reasons, much of that which has been finalized is not publicly available. This makes the paper by Dr. Edwards the more timely.In the compilation of data by those not acquainted at first hand with many of the districts involved it is inevitable that, from reading of the literature alone, certain misconceptions will arise relationships become confused; and some of the more recently acquired information unavoidably fail to be taken into account. One need only compare his own impressions of a district, gained from reading the published literature prior to inspection, with the impressions later arrived at following a visit, to realize the difficulties in appraising the various features,in their proper relationships.On the whole, Dr. Edwards has, kept such misinterpretations at a minimum, which is a tribute to the care he must have exercised in analysing the vast fund of data perused. A few errors of statement, mainly concerning, Queensland deposits, have been noted. The inherently explosion-proof mine (EPM) concept is based upon the non-flammability of certain combustible-oxidant-inert gas mixtures, and the effect of partial pressure of gases on physiological reactions. In a properly controlled underground environment, gas explosions are impossible, men can do work, and relatively high concentrations of methane would be permitted. A systems analysis has been performed to examine the physiological, engineering, and economic feasibility of such a concept, and methods and equipment are recommended for maintaining an EPM atmosphere in a bituminous coal mine producing a nominal two million tons of clean coal per year. It is concluded that: engineering feasibility can be demonstrated using subsystems and components that can be designed and built within the present state-of-the-art, that economic feasibility is possible within approximately five years, and that physiological feasibility is sufficiently promising to warrant continued investigation.

Résumé Cent soixante (160) câbles d'ancrage ont été installés au toit de la rampe à la Mine-laboratoire de CANMET à Val-d'Or, Qué bec, Canada, pour prévenir toute dégradation suite à l'élargissement de la voie de roulage dans un secteur tournant à 180 degrés, communément appelé Virage Santa Barbara. Le roc à cet endroit est de nature bloqueuse et stratifiée, et son épaisseur au toit de la rampe est limitée à environ dix (10) mètres, le tout sous une couche de terrain meuble saturée en permanence. Le soutènement mis en place a été conçu pour former une zone de compression et supporter une strate de roc d?environ quatre (4) mètres d'épaisseur. Les critères de conception et les méthodes d'installation sont présentées. Un contrôle de qualité rigoureux a été effectué au moment de la mise en place du support, notamment en ce qui concerne la mise en tension des câbles eux-mêmes et la qualité du béton utilisé lors de l'injection. Des instruments de mesure seront mis en place sous peu pour dépister tout mouvement éventuel au toit de la rampe. Abstract Design and installation of an active mine ground support using tensioned cables at the Experimental Mine, Val-d?Or, Québec, Canada. One hundred sixty (160) cables were installed at the back of the ramp at the CANMET?s Experimental Mine located in Val-d?Or, Québec, Canada, to prevent any degradation of the ground after the enlargement of the roadway in a sector turning at 180 degrees, usually called Virage Santa Barbara. The nature of the rock mass in this area is blocky and stratified, and its thickness above the ramp does not exceed ten (10) metres. Eight (8) metres of soil, mostly saturated, cover the bedrock on top of the ramp. The ground support was designed to form a compression zone at the back, aimed to carry a strata of rock of around four (4) metres thick. The design criteria and the methods of installation of the ground support are described in the paper. A strict control of the quality of the grout used for injection and the tension placed in the cables was carried out during the installation of the support. Ground monitors will be installed soon, to detect any movement that could take place above the ramp.

Pound Road Quarry is an alluvial gravel quarry owned and operated by Fulton Hogan Ltd. for the supply of aggregate in Canterbury, and is the largest quarry in the South Island in terms of production. It has evolved from three separate quarries, as a result of which extraction has occurred sporadically in a number of areas. Due to this factor, and the need to manage environmental impacts, a detailed quarry management plan was completed in 1995 which formed the basis for implementation of a certified environmental management system.   In December 1997, the quarry was the first in New Zealand to achieve ISO 14001 (TELARC) accreditation for implementation of an environmental management system. The main potential environmental impacts arising from the quarry operation include dust, noise and groundwater contamination, and visual landscape effects associated with gravel extraction, the mitigation of which is achieved by means of æbest practiceÆ methods. All quarry operations are controlled in terms of the environmental management system by means of regular (monthly and yearly) environmental reviews, appropriate auditing of environmental documents, and monitoring of environmental targets in accordance with consent and statutory requirements.
